Environmental Analyst – Office of Water Resources Monitoring Program

NEIWPCC is seeking one full-time Environmental Analyst to support river monitoring efforts and to collect vital data that contributes to effective environmental management and decision-making throughout Rhode Island.

What You’ll Do

As a NEIWPCC Environmental Analyst, you will become an essential component of the monitoring team, assisting with implementing field sampling and data management for ambient river monitoring (ARM) program. You will provide technical assistance by performing assessments for federal Clean Water Act reporting, and by reviewing and identifying potential needed updates to the state water quality standards.

What You Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in biology, environmental science, chemistry, or related field. Experience with water quality monitoring, water quality standards, and geographic information systems is highly desired. Applicants with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in the Rhode Island Department of Environmental Management office located in Providence, RI. Duties will be performed largely in an office setting and include outdoor field assignments. Travel will be required, for which a valid driver’s license and private means of transportation are required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.

General Statement of Duties:  This is routine unskilled and limited semi-skilled manual work in construction and general maintenance activities.  Work involves performing light and heavy manual work, which does not require a high degree of manipulative skill, although as work experience is gained, employees may be assigned to somewhat more difficult and responsible tasks.  Work is normally performed under close supervision, but many assignments may be routine and repetitive in nature, and after learned can be independently performed.  Operates vehicles, trucks and a variety of power equipment.

Examples of Duties:  Sweeps streets, gutters, and alleys; loads dirt, equipment and construction materials from or into a truck; cuts and trims grass and weeds by hand, or with power equipment; plants, waters and assists in the care of trees, shrubs, grass and other plantings; cuts down trees, weeds and brush; spreads salt and sand mixtures; shovels snow.  Cleans culverts, catch basins, and grounds; rakes and loads grass and brush into a truck, services vehicles and equipment with gasoline and oil.  Cleans and washes vehicles and equipment.  Shovels a variety of materials.  Digs out holes with automatic and manual digging tools; fills depressions with asphalt, gravel or other materials.

Assists any other staff of the Sewer Division as assigned.  Directs traffic.  Performs custodial and maintenance tasks in the upkeep of plant, grounds, equipment, collection system and facilities of the Town.  Paints as directed.  Cleans and disinfects buildings and structures, equipment and other areas of Water Pollution Control Facility and outlying facilities in accordance with Department requirements.  Performs a variety of gardening and grounds maintenance work not requiring specialized knowledge and skills.  Cultivates, prunes, sprays, and trims and weeds by hand or with manual tools or power equipment.  Performs related work as required.

Supervision Received: Work is performed under the general supervision of the designated supervisor.

Supervision Exercised:  Generally, none.

Required Knowledge, Skills, and Abilities:  Some knowledge of general construction, maintenance, use of tools, equipment and practices.  Good ability to understand and follow specific oral and/or written instructions.  Good ability to establish and maintain effective working relationships with coworkers, supervisors, vendors and the general public. Good ability to perform heavy manual labor, often under unfavorable weather conditions.  Good ability to perform manual tasks and to acquire a limited skill to do the work of the Department or Division where assigned.  Considerable physical strength and stamina and good ability to work outside in extreme weather conditions.

Qualifications:  High school or trade school graduate or the equivalent.  Must have a minimum of six (6) months experience in performing related manual work at the laborer level.

Lake Champlain Boat Launch Stewards

NEIWPCC and the Lake Champlain Basin Program (LCBP) are seeking multiple seasonal boat launch stewards to deliver interpretive invasive species spread prevention messages to boaters on Lake Champlain during the summer of 2023 and to inspect and decontaminate watercraft as appropriate.

Boat Launch Stewards will be trained to greet visitors to Lake Champlain and familiarize the public with aquatic invasive species information, enter lake-user information on mobile tablets, and inspect watercraft, trailers, and recreational equipment for aquatic organisms. Stewards will also be trained to conduct hot water high pressure decontaminations as needed and to set up, operate, break down, and properly store the decontamination units. Stewards will be required to work eight-hour days for approximately forty hours per week Thursday through Monday and holidays at select boat launches around Lake Champlain from Memorial Day to Labor Day weekend with the option to work through mid-October; weekend work is required. Time off by prior arrangement can be accommodated.

Successful candidates will be well organized and have excellent communication skills, experience speaking with the public, demonstrated data collection and recording, familiarity with invasive species, and field work experience. Candidates will be comfortable working in the field and have the physical capability to inspect trailered watercraft. Experience operating watercraft and /or motorized equipment and basic familiarity with boaters, anglers, and recreational equipment will be useful. Individuals with experience with small engine maintenance and repair are desired to assist with watercraft decontamination operations. Highly motivated individuals with familiarity with aquatic invasive species and/or water recreation experience are encouraged to apply. Driver’s license required.
