Wastewater Plant Assistant Operator I/II

General Purpose 

This position is responsible for assisting in daily plant operations and maintenance duties at various wastewater facilities.

Union: American Federation of State County and Municipal Employees (AFSCME).

Please note, the Wastewater Assistant Operator I & II are essentially one position (one full-time employee) and we included the qualifications of both roles in this posting in order to note the differences in experience needed for each pay grade level, in addition to noting the full starting pay ranges of both roles. Essential Job Functions 

  • Assist operators in process control testing involved with; including but not limited to; pretreatment, primary clarification, activated sludge aeration, final settling, return and waste activated sludge control, chemical precipitation, chlorine disinfections and anaerobic digestion.
  • Assist in operations of sludge thickening and dewatering systems by learning to control quantity and quality of solids processing through the use of lab testing, flow measuring devices, control instrumentation and chemical dosage.
  • Assist operators in wet-weather operations as necessary and maintain on site storm water treatment facility using suggested Operations & Maintenance Manual Procedures.
  • Record data and learn to interpret results of testing.
  • Sample wastewater and solids processing streams and learn to perform laboratory analysis.
  • Assist in operation and maintenance of laboratory testing equipment.
  • Assist in monitoring and recording of meter data from wastewater flows, methane gas, chlorine feed, return and waste activated sludge, and other meters as required.
    May be required to operate sludge tanker truck as applicable.
  • Assist operators in perform preventative and corrective maintenance on all plant equipment and 25 pump stations, including, but not limited to pump rebuilding, motor maintenance, lubrication, use of inspection equipment and cleaning.
  • Perform building and grounds custodial duties.
  • Required to assist with “On-Call” on an as needed basis.

Job Environment

Most work is performed outdoors, with exposure to varying weather conditions and with additional exposure to loud noises, heights, toxic or caustic chemicals, fumes or airborne particles, extremes of heat and cold, near moving parts, and with a risk of electrical shock. Has some contact with other District staff and infrequent contact with others.

Director of Engineering and Operations– Water Resources

General Purpose

Under the general direction of the Division Director, plans, directs, manages and oversees the personnel, functions, priorities, programs and operations of the Engineering and Asset Management, Stormwater and Water Distribution Field Services teams. This includes providing technical leadership to the operations and capital planning and construction associated with Water Supply treatment/distribution, Wastewater treatment/collection and Stormwater management/collection. Ensures that the work of the assigned workgroups is being performed in compliance with State and Federal regulations, AWWA and City policies and standards. Acts as the Division Director in the absence of the Division Director.

Essential Job Functions

Supervisory Duties

  • Assumes management responsibility for all Engineering and Asset Management, Stormwater and Distribution functions, programs, operations, including planning, design, maintenance and construction of all infrastructure assigned to those teams.
  • Plans, directs and coordinates through team managers, the work plans and priorities of the Engineering and Asset Management, Stormwater and Distribution teams
  • Monitors workload and assigns projects and programmatic areas of responsibility
  • Integrates the work of the assigned teams

  • Responsible for monitoring and making recommendations regarding elements of Water Resources Division (WRD) work assigned to the Street Maintenance Division
  • In collaboration with the Director of Finance and Administration, ensures assigned workgroups’ activities are implemented in an efficient, effective and equitable manner for our Water Resource customers.
  • Ensures timely completion of projects and work plans and adherence to project budgets for the assigned work groups.
  • Ensures the compilation and maintenance of detailed records of WRD activities, plans, technical decisions, project outcomes and metrics and after-action reports.
  • Provides day to day leadership and works with staff to ensure a high performance, customer service oriented, growth and learning focused work environment which supports the Department’s mission.
  • Ensures staff observe and comply with all City and OSHA mandated safety rules, regulations and protocols.
  • Provides regular reports to the Division Director on the status of assigned workgroups’ progress on work plans and project development and implementation.

Technical Analysis, Planning and Implementation

  • Oversees the development and on-going maintenance of the Water, Wastewater and Stormwater collection system 5, 10 and 20 year capital plans, including system wide comprehensive “master” plans; planning for the drinking water and wastewater treatment facilities will be conducted in collaboration with the Drinking Water and Wastewater Facilities managers.
  • Assists with developing proposals for revenue bonds to fund larger capital efforts.
  • In collaboration with the Engineering Manager, Stormwater Program Manager and the Drinking Water and Wastewater Facility managers, recommends and directs the implementation of annual capital work plan for the Water, Wastewater and Stormwater systems.
  • Oversees the development and implementation of annual preventative maintenance work plans for water distribution and the wastewater and stormwater collection systems.
  • Exercises significant autonomous judgment on details of work and in making preliminary selections and adaptations of engineering alternatives.
  • Oversees the procurement and use of on-call contractor contracts that support the operations of water, wastewater and stormwater functions
  • Coordinates the technical activities of the Engineering and Asset Management and Stormwater Program workgroups related to implementation of the City’s Combined Sewer Long Term Control and Integrated Water Quality Management Plans.

Policy, Procedures and Continuous Improvement
In support of achieving the DPW Mission of stewarding Burlington’s infrastructure and environment by delivering efficient, effective and equitable public services:

  • With the support of the Policy and Program Advisor, manages and directs the development, implementation and evaluation of short and long-term plans, policies, systems, business workflows and standard operating procedures related to the assigned workgroups to achieve annual goals, objectives and work standards. This includes activities related to:
    • Proper engineering design and construction of infrastructure
    • Long term asset management
    • Implementation of a comprehensive water resources project review for both public and private projects.

  • Support the Division Director in developing and advancing continuous improvement efforts towards the effective utility management principles of operational optimization, financial viability, customer satisfaction/stakeholder understanding and support, and employee leadership and development for the Engineering and Asset Management, Stormwater and Distribution workgroups. This includes, but is not limited to:
    • the development, measurement and tracking of appropriate key performance indicators (KPIs) for assigned functions
    • monitoring of industry trends and reporting on innovative ways to elevate the effectiveness of the Water Resources Utilities
  • Recommends updates to the City’s Chapter 26 and 31 code of ordinances as necessary and collaborates with the Policy and Programs Advisor to ensure the City’s regulatory authority enables adherence to State and Federal regulations, AWWA and other engineering standards, Water Resource Division policies and Standard Operating Procedures.

Other duties:

  • Provide support and/or management of special projects as assigned by the Division Director.
  • Oversees compliance with City Procurement policy, contracting and risk management for all purchases and contracts related to assigned work groups
  • Prepares written technical reports.
  • Represents the city at various public forums.
  • Prepares, submits and presents reports to the Mayor, City Council, Public Works Commission and other committees regarding assigned activities.
  • Maintains accurate records and files.

  • Preferred experience with municipal public works infrastructure planning, design, construction, operations.
  • Preferred experience with Vermont State Revolving Fund loans
  • Preferred functional understanding and experience with ArcGIS.
  • Experience with interpreting the results of hydraulic and hydrologic models; preferred experience building, calibrating, operating KYPipe 2000 and PCSWMM models.
  • Must have knowledge of methods, materials, procedures, and standard practices of construction, including public works projects; contract negotiation and administration;
  • Must have strong computer skills; demonstrated ability to effectively use computer equipment and related software; competent in use of Microsoft Office Suite (Excel, Word, Powerpoint).
  • Must have skill in public speaking with the ability to present public education programs.
  • Must have the ability to occasionally work beyond normal hours, at night or weekends, including ability to respond to emergencies and to travel to various seminars and conferences for the benefit of the Department.
  • Must have the ability to exercise independent judgment within the limits of the position.
  • Ability to communicate professionally and diplomatically with contractors and the public regarding the various projects under development and construction.
  • Must be able to handle various projects at the same time, work effectively under pressure and keep schedule on track.

Plant Mechanic – Water

General Purpose

This position is responsible for performing electrical and mechanical maintenance and repairs on a variety of controls, receivers, transmitters, computers and process indicators to maintain the water treatment plant and remote pump stations. In addition, this position is responsible for performing the duties of a water plant operator.

Essential Job Functions

  • Troubleshoot and repair instrumentation, including but not limited to, repair or replace all electronic and mechanical instruments used in chemical dosages, monitoring flows, starting and stopping pumps, set alarm points, calibrate transmitters, receivers and recorders, etc.
  • Repair and rebuild all rotating equipment; maintain large pumps (up to 500 h.p.), diesel pump, diesel electric unit, vacuum pumps, blowers, air compressors, large electric valves, and chemical feed pumps, as well as a variety of other equipment such as ventilators, heating systems, dehumidifiers and air conditioners.
  • Repair and maintain electrical equipment such as wire in new pumps, new alarm points, and remote switches; troubleshoot, alter, repair and replace parts such as relays and brakes.
  • Check and maintain reservoir and high service tanks, including but not limited to, inspect tanks and record readings, inspect pumps, piping, buildings, grounds, and uninterrupted power supply and make repairs, etc.
  • Change, add, or delete parts of the computer program in the three process computers; may write new programs as necessary.
  • Serve as Plant Operator simultaneously performing Plant Mechanic duties.
  • Schedule equipment runs; record elapsed time reading and schedule pumps, blowers, and chemical feed pumps for even time distribution and maintenance.
  • Maintain parts and supplies; order parts, stock and inventory.
  • Develop, implement and/or maintain computerized preventative maintenance program for all plant and offsite equipment.
  • Brief Plant Operators on any problems or special situations which affect operation of plant.
  • Recommend design changes in the water plant.
  • Provide technical expertise to consultants, engineers and contractors on large scale plant changes and new systems.
  • Schedule factory representatives’ visits; schedule systems and special projects to be worked on or experimented with in conjunction with factory service personnel.
  • Attend training programs to keep skills and knowledge current with improvements and changes in plant equipment.
  • May be required to participate in “On-Call Coverage”.

  • Ability to troubleshoot and repair water plant and pump station mechanical and electrical problems.
  • Ability to assume Water Plant Operator duties required.
  • Ability to obtain and maintain a valid VT driver’s license required.
  • Ability to operate varied equipment such as test equipment, computers, welders, torches, drill press and grinders, etc, required.
  • Ability to maintain effective work relationships with other staff members.

Customer Care Associate I

General Purpose

The Customer Care Associate I for Water Resources is responsible for executing all daily functions related to utility billing and the provision of excellent customer service for water, wastewater & stormwater.

Essential Job Functions 

  • Maintain a high level of professionalism and work to establish a positive rapport with each customer when communicating by phone, email, in person or on social media
  • Responsible for ensuring all Water Resources accounts are billed and payments are received according to schedule. This includes generating invoices, executing adjustments, creating penalty and service termination notices and compiling monthly sales & adjustment reports.
  • Process and post all customer payments received via mail, in person, online or transfer file to utility billing software. Ensure payment batches balance and prepare deposits.
  • Evaluate accounts flagged on monthly meter reading exception reports and request verifications or site visits as appropriate.
  • Coordinate with Field Services to maintain the schedule for site visits related to meter repairs, replacements, installations, service estimates, flow tests and customer requests for troubleshooting.
  • Process account change requests including final meter readings, tenant & property manager authorizations, automatic debit authorizations and mailing address updates.
  • Responsible for handling the full range of Customer Care account requests including, but not limited to, consumption, billing, payment and rate history information, negotiation of payment agreements, interest waivers and service disconnection dates, and explanation of policies and requirements for general utility services, adding or changing account users, updating financial information or receiving account credits for abnormal usage.
  • Notify customers of pending service termination for nonpayment and coordinate termination action according to Burlington City Ordinances.
  • Provide information about the Water Resources Assistance Program to customers and help them evaluate which rebates, discounts, or efficiency programs they are eligible for.
  • Review all completed meter asset changes to ensure accuracy.
    Process invalid payments tendered via check, credit card or automatic debit and notifies customer to ensure collection.
  • Review impervious surface definitions, calculations and generate coverage map for customers with questions about their stormwater user fee.
  • Create, monitor and update requests for service and/or information in the City’s asset management and request for service software as appropriate per departmental policy.
  • Responsible for providing customer education, outreach and response during emergency main repairs and planned capital improvements according to DPW’s Public Engagement Plan, Burlington City Ordinance and other related policies.
  • Implement public outreach content on City’s website and social media platforms regarding hydrant flushing, private fire sprinkler flushing, rate changes, consumer confidence report and special events.
  • Act as a liaison between residents and the City’s insurance company for claims reporting and assist in the collection and reporting of facts from Water Resources employees.
  • Maintain office and billing supply inventories and re-orders as needed.
  • Create monthly schedule for regular workflow according to Burlington City Ordinance and departmental policy.
  • Evaluate resident inquiries unrelated to Water Resources and provide contact information for appropriate City department.
  • Process all interdepartmental and incoming mail as appropriate and bring outgoing mail to the post office.
  • Represent Water Resources at community events to promote departmental initiatives and programs.
  • Provide support to others in Water Resources as assigned/

• The ability to obtain a “Full” Massachusetts municipal wastewater treatment operator’s license within 1 year. Will accept an O.I.T license.
• Ability to obtain 1B hoisting license to operate facility boom equipped vehicles.
• Minimum of two years’ experience in a wastewater treatment facility, operations, and maintenance; or any equivalent combination of education. Will consider entry level with minimal professional experience in the operation and maintenance of a wastewater treatment facility and collection system.
• Must be able to work in inclement weather and perform maintenance in tight / confined spaces specific to tanks and manholes.
• Basic maintenance skills on mechanical equipment to include pumps and valves.
• Effective verbal and written communication skills.
• High School graduate or equivalent, with technical/vocational school background.
• Applicant must possess a valid Drivers License and a good driving record and must be able to lift or move up to 50 pounds on a regular basis.
