The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking a Division Director for the Water Resource Protection programs.

Candidate will manage Commission programs including water supply (drinking water, groundwater and source water), research, climate change, non-point source pollution, and stormwater. Will serve as Project Officer for the Lake Champlain Basin Program, including staff supervision and grant and sub-contract administration. Will act as a technical adviser for the Commission, state agency staff, and the public; and will provide regional guidance on program areas.  Will work with the Deputy Director in developing annual plans and budgets.

Knowledge and understanding of federal environmental laws and regulations, and the ability to work effectively with both scientists and engineers, are required.  A Master’s degree in environmental science, public policy, or natural science is preferred.

Electrician, Monday thru Friday 7 AM- 3 PM. Responsible for installing, maintaining and repairing a variety of medium-voltage equipment within the plants, facilities and grounds. Installs, tests, troubleshoots and maintains a variety of plant and high voltage electrical equipment, such as motors , pumps, gauges, switches and other equipment.Performs general electrical preventive maintenance within plant property. Candidate will primarily be involved with municipal projects for wastewater treatment processes, serving as Assistant Project Manager or Project Engineer. Work may include planning, scheduling, coordinating work of support staff and subconsultants, conducting field investigations, evaluation of equipment, systems and processes, report writing, design development of new and/or upgraded facilities and implementation of construction phase services. Candidate may also participate in new business development including preparing proposals, participating at interviews and assisting with contract negotiations. This position may require participation at presentations and meetings during evening hours.

MA PE Required
Ten (10) years minimum experience in planning, design and construction administration of new designs and upgrades to wastewater treatment facilities, with focus on nutrient reduction process design and development
Experience in developing designs for new wastewater treatment facilities, upgrades, expansions, retrofits and/or rehabilitation of existing wastewater treatment facilities, and/or pumping stations required
Experience should include equipment selection, design, specifications, quantity takeoffs, cost estimating and scheduling of construction activities
Must possess good technical and engineering design skills, analytical/financial/project management skills, and strategic planning skills
Must have strong verbal, written, presentation and interpersonal skills
Required Computer Skills: MicrosoftTM Excel, Word and Outlook
Desired Background & Experience:Masters and/or PhD highly advantageous. Wastewater Treatment Operator’s Certification also a plus
Desired software applications include: Microsoft TM Project Scheduling; PowerPoint; AutoCAD and ArcView/GIS.
Experience with process software such as BIOWINTM very advantageous.
Experience in management of municipal wastewater treatment projects, including coordination of immediate staff, support staff and subconsultants

The Operator I operates and maintains sludge, de-watering treatment, processing, disposal and testing equipment in Wastewater facility.

Must be able to obtain CT Wastewater Grade I license within 24 months of employment.
Must be able to work variable shifts.
Must have the ability to read, write and comprehend English (operational, process, safety and quality instructions).
Must have the ability to perform basic mathematical calculations.
Some experience in a related position and environment preferred.
Must consistently demonstrate the ability to learn and independently operate assigned machines and equipment meeting or exceeding processing and quality targets.
Must demonstrate ability to learn and independently operate equipment such as pumps, engines, centrifuge,
generators, valves, gates, mixers, conveyors, blowers, dryers, chemical feed, odor control, disinfection equipment, sludge processing filters, belt presses and measuring/control devices, testing equipment and material handling equipment.
Must demonstrate a working ability to use computer programs for process control.
Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.
Must be able to serve rotational 24 hour emergency on-call if required by site.
Must possess a valid driver’s license and a safe driving record.
