About MRWC: The MRWC is a nonprofit environmental organization that protects and improves the Merrimack River Watershed for all people and wildlife through science, restoration, education, recreation, and advocacy. MRWC has a main office in Lawrence, Massachusetts and a secondary office in Concord, New Hampshire. However, MRWC works throughout the entire 5,000 square mile watershed, which begins in the White Mountains of New Hampshire and flows out to the ocean at Newburyport and Salisbury, Massachusetts.

About the Position: The Project Manager will: 1) develop and implement ecological restoration and climate resilience projects in MA, 2) manage a regional restoration partnership funded through MA DER and 3) collaborate with the MA Water Quality Project Manager and NH Water Resources Project Manager to achieve organizational watershed-wide goals.
The primary responsibility of the Project Manager is to lead the Merrimack Restoration Partnership in the planning and implementation of restoration projects across the watershed. The Merrimack Restoration Partnership is a coalition of 6 NGOs working collaboratively to identify and advance ecological restoration projects in the Massachusetts portion of the watershed. The Partnership is funded through MA DER to build regional capacity to identify, develop and implement high priority projects such as river and stream barrier removal, urban stream revitalization and wetland restoration.

The Project Manager must have a commitment to a collaborative, partnership-based atmosphere, and knowledge of local, state, and federal natural resource agencies. The ability to prioritize and manage multiple projects/deadlines is key to success in this position. The Project Manager should have a working knowledge of ecological restoration, watershed management, conservation planning, and monitoring.

The Project Manager will facilitate regular Partnership meetings, provide review of restoration projects, and assist partner organizations in identifying, prioritizing and acquiring funding for restoration projects. This involves developing and reviewing subcontractor and partner scopes of work and ensuring alignment with MA DER’s goals and priorities, coordinating development of proposals and facilitating collaboration and cross-learning among partners. The Project Manager will also identify and implement prioritized projects such as dam removals, which includes outreach to landowners, stakeholders, and community members, developing proposals, facilitating and supporting permitting, reviewing project designs, attending public meetings and leading community outreach efforts to ensure the success of projects on the ground.
This position does not currently supervise other staff; however, the position may supervise AmeriCorps interns in future years. If the right candidate emerges from the hiring process, MRWC would consider elevating this position to a Program Manager position which would include the above responsibilities as well as the supervision of other MRWC projects.

Location: This position is based out of our Lawrence, MA office, and all work will take place in Massachusetts. MRWC operates on a hybrid office/remote model, but the Project Manager must be based within or in easily commutable distance of the Merrimack Valley. Project activities occur throughout the watershed so regular travel should be expected.

Schedule: Full-time exempt with options for flexible scheduling. This position requires occasional early morning or evening meetings, and occasional weekend events.
Working Conditions: Work performed outdoors may be in inclement weather and around construction equipment. Sufficient mobility is required to navigate uneven terrain, steep slopes, moving water and other field conditions.

Key Responsibilities:
Water Resources and Ecological Restoration:
– Serve as project leader for a variety of planning, assessment and/or implementation projects aimed at restoring habitat, improving climate resilience, improving water quality and increasing community connections to their natural resources, including: dam removal, riparian re-vegetation, in-stream restoration, water quality restoration, urban stream revitalization and green stormwater infrastructure.
-Prepare project plans, schedules, budgets and funding applications.
-Conduct strategic outreach to landowners and stakeholders to identify and advance new restoration projects
-Perform assessments of the Merrimack and its tributaries from existing data and field verifications to identify restoration opportunities
-Evaluate cost of implementation and social feasibility of restoration projects.
-Facilitate outreach and build support for watershed restoration activities and their broad benefits through StoryMaps, our website, social media, surveys, and the development of other communication tools
-Communicate effectively to both technical and non-technical audiences about science, policy, and benefits of ecological restoration.
-Participate on natural resource committees and other partnerships
Attend and present at public meetings

Project Management:
-Build enduring partnerships with municipal staff, state and federal agencies, and other NGOs
-Manage project budgets
-Manage grant contract reporting and compliance
-Contract and oversee project partners and subcontractors
-Pursue and manage various grant funding sources
-Maintain organize project files, budgets, scopes of work and other relevant information

DER Partnership Facilitation:
-Lead the implementation of a 3-5 year MA DER funded program
-Coordinate and facilitate 5 partner organizations in the Partnership: Lowell Parks and Conservation Trust, Groundwork Lawrence, OARS, Nashua River Watershed Association and Merrimack Valley Planning Commission
-Lead monthly or quarterly meetings to continue the development and advancement of the Partnership
-Align partner projects and goals with MA DER project eligibility
-Facilitate collaboration and cross-learning among partners
-Combine partner projects into an over all watershed wide Implementation Plan, and update the plan regularly
-Develop budgets and scopes of work for continued MA DER funding
-Work closely with MA DER staff to provide feedback and learnings about the Partnership program
-Manage a complex budget and work with MRWC accountants on auditable budget transactions, reports and documentation.

Preferred Qualifications:
-Experience managing $200,000 grant budgets
-Demonstrated success working with a coalition of multiple local, state, and federal partners or other collaborative efforts that include identifying and encouraging common ground among stakeholder groups with diverse interests, missions and priorities
-Demonstrated ability to plan and lead the implementation of ecological restoration projects, including construction projects that require complex permitting, developing project plans, coordinating project teams, managing budgets, preparing scopes of work, managing engineering and construction contracts, obtaining funding through grants and other sources, and complying with regulations
-Demonstrated success managing state and/or federal grants
-Budget management proficiency. This role will have significant responsibility managing regular and auditable transactions.

Salary and Benefits:
Starting salary is dependent on experience, with a range of $60,000-$68,000 for the Project Manager position. (If a Program Manager position is offered to a candidate, the salary range could increase up to an additional $10,000.) Benefits package includes a health insurance stipend, retirement account with company match and mileage reimbursement for work travel.

  • Affiliate Organization Relationships: support smaller organizations in their work on the watershed’s rivers by assisting with grant proposals, fundraising, and certain back-office functions.

CRC’s success, growth, and impact are powered by a highly skilled, mission-driven staff team of 24 who are leaders and knowledge experts in their technical field, and by thousands of volunteers up and down the River who help with advocacy, research, clean-ups, and restoration projects. Though staff members are located in all four states across the watershed, CRC’s headquarters are in Greenfield, MA. It is a membership-based organization with approximately 1,500 members. The organization is financially sound, with a $3.2M operating budget and approximately $5M in net assets. Its revenues come from a mix of grants, donor contributions, and earned income. The Opportunity Going Forward

CRC’s next Executive Director (ED) will be taking the reins at a time of change and opportunity. CRC has seen significant growth in the past ten years under the leadership of its former Executive Director, who left the organization in the fall of 2022. In that ten-year period, the organization built a restoration program that has removed 20 dams, restored over 130 acres of habitat and over 70,000 feet of shoreline, created one of the northeast’s largest freshwater bacteria monitoring programs, grew the annual Source to Sea Cleanup, which has been running for 27 consecutive years, and maintained persistent and effective advocacy for strong environmental standards. CRC is currently under the steady leadership of an Interim Executive Director.

Some of the organization’s opportunities and challenges include:

  • Planning a new future with board and staff to clarify focus, increase impact, strengthen and build partnerships, and set strategic priorities.
  • Assessing and revising the organizational structure for greater effectiveness in meeting future goals.
  • Increasing financial support from CRC’s members, donors, and granting organizations while simultaneously expanding our relationship with foundations and government agencies to enhance stability and sustainability.
  • Expanding the geographic reach of CRC’s programs, collaboration, and community engagement along the 410-mile length of the Connecticut River, resulting in a strong presence regionally and in New England.

 

As the Executive Director takes the reins, key priorities in the first 12-18 months will be to:

  • Build trusting relationships with staff members, gain an understanding of the strengths, knowledge and wisdom that each brings to the work, and foster a positive and enriching team culture;
  • Build relationships with and engage the Board of Trustees;
  • Build relationships with established community partners;
  • Gain a thorough understanding of the diverse programs, activities, and approaches CRC employs in its work to protect and enhance the River and its watershed;
  • Support staff in building a solid financial accounting system to ensure timely tracking and reporting of all revenue and expenses.
  • Assess the effectiveness of CRC’s current organization structure and its operational systems, and work with staff and board to address areas needing strengthening or restructuring.
  • After building key relationships and gaining a solid understanding of CRC and its context, begin a strategic planning process in collaboration with the board and staff.

 

Position Duties and Responsibilities

The Executive Director leads the strategic vision for the organization and supports the growth and efforts of a community-oriented team in the implementation of key objectives to advance CRC’s mission.  The Executive Director reports to the Board of Trustees who are responsible for providing the Executive Director with regular feedback and consultation as well as setting annual compensation. The Executive Director will ensure that the organization has sound administrative and financial systems in place while creating an inclusive and supportive work culture.  This is a full-time position based in Greenfield, MA, with hybrid options negotiable. The Executive Director will be expected to travel throughout the watershed as needed.

Organizational Leadership

  • The Executive Director supervises internal managers and all staff and is responsible for ensuring they are fully supported in their job responsibilities. This includes good management practices, routine feedback, essential training, and transparent communication that fosters a collaborative work environment.

Community Outreach & Partnerships

  • The Executive Director is expected to be a public face of the organization and in partnership with the River Stewards and program managers in each state, maintains a presence through media, speaking engagements, and events. This role entails participation and collaboration with current regional strategic partners while pursuing relationships with potential new partners throughout the watershed.

Fundraising & Resource Development

  • The Executive Director collaborates with the Development Director and staff in each state to secure donors, funds, and sponsorships with the goal of ensuring long-term financial sustainability for the organization.

Program Development, Management, & Evaluation

  • The Executive Director supports staff in developing new or expanded programming with partner organizations and community stakeholders. The Executive Director will facilitate the coordination of all programs and help staff implement frameworks for measuring effectiveness.

Stewardship

  • The Executive Director is responsible for the stewardship of the organization’s conserved properties as well as the responsible disposition of these properties to qualified organizations, individuals, or agencies.

Salary and Benefits
The salary range set for this position is $115,000-$130,000.  CRC provides an excellent benefits package that includes employer contributions to health insurance and retirement.

Our Hull, MA staff is responsible for the operation and maintenance of the wastewater treatment plant and collections system, including remote pump stations. If you enjoy working outdoors protecting nature’s precious resource, water, this position is for you.  Candidates utilize basic mechanical and pumping equipment repair skills and have experience with electrical systems to provide maintenance and repair around the facility.   Our operators participate in an “on call” rotation for plant coverage outside normal workday hours and shifts will include weekends.

Normal work day hours are 7:00AM – 3:30 PM Monday through Friday, with some weekends and storm coverage.  Must be able to work occasional holidays and as required for emergency call outs on rotation.

Typical responsibilities include:
* Participates and may lead the daily operations & maintenance of the wastewater treatment facility as directed by the Plant/Project Manager.
* Performs preventative maintenance and repairs, as well as operates all plant equipment.
* Become familiar with preventative & corrective maintenance procedures common in the water and wastewater industry.
* Performs daily checks of the plant to document operational status and maintenance requirements.
* Assists in maintaining a complete and accurate on-site log book and records in accordance with federal, state & local permits.
* Monitors and controls assigned tasks ensuring cost-effective service is provided within the budget.
* Coordinates to ensure that other plant employees follow established administrative, safety, and operating policies.

What will you need to succeed?
* Massachusetts Grade 5 or higher Wastewater Treatment Plant Operator License is preferred, or the ability to obtain through the operator’s exam or reciprocity.  W&C will train the right candidate for success!
* 3 or more years’ experience in a wastewater treatment facility, operation, and maintenance; or any equivalent combination of education is preferred.
* Fluency with computers, including an ability to work with: SCADA, Microsoft Word, Excel, Maintenance Management Programs, and other site specific systems.
* Experience preferred in the operation and maintenance pumps, compressors, and plumbing fixtures.
* High School or trade school diploma is required, an Associate’s Degree preferred.
* A valid Massachusetts Class D motor vehicle operator’s license required.
* OSHA 10 Hour Construction Safety certification a plus.
* Ability to read, interpret, and apply instructions from drawings, SOPs, and specifications for work assigned.
* Must be able to lift or move up to 40 lbs on a regular basis.

General Statement of Duties:  Performs highly skilled tasks in the operation, maintenance, repair and construction of sanitary sewers, including CCTV inspection and high velocity flushing; operates, performs routine maintenance and may repair any equipment in the division, such as trucks, rodders and high velocity water jets; builds and repairs manholes and lays sewer drainage pipe; does the work of any related task of a lesser grade, if required; performs snow removal and rights-of-way clearing as necessary; performs all work in a safe, efficient manner; performs “on-call” duty, emergency calls or scheduled overtime work  within the normal scope of work for the position.

Supervision Received: Works under the direction of the Superintendent or other designated supervisors who assigns tasks and inspects work in progress and upon completion.

Supervision Exercised:  As designated supervisor, directs and coordinates tasks performed by one or more employees of the same or lower grade, or other personnel as assigned by assigning tasks, inspecting work or keeping equipment in order.

Required Knowledge, Skills, and Abilities:  Considerable physical strength and stamina, including working outside in inclement weather; considerable ability and aptitude to understand and convey complex written and oral instruction; thorough knowledge of processes and materials used in construction, operation and maintenance of sanitary sewers;  thorough knowledge of the sewage wastewater collection system and its appurtenances; extensive ability to operate mechanical equipment required in assigned operation; ability to direct the tasks of others, to train other personnel and to maintain accurate and up-to-date files and records; strong ability to establish and maintain effective working relationships with fellow employees, other municipal employees, the general public, and vendors and contractors; good skill in performing assignments in a thorough and dependable manner; good ability to learn and apply new skills and to adapt to new methodologies and technology, including computer skills applicable to CCTV inspection of sanitary sewer mains.

Qualifications:  High school, trade school or vocational school diploma or high school equivalency diploma, plus  four (4) years’ experience in a field related to sanitary sewer construction, operation or maintenance (installation and maintenance of sanitary sewer, water main, storm drain or natural gas pipelines); or one (1) year of training in a skilled trade substituted for one (1) year of experience up to two (2) years plus a minimum of two (2) years employment for a sewer utility or in the construction field with work experience in the installation and maintenance of pipelines, or an equivalent combination of experience and training. NEWEA (New England Water Environment Association) Collections System Certification Grade II or higher preferred.

Special Requirements:  Must possess and maintain a valid State of Connecticut Class B commercial driver’s license (CDL) as a condition of employment.

2023 Entry-level Instrumentation & Control System Design Engineer

We are seeing a candidate to join a strong team of motivated individuals and contribute to the successful completion of instrumentation and controls (I&C) design projects for our industrial, water, wastewater, municipal, design-build, and plant operations clients on a regional and national basis. As part of our team, you will have the opportunity to interface with clients, consultants, implementation staff and other design disciplines to understand their process, instrumentation and controls requirements and produce deliverables associated with Supervisory Control and Data Acquisition (SCADA) systems.

Typical responsibilities include:
• Design Programmable Logic Controller (PLC)-based SCADA control panels, understanding how the individual components are chosen, arranged and assembled to efficiently monitor and control the client’s process equipment and instruments.
• Select and specify instrumentation, including level, pressure, flow, temperature, process analyzers and more, understanding how each is deployed in the process for maximum effectiveness.
• Produce Piping and Instrumentation Diagrams (P&IDs) in conjunction with process engineers, learning how treatment processes work and how the equipment and instruments properly monitor and control the plant, facility or system.
• Select and specify SCADA computer hardware and software, including Human Machine Interface (HMI) software to provide graphical representation of the client’s processes, automated reporting software, remote access systems and other critical applications and packages that comprise a robust and reliable system.
• Produce Network Architecture Drawings for system communications via Ethernet, Fiber, Cellular, and Wireless. Select and specify communications hardware and cabling to meet client standards, existing technology, and future growth.
• Produce public bidding drawings and specifications that ensure the client project needs are met while still following the municipal, state, and federal guidelines that govern fair and competitive bidding practices.
• Participate in site investigations to gather information about the client’s systems, equipment and instruments, to inform the concepts that will be applied to meet the client’s goals.
• Produce design basis reports that outline a client’s specific needs for automation and control.
• Produce SCADA system architecture diagrams, applying networking, industrial protocols, remote telemetry, and cybersecurity concepts in the process.

The candidate will have the opportunity to participate in construction phase activities as well, including interfacing with clients and contractors, reviewing submittals and performing site inspections. By being part of the construction phase, the candidate will have the opportunity to see the design they developed installed and commissioned, gaining valuable feedback and experience that can be applied to the next project.

Qualifications:
