The Town of Coventry is accepting applications for the position of Engineering Technician.  The Engineering Technician provides support services to facilitate the wastewater portion of the Municipal Engineering Program.  This is a mid-level career position that will be responsible for organizing the workflow, plan reviews, inspections, communications and coordination with the public, the Department of Planning and Development, the Department of Public Works, and the Town’s sewer program.

Environmental Health and Safety Leader/Manager (EHSLM)

The South Essex Sewerage District, a wastewater treatment plant located in Salem, MA, seeks qualified applicants for the position of Environmental Health and Safety Leader/Manager (EHSLM).

Salary Range: $92,228 to $100,066

The EHSLM directs and oversees activities related to safety and environmental matters related to the District’s facilities and assets. Develops, supports, and maintains all safety programs, safety policies and related activities to ensure compliance with all applicable safety regulations, laws, policies, and procedures. Qualifications, Education, and Experience

Must also possess effective skills in investigative analysis, oral presentations, training, problem solving, and handling conflict situations.

Physical Requirements

Must be able to crawl, climb, and move about the treatment facilities, collection system, and construction sites. Ability to access all areas of a multi-level facility. Must be able to engage in activities below ground, on the ground, and at heights above the ground in excess of thirty (30) feet, work in tight quarters, confined spaces, and operate a passenger automobile and/or light pickup truck. Excellent eyesight (sharp, close, distance, color, peripheral, and depth vision) and hearing well within normal ranges. Must possess a good sense of smell.

Supervision

Works under the general direction of the District Engineer. Performs work of a highly technical nature requiring the use of some independent judgment in determining priorities and ascertaining the most appropriate course of action to be taken to achieve the desired result. Coordinates with other District department heads as required to ensure safe working conditions at the District.

Job Environment

Some work is performed under office conditions, with noise from office equipment and light traffic. Most work is performed under shop and field conditions with loud noises, rotating mechanical machinery and equipment, and some exposure to hazardous chemicals, oils, solvents, odorous air, toxic conditions, fumes and airborne particles, electrical hazards, and confined spaces. Some work is performed outside with exposure to variable weather conditions. Has frequent contact with District staff and occasional contact with equipment vendors, contractors, and consultants. Operates standard office equipment.

Errors in judgment could result in delays, monetary loss or loss of service that could affect the surrounding communities and injury to self and to other employees, damage to buildings or equipment, and legal ramifications to the District. Adheres to the District’s safety rules, regulations and policies.

Essential Duties

Reports safety violations and unsafe conditions or work practices to supervisor and carries out all corrective actions and controls.   • Ensures safety programs are in compliance with all federal, state, and local laws and regulations that affect the District. Reviews and updates safety related programs as required.
  • Compiles and submits safety and environmental reporting as required by management and regulatory agencies.
  • Develops, supervises, performs, and coordinates training programs and other safety-based instructions/activities.
  • Maintains required safety records, documentation, and other related records.
  • Monitors the activities of outside consultants and vendors to ensure any and all work is completed as directed by Management.
  • Acts as liaison between outside emergency response personnel and the District.
  • Performs safety, evacuation, and other related drills. Organizes and manages safety activities, including but not limited to: respirators and fit testing, hearing conservation, fire prevention and protection devices, personal protective equipment, safety equipment and systems, hoisting equipment and ladders, eye wash stations, medical surveillance, and environment exposure monitoring activities to ensure proper compliance is maintained.
  • Performs and documents incident investigations to identify causes and corrective actions aimed at preventing recurrence.
  • Maintains inventory of and recommends safety related equipment and supplies.
  • Attends safety committee and other safety meetings. Prepares and maintains minutes of the meetings.
  • Takes timely action to intervene in situations or conditions that pose an immediate threat to life, health, or property.
  • Maintains all Material Safety Data Sheets and all tank labeling to current compliance standards.
  • Prepares confined space entry permits and inspects work sites for full compliance with entry permit, required personal protective equipment, and other related space entry safety requirements.
  • Assists Technical Support Division on other assignments as directed.

Wastewater Operator 1

The Hooksett Wastewater Treatment Plant is looking to hire an Operator 1 to complement or existing staff. This is an entry level position that does not require any formal wastewater training. The position includes work such as:  getting samples from around plant, cleaning buildings and grounds, painting, mowing lawns and easements, snow removal at plant and pump stations, assist with repairs at plant and pump stations, recording information into our asset management program, and driving truck to dispose of biosolids.

General Statement of Duties:  This is responsible technical and supervisory work involving the operation and maintenance of the municipality’s water treatment facilities, pump stations, and well facilities.  Work involves the direction and supervision of all phases of operation and maintenance of assigned water treatment plants, pumping stations and wells.  Maintains operational, maintenance and water quality records.

Examples of Duties:  Coordinates the work of all water treatment and pumping operation personnel, including the development of work schedules; establishment and enforcement of safety procedures and regulations; implementation of Water Division’s policies and programs; evaluation of work performance and administration of training programs.  Establishes, written operating procedures at each treatment and pumping station to include the correct adjustment of various controls essential to water treatment and pumping processes such as chemical feed rates, filter bed expansion tests, superpulsator blowdown rates, and well pumping and specific capacity rates.

Directs, supervises, and participates in laboratory or field water quality or process tests to facilitate control of treatment or pumping processes.  Evaluates and applies laboratory data to facility operation. Directs, oversees and operates the computer data acquisition and control system at the water treatment, pumping and well facilities. Directs, supervises and participates in the preparation of operational and maintenance records at the treatment and pumping stations, compiles consolidated reports and evaluations to facilitate implementing improvements in procedures and as a basis for future planning.  Evaluates and makes recommendations relating to treatment plant and pump station modifications as required to meet any new federal, state or town regulations.  Oversees the construction or repair of facilities as assigned.

Assists in the preparation and administration of the water treatment and pumping stations annual budget. Responsible for development, implementation and evaluation of maintenance programs, schedules and procedures.  Plans and directs special maintenance procedures.  Writes bid specifications for equipment and materials.  Issues purchase requisitions and oversees inventories.  Prepares accident and/or property damage reports.

Prepares monthly and annual reports on expenditures, improvements, new programs, water quality, chemical treatment, rainfall, reservoir storage and all other work necessary to maintain an adequate and potable supply of water to the distribution system.  Prepares employee time schedules and attendance records.  Administers union contract language.  May be subject to call twenty-four (24) hours per day as directed.  May act for the Assistant Superintendent Water Supply and Treatment during absences as directed.

Supervision Received:  Works under the direction of the Assistant Water Superintendent-Water Supply and Treatment.

Required Knowledge, Skills, and Abilities:  Thorough knowledge of the principles, technology and practices of operation and maintenance of water treatment, pumping, and well facilities.  Thorough knowledge of the use and maintenance of computers and telemetry as related to supervisory control and data acquisitions systems.  Considerable knowledge of chemistry, biology and hydraulics as related to the treatment and pumping of water. Broad general knowledge of engineering principles and practices.  Ability to recognize and solve complex water treatment and pumping problems.

Considerable knowledge of local, state and federal requirements regarding safe work practices and the operation of water treatment and pumping facilities. Considerable ability to direct and supervise a number of employees engaged in water treatment and pumping operations and maintenance.  Considerable ability in oral and written communication.  Considerable ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

Qualifications:  An associate degree in engineering or chemistry, plus four (4) years of progressively responsible experience with at least two (2) years as a supervisor in the operation of a municipal water treatment and pumping system or an equivalent combination of education and qualifying experience.

State of Connecticut Department of Health Services Class IV Water Treatment Plant Operator and Class II Distribution System Operator Certification, or the ability to obtain within the probationary period.  Possession of a Connecticut Driver’s License.

Typical projects involve assisting state and municipal clients throughout the United States in completing drainage design, stormwater management, floodplain management, and other watershed planning using green and gray infrastructure approaches.

What You Will Be Doing at Woodard & Curran:
* Develop and conduct simulations of complex hydrologic and hydraulic drainage and river systems.
* Conduct watershed and stormwater management planning, permitting, and design.
* Provide technical guidance for hydrologic and hydraulic analyses, using a variety of techniques and models (e.g., HEC-HMS, HEC-RAS, SWMM, etc.).
* Assist in the preparation of proposals, work scopes, and cost estimates.
* Serve as a mentor and assist junior-level staff/peers.
* Contribute technically to master plans, drainage, and regulatory compliance reports and presentations.
 

What You Will Need To Succeed:
* Bachelor’s degree in Civil, Environmental, or related field.
* 10+ years of stormwater hydrologic and hydraulic modeling experience.
* P.E. and/or NCEES registration with or ability to obtain one rapidly through reciprocity.
* Knowledge/experience with some or all of the following models/software:
+ ARCGIS and QGIS
+ HEC-RAS, HEC23, HEC18, HEC-HMS, SWMM, PCSWMM
+ 1D/2D modeling HEC-RAS, XPSWMM, Infoworks ICM, FLO2d, Mike Urban.
* Awareness of FEMA flood mapping processes and the Flood Insurance Program.
* Understanding of USACE and other Federal and State permitting processes.
* Experience in watershed and stormwater management, stormwater retrofits and green stormwater infrastructure strategies, surface hydrologic and hydraulic analysis, drainage, erosion and sediment control, sediment transport, and watershed/waterway modeling.

Compensation

Pay:

This position’s anticipated pay range is provided below; final exempt salary or non-exempt hourly pay will be dependent on experience level as well as considering a % based geographic differential based on where the final candidate will be working. Geographic differentials are used to recognize and reflect cost of labor differences between geographic markets.

Annual Incentive Bonus Opportunity:

Eligible positions may receive an annual cash bonus based on the role’s organizational level, and is represented as a percentage range of eligible earnings**

$79,637.00 – $119,455.00

State Manager – Rhode Island

State Manager-Rhode Island

Summary: This position will support the organization’s goals and objectives by overseeing and/or providing guidance and participation on all programmatic activities in the assigned state(s); acting as the primary liaison to the appropriate state primacy agencies and funding officials; and providing direct technical assistance and training to rural communities and small water and wastewater systems in the assigned areas of responsibility. This position will involve working directly with State and Federal officials as well as with small public water systems in order for them to achieve and maintain compliance with SDWA, CWA, and to work toward long term community and system sustainability.

 

Responsibilities:

Effectively manage the daily operations and assigned resources and outcomes within the assigned state(s) in order to successfully achieve its strategic and programmatic objectives as required.
Meet regularly as required with State and Federal officials to identify agency projects and priorities. Prepare State work plan and quarterly updates.
Develop a visible leadership role and establish strong relationships with the appropriate local, regional, state and federal agencies, as well as elected officials.
Research, identify, recommend, and assist with developing new program initiatives and funding sources.
Contribute to the planning for the best use of available resources in order to achieve strategic objectives, fee-for-service and other initiatives as directed and in cooperation with the Director of Community and Environmental Resources, other state leads, and administrative support staff.
Act as the key resource to the national RCAP network for the state and our public policy outreach initiatives.
Conduct Needs Assessments on project or community systems and record in order to identify the types and causes of technical and managerial/operational compliance failures and risks.
Develop Action Plans and Milestones that address the training and assistance needs of systems and communities to achieve compliance and system sustainability.
Provide compliance, facility development, capacity development, and other training and technical assistance for community officials, operators, board members, and managers of small drinking water, wastewater, and community facilities projects.
Monitor and track number of board members/managers and operators receiving training directly related to their compliance challenges, through both face-to-face and web-based delivery.
Work with others to adapt/develop materials and conduct face-to-face trainings for managers of systems which have been identified as high priority in terms of compliance deficiencies.
Monitor and evaluate each system or community’s progress at achieving their specific Action Plans and objectives. Record all project activities and report regularly on the progress of the project as required by the organization and/or funding sources.
Actively participate in all Community and Environmental Resources team meetings, trainings, and conferences and provide assistance and support to other team members with other areas of expertise.
Perform other duties for communities or systems as required including but not limited to providing information at public meetings; coordinating the efforts of technical, regulatory, funding and community officials; guiding and assisting with legal & technical paperwork; selecting engineering consultants; conducting environmental assessments and income surveys; analyzing technology and funding options; assisting with funding applications; organizing public meetings and providing public education; assisting communities with long range planning; assisting with financial management and other related tasks as requested by the community, funding or regulatory agencies.
Supervise any other Community and Environmental Resources staff as applicable.

 

Required Knowledge, Skills, and Abilities:

Bachelor’s degree or equivalent, with a major in a field relating to community development and management work.
Minimum of 5 years’ experience in community development/planning, local government, infrastructure financing, or administration required.
Certified drinking water operator license preferred.
Must have exceptional knowledge of computer systems and databases, Microsoft Office software including Outlook, Excel, and Word.
Must possess a valid Driver’s license and be able to travel to various locations within the region as needed.

 

Work Environment: Although the position is a home office position, it is preferred that State Managers live in the region in which they’re hired to represent. Variances from this requirement may be made on an individual basis to accommodate specific organizational needs but must receive prior approval made by management.

This position involves travel, which may require overnight stays, evening meetings, and an occasional weekend travel day.
