DEFINITION

Skilled technical work in the operation, maintenance, repair, and testing of wastewater treatment plant equipment and processes; all other related work as required.

 

ESSENTIAL FUNCTIONS

Monitors equipment for abnormalities; collects and records operational data; adjusts operation parameters to maintain the process within state and federal specifications.
May act as Chief Operator on weekends and under emergency conditions, in the absence of the Chief Operator.
Assists Pretreatment Coordinator with sampler placement; performs lab tests on industrial samples; performs industry inspections. Enters and retrieves computer data; backs up computer data files.
Operates the laboratory on a rotating schedule; runs all tests for process control; runs tests to verify compliance with state and federal regulations; generates reports on results; makes up lab solutions.
Operates the leachate facility on a rotating schedule; performs preventative maintenance tasks; records operational data; makes changes to process equipment; generates reports.
Operates the dewatering equipment on a rotating schedule; adjusts the dewatering equipment for optimum performance; mixes chemicals; cleans equipment and area; takes samples.
Responds to alarms from the wastewater treatment plant autodialer system or when called in by other plant personnel.
Performs similar or related work and plows as required or as situation dictates.

 

 

MINIMUM QUALIFICATIONS

Education and Experience – High school diploma or equivalency; Associate’s degree in related field desirable; two years experience in wastewater treatment and collection; or any equivalent combination of education and experience.
Knowledge, Ability and Skills: – General knowledge of wastewater treatment theory and of processes and equipment involved; general knowledge of state and federal pollution control regulations; working knowledge of the latest materials, methods, and technologies used in wastewater treatment operations; basic knowledge of computers, software, installation and trouble-shooting.
Ability to calibrate and maintain lab equipment and perform lab tests; ability to observe and troubleshoot abnormal operating conditions in equipment; ability to maintain and evaluate records; ability to communicate effectively orally and in writing; ability to supervise lower grade employees.

Licensing & Other Requirements –

Massachusetts Grade V Wastewater Treatment Operator’s certificate, or eligibility to obtain certification, required;

Massachusetts Class B CDL license desirable.

Residency within 15 miles of the physical boundaries of the City of Northampton is desirable.

 

 

PHYSICAL REQUIREMENTS

Light to moderate physical effort generally required in the performance of lab testing and collection work, with occasional heavy lifting required.  Must be able to access all areas of multi level facility.  Good close, distant, color, and peripheral vision, as well as depth perception.  Ability to operate a computer keyboard.

Shift Hours are Monday through Friday from 7:00 a.m. – 3:00 p.m.

DEFINITION

This position is responsible for the maintenance and repair of Plants, buildings, equipment and grounds of either Water Treatment Plant or Waste Water Treatment Plant.

 

ESSENTIAL FUNCTIONS

CDL Class B and MA Hoisting Engineer 2B required at time of hire. Other licenses are required after date of hire and are defined in the IUOE, Local #98 Union contract.
Knowledge, Ability and Skills – Knowledge: Industrial mechanical, electrical, plumbing and hydraulic repair and maintenance knowledge.

Abilities:  Ability to understand and follow instructions; ability to perform strenuous physical labor and work effectively; ability to read and understand blueprints.

Skills: Mathematical skills; mechanical, repair and maintenance skills; welding and metal fabrication skills.

 

PHYSICAL REQUIREMENTS

PHYSICAL, MOTOR, AND VISUAL SKILLS

Physical Skills: Work requires moderate physical strength and effort daily, such as lifting heavy objects, carrying the object(s) and stacking them or moving them. In addition, pulling, pushing, standing or walking for the full work day may also be involved.

Motor Skills: The work may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. The operation of heavy trucks or equipment may be required for long periods of time.

Visual Skills: Essential position functions require the ability to operate a motor vehicle and specialized heavy motor equipment.  In addition, essential position functions, including reading meters, require good close, distant, and peripheral vision and depth perception at correctable ranges

WORK ENVIRONMENT
The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease.   Includes work under typical shop conditions, outdoor work in all weather conditions or work in confined spaces. Work may require emergency response outside of normal business hours. Travel during adverse weather conditions may be required.

Additional $1.00 per hour stipend paid for CDL B license for every hour worked.

Environmental Analyst – Drinking Water Specialist

NEIWPCC is seeking a full-time Environmental Analyst to collaborate with municipal stakeholders and community leaders to develop and implement plans to protect drinking water sources throughout the Metropolitan Region of New York state.

What You’ll Do

As a NEIWPCC Environmental Analyst, you will become an essential member of the Drinking Water Source Protection Program (DWSP2). You will work with municipal leaders, water operators, consultants, local health departments and other community stakeholders to develop DWSP2 plans and provide technical assistance during plan implementation. You will collect, analyze, and maintain environmental data to inform recommendations and prepare technical documentation for a variety of stakeholders and for external outreach. You will utilize GIS to create community maps and will be a resource to for questions related to sources of drinking water and locations of possible contamination. You will also assist with other tasks related to water supply protection, such as water quality sampling, database management, data analysis, performing sanitary surveys or capacity assessments for public water systems.

What You Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in environmental sciences or related field; knowledge of and experience with aspects of drinking water quality programs, state/federal regulations, watershed management; and experience collaborating with a broad range of stakeholders in implementing environmental programs. Competence in statistical analysis of large data sets and competence in GIS highly valued. Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in the New York State Department of Health office located in Middletown, NY. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.

Water Pollution Control Operator

JOB SUMMARY

This very responsible position is specialized in all unit processes of water pollution control plant operations, maintenance and process control and oversight. Responsibilities include unit processes such as preliminary treatment, primary treatment, secondary treatment, chlorine/Ultraviolet disinfection solids processing, solids receiving, thickening (both gravity and dissolved air floatation), dewatering, wet weather, heat recovery /electrical production and all associated equipment.

Work involves responsibility for safe and efficient operations of aforementioned assigned processes. This position has responsibility for implementing operational changes and recommending process control adjustments in all areas of the facilities in accordance with established procedures. This position works varying shifts and overtime assignments.

 

QUALIFICATIONS

A high school diploma or the equivalent plus one year of experience in water pollution control plant operations. Effective working experience with Windows Office Software. Experience in SAP and Hach WIMS is desirable. Ability to work with SCADA systems for effective process monitoring.

Must possess a valid driver’s license and a CT Wastewater Class I Certification for the labor grade of LT-08 ($33.77 – $40.55) or CT Wastewater Class II Certification for the labor grade of LT-09 ($35.46 – $42.53)

SCADA Support Specialist

Nature of Work:

Under general direction, provides technical support of hardware, software, and network services for the Water and Sewer Department’s Supervisory Control and Data Acquisition (SCADA), meter reading systems and other operational technologies. Interfaces with Water and Sewer Department staff, the Town’s Information System’s staff, contractors, and vendors. Supports formal and informal staff training on these platforms.

Desirable Knowledge, Skills, and Abilities:

·         Experience with Instrumentation Control Systems, SCADA systems, meter reading systems, and Computerized Maintenance Management Systems (CMMS), including implementation, troubleshooting, and daily operations and maintenance of water and wastewater operational technology.

·         Ability to research and recommend new technologies to improve process and maintain operations.

·         Working knowledge of network protocols DHCP and DNS. Ability to communicate effectively regarding technical information, recommend solutions, and manage automation and control system projects as required.

Minimum Training Experience:

Graduation from high school or equivalent plus two (2) years technical training or a minimum of three (3) years hands-on experience in SCADA, Instrumentation Controls and/or meter reading systems, or other related technologies. Project Support Manager

Nature of Work:

Under general direction, provides administrative oversight for construction, building and equipment installation projects related to Water and Wastewater Treatment operations and facilities.

Essential Job Functions

·         Manages consultant resources by drafting Requests for Proposals (RFPs), and bids, and by managing contracts including timelines, and schedules, and by providing expertise on the design of project proposals.

·         Coordinates new and ongoing projects with Department staff, contractors, the public, State, and local officials.  Serves as owner’s representative on construction related projects.

·         Candidate should have knowledge of Federal and State permits, regulatory requirements, and potential grant opportunities related to water and wastewater treatment and be able to prepare project related reports and submissions to meet those requirements.

·         Assists with the annual operating and capital budgeting process for various projects in water and wastewater treatment operations.

Minimum Training and Experience:

·         Bachelor’s degree in engineering; environmental science, physics or biology

·         Construction management or other related field and four (4) years of related project management experience. Valid Driver’s license.

Treatment Plant Operator

The Treatment Plant Operator is responsible for operation and maintenance (O&M), monitoring, troubleshooting, and repair of various environmental treatment plants. These may include groundwater treatment plants, wastewater pretreatment plants, drinking water treatment plants, non-contact cooling water treatment plants, soil vapor extraction/air sparge (SVE/AS) systems, vapor intrusion mitigation systems, or other treatment plants employing various treatment technologies. The Treatment Plant Operator is responsible for general plant and property maintenance and implementation of onsite safety and quality control requirements.

DUTIES AND RESPONSIBILITIES:

Business Development:

Cultivate and maintain client and stakeholder relationships onsite.
Treatment Plant O&M:

Familiarity/experience with operation/control of:
Remote recovery wells
Air stripping units
Vapor-phase and liquid-phase granulated activated carbon (VGAC, LGAC) treatment equipment
Bag filtration equipment
Advance oxidation process (AOP) systems
Infiltration basins/wells/galleries for treated effluent
Disinfection processes for potable water plants
Perform Treatment Plant O&M in accordance with prescribed requirements including discharge permit requirements.
Perform instrument calibration/measurement/data recording for operating parameters.
Collect process samples to be shipped for laboratory analysis.
Perform routine maintenance items such as filter changeouts, carbon backwashing, carbon or other media changeouts, pump and motor servicing, and/or any other routine maintenance required.
Respond to system call-outs as required to keep the treatment plant running continuously.
Perform/oversee routine site maintenance including limited mowing and snow removal.
Perform troubleshooting activities. Assist with repairs and treatment plant upgrades or modifications.
Prepare daily reports to be emailed to the Project Manager.
Ensuring safety protocols are followed.
Ensuring quality control protocols are followed.
Oversee onsite activities to monitor compliance with building and safety regulations.
Select tools, materials and equipment and track inventory.
Meet contractual conditions of performance.
Prepare internal reports pertaining to job status.
Plan ahead to prevent problems and resolve any emerging problems.
Analyze, manage, and mitigate risks.
Assist KGS in generating Request For Information and Change Order documents, including labor and materials costs for necessary maintenance.
Work to obtain favorable feedback/ratings from the client.
Perform other related duties as assigned by management.

SUPERVISORY RESPONSIBILITIES:

Directs/mentors assistant plant operator/technicians and oversees subcontractors (e.g., media changeouts, waste disposal, etc.).

QUALIFICATIONS:

High school diploma or general education degree (GED) with more than 3 years of related experience and/or training.
NH Wastewater Treatment Plant or Certified Water Works Operator license preferred (Grade 1A minimum). Or able to get NH reciprocity if licensed in another state.
Basic computer skills required: Microsoft Office Suite.
Certificates, licenses and registrations required: Minimum- OSHA 40 hr HAZWOPER and applicable 8 hr HAZWOPER Refresher Training. OSHA 30 hr Construction Safety and USACE CQCM Training desired.
Ability to read, analyze, and interpret project documents. Ability to respond effectively to inquiries or complaints.
This position Full Time, with Part Time to be considered.
