Job Description
The Town of Middleborough seeks qualified applicants for the position of Water Distribution Mechanic for the Water Division. Perform diversified skilled mechanic duties on assigned shift in the Water Department to install and maintain the water distribution system to ensure proper flow of potable water within the system.
Receive written or verbal instructions, charts and diagrams and directions on job requirements following standard trade practices and working within schedules in completing projects, using appropriate equipment, tools and supplies.
Perform skilled work such as installing, repairing or rebuilding water mains, connections and hydrants, drilling and tapping; cement and brick work; painting and gate repairing. Repair walls, pavements, curbing and ground s, install meters, etc. Inspect sites for damage, line breaks and leakage problems. Lay and make pipe connections. Shall be required to operate trucks and backhoe, air compressor, pumps, and related light equipment as directed.
Maintain and repair pipelines, assist pumping stations; perform meter reading and repair or replacement duties; pour corrosion resistant material over pipes or apply material with brush or spray gun. Wrap pipe as directed to prevent corrosion or leakage. Operate equipment to clear grounds along pipeline right of way; operate pipe cleaning equipment.
Respond to emergencies and carry out assignment prescribed to remedy same. Assist in snow removal duties as required.
Move materials as necessary in performance of duties as directed. Detect and report improper operation, faulty equipment, defective materials and unusual conditions to proper supervisor. Maintain equipment in clean, safe and orderly condition. Follow prescribed safety rules and regulations at all times. Is required to be available and pull regular shift on stand-by duty for distribution system as set up by Division Foreperson.
Perform other related duties as required or as directed. The successful applicant shall be given a sixty (60) day trial and training period in this position.
Must obtain Massachusetts Grade 1D Operator license, Class 2 Driver’s License and be able to obtain a Hoisting License within a year.

GENERAL DESCRIPTION
This is responsible engineering technician work involving preparation and maintenance of accurate, permanent utility location records, and basic utility construction design and assistance in project management. Work involves responsibility for taking and recording field measurements, review of development plans and determining water and sewer installation acceptability.
Duties include designing basic water and sewer pipelines, capital and related construction projects, assisting in the design of major projects, and performing assigned administrative tasks according to professional engineering, and Water and Sewer Divisions design and regulatory code standards. Performs engineering calculations and other technical operations in support of higher Engineering Section classifications. Duties include reviewing plans for water and sewer line installations, reviewing files for existing installations, locating water and sewer utilities in the field, meeting with contractors and other town departments and staff, preparing reports and overseeing work of draft persons and aides in the department.

This supervisory position is responsible for the daily operations of the wastewater treatment plant. Responsibilities include operation and maintenance of the treatment plant, laboratory, pump stations, sludge disposal; as well as pretreatment coordination when required.
Work involves insuring the safe and efficient operation of the plant. Supervisory duties include training personnel. Daily tasks include testing and compliance reporting with all Federal and State requirements.
SUPERVISION RECIEVED
Reports directly to and receives direction from the WasteWater Director. Work is expected to be performed with considerable independence.
ESSTENIAL DUTIES AND RESPONSIBILITIES
· Supervises and evaluates the Mechanic and Operators.
· Plans organizes and supervises plant operations, maintenance, laboratory and process control.
· Creates a work environment that promotes the efficient and effective delivery of wastewater services.
· Ensures treatment plant functions are performed following established procedures.
Retains a full understanding of the Maine Pollution Discharge Elimination System Permit issued to Gardiner from the Maine Department of Environmental Protection.
Plans, organizes, performs and supervises all laboratory functions.
Tracks and trains other employees on required laboratory testing and requirements.
Maintains all laboratory safety plans and laboratory procedures as required.

DESIRED QUALIFICATIONS
Certification, Education and Experience:

State of Maine Grade II Wastewater Certificate with the expectation to obtain a grade IV within 2 years of hire.
