Internal and External Applications are being accepted for the position of Plant Operator with the Water Pollution Control Facility division of the Department of Public Works.

 

This is a full-time, non-exempt position plus benefits, for a 40- hour work week with the AFSCME Local 2945 of Council 4, AFL-CIO Simsbury Public Works and Parks Employees union. The salary range will be dependent upon Connecticut Wastewater Operator Certification obtained at time of employment:

Additional Requirements:

▪    Connecticut Class B CDL prior to date of hire.

Under the direction of the WPC Superintendent and following training, operates monitors and controls the instrumentation, electric motors, pumps, valves, and process of the sewage treatment; performs minor maintenance and repair work on collection system, treatment plant equipment and vehicles; performs general maintenance work in WPCF buildings and grounds. Wastewater Division
The Town of South Kingstown is seeking a qualified applicant for the role of Wastewater Operator I. The Wastewater Division operates and maintains the South Kingstown Regional Wastewater Treatment Facility, which services portions of South Kingstown and its regional partners, the Town of Narragansett and the University of Rhode Island. The facility receives septage from outlying areas, and conventional wastewater via the Town’s municipal gravity collection system and twelve pump stations. The facility also accepts and treats septage waste from Town property owners not connected to the municipal sanitary wastewater collection system. The Wastewater Division provides continuous treatment of wastewater from residential and non-residential users that meets or exceeds requirements in accordance with its Rhode Island Pollution Discharge Elimination System permit as issued by the Rhode Island Department of Environmental Management. Additionally, the Wastewater Division is responsible for the oversight of the On-Site Wastewater Management Program, to help ensure that the surface waters and groundwater of the Town are protected to the greatest extent possible.
The position of Wastewater Operator I is responsible for performing routine maintenance in the operation and control of the Town’s wastewater treatment plant, pumping stations, and wastewater collection system. This position requires the skillful, safe, and efficient operation of related tools and equipment while performing a variety of tasks, and handling of chemicals and septage. Duties include operating treatment facilities to control flow and processing of wastewater, sludge and effluent; monitoring gauges, meters, and control panels; observing variation in operating conditions; interpreting meter and gauge readings; interpreting test results to determine processing requirements; performing daily laboratory testing for process control, quality control assurance, and permit; and operating and maintaining related machinery, equipment, and vehicles. The position requires the ability to service equipment, make minor field repairs and adjustments, and perform assorted tasks requiring manual labor for extended periods under unfavorable weather conditions when necessary.
Applicants must have a demonstrated ability to skillfully, safely, and efficiently operate related tools and equipment; perform mathematical calculations necessary for related laboratory testing; and establish and maintain successful working relationships with fellow employees and the public, and to effectively deal with others in a helpful, respectful, and courteous manner. The position requires a high school diploma or equivalent, and successful completion of a pre-employment physical and background check. The position requires holding a Grade I State of RI Wastewater Operator’s License issued by the RI Board of Certification of Operators of Wastewater Treatment Facilities. Those without a Grade I license will be required to obtain this licensure, within twelve (12) months of hire. Candidates with a Grade I license upon hire are preferred. Candidates with at least 2 years of related work history preferred.
The 40-hour per week position is affiliated with Council 94 and includes a full benefit package. The position has a regular schedule of 10 days on 4 days off. The position starts at a rate of $47,533 (or $22.85 per hour), and after successful completion of a six-month probationary period, increases to $48,722 (or $23.42 per hour) and includes a full range of benefits. The Day to Day:

Operations and Maintenance: Under the guidance of experienced staff, the Wastewater Treatment Operator will perform a range of duties to ensure the proper functioning of the wastewater treatment plant. Laboratory Testing: Collects water samples and conducts wastewater laboratory tests, including specialized field sampling. Notifies senior staff of test results and assists in implementing necessary changes to meet regulatory requirements.

Preventative Maintenance: Conducts general equipment inspection and preventative maintenance throughout the plant, performing minor repairs and adjustments as necessary. Notifies senior staff of needed repairs and changes.

Safety and Compliance: Assists with monthly safety inspections, ensuring compliance with safety protocols. Maintains first aid, fire safety, personal protective equipment (PPE), and other materials. Follows all safety and security policies.

Data Collection and Analysis: Collects and calculates wastewater operations and control data, making process control decisions based on plant observations, lab data, and historical trends.

Qualifications:

– High school diploma or GED, Associate or Bachelor’s degree in a Science-related field is helpful.
-Must possess a Colorado Wastewater Operator Class “D” certification within 12 months of employment.
– Laboratory experience is beneficial.
– Mechanical aptitude and experience with hand tools, pumps, and motors are preferred.
– Willingness to work overtime, holidays, and weekends.
– Ability to respond to On Call requests in a reasonable time.
– Must have a valid Colorado Driver’s license within 30 days of full-time employment.
– CPR/First Aid Certification required within the first six months of employment.

COMPENSATION:

We encourage the growth and development of our employees! There are four levels of Wastewater Operator with different titles and pay ranges depending on certifications, knowledge, skills and abilities. The District will support you in earning your licenses. Pay range and title depend on certifications and experience. Starting range depends on qualifications but generally falls within the minimum and midpoint of the pay range.

Assistant Superintendent

Position Requirements

Candidate must possess a high school diploma or GED equivalent and maintain a valid drivers license. Applicants must possess a Massachusetts Grade 4, 5 or 6 wastewater operator license and have at least 2 years’ experience in wastewater or a related field. The applicant should have environmental knowledge of methods, techniques, and practices of wastewater treatment laboratory skills. Also, the applicant must have fundamental computer skills, strong organizational skills, and demonstrate good written and verbal communication skills.Applicants will work 4 hours of overtime Saturday & Sunday every third weekend and a maximum of four holidays (4 hours) per year. Applicant must be able to serve 24-hour emergency on call rotation and any overtime as assigned.

 

Essential Functions:

·        This is a Lab/Maintenance/Administrative position.

·        Participates in the daily operation of the treatment plant and the sewage pumping stations; assists the superintendent in monitoring and controlling the plant’s wastewater treatment process.

·        Analyzes and evaluates operation, laboratory, and maintenance functions and records; applies appropriate corrective measures to mitigate potential problemsand restore proper operating standards and methods to mechanical and biological processes.

·        Prepares necessary reports for review by supervisors; submits. recommendations of plant needsas required by the Superintendent.

·        Performs laboratory tests for process control and compliance monitoring; samples influent and effluent for pH, T.S.S, BOD5, Ammonia, TKN/Nitrogen, Phosphorus, E-coli and PFAS; performs additional tests as required; monitors computer readings to ensure efficient plant operation; performs other various processes in the treatment system and analyzes results.

·        Prepares samples for outside laboratory analysis.

·        Conduct preventative & corrective maintenance on plant equipment.

·        Assist in the groundskeeping& upkeeping of WWTP site and buildings.

·        In the absence of the Sewer Superintendent, has direct responsibility for the overall administration, operation and maintenance of the WWTP.

Knowledge, Ability and Skill:

·        Thorough knowledge of the principles and operating procedures of wastewater treatment and sanitary sewer systems. Working knowledge of the materials, methods, and techniques of wastewater treatment, and state and federal pollution control regulations.

·        Ability to communicate effectively orally and in writing.

Adjunct Faculty are part-time instructors hired on an as needed basis. Courses may be offered in online, hybrid, or face-to-face modalities in Attleboro, Fall River, New Bedford, and/or Taunton. Courses may be held during the day, in the evening, and on weekends (Friday nights, Saturdays, and Sundays).

The Environmental Technology (Wastewater) – Adjunct Faculty will be responsible for, but not limited to, teaching and developing curriculum/course material for the A.S. in Engineering Technology (Environmental) Program and offering student support through varied interaction. DUTIES/RESPONSIBILITIES: Responsible for managing planning and design projects related to the rehabilitation and capital improvement of wastewater facilities and infrastructure.  Provide engineering support for all Engineering Department activities, including: expert technical guidance and oversight of multiple design teams working on a variety of wastewater collection, pumping and treatment projects; management of in-house design and construction projects, including research, development, permitting and engineering calculations; acting as a technical liaison to design and construction projects; supporting start-up and commissioning of new/ renovated facilities and overseeing all phases of technical projects.   Manage, coordinate, and supervise consultant activities to assure the interests of NBC are optimally achieved, including maintaining project schedules, budgets and ensuring sound engineering practices are implemented. EDUCATION/EXPERIENCE:  Requires a four (4) year Bachelor of Science degree in Engineering (civil, environmental, or equivalent) from an accredited college or university and at least 4 years of experience performing duties equivalent to a Principal Environmental Engineer. A Master of Science degree in Environmental Engineering, Civil Engineering with and environmental engineering specialty or a related engineering degree is preferred.

SPECIAL REQUIREMENTS: Must possess a Professional Engineer license issued by the State of Rhode Island Board of Registration for Professional Engineers. Must possess a valid driver’s license to operate NBC vehicles.
