Waste Water Treatment Facility Equipment Repair Tech/Operator

Position Purpose:  The purpose of this position is to perform skilled technical and mechanical work in connection with maintenance of all mechanical equipment and pump systems located at the wastewater facilities.  An individual in this position is also expected to perform many different types of maintenance and repair work and manual labor in addition to driving CDL vehicles. A WWTF Equipment Repair Technician is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.

 

Supervision:

Supervision Scope:  Performs varied mechanical and responsible duties requiring knowledge of department standard operating procedures and the exercise of judgment and initiative to accomplish competent service delivery; works independently and in combination with others.

 

Supervision Received:  Works under the general direction of the WWTP Maintenance Foreman, Superintendent or Assistant Superintendent of the Wastewater Treatment Facility; follows established department general and special orders, rules, regulations, policies and procedures.

 

Supervision Given: Provides instructions to WWTF personnel when working together

 

Job Environment:

Work is performed primarily in a Wastewater Treatment Facility driving vehicles; usually noise levels are loud. Position entails driving and is subject to exposure to hazardous substances or materials and raw sewage; working near mechanical moving parts; may work in high precarious places. Work is performed mostly inside and occasionally out-of-doors in all weather conditions.

 

Requires the operation of light and heavy trucks and equipment including but not limited to: crane truck, slid steer and CDL vehicles. Also requires the operation of hand tools and power tools, welding equipment, precision tools. Occasionally uses a ladder for cleaning and repairing equipment.

 

Most contacts are with fellow employees in the department or other city departments.

 

 

 

Essential Functions:

·         Maintains, overhaul, repair or replace a wide variety of equipment used at the Wastewater Treatment Facilities including; pumps, valves, air compressors, gears, piping, hydraulic or pneumatic equipment, etc. Performs routine maintenance on this same equipment

·         Performs preventative maintenance services on equipment to include: oil filter changes on auxiliary and emergency generators; oil filter & lube of WWTF process equipment.

Ability to read, interpret and record data from meters, gauges, scales, panels, computer consoles and other equipment.
·         May transport and deliver sludge to compost facility

·         Assist with plant operations as needed such as: operating rotary sludge press; monitor gages, meters and control panels; start and stop pumps, engines and generators to control and adjust flow and treatment process, etc.

·         Loads and unloads heavy materials from vehicles; performs stocking operations.

·         Performs other heavy laboring and various skilled and semi-skilled tasks essential to wastewater operations using a wide variety of power, pneumatic and hand tools.

·         Assists with preparing, maintaining and performing job site and work safety practices.

·         Is subject to call out to respond to emergencies after normal working hours.

·         Operates and checks vehicles, attachments and tools for correct fluid levels, pressures and general operating condition.  Maintains, cleans and washes vehicles and equipment.

·         Performs fabrication of mechanical parts as needed for equipment repair or modification.

·         Performs facility maintenance including cleaning equipment, facilities and grounds as required.

 

Other Functions:

 

·         May operate Trailer if have class A license

·         Performs labor-intensive jobs as needed.

·         Performs related work as required.

·         On call rotation required.

·         Works overtime as required.

·         Assists with Sewer Department activities as necessary/required.

 

Minimum Required Qualifications:

 

Education, Training and Experience:

Must have a High School Diploma or GED with 2 -5 years of advanced training/experience in WWTP maintenance and operation systems plus mechanical/plumbing work experience, heavy vehicle driving experience; or any equivalent combination of education, experience and training. Must have ability to operate Computer Maintenance Management System (software) All employment offers are conditional upon passing a reference and Criminal Offender Record Information (CORI) check.

 

Special Requirements:

 

Must possess a valid driver’s license.  Must have or be able to obtain within 3 months of employment a Commercial Driver’s License (CDL) Class B with airbrakes endorsement.  Must have or be able to obtain within 6 months of employment a Massachusetts Hoisting Engineer license with 2A and 1C endorsements. Must submit to CDL Drug testing regulations.

Grade 4 Wastewater Treatment Certification preferred.

 

 

Knowledge, Ability and Skill:

Knowledge:  Working knowledge of Wastewater Treatment Plant operations; thorough knowledge of proper tools used for repair of a variety of equipment which may include pumps, engines, generators, valves, gates, mixers, conveyors, blowers, chemical feed and odor control, disinfection equipment, sludge processing equipment; knowledge of wastewater treatment operations and systems; ; thorough and demonstrated mechanical and plumbing knowledge; demonstrated proficiency of replacing pump seals, shaft sleeves and packing. Knowledge of confined space entry and lock-out/tag-out safety procedures; thorough knowledge of the safe practices of driving heavy vehicles.

 

Ability:  Ability to follow written and oral instructions; ability to work as a team with others to accomplish a project; ability to read and follow safety procedures; ability to perform basic mathematical calculations ability to perform physical labor is necessary; ability to enter confined spaces.

 

Skill:  Skill in using CDL vehicles and various power tools and hand tools; mechanical and plumbing skills.  Must be able to demonstrate proper use of Mig and Arc Welding equipment.  Must be able to demonstrate use and proficiency of precision tools including, but not limited to, dial indicators, micrometers, caliper measuring devices, torque wrench, etc.

 

Errors and Omissions:

Errors could result in injury to other employees, damage to buildings or equipment, liability from personal property damage and delay in service or the cost to rework a repair/maintenance projects.

Supervision Received:  Works under the direction of the Operations Manager of the Mattabassett District.

 

Supervision Exercised:  General supervision of operational employees on any specific shift.

 

General Statement of Duties:  Works with and supervises others during an assigned shift in assuring safe and efficient operation and maintenance of the wide variety of equipment and apparatus pertinent to wastewater treatment and sludge disposal operations; operates all necessary equipment pertinent to wastewater treatment including centrifuges, incinerators and makes adjustments in operations as necessary; controls chemical feeding at all points; maintains and records distribution of sewage flow through the plant; regulates return sludge flow and waste sludge flow; takes readings of flow, temperatures, pressures, other operations; changes meter charts and records meter readings; keeps a daily log of shift activities; directs, supervises and trains subordinate employees in their assigned tasks; makes minor repairs and adjustments on equipment as necessary; does daily and shift lubrication, greasing, and oiling of all (such) equipment as required; does related work as required. Maintains schedule variation logs, ensures subordinates are working in an efficient manner, calls in extra staffing when required due to storms, snow removal, sickness or other reasons. Distributes workloads as appropriate to subordinates, maintains accurate reports and records as needed for state submissions and the District.

Plant Operation Work

The Town of Falmouth seeks a highly motivated, experienced professional to serve as our first Senior Wastewater Project Manager to assist the Wastewater Superintendent with the technical affairs of the Wastewater Division of our DPW. The Town is engaged in a long-term process to improve water quality in coastal ponds through drafting watershed management plans and executing wastewater management projects. Due to the number and scale of those projects envisioned over next 40+ years, the Town’s Wastewater Division requires the assistance of a Senior Wastewater Project Manager. Current and anticipated major projects include treatment plant upgrades, sewer system expansions and development of a new ocean outfall for treated wastewater discharge. For major projects, the Town engages engineering consultants for planning, design and construction administration. In-house coordination and management is required to keep these projects on track, and to conduct the other technical work of the division.

Under the general direction of the Wastewater Superintendent, the Senior Wastewater Project Manager will facilitate the planning, permitting, design, bid and construction projects, and other wastewater management activities. For example, the Senior Wastewater Project Manager will assist with contract management, track budgets and progress/schedules, review technical reports and plans, and coordinate with other departments and agencies. For smaller projects (those not contracted to a consultant), this position will develop scopes of work and develop/manage solicitation documents in accordance with Massachusetts public procurement laws. This position will also review plans, permit applications, and calculations for private project wastewater projects, including connections and connection modifications.

This position shall maintain project records and prepare various reports, including those required to maintain state regulatory compliance. This position will prepare for and attend public presentations and various meetings regarding Wastewater Division activities, including some evening meetings.

Supervision
Works under the direct supervision of the Assistant Superintendent and/or Superintendent of Maintenance. Job Environment
Some work is performed under typical office conditions with noise from office equipment and light traffic; other work is frequently performed under shop conditions with loud noises from large equipment and vehicles with exposure to fumes and airborne particles and extremes of heat and cold.   • Prepares purchase orders and places orders for parts, equipment, tools, materials and supplies as necessary to meet the District’s needs.
  • Maintains inventory of spare parts, equipment, tools, materials and supplies, including but not limited to lubricants (grease and oil), paint, janitorial, electrical, instrumentation, plumbing and office supplies.
  • Receives, promptly unpacks and places in proper storage all orders and shipments of parts, equipment, materials and supplies.
  • Verifies that materials and quantities of materials received are those listed on the purchase order and packing slips.
  • Keeps records of incoming and outgoing shipments, prepares items for shipment and determines methods of shipment.
  • Issues parts, equipment, supplies and tools to District personnel and keeps accurate records for all items issued through methods such as material requisition slips.
  • Prepares periodic, special, spot or perpetual inventory of stock, tools and equipment. Verifies inventory records and corrects discrepancies.
  • Checks inventory records of items on hand and, when order point is reached, requisitions amount to maintain a minimum inventory level.
  • Keeps an up-to-date library of catalogs, brochures, current price lists and supply information. Communicates with vendors to obtain price quotes and delivery information.
  • Maintains stock, tools and equipment in a neat and orderly fashion. Maintains and cleans all designated stock and tool areas.
  • May pick up, transport and deliver materials, supplies and equipment as necessary.
  • Performs clerical duties including maintaining financial records, sorting, filing and entering information in a computer.

Recommended Minimum Qualifications, Education, and Experience
High school graduation, or equivalent; with chemistry, science and mechanical subjects highly desirable, and five to seven years of experience in a wastewater treatment plant, or an equivalent combination of education and experience. Completion of a Level II Operator’s training course.

Special Requirements
Massachusetts Grade VI Operator’s License with ability to obtain a Grade VII license within (1) year based on the requirements of 257 CMR. 2.00 and related state licensing requirements. Valid Driver’s License.

Knowledge. Knowledge of processes and equipment in wastewater treatment and sludge processing. Knowledge of occupational hazards and safety precautions pertaining to wastewater treatment plant operations.

Ability. Ability to evaluate and direct plant operation. Ability to react promptly and efficiently to emergencies. Ability to supervise and train workers. Ability to maintain good working relationships with other shift workers. Ability to prepare routine operational reports
and maintain records. Ability to plan, direct and coordinate assigned projects. Ability to learn basic computer operation.

Skill. Excellent communications skills both oral and written. Moderate physical effort involved in performing the duties of the job, including climbing, balancing, stooping, kneeling, crouching reaching, handling and fingering. Must occasionally move (push, pull, lift or carry) objects weighing up to 60 pounds. Must be able to access all areas of a multi-level facility. Good close, distant, color, and peripheral vision, as well as depth perception.

  • Monitors gage and meter readings, control panels and computer screens. Maintains shift logs and accurate meter and gage readings. Observes and records variations in operating conditions and interprets test results to determine processing requirements.
  • Initiates process changes to ensure sufficient operation of treatment equipment and overall efficient treatment plant operations. Determines causes of malfunctions. Informs appropriate personnel of required repair and participates in, or supervises, operational adjustments.
  • Instructs Operator’s and Operator’s Assistants on proper operations and procedures.
  • Responsible for the general cleanliness of the plant, pumping stations, and other facilities.
  • Makes major operational decisions in the absence of management personnel.

Environmental Analyst – Monitoring Program Technician

NEIWPCC is seeking a full-time Environmental Analyst to support monitoring work at the Hudson River National Estuarine Research Reserve. This position will conduct long-term research and monitoring on estuary habitats in field and the laboratory settings.

Job Duties:

  • Maintenance, deployment, and retrieval of water quality instrumentation.
  • Collection, processing, and analysis of water samples, as well as identification and quantification of submerged aquatic vegetation
  • Operation of weather stations and deployment of tide gauges.
  • Performing wet chemistry to analyze water quality samples for nutrients.

Preferred Qualifications:

  • A bachelor’s degree in environmental science, biology, chemistry, engineering, or a related field.
  • Proven ability to work in the field and the laboratory is required.
  • Strong problem-solving skills and competency with managing large data sets.
  • Experience operating off-road vehicles and boats is preferred.

Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Salary and Benefits:

The ability to physically navigate natural and aquatic environments and lift up to 50lbs would be required.
