The Town of Somerset is accepting applications for the position of Water Pollution Control Plant Manager & Chief Operator. This position is responsible for operating the Grade 7, 4.2 MGD Wastewater Treatment Plant, as well as overseeing the Sanitary Sewer Collection System. This is a full-time position, 40hrs/week. Candidates must possess a Bachelor’s Degree in Physical and Biological Sciences or related field, and 5 to 7 years of related experience; or any equivalent combination of education, training, certification, and experience; and a Massachusetts Wastewater Treatment Plant Operator’s License equal to the grade of the plant.

Assistant Construction Manager

This position is accountable to the NBC Construction Manager for coordinating all activities pertaining to construction improvements and expansion of the NBC’s wastewater collection, pumping and treatment facilities and other infrastructure systems. Responsibilities include assisting the Construction Manager in the application of local, state and federal grants and loans; selection of contractors; management of construction projects; ensuring project compliance with Contract Documents and regulations; assessing and managing contract deviations and change order requests; overseeing the financial management of construction projects; preparing cost estimates, change orders, budgets, reports and work schedules; formulation of policy and other related construction administrative support services. The incumbent will assist in the development and implementation of operating policies; performance standards and goals; budget objectives; staff training and development. The incumbent will provide Resident Inspection services and Supervise Inspector services as necessary. Develop policies and procedures for inspection services. Keeps current on technological improvements to process and equipment, is familiar with environmental issues and is knowledgeable of all applicable local, state and federal regulations.

Principal Environmental Engineer

Key responsibilities:

·         Partnership Building and Technical Assistance (30%)

Assist in increasing the scale and pace of road-stream crossing projects, ensuring benefits for ecological restoration, public safety, climate change resilience, and community connectivity across the Commonwealth. Build relationships and partnerships with municipalities, environmental organizations, and other stakeholders to support successful implementation of culvert replacement and stream crossing improvement projects. Provide technical support and outreach, in collaboration with DER staff, to help communities meet the aquatic/terrestrial organism passage and climate resilience criteria for these projects. Support the Stream Continuity Program in providing direct project implementation funding, capacity building and training initiatives, and creation of resources and tools for communities.

·         Contract and Project Management (30%)

Manage approximately 3-10 Stream Continuity-related contracts per year, which may include Culvert Replacement Municipal Assistance (CRMA) or Training Site grants, subwatershed assessments, and/or consultant contracts. Oversee the delivery of key project milestones, including budget management, progress tracking, and reporting. Work with consultants and partners to develop technical resources and facilitate community training sessions.

·         Project Coordination and Early Phase Support (25%)

Assist municipalities and stakeholders in the early phases of project development, including identifying and prioritizing potential road-stream crossings replacements. Provide direct support for project scoping, permitting, bidding, and funding pathways. Ensure alignment with Massachusetts Stream Crossing Standards and ecological design principles.

·         Program Support, Outreach, and Coordination (15%)

Provide program support outreach, and coordination between DER, state agencies, partners and communities. Participate in field site visits, budget planning, review of deliverables, and invoicing. Contribute to the preparation and implementation of competitive grant offerings and bid solicitations. Represent DER at public forums and professional conferences and engage in outreach and inter-agency planning efforts.

Water Pollution Control Supervisor

WATER POLLUTION CONTROL SUPERVISOR

The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC’s non-member towns.

GENERAL JOB DESCRIPTION:

This is very responsible water pollution control plant supervisory work involving the direction of the operation of the Hartford and satellite water pollution control plants, including all unit processes of water pollution control plant operations, maintenance and process control and oversight. Responsibilities include unit processes direction of preliminary treatment, primary treatment, secondary treatment, chlorine/Ultraviolet disinfection solids processing, solids receiving, thickening (both gravity and dissolved air floatation), dewatering, wet weather, heat recovery/electrical production and all associated equipment.

Work involves responsibility for the safe, effective, and timely operation of the assigned plant. Duties include directing plant operations and maintenance and conducting plant record keeping and administration. This position also has the responsibility for making difficult plant technical and operational decisions. This work requires that the employee have considerable knowledge, skill and ability in water pollution control plant operations and supervision.

 

SUPERVISION RECEIVED:

Works under the general supervision of the Manager of Water Pollution Control through the WPC Superintendent.

EXAMPLES OF DUTIES:

Schedules, assigns, supervises, and evaluates a medium to large size work groups. Investigates and resolves operational problems and responds to complaints from the public.

Fills out forms and reports on completed work assignments and completes employee time records. Compiles and analyzes operational data and prepares routine reports. Orders parts and materials.

Drafts unit budget and controls expenditures within fund allocations.

Trains and counsels employees. Administers union contract language and oral and written warnings and recommends higher level discipline. Assists in employee selection. Assures safe work practices.

Coordinates activities on a short- and long-term basis to assure personnel, materials and equipment necessary for projects and objectives. Responds to emergency call-outs.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of Class IV and III water pollution control plant operations and supervision.

Good knowledge of public administration principles and practices as applied to work unit reporting and routine administrative procedures.

Good ability to communicate orally and to lead others in a work unit; some writing ability.

Good ability to administer policies and procedures including scheduling, routine decision-making and the completion of forms and reports.

Good ability to supervise others in a work unit.

Considerable ability to establish and maintain effective working relationships with coworkers, vendors, contractors, consultants, and the general public.

 

QUALIFICATIONS:

A high school diploma or the equivalent, some training in water pollution control plus six years of progressively responsible water pollution control plant operations experience including at least two years in a crew leader or supervisory capacity, or an equivalent combination or education and qualifying experience substituting on a year-for-year basis.

SPECIAL REQUIREMENTS

Must have a valid Connecticut Class III Water Pollution Control Plant Operator’s Certificate with the Class IV Water Pollution Control Plant Operator’s Certificate preferred.

Must have a valid driver’s license.

The Barnstable Water Pollution Control Division is seeking a hardworking and dedicated Maintenance Laborer to join our team. As a Maintenance Laborer, you will have the opportunity to grow and develop your skills on the job and advance your career within the Division.

The Maintenance Laborer position, you will be responsible for performing a variety of manual tasks to ensure the cleanliness, maintenance, and safety of our facilities. Responsibilities include but not limited to: janitorial duties, painting, light carpentry, plumbing and electrical work, landscaping, litter pickup, moving of items, and heavy manual work including pick and shovel work, opening manholes, trench work, planting trees, etc. The Maintenance Laborer operates and maintains the wastewater treatment plant and collection systems; makes routine inspections of plant or pump station equipment and machinery; performs necessary maintenance on process machinery such as lubricating bearings, changing filters, adjusting belts and rotating machinery; makes repairs as needed; follows prescribed maintenance schedule for equipment and facilities. Ensures adherence to maintenance schedule for equipment in the water pollution control facility, and collection system. Maintains records of maintenance and repairs performed. Monitors computer readings to ensure efficient plant operation; maintains logs and records on all equipment as required.

Minimum Qualifications:

High school degree, preferably with classes in chemistry, biology, and/or wastewater treatment. Basic literacy and computation skills needed.

Other Requirements:

Massachusetts CDL Class B motor vehicle operator’s license with a tanker endorsement or ability to obtain during first six months of employment.

OSHA 10 certification within the first six months of employment.

Certificate in CPR and First Aid administration preferred

The following licenses may allow a candidate to earn more compensation:

Grade 2 Wastewater Treatment Plant Operators certificate.

Grade 4 Wastewater Treatment Plant Operators certificate
