What will you be doing at Woodard & Curran?

As an Operator, you will participate in the daily operation and general maintenance of equipment, structures, and grounds at the Linden Ponds sequencing batch reactor WWTF and wastewater collection system in a safe and timely manner.  Performs duties as lab analyst to document discharge permit required sampling requirements and verify process performance. Operates wastewater processing equipment including, but not limited to, pumps, blowers, gravity belt sludge thickener, odor control system, and ultraviolet disinfection.

 

  • Monitor and document operating conditions through sample collection and analysis.
  • Perform designated rounds of the treatment facility and pump stations to ensure that equipment is operating properly.
  • Take meter readings, perform laboratory analysis, make process adjustments, and follow Standard Operating
  • Procedures as directed by the Plant Manager.
  • Must demonstrate solid mathematical skills, mechanical and technical aptitude, and basic ability with computer programs and systems.
  • Perform maintenance including preventive maintenance, lubrication, and equipment adjustments and perform basic troubleshooting of equipment, recommend solutions, and utilize computer-based maintenance management program.
  • Perform cleanup and housekeeping tasks for work area, tools, equipment, facilities, and grounds.

 

Pay: $27 – $30 an hour
Depending on qualifications and experience

 

Schedule:

The schedule is Monday – Friday from 7:00am to 3:30pm with rotating weekend rounds coverage. Typically, one weekend per month is worked but you may be required to work more. It also requires the ability to participate in an off-hours standby response rotation and respond to emergency callouts that may occur at the facility or pump stations.

 

What will you need to succeed?

  • High School Degree or Equivalent.
  • Minimum one year of professional experience in the operation and maintenance of a water or wastewater treatment facility.
  • Possess and maintain, as a minimum, a valid Wastewater Treatment Plant Operator’s License issued by the state of Massachusetts. Be able to obtain a Massachusetts Grade 4M WWTP Operators license within 12 months.
  • Proficiency with computers, including an ability to work with: SCADA, Microsoft Word, Excel, Maintenance Management Programs, and other site-specific systems.
  • Ability to lift, carry, and move 40 lbs. Ability to become confined space entry certified and participate in confined space entry jobs including ascending and descending ladders.
  • Lab skills and safety experience preferred.
  • Ability to make sound decisions in process control and follow instructions, as well as following safety procedures.
  • Valid MA driver’s license with a good driving record.
  • Successful candidates will be required to complete a background check, pre-placement physical and drug screen before employment.

POSITION DESCRIPTION

 

GENERAL STATEMENT OF DUTIES:  The Plant Operator/Mechanic Class 1 performs unskilled, semi-skilled and skilled technical and mechanical work in the maintenance and repair of specialized machinery, equipment, vehicles and buildings.  Work involves the safe and efficient operation of various types of equipment connected with the collection, treatment and disposal of industrial and residential sewage. Work includes the performance of routine laboratory tests and analysis, as well as the servicing and maintenance of a variety of plant equipment and the regular records of meters and gauges. Work is done under the supervision of department superiors, but a certain amount of independent thought and action is necessary.  Work is reviewed through inspections, bacteriological and chemical tests, and by observation of plant effectiveness.  The position requires the exercise of initiative and accuracy.

 

SUPERVISION RECEIVED: The Plant Operator/Mechanic Class 1 performs work under the general direction of the Chief Operator, or higher class operators, as needed, and the direct supervision of the Supervisor/Operator Foreman and general supervision of the First Selectman or designee, within guidelines established by the WPCA.

 

SUPERVISION EXERCISED:  The Plant Operator Class/Mechanic 1 may supervise laborers, as required.

 

EXAMPLES OF ESSENTIAL FUNCTIONS:  (Illustrative Only, Not Exclusive)

 

Receives training and cross-training to perform essential duties.

 

Operates, maintains and repairs treatment facilities and equipment, including valves and gates, pumps, engines and generators, either manually or by remote control to control the flow and processing of wastewater, sludge, and effluent.

 

Under supervision, interprets meter and gauge readings and test results to determine processing requirements and monitors gauges, meters and control panels to observe variations in operating conditions.

 

Operates valves and gates either manually or by remote control, starts and stops pumps, engines and generators to control and adjust flow and treatment processes.

 

Performs specialized and complex chemical, bacteriological, physical tests, and analysis of raw partially treated and treated wastewater; and by-products to determine efficiency of plan processes to insure that plan effluent meets local, state, and federal requirements, under the supervision of the Supervisor/Operator Foreman.

 

Collects laboratory samples and follows routine procedures.

 

Evaluates and interprets test results, establishes test priorities, and prepares required reports.

 

Assembles data, maintains records, and assists in the preparation of periodic reports including monthly reports for DEEP.

 

Receives direct and indirect instructions regarding chemical requirements and adjustments, changes, or additions to various treatment processes.

 

Performs routine maintenance and custodial tasks in the care and upkeep of plant buildings and grounds.

 

Operates power generating equipment.

 

Extracts samples and performs routine laboratory tests and analysis.

 

Mechanic Functions:

 

Participates in preventative maintenance and minor repair work to vehicles and equipment.

 

Monitors gauges, meters and control panels.

Observes variations in operating conditions and interprets meter and gauge readings and test results.

Maintains assigned machinery, alarms, controls and auxiliary devices in the Water Pollution Control Facilities and wastewater collection system.

 

Performs preventative and emergency maintenance and repairs on vehicles, mechanical and electro-mechanical machinery and equipment.

 

Prepares, maintains and organizes records and history for assigned vehicles, machinery and equipment.

 

Operates all vehicles and equipment assigned to the Maintenance section, uses hand, bench and machine tools in the repair and maintenance of pumps and valves and other WPCA machinery and equipment.

 

Maintains buildings, structures, grounds and equipment, pump station and collection system.

 

Performs a variety of duties in the Collection System and Wastewater Treatment Plants including, but not limited to, the following:

 

·         Lubricates equipment and checks for malfunctions;

·         Replaces packing in pumps and valves;

·         Replaces bearings in motors, pumps, and other equipment;

·         Adjusts and cleans bar screens and weir plates;

·         Cleans out pipes and performs other plumbing and pipe-fittings tasks, as required;

·         Uses gas and arc welding equipment to heat, cut, braze or weld;

·         Installs and sets up new equipment;

·         Keeps maintenance records;

·         Performs routine maintenance functions;

·         Operates and maintains power generating equipment;

 

Tanker Truck Functions:

 

Performs a wide variety of skilled and unskilled maintenance tasks pertaining to the safe and efficient operation of the tanker truck.

 

Operates the tanker truck and performs all tanker truck duties including, but not limited to, piping sludge, cleaning of tanks and flushing of lines.

 

Cleans out pipes and performs other plumbing and pipe-fitting tasks.

 

Prepares and maintains records on sludge removal.

 

General Functions:

 

Responds to emergency or trouble calls, day or night. Performs on-call responsibilities, as assigned.

 

Participates in all safety and preventative maintenance programs.

 

Complies with Public Health Codes of the State of Connecticut.

 

Regular, on-site attendance is a requirement of this position.

 

Ability to work long hours, evenings and weekends, as required.

 

Ability to establish and maintain appropriate working relationships with Town Officials, public officials, residents, members of the general public, other departments, subordinates and co-workers.

Education, Experience and Training:

 

Must possess a High School Diploma or GED Certification. Two (2) years prior experience as a laborer, maintainer, or mechanical or chemical trade or equivalent, is preferred.

 

Experience with the operation and maintenance of mechanical and electrical equipment. Sufficient work experience in the Water Pollution Control Plant to operate the plant under all conditions without constant supervision, in accordance with licensure classification.  Must possess a Class I Wastewater Treatment Plant Operators Certification issued by the CT DEEP or must obtain an Operator 1 license within two (2) years of hire or promotion/transfer, if not previously required to obtain an Operator 1 license in accordance with applicable collective bargaining agreement.  The time period for obtaining this license does not reset upon promotion/transfer, if previously subject to two (2) year period for licensure.

 

Additional Requirements:

 

Possession of a valid State of Connecticut motor vehicle operator’s license is required.  Possession of a valid State of Connecticut motor vehicle operator’s license of at least a Class B Commercial Driver’s License (CDL) with tanker and air brake endorsements is preferred but not required at the time of hire; however a Class B with tanker and air brake endorsements must be obtained within one (1) year of employment.

Qualifications

Education and Experience:

Civil Engineer I

Bachelor’s degree in Civil Engineering from an accredited college or university plus up to one (1) year of engineering experience, including internships. Public sector experience preferred.

Civil Engineer II

Proof of a passing score on the Fundamentals of Engineering Exam

At least two (2) years engineering experience since the completion of a bachelor’s degree.

Successful completion of the probationary period for Civil Engineer I.

Civil Engineer III Eighteen (18) months successful work as a Civil Engineer II (or equivalent position) and must have obtained a Professional Engineering License for the State of Connecticut or for another state that would permit reciprocity with Connecticut.

Duties and Responsibilities:

Designs and prepares contract plans, specifications, and cost estimates for construction of capital improvement projects and general technical civil engineering projects and related work (ex. roadways, sidewalks, storm sewers, traffic engineering, etc.).

Inspects construction of DPW projects for compliance with engineering aspects of subdivision regulations, Town construction standards, and modern civil engineering practices. Prepares and reviews project payment requests.

Reviews subdivision plans, site development plans, private development affecting public properties, and technical reports for compliance with the Town’s Drainage Manual and Engineering Standards.   Identifies corrective actions and confers with developers and consultants on plan changes.

Reviews inspection reports for Town bridges and makes recommendations for maintenance and replacements.

Supervises and performs field surveys as necessary to secure field data.

Carries out traffic planning and engineering work including assisting with traffic surveys and studies.  Coordinates traffic planning research and the tracking of current industry trends.

Coordinates project budgets, payments and assists with annual capital and operating budgets preparation.

Coordinates the technical review and management of consultants’ work and services.

Independently investigates and reports on residents’ requests and inquiries to DPW.

Supports DPW’s interactions with various community committees (e.g. neighborhood associations).

Performs related work as assigned.

Supports Town policies and philosophies.

Position Purpose:

The Operator maintains water/wastewater treatment, processing, disposal and testing equipment in water/wastewater treatment facilities to purify water to meet permit and operational requirements.

Primary Duties/Responsibilities:

  • Monitor operating conditions, meters, and gauges.
  • Collect and test water and sewage samples.
  • Record meter and gauge readings and operational data.
  • Operate equipment to purify and clarify water or to process or dispose of waste.
  • Clean and maintain equipment, tanks, filter beds, and other work areas.
  • Inspect all equipment on a regular basis.
  • Follow U.S. Environmental Protection Agency regulations.
  • Ensure safety standards are met.

Work Environment:

  • Spends 100% of the time in operations environment.
    May need to work outside in inclement weather conditions and drive company vehicle to perform duties.
  • Possible Work Hazards: May be exposed to possible operations hazards including fumes, toxic and caustic chemicals, heavy machinery, high pressure, hot or cold work environment temperatures, slippery surfaces, water hazards and electrical equipment.

Qualifications
Education/Experience/Background:

  • High School education or equivalent with the ability to communicate effectively in writing and orally (operational, process, safety and quality instructions). Must have the ability to perform basic math equations.
  • Associate’s degree in a science or technical area strongly preferred.
  • Two to five years’ experience in a related position and environment with knowledge of the methods, techniques, and practices of water/wastewater treatment.

Knowledge/Skills/Abilities:

  • Must demonstrate proficiency in the care and use of all site specific, facility required PPE (Personal Protection Equipment), including respirators, gas detectors, confined space equipment, etc.)
  • Must consistently demonstrate the ability to operate assigned machines and equipment meeting or exceeding processing and quality targets under general supervision.
  • Must demonstrate ability to efficiently operate equipment such as pumps, engines, centrifuge, generators, valves, gates, mixers, conveyors, blowers, dryers, chemical feed, odor control, disinfection equipment, sludge processing filters, belt presses, and measuring/control devices, testing equipment and material handling equipment.
  • Must have the ability to diagnose process and mechanical problems in single or multiple unit processes, troubleshoot basic equipment and take corrective action within policy and procedure limitations.
  • Must demonstrate a working ability to use computer programs for process control.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.
  • Must be able to respond to emergency calls as needed and work extended hours to accommodate site needs.

Required Certification/Licenses/Training:

  • Must possess a valid driver’s license and a safe driving record.
    CDL and Hoisting preferred.
  • MA Grade 3 Wastewater Operators license preferred.
  • Must be able to pass a drug screen and criminal background check.

Physical Requirements:

  • Amount of time spent – Standing 25%, Walking 75% for as many as five miles per shift.
  • While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stoop, kneel, or crouch and enter confined spaces.
    May be required to use ladders or stairs.
  • The employee must lift and/or move up to 50 pounds (occasionally 60 pounds).
  • Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus. Requires close visual observation to detect process non-conformance and machine malfunction.
