This position is designated essential personnel.

Minimum Qualifications:  High School diploma or GED equivalent PLUS 5 years of operation experience in a grade 6 or 7 wastewater treatment facility, OR any equivalent combination of education and experience. Valid State Commercial Driver’s License (CDL) Class B with tanker and airbrake endorsements or ability to obtain License within one year of hire; Commonwealth of Massachusetts Grade 6 or 7 Wastewater Treatment Plant Operators License; or as established by Section 257 Code of Massachusetts Regulations or ability to obtain License within one year of hire.  Certification in the FEMA National Incident Management System ICS up to and including 200 or ability to obtain certification within one year of hire.

Woodard & Curran is seeking a full-time Plant Manager and Primary Operator for the Town of Manchester-by-the-Sea, Massachusetts Drinking Water Treatment Facilities. As the Plant Manager and Primary Operator, you will participate in the daily operation and general maintenance of equipment, structures, and grounds at the Town of Manchester-by-the-Sea’s 3 MGD Trident Microfloc Surface Water Treatment Facility, two ground water wells, and 1.7 MG storage tank – to include managing all associated regulatory sampling programs – in a safe and timely manner. Each day presents different challenges and learning opportunities. Woodard & Curran is dedicated to our employees’ growth and development and wants to help you on your career path.

The Plant Manager is responsible for the day-to-day management and supervision of the Town’s drinking water treatment facilities and will oversee a small team of one operator. This includes scheduling, coordinating, and directing plant staff in the overall operation of the various treatment processes and maintenance activities throughout the facilities. The Plant Manager is responsible for fostering a safe work environment for all plant personnel and visitors. He or She will regularly prepare reports for regulators, the client, and the firm. Additionally, the Plant Manager will manage the budget of the project and manage the scope and schedule of contractual obligations and serve as the main point of contact between the client and the firm. Supervision will be provided by an Assistant Area Manager; however, the Plant Manager must be able to work comfortably in a self-directed environment with minimal daily supervision.

Schedule:

This project operates on a two-week rotating schedule, rotating with the facility’s secondary operator. The Plant Manager and Secondary Operator rotate long and short weeks and on-call coverage.

Example schedule below:
·         Week 1 – Long Week: On duty Monday through Sunday first shift, 0600-1400 or 0700-1500.
·         Week 2 – Short Week: Off duty Monday, on duty Tuesday through Thursday first shift, 0600-1400 or 0700-  1500, off duty Friday through Sunday.

Availability for standby duty and the ability to be “on-call”, working evenings, weekends and holidays as needed.  When on-call, you will need to be able to respond to alarms and emergencies within one hour. Response to emergency events and alarm callouts as needed and required. The operator on their long week will also be on-call for that week. On call coverage begins of Monday shift, to beginning of next operator’s Monday shift.

 

Essential Duties include but are not limited to:

  • Responsible for managing and participating in the day-to-day operations and maintenance at the facilities, where responsibilities may include, but may not be limited to scheduling, coordinating, directing, and supervising all daily operations.
  • Support daily operations and maintenance of assigned equipment to include residual management, electrical and mechanical components, SCADA and remote communications networks, and strategic pump and flow management.
  • Complying with all Woodard & Curran Health and Safety Programs and instilling a Safety-First culture within the project.
  • Manage and/or maintain the use of the daily operations log.
  • Manage the towns drinking water sampling programs with regulatory agencies, to include collecting samples and conducting laboratory tests where/when necessary, in support of regulatory compliance.
  • Meet with the Assistant Area Manager and Client on a regular basis to discuss and review plant operations and maintenance.
    Manage operating budgets to include annual operating and capital.
  • Monitor operations by inspecting and reviewing data, records and reports, coordinates sampling.
  • Keep accurate and up to date records for the project. Prepare and review all required reports.
  • Respond to all complaints in cooperation with the client relative to the operation of the wastewater treatment facility and pump stations and initiate appropriate action to resolve the issues.
  • Manage the repair, maintenance and construction activities of the project and coordinate activities with the client.
  • Ensure all employees receive proper training in materials, equipment, tools and safety procedures.

$35 – $40 an hour
Depending on qualifications and experience. This position is eligible for straight time hourly overtime pay for hours worked over 40 per week.

 

What will you need to succeed?

  • Must possess a Massachusetts Grade 4T Full (preferred) or Grade 3T Full (with experience) Drinking Water Operator License – with the ability to acquire the Grade 4T Full within 2 years.
  • Minimum of 5 years’ experience in the water treatment industry.
  • Proficiency with computers, including an ability to work with: SCADA, Microsoft Word, Excel, Maintenance Management Programs, and other site-specific systems.
  • Participation directly in, and to a significant extent, management of the operation, maintenance, and repair of drinking water facilities throughout the last 5 years.
  • Experience managing a minimum of 1 staff.
  • Excellent verbal and written communication skills and interpersonal skills.
  • Proven track record with regulators and solid understanding of regulations and reporting requirements.
  • High school diploma or equivalent.
  • Must possess a valid driver’s license.
  • May require an irregular work schedule and overtime hours.
  • Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
  • Ability to communicate effectively, orally and in writing.
  • Familiarity with water treatment processes with particular aptitude for laboratory analysis, record keeping, and facility maintenance.
  • Must be able to lift or move up to 40 lbs. on a regular basis.
  • Successful candidates will be required to complete a background check, pre-placement physical and drug screen before employment.

Assistant Sewer Superintendent

Position Requirements

Candidate must possess a high school diploma or GED equivalent and maintain a valid driver’s license. An Associated degree in science or a technical related field strongly preferred. Applicants must possess a Massachusetts Grade 3 or 4 wastewater operator license and have at least 4 years’ experience in wastewater or a related field. The applicant should have environmental knowledge of methods, techniques, and practices of wastewater treatment laboratory skills. Also, the applicant must have fundamental computer skills, strong organizational skills, and demonstrate good written and verbal communication skills.  Applicants will work 4 hours of overtime Saturday & Sunday every third weekend and a maximum of four holidays (4 hours) per year. Essential Functions:

·         This is a Lab/Maintenance/Administrative position.

·         Participates in the daily operation of the treatment plant and the sewage pumping stations; assists the superintendent in monitoring and controlling the plant’s wastewater treatment process.

·         Analyzes and evaluates operation, laboratory, and maintenance functions and records; applies appropriate corrective measures to mitigate potential problems and restore proper operating standards and methods to mechanical and biological processes.

·         Prepares necessary reports for review by supervisors; submits recommendations of plant needs as required by the Superintendent.

·         Performs laboratory tests for process control and compliance monitoring; samples influent and effluent for pH, T.S.S, BOD5, Ammonia, Nitrogen, Phosphorus, E-coli and PFAS; performs additional tests as required; monitors computer readings to ensure efficient plant operation; performs other various processes in the treatment system and analyzes results.

·         Prepares samples for outside laboratory analysis.

·         Conduct preventative & corrective maintenance on plant equipment.

·         Assist in the grounds keeping & upkeeping of WWTP site and buildings.

·         In the absence of the Sewer Superintendent, the Assistant Superintendent has direct responsibility for the overall administration, operation and maintenance of the WWTP.

Knowledge, Ability and Skill:

·         Thorough knowledge of the principles and operating procedures of wastewater treatment and sanitary sewer systems. Working knowledge of the materials, methods, and techniques of wastewater treatment, and state and federal pollution control regulations.

Environmental Engineer, PE

Help to safeguard public health and protect the environment in New York by joining NEIWPCC as an Environmental Engineer. We’re seeking a licensed Professional Engineer to oversee an administrative consent order to abate combined sewer overflows (CSOs) within the New York City watershed.

What You’ll Do
As a NEIWPCC Environmental Engineer you will:

  • Provide high-level program management of all obligations under the CSO Consent Order, identify potential problems with implementation and facilitate timely resolution in coordination with internal and external partners.
  • Complete comprehensive technical reviews of and develop detailed comments on documents submitted under the CSO Order and prepare technical memoranda and presentations.
  • Conduct site visits of active construction projects, attend construction progress meetings to identify potential problems associated with project implementation, and prepare construction site inspections reports to document status of project construction.
  • Supervise and provide guidance to a NEIWPCC Environmental Engineer working on the program.

What We Are Looking For
The successful candidate will have a passion and interest in preserving and advancing water quality. We are seeking candidates with:

  • A New York State Professional Engineer’s license, or the ability to transfer active license to New York.
  • Knowledge of wastewater collection system, treatment plant, stormwater system, or CSO system engineering design, operation practices, and construction practices.
  • Knowledge of USEPA and NYSDEC wastewater, stormwater, and CSO rules and regulations and experience working with federal, state, or local water/wastewater agencies.
  • A degree in environmental, civil, chemical, or mechanical engineering, or in a related field with five years of experience in wastewater treatment plants or wastewater collection facilities design and construction with at least three years as a professional engineer.

Position Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in Albany, NY. Duties will be performed largely in an office setting with occasional travel to and from construction sites or meetings in New York City, for which a valid driver’s license and access to own transportation are required. After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs.

Nearly 160 professional engineers strong and recent recipients of multiple ACEC Engineering Excellence and ASCE Project Awards, our senior technical and project management leaders have earned an outstanding reputation with private, state, and local government clients. We provide planning, design, and construction phase services for the construction of new, or improvements to existing, conveyance systems, treatment plants, pump stations, and other water infrastructure. We assist our clients with capital improvement plans, hydraulic modeling services, and implementing asset management programs while also undertaking study projects including Long Term CSO Control Plans, Comprehensive Wastewater Management Plans, Integrated Water Resource Management Plans, and Sewer System Evaluation Studies.   

What will you be doing?  
As a Staff Engineer 2, you will play a key role in assisting a team of experts with the development of plans, specifications, cost estimates, reports, and bid packages. You will be involved in project discussions regarding technical approach, cost, and scheduling performance on traditional design-bid-build projects and design-build projects. You will also have the opportunity to observe construction on municipal infrastructure projects (sewer, storm drain, water, etc.) including identifying contractor conformance with design drawings and specifications, measurement of installed quantities, shop drawing review, coordination with city staff and residents, and preparation of daily reports.

What does a Staff Engineer 2 need?  
Over 2 years of consulting experience and an understanding of the water industry. A BS degree in Civil or Environmental Engineering or any related field is required, and an MS degree is preferred. Experience with AutoCAD, Civil 3D, and HydroCAD would be a plus. You are presumed to be enthusiastic to learn, self-motivated, and have strong, clear, and concise written and verbal communication skills.
