Our Wastewater Maintenance Operator position will perform a broad range of tasks to ensure proper operation and maintenance of the wastewater plant and systems, and to provide support for the Operations Department. Work independently and assist others with the completion of skilled tasks, and to develop knowledge and experience with the activities, equipment and regulations required in all areas of the wastewater system. The position will develop the necessary skills to be successful in wastewater procedures, wastewater plant operations, and wastewater systems. The incumbent will have two years under our training provision to acquire the necessary licenses, and will be expected to participate a quarterly shift rotation – 6 months of days, 6:00 am – 2:30 pm, then 3 months of day/night combo rotation – Days 6:00 am to 6:00 pm, nights 6:00 pm – 6:00 am – then 4 days off rotation.

Probationary rate of $27.55 – regular rate $29.00.  There is a .50 cent per hour shift differential for overnight shift work.

Title: SHIFT SUPERVISOR

Supervision Received: Works under the direction of the Operations Manager of the Mattabassett District.

Supervision Exercised: General supervision of operational employees on any specific shift.

General Statement of Duties: Works with and supervises others during an assigned shift in assuring safe and efficient operation and maintenance of the wide variety of equipment and
apparatus pertinent to wastewater treatment and sludge disposal operations; operates all necessary
equipment pertinent to wastewater treatment including centrifuges, incinerators and makes
adjustments in operations as necessary; controls chemical feeding at all points; maintains and
records distribution of sewage flow through the plant; regulates return sludge flow and waste
sludge flow; takes readings of flow, temperatures, pressures, other operations; changes meter
charts and records meter readings; keeps a daily log of shift activities; directs, supervises and trains
subordinate employees in their assigned tasks; makes minor repairs and adjustments on equipment
as necessary; does daily and shift lubrication, greasing, and oiling of all (such) equipment as
required; does related work as required. Maintains schedule variation logs, ensures subordinates
are working in an efficient manner, calls in extra staffing when required due to storms, snow
removal, sickness or other reasons. Distributes workloads as appropriate to subordinates, maintains
accurate reports and records as needed for state submissions and the District.
Minimum Skill and Ability: Thorough knowledge and skill of the operation and maintenance of
all sewage plant equipment and facilities; ability to keep operating records and to make detailed
reports; ability to make minor repairs and adjustments on equipment; ability to get along with
fellow workers; ability to assign, supervise, train, inspect and evaluate the work of subordinates;
ability to assign, supervise, train, inspect and evaluate the work of subordinates; ability to follow
and employ standard safety practices; considerable knowledge of modern wastewater practices
and methods.

Experience and Training: Graduation from high school or accredited technical school and four
years of progressively responsible experience in the operation and maintenance of a sewage
treatment plant and facilities or an equivalent combination of experience and training. Must possess and maintain Connecticut Class III Wastewater

Certification. Must maintain a valid Connecticut driver’s license.

ESSENTIAL FUNCTIONS OF THE POSITION – VARIES BASED ON CLASS

·         Operates, adjust, checks and inspects all pumping equipment assigned to him/her shift or phase of operations

·         Opens or closes valves to regulate flows as required

·         Checks, reads various dials gauges and meters

·         Maintains records, logs pertinent data of operations as required

·         Collects and stores samples when necessary

·         Required to make measurements or minimal tests with various equipment, such as temperatures, chlorine residuals, quantities of materials or chemicals and pH measurements

·         Controls the transfer of the volume of sewage or sludge from settling tanks, sludge holding tanks, final settling tanks, aeration tanks and sequencing batch reactors (SBRs)

·         Cleans rakes, baskets, various screens, shredders, de-gritters, bar screens, basins, grease skimmings, wet-wells, Parshall flumes, troughs, or channels and weirs

·         Regulates sodium hypochlorite and other chemical equipment; starts, stops various equipment assigned, makes minimal and minor repairs to pumps and other types of equipment as necessary

·         Responds to emergency situations in accordance with prescribed procedures

·         Performs lubrication on various equipment and machinery, performs routine maintenance tasks and reports needs for repairs to equipment or machinery

·         Operates Sludge Thickeners and associated equipment

·         Ability to operate oxygen, hydrogen sulfide and other gas detection meters

·         Maintains and participates in all safety and preventative maintenance programs

·         Operates all WPCA motor vehicles

·         Ability to work long hours, evenings and weekends, as required

·         Regular attendance is a requirement of this position

·         Ability to establish and maintain appropriate working relationships with Town Officials, Public Officials, members of the general public, other departments, commissions, and co-workers

Necessary Knowledge, Skills and Abilities:

Some experience up to extensive knowledge of modern Waste Water Treatment Plant and Collection Pump Station principles and operating practices; mechanical ability; ability to understand the terminology and units of expression involving the processes; ability to follow oral and written instructions; ability to keep records, reports and logs; dependability; safety conscious, and must accept schooling and training when provided.

QUALIFICATIONS:

Education and Experience

High School Diploma, with some experience up to substantial experience in the operations of a Waste Water Treatment Plant and Collection Pump Stations or similar experience as a semi-skilled mechanic in the maintenance of motors, pumps, and related equipment.  Completion of a state approved high school program or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to qualify in the responsibilities of this position.

Additional Requirements:

Must retain a valid State of Connecticut Motor Vehicle Operator’s License.

Class I  – Connecticut Wastewater Treatment Operator Certification

Class II  –Connecticut Wastewater Treatment Operator Certification

Class III –Connecticut Wastewater Treatment Operator Certification

PHYSICAL DEMANDS

Proper equipment ensures compliance with OSHA standards and limits exposure to corrosive materials, chemicals, or particulates; ensures hand-held gas monitors are fully charged daily and inspected/adjusted on a monthly basis by the calibration lab; conducts routine safety observations and inspections of MWRA facilities, buildings and construction and work sites; documents the worksite hazardous conditions and concerns; recommends safety improvements to the Safety Manager and Safety Program Manager; notifies Safety Manager or Safety Program Manager of deficiencies such as leaks, tampering, expired, or otherwise non-operational safety equipment; maintains records of inspection and maintenance on operations safety equipment such as eye wash stations and fire extinguishers and provides reports to the Safety Manager or other managers as requested; maintains and updates the OSHA-required safety data sheets (SDS) in binders located throughout the facility; distributes existing safety procedures and guidelines upon request.

This position requires an Associate’s degree in a technical or business field and at least three years of experience in an industrial or commercial environment; or high school diploma and at least five years of experience in an industrial or commercial environment; or any equivalent combination of education and experience and a valid Massachusetts Class D Driver’s License.

Salary: $66,342.44 annually. This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.

Oversees and develops a program for regulatory compliance with state standards and works closely with other authority safety and health staff to communicate, implement, monitor and track safety and health regulatory compliance. Leads agency’s activities in a proactive way to minimize health and safety issues and prevent situations that could create workers’ compensation cases.

Some of the work includes; develops and oversees an overall program of regulatory compliance consistent with the employer responsibilities defined by DLS designed to reduce work-related injury and illness; conducting multi-facility (30+) worksite safety assessments and inspections (i.e., self-audits) to determine risks to employee safety and health and ensure that the workplace conditions conform to DLS standards; assessing potential hazards and controls/Evaluating risks and hazard control measures/Investigating incidents involving the safety and health of employees, visitors, vendors and contractors; administers an authority-wide system for record keeping for work-related injuries and illnesses using the OSHA Log of Work-Related Injuries and Illnesses form (OSHA Form 300). Posts the summary of the OSHA log for injuries and illnesses (OSHA 300A) according to procedures promulgated by OSHA. Provides access to employees, former employees and their representatives to OSHA Form 300 as required by applicable state regulations; serves as the authority’s main contact to DLS Inspectors for communications and for inspections. Attends opening and concluding conferences conducted by the DLS Inspector and provides DLS Inspectors with injury records and written programs as requested. Provides DLS Inspectors with the names of any authorized employee representatives who may be asked to accompany the Inspector during an inspection; manages budget and staffing.

This position requires knowledge of the principles and practices of a safety professional as normally attained through a Bachelor’s degree in occupational health and safety, industrial hygiene or related science and/or engineering discipline and knowledge of health and safety policies, regulations, standards, best practices in an industrial environment; an understanding of issues related to safety, emergency response, risk management, environmental health; experience in incident investigations, safety inspections as normally attained through at least ten (10) years of experience including at least four (4) years of supervisory experience; and demonstrated knowledge through direct involvement/management of federal OSHA and Massachusetts DLS standards, training, implementation and auditing of policies and procedures as they relate to employee safety; or any equivalent combination of education or experience.

Salary: $158,000.00 – $172,900.00 Annually
