Maintenance Laborer I

The Barnstable Water Pollution Control Division is seeking a hardworking and dedicated Maintenance Laborer to join our team. As a Maintenance Laborer, you will have the opportunity to grow and develop your skills on the job and advance your career within the Division.

The Maintenance Laborer position, you will be responsible for performing a variety of manual tasks to ensure the cleanliness, maintenance, and safety of our facilities. Responsibilities include but not limited to: janitorial duties, painting, light carpentry, plumbing and electrical work, landscaping, litter pickup, moving of items, and heavy manual work including pick and shovel work, opening manholes, trench work, planting trees, etc. The Maintenance Laborer operates and maintains the wastewater treatment plant and collection systems; makes routine inspections of plant or pump station equipment and machinery; performs necessary maintenance on process machinery such as lubricating bearings, changing filters, adjusting belts and rotating machinery; makes repairs as needed; follows prescribed maintenance schedule for equipment and facilities. Ensures adherence to maintenance schedule for equipment in the water pollution control facility, and collection system. Maintains records of maintenance and repairs performed. Monitors computer readings to ensure efficient plant operation; maintains logs and records on all equipment as required.

Minimum Qualifications:

High school degree, preferably with classes in chemistry, biology, and/or wastewater treatment. Basic literacy and computation skills needed.

Other Requirements:

Massachusetts CDL Class B motor vehicle operator’s license with a tanker endorsement or ability to obtain during first six months of employment.

OSHA 10 certification within the first six months of employment.

Certificate in CPR and First Aid administration preferred

Essential Duties and Responsibilities:

1.      Greases, oils, cleans, and performs other minor preventative maintenance on equipment.

4.      Repairs and maintains pumps, piping, motors, and valves.

5.      Repacks pumps and other machines.

This is a full-time position, Monday – Friday, 7:00 am – 3:00 pm. Position Purpose:

Qualifications
Education/Experience/Background:

  • Minimum 5 years of experience managing water/wastewater design and construction projects for pumping stations, wastewater collection systems, water transmission/distribution systems and treatment plants.
  • Experience with environmental regulatory framework and permitting approvals preferred.

Knowledge/Skills/Abilities:

  • Strong project management skills (initiating, planning, executing, monitoring, controlling, and closing).

  • Thorough working knowledge of water and wastewater conveyance and process applications, master planning, geographic information system platforms and smart water solutions.

•      Develops all process control protocols for the treatment plants to ensure that all discharge requirements are met.

•      Liaison with State Department of Energy Environmental Protection Municipal Wastewater Unit; responsible for reporting to and meet state criteria for effluent limits set through National Pollutant Discharge System (NPDES) permit; follows all requirements of CFR 40 Part 503 sludge disposal regulations.

•      Prepares comprehensive reports on sewage treatment plant and collection system operations for submission to City officials, state and federal regulatory agencies, including the DMR and MOR, required by the operating permit.

•      Develops and manages discharge permit for Industrial and commercial discharges; reviews and approves or disapproves applications for CT DEP permits by Industrial or commercial discharges.

•                 Develops and manages the division’s budget and prepare fiscal reports; preparation and purchasing of necessary equipment and supplies utilizing financial software {MUNIS); develops RFP’S and bid specifications for the procurement of equipment and supplies.

•                 Coordinates, support and respond to emergency situations as needed on a 24-hour basis.

•                 Assures that work areas are safe from occupational hazards.
