The MWRA is looking for an Operator (Wastewater Treatment) who operates, monitors, and inspects assigned wastewater facilities and treatment plant operational equipment, processes, and systems on an assigned shift in a designated area; performs assigned maintenance functions as part of a team under the direction of the assigned Unit or Area Supervisor.

The position requires a high school diploma or GED; and two (2) to three (3) years experience with a working knowledge of wastewater treatment and treatment plant equipment; and satisfactory completion of competency-based training program in accordance with the productivity improvement plan training program established at MWRA; or any equivalent combination of education and experience. A valid Massachusetts Wastewater Treatment Plant Operator Grade 4 license, and a valid Class D Motor Vehicle Operator’s license are required.

Work Schedule: Relief Shift: Sunday 7:00am-3:00pm, Monday-Tuesday 3:00pm-11:00pm, Friday-Saturday 11:00pm-7:00am

Annual Salary: $56,388.26 – $80,046.78, upgrade to $59,055.09 – $84,544.62 after completion of PIP training

This position works under the administrative direction of the Superintendent and cooperates with water operations personnel and senior staff to ensure clear, consistent communication and coordination of department activities. Duties include:
 Serving as the first point of contact for customers, vendors, and contractors.
 Making customer appointments for meter changes, backflow inspections, etc.
 Assisting with the maintenance of the water and sewer Geographic Information Systems (GIS).
 Organizing and maintaining computer records and physical documents for the department, such as engineering plans, permits, construction documents, regulatory documents, etc.
 Ordering supplies and materials.
 Receiving and processing invoices for accounts payable.
 Maintaining, and coordinating the use of, field staff mobile devices and applications for updating GIS, record drawings, tracking of maintenance and repair activities, etc.
 Assisting in the analysis and management of customer water usage data to inform water conservation strategies and campaigns, water loss management, water revenue forecasting, water rate design, etc.
 Providing general administrative support to the Department.
Minimum desired qualifications include a Bachelor’s degree in a related field and a demonstrated interest in water, wastewater, or utility management. The successful applicant will have strong analytical, communication, and organizational skills. Must have very strong computer skills. Starting salary is between $55,000 and $65,000, dependent on qualifications. Benefits include a 4-day work week (Monday through Thursday, 6:30-4:30), enrollment in the Massachusetts Public Pension System, 11 paid holidays per year, 2 weeks’ paid vacation per year to start (up to 5 weeks depending upon years of service), 12 sick days per year, and 24 hours of personal time per year.

Community Specialist- New York

This position will be responsible for providing services under the EPA Safe Drinking Water Act, the Clean Water Act, and the Training and Technical Assistance Program for small public water systems and private wells to achieve and maintain compliance with federal and local regulations, as well as administer training and technical assistance for small publicly owned water and wastewater systems and individual well owners to maintain and prove water quality as necessary. The Community Specialist will work with a variety of small systems operators, board members, community leaders and homeowners.

Responsibilities:

Assist the state lead with the delivery of training and technical assistance to rural water and wastewater systems, private well owners, and decentralized wastewater systems.
Assist and act as a liaison to RCAP Solutions and the RCAP national network’s personnel from state, federal, regional, and other service delivery organizations, and communities.
Conduct needs assessments to identify types and causes of technical, managerial, and/or financial compliance failures, as well as risks and strategies for targeting assistance.
Collaborate with internal and external team members to adapt/develop materials and conduct face-to-face trainings for managers of systems as prioritized and under the supervision by the state lead.
Provide compliance-based, capacity-building training and technical assistance for operators, board members, and managers of small publicly treatment works, decentralized systems, small public water systems (PWSs), non-transient, non-community water systems, transient non-community water systems, and private well owners with the objective of protecting human health by reducing exposure to contaminants in drinking water and wastewater system sustainability.
Collaborate with primary agencies and regional EPA officials to identify priority needs, making formal presentations and training in a multiple system group setting full training sessions, and work in the field providing technical assistance to small water system personnel.
Work as a team member to support the objectives of the Community Resources division.
Other duties assigned by supervisor/manager.

Education & Experience Requirements:

Bachelor’s degree or equivalent experience in Engineering, Environmental Science, Geography, Biology, Planning, public health, or related field; professional engineering or high-level certified water operator.
Minimum of 5 years of experience in water and wastewater, public health, project planning, community development, infrastructure financing or related field required, with experience in more than one of these areas desirable; experience with State, RD and EPA capacity building, funding, and/or compliance work; experience in working with State and Federal Agencies.
Drinking water operators’ license and/or wastewater license preferred, will consider Registered Sanitarian/Registered Environmental Health Specialist or equivalent experience.
Must maintain a high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated discretion, tact, and diplomacy.
Must possess a valid Driver’s license and be able to travel to various locations within the region as needed.

SOME OF THE DUTIES OF THIS POSITION INCLUDE:

Assists the Director in the administration and management of water quality operations for the City of Bangor and Towns of Hampden and Hermon by facilitating activities and communication between divisions within the Department; and other departments of the City such as Engineering, GIS, and Public Works.

Ensures compliance with the Departments regulatory permits and enforcement orders.

Maintains daily communications with Department and Division Heads regarding daily/weekly activities, maintenance planning and personnel management, offers technical assistance as needed.

Conducts and reviews equipment cost analysis; evaluates and recommends equipment replacements.

Coordinates Public Education and Outreach efforts for the Department.

Monitors and evaluates regulatory activities at both the state and federal level; will assist Director in developing comments and participating in stakeholder groups.

 

 

Assists the Director, as directed, in the:

–        Supervision of personnel

–        Preparation of annual budgets and capital plans

–        Development of standard operating procedures

–        Development and submission of bid proposals

–        Planning of maintenance and repairs

–        Representation of Water Quality Management at City Committee and Council meetings, conferences, civic and/or community groups

–        Response to requests for information or complaints from elected

officials, other City staff and the public.

–        Assistance to the City’s Stormwater Department

–        Provision of technical support to the City’s Industrial Pretreatment Coordinator

 

In addition, the incumbent may be assigned tasks related to the:

–         Provision of technical advice to other City departments or outside agencies and organizations

–         Technical assistance to businesses or commercial developers as related to water quality issues

–         Preparation of public presentations, statements and media releases when serving as the water quality spokesperson

Performs duties related to any aspects of the above, as required.

 

JOB REQUIREMENTS

Possession of a Grade V State of Maine Wastewater Treatment Plant Operator license, or the ability to obtain within two years from date of hire. Possession of Grade II NEWEA Wastewater Laboratory Analyst Certification, or the ability to obtain within one year. Possession of Grade IV NEWEA Collection Systems Certification, or the ability to obtain within one year. Possession of NASCO Pipeline Assessment Certification, or the ability to obtain within two years. 7 years of related wastewater and collection system operations and management experience preferred; or a combination of education and experience that provides equivalent knowledge, skills and abilities. Knowledge in the areas of water quality management, operations and maintenance, including broad knowledge of applicable federal, state and local laws, rules and regulations.

The pay range for this position is $74,178 to $99,684 annually, commensurate with experience and education.  This position also includes a comprehensive benefits package:

Qualifications:  High school, trade school or vocational school diploma or high school equivalency diploma, plus three (3) years employment in a field related to sanitary sewer construction, operation or maintenance (installation and maintenance of sanitary sewer, water main, storm drain or natural gas pipelines) or one (1) year of training in a skilled trade substituted for one (1) year of experience up to two (2) years plus a minimum of one (1) year employment for a sewer utility or in the construction field with work experience in the installation and maintenance of pipelines, or an equivalent combination of experience and training. NEWEA (New England Water Environment Association) Collections System Certification Grade II or higher preferred.

Special Requirements:  Must possess and maintain, or have the ability to obtain within six (6) months of appointment as a condition of employment a valid State of Connecticut Class B commercial driver’s license (CDL).
