Water & Sewer Utility Support Technician

General Statement of Duties:  This is responsible technical and supervisory work involving the operation and maintenance of a waste treatment plant, its pumping stations, and collection systems.

Work involves responsibility for overseeing the day-to-day operations of the water pollution control plant, including the making of routine adjustments in operating specifications and schedules.  Duties include the scheduling of personnel, monitoring of plant operating conditions and making changes in operations that respond to changing conditions.

This position also has the responsibility for making standard administrative decisions and acting for the Superintendent in his absence.  The work requires that the employee have considerable knowledge, skill and ability in all phases of water pollution control facility, pumping stations and collection system operations and maintenance.

Supervision Received:  Works under the direction of the Superintendent – Sewer.

EXAMPLES OF DUTIES:  Assists in planning, organizing and directing the town’s water pollution control program by providing day-to-day supervision to crew leaders and other operating and maintenance employees, and implementing Sewer Division’s policies and programs.  Reviews operating records daily to verify proper operating of the plant.  Assures that employees follow prescribed operating procedures and adhere to operating schedules.  Analyzes operating data and recommends process changes.  Remains on call 24 hours a day.  Acts for the Superintendent in his absence or at this direction.

Schedules maintenance and evaluates maintenance procedures to improve practices.  Plans and directs special maintenance procedures.  Prepares reports and correspondence.  Maintains all maintenance and operations records.  Performs lab analysis and inspects installation of main line sanitary sewers and laterals when required.  Assists in the preparation and administration of the Sewer Division’s annual budget.  Assists in the review of all proposed new sanitary sewer installations.

Assists in personnel actions such as hiring, termination, training assignment and evaluation.  Prepares employee time sheets and maintains attendance records.  Assures that safe work procedures and practices are adhered to by Sewer Division employees and that safe working conditions are maintained at all work sites.  Performs related work as required.

Required Knowledge, Skills, and Abilities:  Considerable knowledge of the principles, technology and practices of operating and maintaining a Water Pollution Control facility, its pumping stations and collection system.  Considerable knowledge of local, state and federal requirements regarding the operation of water pollution control facility.  Good knowledge of public administration principles and practices as applied to a water pollution control facility.  Considerable ability to direct and supervise a large number of employees engaged in water pollution control facility operations and maintenance.  Considerable ability in oral and written communication.  Considerable ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

Qualifications:  A bachelor’s degree from a recognized college or university in environmental science, chemical engineering or other engineering with courses in chemical qualitative analysis, biochemistry or microbiology, plus four (4) years of progressively responsible experience in water pollution control or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.

Special Requirements:  Must possess and maintain a State of Connecticut Class IV Waste Water Treatment Plant Operator’s license or the ability to obtain the same within the probationary period.  Must possess and maintain a valid Sate of Connecticut Motor Vehicle Operator’s License.

POSITION OVERVIEW

The Charles River Pollution Control District, a regional medium-sized advanced wastewater treatment facility, designed to treat 5.7 MGD, is seeking a candidate for the full time position of Wastewater Operator.

The position requires that the successful candidate possess or obtain within six months of hire at least a Grade 4M Massachusetts Wastewater Operator License, on the job training and classes will be provided.

Candidate will also be required to possess or obtain a 2A and 3A Massachusetts Hoisting License within the first six months of hire. Training will be provided.

JOB SUMMARY

The Wastewater Treatment Plant Operator OIT performs technical work involving the operation and maintenance of a wastewater treatment plant and the recording of related data.

SUPERVISION RECEIVED

The Wastewater Treatment Plant Operator OIT works under the supervision of the Chief Operator who assigns work daily. A supervisor checks work periodically and is consulted when any questions arise concerning plant operations or procedures.

SUPERVISION EXERCISED

Employee may be asked to supervise. May be assigned to instruct employees on current procedures and supervise work of subordinates on a periodic basis.

EXAMPLES OF DUTIES

(Any one position may not include all of the duties listed, nor do the listed examples include all duties which may be found in positions of this class.)

1.      Inspects plant operations on a periodic basis, checking equipment, machinery and pumps to ensure plant is operating properly (monitors main control panel with raw flow digital gauge, recirculated sludge gauge, waste sludge gauge, emergency lights);

2.      Cleans manholes, wet wells, tanks, other facilities associated with the WWTP and pump stations;

3.      Assists with or performs unskilled or semi-skilled work involving electrical, plumbing, mechanical and/or construction duties, rough carpentry, painting and other trade duties;

4.      May operate equipment such as backhoes and front end loaders in a training capacity, and once certified by the department, is eligible for TSOR when assigned to operate equipment;

5.      Performs general building maintenance work including routine custodial duties such as sweeping floors, washing walls and waxing floors, cutting and trimming lawns, snow removal around plant;

6.      Oils and greases plant machinery and equipment as necessary, cleans air filters, replaces motors, and pump bearings;

7.      Performs necessary laboratory analysis required by state and federal agencies (includes rotating weekend work);

8.      Operates and maintains mechanical equipment used in treatment process such as grit separators, rotary sludge press, conveyors, pumps, chemical feeder, chlorinators and sludge conditioning equipment;

9.      Serves as snow plow operator, may shovel snow by hand and/or sand sidewalks by hand;

10.  Performs routine laboring duties when not performing the duties of a Wastewater Treatment Plant Operator or when incidental to the operations being performed;

11.  Will be available to respond to emergencies at the WWTP or Pump Stations at night, and on weekends and holidays on a rotating basis.

12.  Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

Knowledge of basic math, science and mechanics. Knowledge of methods, techniques, equipment, machinery and safety practices utilized in the operation of a wastewater treatment plant (i.e. pumps, motors, electrical meters, chemicals). Ability to follow written and oral instructions. Ability to establish and maintain effective working relationships with other departments, employees and the general public. A familiarity with computer based spreadsheets and databases.

MINIMUM QUALIFICATIONS REQUIRED

A candidate for this position should have a High School diploma or GED, supplemented by one year of schooling in wastewater treatment and one year of experience in a wastewater treatment plant; OR equivalent combination of education and experience which demonstrates the possession of the required knowledge, skills, and abilities in the operation and maintenance of varied types of mechanical equipment. Must obtain a State of New Hampshire Grade I OIT Wastewater Facility Operator Certification within 8 months of appointment. Must possess and maintain a valid driver license, class CDL-B.

PHYSICAL DEMANDS / WORK ENVIRONMENT

The Plymouth MA staff is responsible for the operation and maintenance of the wastewater treatment plant, collection system, and ancillary equipment. This full-time position is responsible for the operation and general maintenance of equipment at a 3 MGD Sequential Batch Reactor (SBR) wastewater treatment facility. Our operators participate in an “on call” rotation for plant coverage outside normal workday hours and shifts may include weekends. Environmental Engineer – Capital Replacement Program

NEIWPCC is seeking a full-time Environmental Engineer to assist in managing the assessment, replacement, and maintenance of certain wastewater treatment infrastructure that is required to be installed and maintained in the New York City water supply watershed.

What You’ll Do

As a NEIWPCC Environmental Engineer, you will perform site inspections, meet with wastewater treatment plant owners, review contract documents and scopes of work for eligible projects, and coordinate with compliance staff. You will be responsible for preparing and reviewing internal and external progress reports pursuant to the Filtration Avoidance Determination (FAD), Memorandum of Agreement, and other Agency requirements. You will also be responsible for managing multiple databases for tracking and monitoring program accomplishments, contract budgets, project coordination, payments, and related documentation.

What You’ll Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a bachelor’s degree in environmental or civil engineering, or related field and seven years of related experience; knowledge of and experience with the State Pollutant Discharge Elimination System (SPDES) permit program inspection processes, operation of wastewater treatment utilities and facility reconstruction, and experience collaborating with a broad range of stakeholders in implementing environmental programs. Excellent computer skills, including word processing and spreadsheets, effective verbal and written communication skills, the ability to perform basic statistical analysis, and the possession of a professional engineer’s license and current registration from a State or Territory of the United States are valued. Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in the New York City Department of Environmental Protection office located in Kingston, NY. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.
