Wastewater Treatment Operator

The Charles River Pollution Control District, a regional medium-sized advanced wastewater treatment facility, designed to treat 5.7 MGD, is seeking a candidate for the full time position of Wastewater Operator.

The position requires that the successful candidate possess or obtain within six months of hire at least a Grade 4M Massachusetts Wastewater Operator License, on the job training and classes will be provided.

Candidate will also be required to possess or obtain a 2A and 3A Massachusetts Hoisting License within the first six months of hire. Training will be provided.

POSITION OVERVIEW: Under the general direction of the Director of Public Works, this position is responsible for the overall administration and management of designated operational divisions within the Department of Public Works. Performs highly complex professional, technical and managerial work including operational and financial analysis. Specific responsibilities include long range planning, budget administration, personnel/labor relations and public relations. Has project management responsibilities within designated areas to include management information systems, capital improvement projects and regulatory compliance.

The primary focus will be on the management of the Public Work’s Department – Water Pollution Control Division, ensuring safety, permit compliance, best practices, service deliverables, and team member development are priorities. There will also be direct responsibility for the leadership and guidance of the Town’s Stormwater management practices and developments, particularly as they relate to the CT DEEP MS4 permit requirements. Oversees the planning, scheduling and organization of work in designated divisions, including the establishment and successful deliverance of operational priorities. The Assistant Director may serve as a project manager for short and long-term projects. Oversees the development of preventive maintenance and replacement schedules for facilities and equipment including specifications for the purchase of new equipment. Conducts financial and technical analysis and long-range planning for operational and capital improvements in designated divisions. Will develop, analyze, and present a variety of reporting data, with the ability to suggest and implement changes as needed. Will respond to citizen and stakeholder concerns and may represent the department at community meetings, and other interlocal partnerships. The position will occasionally attend off-hours meetings, and may be responsible to present to elected bodies, boards, commissions, and other partners.

 

REQUIRED QUALIFICATIONS: The required skills and knowledge would generally be acquired with a Master’s Degree with a minimum of eight (8) years’ experience related to the management of Public Works operations, including a minimum of four (4) years supervisory/administrative experience or a Bachelor’s Degree in Civil Engineering, with a minimum of ten (10) years’ experience related to the management of in Public Works operations, including four (4) years of supervisory/administrative experience. Experience managing in a union environment is preferred. A combination of education and experience that demonstrates the ability to perform the responsibilities of this position may be considered in lieu of stated education and experience requirements.

This position requires excellent verbal, written, and interpersonal communication skills. Strong organizational, administrative, and coordination skills are essential. The ability to successfully effectively manage, lead, motivate staff, and to engender a team approach, while supporting development as well as accountability for assigned functions, is key. Ability to exercise mature judgment, make responsible decisions in accordance with established policies and procedures, and meet deadlines. The ability to manage multiple projects in a dynamic environment, coupled with personal flexibility and commitment to continuous improvement, is a necessity. This position requires the incumbent present a consistently positive and professional image and an enthusiasm for collaborative approaches to accomplishing goals. Must be proficient with administrative software and Microsoft Office. Must possess strong knowledge of the current operating procedures, principles, and trends of municipal Public Works and Public Administration, and knowledge of municipal, state and federal statutes, ordinances, regulations and codes related to Public Works.

NEIWPCC is seeking a full-time or part-time Environmental Analyst to design and host Title 5 trainings for municipal health officials across the state. The Massachusetts Department of Environmental Program (DEP) Title 5 regulation governs the construction and maintenance of septic systems and the transport of septic-system waste.

What You’ll Do
As a NEIWPCC Environmental Analyst and an essential member of the Wastewater and Onsite Programs Division, you will:

A full-time position will work 7.5 hours per day, 5 days per week; a part-time position will work up to 20 hours per week with some schedule flexibility. GENERAL DESCRIPTION

Directs and supervises, and participates in laboratory or field water quality or process tests to facilitate control of treatment or pumping processes. Evaluates and applies laboratory data to facility operation. Directs, oversees and operates the computer data acquisition and control system at the water treatment, pumping and well facilities. Directs and supervises and participates in the preparation of operational and maintenance records at the treatment and pumping stations, compiles consolidated reports and evaluations to facilitate implementing improvements in procedures and as a basis for future planning. Evaluates and makes recommendations relating to treatment plant and pump station modifications as required to meet any new federal, state or town regulations. Oversees the construction or repair of facilities as assigned.

Assists in the preparation and administration of the water treatment and pumping stations annual budget. Responsible for development, implementation and evaluation of maintenance programs, schedules and procedures. Plans and directs special maintenance procedures. Writes bid specifications for equipment and materials. Issues purchase requisitions and oversees inventories.  Prepares accident and/or property damage reports.

Prepares monthly and annual reports on expenditures, improvements, new programs, water quality, chemical treatment, rainfall, reservoir storage and all other work necessary to maintain an adequate and potable supply of water to the distribution system. Prepares employee time schedules and attendance records. Administers union contract language. May be subject to call twenty-four (24) hours per day as directed. May act for the ‘Assistant 5uperintendent-Water Treatment during absences as directed.

QUALIFICATIONS
Knowledge, Skills and Abilities:  Thorough knowledge of the principles, technology and practices of operation and maintenance of water treatment, pumping, and well facilities. Thorough knowledge of the use and maintenance of computers and telemetry as related to supervisory control and data acquisitions systems. Considerable knowledge of chemistry, biology and hydraulics as related to the treatment and pumping of water. Broad general knowledge of engineering principles and practices.  Ability to recognize and solve complex water treatment and pumping problems. Considerable knowledge of local, state and federal requirements regarding safe work practices and the operation of water treatment and pumping facilities.

Considerable ability to direct and supervise a number of employees engaged in water treatment and pumping operations and maintenance. Considerable ability in oral and written communication. Considerable ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

Minimum Qualifications:  An associate degree in engineering or chemistry, plus four (4) years of progressively responsible experience with at least two (2) years as a supervisor in the operation of a municipal water treatment and pumping system or an equivalent combination of education and qualifying experience.
