Environmental Analyst – Long Island Bioextraction Assistant

NEIWPCC is seeking a full-time Environmental Analyst to support the activities of the Long Island Sound (LIS) Partnership Bioextraction Coordinator in forwarding the Nutrient Bioextraction Initiative. The goal is to improve the quality of marine waters in New York and Connecticut by removing excess nitrogen through the cultivation and harvest of seaweed and shellfish. The Initiative will provide information to help decision makers with the guidelines needed to facilitate seaweed and shellfish farming and harvest operations in their coastal waters.

Position Summary

This collaborative role will assist with program coordination, administration, and communications for the Nutrient Bioextraction Initiative, and will partner with a variety of individuals from federal, state, and local levels to meet the goals of the program. This role will:

  • Assist with creating project specific outreach and communications resources, including program newsletters, project fact sheets, and resource guides. Develop and maintain Bioextraction Initiative website content on the LIS Partnership and NYSEC webpages.
  • Assist supervisor with preparing requests for proposals (RFPs), grant proposals, writing and reviewing project workplans, project management, and reviewing contractor quarterly reports.
  • Review and develop comprehensive summaries of primary scientific literature, reports, newsletters, and specifications related to mariculture and bioextraction for inclusion into program development, pilot projects, grant reports, presentations, and communication resources.
  • Establish and maintain effective interpersonal relationships and communicate constructively with Federal, State and local government agencies, engineering firms, various non-governmental groups, aquaculture industry, and the public.

Preferred Qualifications

The successful candidate will:

  • Hold a bachelor’s degree in the natural sciences, with related professional or technical experience.
  • Have excellent communication, organizational, and computer skills, with proficiency in Microsoft products and GIS.
  • Have experience with processing and maintaining data.
  • Knowledge of local coastal environments and aquaculture is a plus.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in Kings Park, NY. Duties will be performed largely in an office setting. Position will require once a month travel to Albany and other occasional travel, for which a valid driver’s license and private means of transportation is required. After six months, this position may be eligible for a hybrid telecommuting work schedule, subject to approval and program needs.

Position Summary
The Wastewater Collection Senior Operator is responsible for overseeing and performing skilled work in the operation, maintenance, and repair of pump stations and occasionally the collection system. This role involves supervising junior staff, ensuring regulatory compliance, and supporting the efficient and safe operation of the wastewater infrastructure in accordance with Maine Department of Environmental Protection (DEP) standards.
Key Responsibilities
Maintain accurate and detailed records of existing facilities, new installations, and changes to existing facilities, including data on location, type, material, elevation, depth, and slope.
Operate, inspect, and maintain wastewater collection system infrastructure, including sewer lines, manholes, lift stations, and force mains.
Implement the Dig Safe facilities location program as directed.
Assist the Director in planning and assembling the Division budget.
Lead a team of operators and technicians, assigning tasks, and providing training and mentorship.
Monitor system performance using SCADA and telemetry systems.
Perform or coordinate preventive and corrective maintenance, including jetting, CCTV inspections, smoke testing, and root removal.
Assist in emergency responses, including sewer backups, overflows, and system failures.
Maintain detailed records, logs, and reports related to system operations and
maintenance activities.
Ensure compliance with all applicable federal, state, and local environmental regulations.
Recommend improvements or upgrades to the wastewater collection system.
Participate in safety training and ensure adherence to safety protocols.
Qualifications
Education and Experience
High school diploma or GED required.
Five (5) years of practical and responsible experience in the installation, operation, maintenance, and repair of sanitary sewer pump stations.
Minimum of five (5) years of progressively responsible experience in wastewater collection system operations or equivalent education.
Supervisory experience preferred.
Licenses and Certifications
Maine Wastewater Collection System Operator Certification, Grade II or higher (or ability to obtain within 6 months).
Valid Maine Class B Commercial Driver’s License (CDL) with air brake endorsements (or ability to obtain within 6 months). The District will provide assistance with classes if needed.
Knowledge, Skills, and Abilities
Thorough knowledge of wastewater collection systems, maintenance practices, tools, and equipment.
Excellent mechanical and electrical abilities.
Ability to interpret construction drawings, GIS maps, and schematics.
Strong leadership, communication, and organizational skills.
Proficiency in using field technology, including GPS, asset management software, and SCADA.
Ability to respond to emergencies outside of normal working hours.
Working Conditions
Work is performed indoors and outdoors in all weather conditions.
Exposure to wastewater, hazardous gases, and confined spaces.
Physical demands include lifting up to 75 lbs, bending, climbing, and working in tight or elevated spaces.
Rotating on-call duty is required.

The MWRA is looking for a Manager, Combined Sewer Overflow Programs (CSO) that manages all aspects of MWRA’s Combined Sewer Overflow (CSO) Program including the development of a Long-Term Control Plan, coordination with member communities and regulatory agencies, outreach to stakeholders, environmental permitting, oversight of project development, and the program’s capital budget. This position works under the general supervision of the Director, Environmental and Regulatory Affair. They would exercise direct supervision of the assigned unit including a Program Manager and directly manages consultants.

This position:

·         Oversees the development of an Updated CSO Control Plan for CSOs discharging to the Charles River and Mystic River/Alewife Brook watersheds. This includes leading the development of a Financial Capability Assessment, review of water quality and hydraulic modeling, and the development of a Use Attainability Analysis for the watersheds and development of future Water Quality Standards Variances. Ensures that the planning, evaluation, and development of new projects are in compliance with any local, state, or federal requirements/policies.

·         Coordinates with other Departments on compliance and reporting requirements associated with MWRA’s National Pollutant Discharge Elimination System (NPDES) permit for the Deer Island Treatment Plant, MassDEP’s Sewer Notification regulations, and other relevant permits, programs, and regulations.

·         Oversees the work of staff and professional engineering consultants, including all work products, to ensure adherence to budgets, schedules, quality of outputs and compliance with scope of services and contract terms

·         Recommends and develops agency, program, or department policy by analyzing all pertinent issues and information regarding the impact of proposed policy on the provision of services to clients, consumers, or the general public and by determining the resources necessary to implement such policy.

This position requires Bachelor’s degree in environmental science, public administration, science, engineering, or related field required. An advanced degree in public administration, law, environmental science, or related field preferred and an understanding of wastewater system operations and engineering as acquired by at least eight (8) years of experience. This includes at least four (4) years experience in a managerial or supervisory position or any equivalent combination of education or experience. Additionally, they should have thorough understanding of CSO systems, including hydrology, hydraulics, sewer and storm water systems design, and storm water management practices.

Salary: $150,860.00 – $171,360.00 Annually.

Work Schedule: Monday through Friday 8:00am – 4:00pm *May be eligible for up to 50% telework after an initial waiting period. *This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.

Position Purpose: 

Provides and operates a process coordination role in the operation and maintenance of wastewater systems and facilities to company and statutory standards to ensure adequacy / quality of output streams – water, solids and air discharges.

Primary Duties/Responsibilities: 

  • To ensure compliance with all regulatory output standards.
    To organize the planning, coordination and scheduling of operator activities in the requirements of the operation of wastewater facilities., either personally or through subordinate personnel. To organize cover for staff where appropriate. To undertake disciplinary action where appropriate.

  • To identify and take action to resolve any poor performance of the process and undertake in depth analysis of the process and identify solutions at the optimum operating cost. Provide advice to maintenance departments as appropriate.
  • To organize and supervise contractors and ensure compliance with company and statutory standards both during design review and implementation of design.
  • To prioritize, plan, direct and coordinate resources in the field to maintain the required support.
  • To implement any incident or emergency procedures. To determine preliminary action to be taken in the event of emergencies such as machine, equipment or power failure. Notifies regulator in event of emergency condition as appropriate.
  • To monitor, observe and interpret operating conditions and initiate maintenance / corrective action as required.

  • Identifies, collects, compiles, and analyzes data for process use, development of standard operating procedures, reports, and planning.
  • Carries out supervisory responsibilities in accordance with company requirements.
  • Responsible for coordination and evaluation of the facility.
  • Provides task orientated supervision of operators in the field.
  • Plans, assigns and directs work.
  • Confirms and acts on adequacy of service provided by subordinates and contractors.
