The Superintendent is responsible for the overall management of a 16 million gallon per day EPA permitted wastewater treatment facility, 12 lift stations, 330 miles of sewer and storm drains, 9 combined sewer over flows (CSO), NHDES certified laboratory, industrial pretreatment program for 125 industries, the National Pollutant Discharge Elimination System permit for all CSOs and the wastewater treatment facility. This position is also responsible for the overall management of the storm water collection system and combined sewer overflow programs.

Senior Project Manager

Position Purpose:

Performs professional, and technical work responsible for managing, coordinating, and directing water, wastewater, and storm water capital improvement projects.  Coordinates and directs all activities and personnel involved in the implementation and completion of projects and contracts to include design, scheduling, construction, legal procedures, budget and construction compliance.  Performs related work as required.

Essential Functions:

Oversees the design and construction of utility improvement projects including water, wastewater, and storm water infrastructure. Insures that capital construction projects are designed, conducted and completed in accordance with goals established by the Department of Public Works with respect to quality of work, schedule and budget.
Plans and executes the design and construction of municipal utilities in conformance with state and local design standards ensuring that the work is completed within the appropriation and time allotments provided.
Creates project design standards and recommends critical design elements in the planning and oversight of the Town’s transportation system infrastructure.
Manages, organizes, coordinates and monitors activities and functions of projects in cooperation with other departments and outside agencies, contractors and design professionals.
Coordinates and manages private consultants in the study, design and construction oversight of capital improvement projects.  Manages projects through the public procurement process including bidding and construction.
Determines need for, reviews and approves Change Orders on design and/or construction projects.
Reviews and approves Contractors’ Certificates for Payment and/or consultant invoices.
Reviews, approves or details changes needed on consultant work products.
Analyzes and prepares written reports on program and project performance using qualitative analyses and other project management techniques.

Develops program and project budgets, schedules, work plans, labor utilization and cost estimates/projections.
Works cooperatively with other Town employees and private organizations to facilitate project implementation and completion.
Interacts with utility companies and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.
Meets with community representatives and developers to review proposed projects and activities.
Works with community representatives, neighborhood groups to acquire input before the final design is completed.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and works cooperatively and jointly to provide quality seamless customer service.
May make presentations to Town Boards and Committees as well as to resident advocacy groups.
Provides counter service for residents and contractors seeking plan, plot, utility and infrastructure information.
Prepares construction drawings, specifications, cost estimates and contract documents.
Develops a set of standard specifications for the Town to use for in-house designs.
Performs duties of the Construction Manager or delegates duties as necessary to complete work.
Performs similar or related work as required, directed or as situation dictates.

Recommended Minimum Qualifications:

Education, Training and Experience:

Bachelor’s Degree in Engineering, Master’s Degree preferred; five to seven (5-7) years’ of related experience; or any equivalent combination of education, training and experience.  Must be a registered Professional Engineer (PE) in the Commonwealth of Massachusetts and possess a Class D Motor Vehicle Driver’s License.

Knowledge, Ability and Skill:

Knowledge:  Knowledge of principles and practices of engineering, research methods and report presentation, principles of budgeting, accounting and finance methods; knowledge of environmental laws and regulations as they pertain to roadway design, construction and operation; knowledge of industry standards and best practices; knowledge of applicable local, state and federal laws and regulations related to engineering, environment, infrastructure and procurement; knowledge and expertise with various local, state and federal funding mechanisms for infrastructure.

Ability:   Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar; use and interpret graphical information such as construction plans, schematic drawings, wiring drawings, flow charts, layouts and other visual aids, and electronic project management applications; interpret information accurately and make decisions according to existing laws, regulations and policies; ability to manage multiple project of various complexities with competing interest and multiple funding sources.

Skill: Strong interpersonal skills, excellent written and verbal communication skills.  Proficiency with computers in all office software along with various engineering software applications like GIS or Arc View.

The University of Connecticut Facilities Operations & Building Services department is seeking a Water Pollution Control Operator 1 who will perform a limited range of tasks in the operation and maintenance of the Class IV Water Pollution Control Facility to include water reclamation, and associated lift stations to the facility.   Initially the Operator 1 works under the close supervision of a Water Pollution Control Supervisor or an employee of a higher grade, then works more independently with acquired experience. Performs a limited range of duties in the operation, monitoring and maintenance of wastewater treatment and water reclamation equipment for the processing and disposal of sewage, sludge and reclaimed water; operates and maintains such equipment as grit chambers, gravity belts, screens, grinders, scrapers, digesters, pumps, Imhoff tanks, sludge drying beds, trickling filters, chlorinators, Huber sludge presses, sludge dewatering coil filter machines and others; performs routine repairs to all equipment including valves, motors, pipes and machinery such as vacuum filters, chlorinators, digester safety equipment and trickling filters; performs on a daily basis chemical and biochemical analyses of wastewater and reclaimed water; records meters and gauges interpreting information according to operating characteristics; prepares operational records and reports; assists with fats, oils and grease (FOG) inspection and removal program; adheres to safety and cleanliness standards, maintains the building and grounds of the facility; performs related duties as required.

Incumbents in this class may be exposed to extreme weather conditions; to highly disagreeable effects of waste, to loud and potentially dangerous machinery; to working with chemicals; lifting of moderately heavy weights and working in uncomfortable positions.

Minimum Qualifications:

Knowledge of operation of a large multi-treatment wastewater plant including water reclamation; knowledge of repair and maintenance procedures on pumps, tanks and other equipment used in wastewater and water reclamation treatment; knowledge of procedures used in laboratory analyses of wastewater and water reclamation; interpersonal skills; oral and written communication skills; ability to perform required chemical tests; ability to keep operational records; mechanical ability; computer skills, ability to utilize Supervisory Control and Data Acquisition (SCADA) system; some supervisory ability; must be willing to respond to emergencies on overtime.

One (1) year of experience in the operation and maintenance of a Class I, or higher, wastewater treatment facility including performance of highly skilled mechanical maintenance duties or laboratory analysis of wastewater.

Successful completion in the Water Pollution Control Operator Trainee classification and its program may be substituted for the General Experience.

Incumbents in this class will be required by the appointing authority to possess and retain appropriate current certifications, licenses or permits including possession of a Class I Wastewater Treatment Facility Operator Certificate in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection.

Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.

Applicant must possess a current motor vehicle operator license. This position is classified as Emergency Support Services/Essential Staff (ESS/ES). Employees are required to report for work as scheduled regardless of any University or statewide release/closing announcement.

Employees appointed to positions in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties. Job requires use of a respirator, hearing protection and periodic examinations thereafter.

Appointment Terms

General responsibilities will include:

·         Work directly with clients to set-up site visits, discuss operations/processes, and discuss and explain findings and results,

·         Work directly with state, municipal, federal and utility run grant programs to understand funding requirements and prepare applications on behalf of clients,

·         Perform construction phase services including start-up, testing, and commissioning of building and process systems,

Desired Skills & Experience:

WATER POLLUTION CONTROL SHIFT SUPERVISOR

The Metropolitan District Commission is seeking a Water Pollution Control Shift Supervisor for its Hartford Water Pollution Control Facility (WPCF), located at 240 Brainard Road, Hartford, CT.

The Metropolitan District Commission provides water and wastewater services to eight Member Towns and outlying service areas.  We are currently conducting various retrofits and upgrades to our wastewater processing facilities.

The synopsis below is taken from our job specification:

This is very responsible water pollution control plant supervisory work involving the direction of the operation of a water pollution control plant to ensure continuous 24/7 operations. Work involves responsibility for the safe, effective and timely operation of the assigned plant. Duties include directing plant operations and maintenance, and conducting plant record keeping and administration. This position assumes responsibility for facility in absence of Water Pollution Control (WPC) Superintendent or Assistant Superintendent and also has the responsibility for making very difficult plant technical and operational decisions. This work requires that the employee have knowledge, skill and ability in Class IV water pollution control plant operations and supervision.

A high school diploma or the equivalent plus six years of progressively responsible water pollution control plant experience including at least two years in a crew leader or supervisory capacity, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.  Must have a valid Connecticut Class 3 Water Pollution Control Plant Operator’s Certificate.

This position will be assigned to our “A” shift (Sunday through Thursday; 11:30PM- 7:30AM).

The position has a salary range of $ 80,135 to $ 96,178 per annum, exclusive of overtime.  There is a 5% Shift Premium for this position.

We have 66 employees working in the Water Pollution Control Series across all four WPCF’s.

The Hartford WPC Facility is operated around 24 hours per day, seven days a week.  Recent

Upgrades include expanded nitrogen removal processes, installed ultraviolet disinfection, installed electricity generating facility powered by heat from sludge incineration.  We are currently constructing a new headworks facility and primary treatment/wet weather treatment facility.  After construction is complete, the facility will have a 200 MGD treatment capacity.

Waste Water Treatment Operator

We are looking for a Waste Water Treatment Operator to be responsible for the operation and administration of the waste water pre-treatment plant in compliance with regulatory requirements.  This is a second shift position, running from 3pm – 11pm, and will be required to backfill staffing outages and serve in an on-call capacity as needed.

Position Responsibilities

•        Responsible for all tasks in support of compliant operation of the wastewater treatment plant

•        Performs all tasks to successfully operate wastewater treatment plant in full compliance with operating permit

•        Performs mechanical and electrical preventive maintenance as required

•        Initiates, as necessary, repairs to treatment system equipment, to include assessment and implementation of repairs to pumping, control and processing systems and controls

•        Promotes communication by writing reports on plant operations, productivity improvements and cost savings initiatives.  Provides, as necessary, information and data to Department Manager to support communications with local, state and or federal agencies

•        Keeps management informed of machinery and facility problems

•        Promotes quality control and strong and sustained communications with Environmental Health & Safety Department Manager

•        Performs routine preventative maintenance activities

•        Assists with revising WWTP operating procedures and compliance plans as necessary, assesses operational performance, and implements corrective actions as necessary with consultation to Department Manager

•        Serves as departmental resource assisting Department Manager to respond to varied environmental matters that may include water conservation, process optimization initiatives, compliance initiatives

•        Manages environmental, health and safety or process optimization projects on an as needed basis and as assigned

•        Is responsible for performing immediate repairs to mission critical wastewater treatment plant equipment

•        Serves as part of Home Market Food’s on call Emergency Response and First Responder Team on a 24/7 basis. Must be capable of arriving to HMF within an hour of receipt of emergency call

 

Position Requirements

•        1- 5 years of experience in industrial waste water operations, to include experience with and familiarity with varied chemical and mechanical waste treatment techniques, systems and technologies

•        Familiarity with basic chemistry, plumbing, electrical  & engineering principles is required

•        Ability to perform inspections, testing and repair of waste processing systems

•        Massachusetts Grade 3 Class Municipal Waste Water License  or higher required

•        Massachusetts Department of Safety Class 1 Hoisting License is desired but not required

•        OSHA 40 Hour Hazardous Waste Operations and Emergency Response training is desired, as is OSHA 10- hour General Industry training (required to participate in company’s Occupational Safety and Environmental Training programs)

•        Knowledge of lock out tag out, arc flash, confined space entry practices and procedures and ability to participate in our respiratory protection program

•        Ability to evaluate and interpret process and engineering related drawings and specifications

•        Current First Aid and CPR certification is desired but not required

•        Proficiency with Microsoft Office Suite and computer systems

•        Familiarity with OSHA, MADEP, MWRA and EPA regulations is desirable

•        Proficiency in English language is required and the ability to quickly convey in concise, practical terms treatment plant operational conditions and any issues

•        Ability to speak, read and write Spanish and/or Portuguese is helpful but not required

 

Physical Demands & Requirements

 

•        Tasks are regularly performed without exposure to adverse environmental conditions. However, on occasion tasks may require the usage of personal protective equipment (PPE) and may take place in confined spaces

•        Duties involve frequent walking, standing, lifting, pushing, pulling and carrying objects up to 80lbs

•        Must be able to frequently climb ladders to access mission critical operating equipment

•        Must be able to clearly view and inspect mixers/pumps located 12-14ft below an elevated tank platform

•        Must perform routine sampling and monitoring tasks
