High School diploma or GED; and, one year certificate in wastewater treatment from technical school; and, one year of experience in wastewater treatment plant; or, any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

 

Licenses and Certifications:

Current Grade 1 or 1 OIT State of New Hampshire Wastewater Treatment Facility Operator’s License.

Valid New Hampshire Driver’s License.

 

Hours:   Full-Time

 

Starting Hourly Pay Range: $19.13 – $22.17 hourly DOQ, with a competitive flexible benefits program.

Wastewateer Operations Supervisor

Job Summary:  Performs responsible technical and supervisory work involving the operation, maintenance and process control of the wastewater treatment facilities and pump stations. Responsible for overseeing, maintaining, and recording accurate data pertaining to plant(s) operations, including but not limited to process wastewater and sludge flows, plant and unit process loadings, chemical usage, process temperature and dissolved oxygen levels, and septage volumes received. Prepares schedules for shift assignments, dewatering, biosolids transport, weekly duties, monthly work schedules, and preventative maintenance duties. Receives deliveries of chemicals, wastewater sludge, industrial wastewaters, septage, and leachates; ensures compliance with all established procedures and permits; records necessary data concerning all deliveries; ensures that all delivery records are filed appropriately.

 

Minimum Qualifications:  High School diploma or GED; and an Associate’s Degree in Environmental Science or a related field; and four years of progressively responsible experience in a wastewater treatment plant with at least 2 years in a supervisory capacity; or any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

 

Licenses and Certifications: Current Grade IV or Grade IV OIT State of New Hampshire Water Pollution Control Facility Operator’s License; Valid New Hampshire Driver’s License; May be required to be respirator qualified.

 

Starting Salary:  Generally between $24.06-27.90 hourly, DOQ, with a competitive flexible benefits package. Top of the Range is $34.85 hourly.

Water & Sewer Superintendent

The Town of Newport Public Works Department is currently accepting applications for a full-time Water & Sewer Superintendent.  The Town provides water and sewer collection to approximately 1,600 residences and industrial/commercial facilities.  This position encompasses all aspects of administration of the Town’s water and sewer system.  The Supervisor shall be the water system Primary Operator and is responsible for operation, maintenance and proper function of the Town’s water supply, water distribution system and sewer collection system.  The Water and Sewer Superintendent must live within a 30 minute commute of downtown Newport.

Minimum qualifications:  Knowledge and level of competency associated with a post-secondary education.  Five years’ experience in water and sewer system construction and maintenance, including three years’ supervisory experience and two years’ experience with heavy equipment operation and computer software use, or any equivalent combination of education and experience that demonstrates possession of the required knowledge, skills and abilities.  Possession of New Hampshire Water Distribution and Treatment certifications (Grade II) and Confined Space certification.  Possession of or ability to readily obtain a valid driver’s license issued by the State of New Hampshire for the type of vehicle or equipment operated (CDL-B).  Possession of Collection Systems Operator Grade II certification is a plus.

Environmental Analyst – Long Island Nitrogen Action Plan

The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking dynamic candidates for an Environmental Analyst position in support of NYSDEC and the Long Island Regional Planning Council (LIRPC) for the Long Island Nitrogen Action Plan (LINAP). The selected candidate will prepare area-wide Waste Treatment Management Plans, identify waters for which implementation of technology standards is not stringent enough to meet water quality standards in the control of Nonpoint Source Pollution, and generally protect water quality in accordance with NY Environmental Conservation Law and the Clean Water Act.

 

The incumbent will be charged with building, strengthening, and maintaining effective partnerships and working relationships with key stakeholders on Long Island. Our goal is to enhance collaboration and coordination among agencies and organizations, at federal, state, and local levels. The incumbent will work with the LINAP Project Management Team, LIRPC, and NYSDEC and must have the ability to facilitate large group meetings and mediate disparate opinions and negotiate acceptable solutions

 

The successful candidate must have a master’s degree in public administration or a field related to science, engineering, or natural resources. The incumbent must have a broad knowledge of the technical aspects and policy components needed for holistic watershed management.

Distribution System Manager – Water Supply Division

RESPONSIBILITIES:

Under the direction of the Commissioner of Public Works and/or the Deputy Commissioner of Water Supply, the Distribution System Manager shall supervise and direct all operations relating to the operation and maintenance of the City of Fitchburg’s water distribution system.  S/he will be responsible for managing the day-to-day operations of the water distribution crews in the completion of work required to maintain and operate the city’s water distribution system.

DUTIES:

·         Supervise, direct, and control, through the General and Working Foremen, all work necessary for the construction, maintenance and repair of water mains, gate valves, service lines, pumps, storage tanks, and all other related equipment or structures that are part of the City of Fitchburg’s water distribution system.

·         Availability to respond to water main breaks and other emergencies related to the City’s public water system.

·         Supervise and direct underground utility installation and repair work.

·         Assist in the planning and completion of construction projects in all areas of the water distribution and supply system.

 

·         Review plans for water system improvements and/or additions submitted by other city departments, contractors, and consultants.

·         Develop plans and specifications for water system improvements.

·         Develop and maintain records, reports, and control systems as required.

·         Supervise the day-to-day operations of the engineering office of the Division of Water Supply, including ensuring that all plans, service tie-cards, etc. are maintained and revised as necessary.

·         Develop and revise specifications of materials utilized in the construction and maintenance of the water distribution system.

·         Develop and implement policies and procedures for the efficient and safe operation of the water distribution system.

·         Assist in the development of short and long term goals in addition to priorities for the Water Division.

·         Ensure that distribution system personnel are adhering to MA Dig Safe regulations.

·         Ensure that trench permit, restoration regulations and policies of both the City of Fitchburg and the Fitchburg Department of Public Works are being complied with by distribution personnel.

·         Oversee the maintenance and upkeep of the Water Division’s equipment and vehicles.

·         May be required to fulfill some of the duties of the Deputy Commissioner of Water Supply in his/her absence.

·         Other duties and related work as assigned by the Commissioner of Public Works or the Deputy Commissioner of Water Supply.

QUALIFICATIONS:

·         Engineering degree in a related field and five (5) years of experience in water works operation and maintenance or High School Graduate/GED with ten (10) years of experience in public water distribution systems operation, maintenance, and construction.

·         Five years in a supervisory role.

·         Minimum of a MA Grade 3D-Full Drinking Water Certification.

·         Minimum of a MA Grade 2T-Full Drinking Water Certification.

·         Excellent working knowledge and understanding of Federal and State Drinking Water Regulations.

·         Knowledge of water system hydraulics and hydraulic models.

·         Proficient with Microsoft Word and Excel. Familiarity with AutoCAD and GIS programs/applications.

·         Proficient with electronic (underground) pipe locating equipment.

·         Knowledgeable of water meters, electronic water registers, and computerized meter reading equipment.

·         Knowledgeable of cross connections and backflow prevention devices.

·         Excellent verbal and written communication skills.

·         Demonstrated ability to supervise personnel and work well in a team environment.

PHYSICAL COMPONENT RATED:  Light to Moderate

This can be a moderately physical position.  Required work involves maneuvering construction sites, which may include difficult terrain, noise, dust, and/or fumes.  Lifting/moving of objects/materials typically weighing less than 20 lbs., such as small equipment/tools, records/files, and office supplies, will be required at times.  The working environment is highly variable from an indoor office setting to outdoor environment in all types of weather and temperature extremes, during the day and at night.  Additionally, portions or all of some work days will require extended periods of sitting while working at a computer and/or desk.

Collection System Technician

Summary:

Operates equipment associated with the operation of a wastewater collection system such as sewer jet truck and all associated equipment, CCTV vehicle and all associated equipment, and service van. Performs sewer connection inspections and Call Before You Dig mark outs. Diagnoses basic collection system problems and takes corrective action per standard operating procedures. Reports and documents results of work performed and enter into appropriate database. Promptly reports any operational problems with equipment to Supervisor. Inspects collection system vehicles and all associated field equipment and becomes proficient at mechanical troubleshooting to determine repairs needed. Performs manual labor including cleaning equipment and facilities as required and properly disposes of waste according to safety and environmental policies. Operates vehicles, mobile equipment and material handling equipment for operational and maintenance purposes.

Education:

·        High school or GED with the ability to read, write and comprehend English (operational, process, safety and quality instructions) and the ability to interpret and record data.

Job Requirements:
Must be able to carry out verbal and written instructions with the ability to perform basic mathematical calculations.

·        Some vocational training and mechanical aptitude preferred, with the ability to read, interpret and record data from meters, gauges, panels, computers and other equipment but would be willing to train.

·        Experience in a related position with experience, in a similar environment preferred, with working knowledge of the standard practices, common tools, materials, and occupational hazards and safety precautions of the trade but would be willing to train.

·        Should have the ability to diagnose basic and routine process and mechanical problems and take remedial corrective action.

·        Must have basic computer skills and have the ability to learn computer programs for collection system operation.

·        Must consistently demonstrate the ability to learn and independently perform assigned duties and meet or exceed production and quality goals.

·        Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.

·        Must be able to obtain a Class II Collection System certification within first year of employment.

·        Must be able to serve rotational 24 hour emergency on-call.

·        Must have CDL driver’s license and possess a safe driving record.

 

Spends 100% of time in operations environment. Typically spends 75% of time exposed to outdoor and sometimes inclement weather. Company service vehicles are used as required. May be exposed to possible operations hazards including fumes, dust, toxic and caustic chemicals, noise, rotating machinery, high pressure and hot and cold temperatures, slippery surfaces, water and electrical hazards. Amount of time spent – Sitting 10%, Bending 10%, Standing 10%, and Walking 70% for as many as five miles per shift. Requires close visual and hearing observation to detect non-conformance and machine malfunction. Works in various positions; may work on ladders, catwalks, and supports at heights of 50 feet above the ground. Works with hands extended in front of body up to 40 minutes using hand tools weighing up to 15 pounds.
