What will you be doing?   
As a Senior Project Manager, you will work collaboratively with a team of experts to provide biosolids management and wastewater treatment solutions for small to large wastewater systems throughout New England.  In this capacity you will be responsible for leading the technical aspects of business development activities related to biosolids management prospects. It is expected that your biosolids knowledge and industry connections will serve as the basis for creating technically sound proposals. Senior Project Managers will be technical leaders in the business line and are highly encouraged to partake in industry organizations and to present and publish the results of your team’s work.

Regarding project execution, you will be expected to lead teams of process engineers as well as engineers from supporting trades to develop comprehensive deliverables. This could include biosolids planning studies, the design of any of the biosolids systems mentioned above, or the management of construction phase engineering.

Tighe & Bond has a number of active projects involving everything from biosolids management studies for regulators and utilities to solids thickening, dewatering and drying system designs. You may also be involved with the support and management of other wastewater process upgrades and planning efforts.

What does a Senior Project Manager need?   
Substantial years of consulting engineering experience and increasing responsibility in the water industry. A BS degree in Civil and Environmental Engineering or a related field is required, and an MS degree is preferred. Senior Project Managers will need a PE license, project management experience, and great technical skills. You are expected to be enthusiastic to learn, self-motivated, and have strong, clear, and concise written and verbal communication skills. You will need to have strong leadership ability and a desire to manage and mentor others.

Environmental Analyst – Technical Assistance Provider

Work directly with public water systems in Maine to promote compliance and protect human health. NEIWPCC is looking for a detail-oriented environmental analyst to join our team and provide technical assistance for the Maine Drinking Water Program by:

  • Using expertise in drinking water treatment and distribution to help Public Water Systems (PWS) throughout the state provide safe drinking water to their customers.
  • Participating in field inspection visits and providing hands-on technical assistance and education to promote compliance and increase technical, managerial, and financial capacity.

The successful candidate will have:

  • A bachelor’s degree in environmental science or a related field, and at least three years of related experience.

This full-time position will work 8 hours per day and is based in the Maine Department of Health and Human Services office in Augusta, ME. Duties will be performed largely in an office setting with frequent travel throughout the state of Maine, for which a valid driver’s license and private means of transportation are required. After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs.

The anticipated annual salary range for this position is $47,000 – $64,000. NEIWPCC offers an outstanding comprehensive benefits package for eligible employees.

Assistant Wastewater Superintendent

The Town of Yarmouth is searching for an Assistant Wastewater Superintendent to join their new Wastewater Division team!

Working under the administrative direction of the Water/Wastewater Superintendent, the Assistant Wastewater Superintendent assists with planning, organizing, scheduling and directing the daily operations and maintenance of the Wastewater Division.

Examples of position specific duties* include:

Education: Bachelor’s degree in engineering, Computers, Business Administration or related field. Experience: Seven years of progressively responsible experience in a wastewater collection system or wastewater treatment facility with three years of direct supervisory control; or an equivalent combination of education and experience.

Special Requirements: Massachusetts Class D motor vehicles operator’s license is required. Massachusetts Wastewater Treatment Plant Operators License required; Grade 6 preferred. NEWEA Collection System Operator Certificate preferred.

Wastewater Treatment Facility Superintendent

About the Quonset Development Corporation

Position Overview

This position plans, directs, and has “responsible charge” of all activities and personnel of the Quonset Development Corporation’s (QDC) Publicly Owned Treatment Works (POTW).  The position reports directly to the Director of Public Works.

Essential responsibilities include:

  • Certifies the POTW complies with all federal and state wastewater and safety regulations, and that all facilities and collection system are in a “standard of good repair” at all times.
  • Ensures that all sampling, laboratory testing, and reporting is completed in full compliance with the POTW’s RIPDES permit, and other applicable EPA requirements.  Anticipate operating problems and directs proactive measures to avoid malfunctions/failures of equipment.
  • Prepare financials/budgets.
  • Manages the WWTF operations staff (including hiring, performance management, employee development, training, disciplinary action, termination recommendation).
  • Represents QDC as the WWTF Treatment Facility subject matter expert to outside agencies, vendors, and regulators.
  • Acts as the liaison between the QDC POTW and the Town of North Kingstown Wastewater Department; following the Interjurisdictional Agreement (IJA).

Requirements:

  • 3 years of progressively responsible experience at a Grade 3 WWTF level.
  • Valid RIDEM Grade 3, or higher, wastewater operator certificate.
  • Valid Driver’s license.
  • Familiarity with EPA’s “NetDMR” electronic reporting system, Federal Pretreatment Rule (40 CFR 403) and required testing procedures (40 CFR 136).
  • Computer Proficiency (Word Processing, Spreadsheets, on-line reporting applications, on-line forms, etc.)

Preferred Requirements:

  • Bachelor’s degree in science or related field.
  • 7 to 10 years of progressively responsible experience at a Grade 3 WWTF level with at least 3 years at a supervisory level at a Grade 3 or higher facility.
  • Familiarity with Supervisory Control and Data Acquisition (SCADA) WWTF operating systems and mobile operating/data collection devices/platforms.
  • Demonstrated ability to inspire POTW staff to achieve exceptional regulatory compliance as demonstrated by past agency/association recognition.

The Concord, MA staff is responsible for the operation and maintenance of the wastewater treatment plant and the building and grounds. This full-time position is responsible for the operation and general maintenance of equipment at a 1 MGD advanced wastewater treatment facility. Primary focus will be in laboratory analysis, record keeping, and process control. Secondary focus is assisting with maintenance projects and general facility and grounds maintenance.

Schedule: Our operators participate in an “on call” rotation for plant coverage outside normal workday hours, including weekends. In addition, operators will be required to respond to emergency situations and work in inclement weather as needed.  The daily schedule is Monday – Friday, 7.00AM – 3.30PM.

 

Pay Range: $23-$30/hour, depending on qualifications and experience.

 

What you will need to succeed:

  • Massachusetts Grade IV or higher license, or the ability to obtain within 6 months.
  • Minimum of one year of experience in a wastewater treatment facility, operation, and maintenance; or any equivalent combination of education.
  • Must live within a one hour radius of Concord, MA in order to respond to emergency call-outs.
  • High School or trade school diploma is required, Associate Degree or higher preferred.
  • Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
  • Ability to communicate effectively, orally and in writing.
  • Familiarity with biological/chemical treatment processes with particular aptitude for laboratory analysis, record keeping, and facility maintenance.
  • Must be able to lift or move up to 40 lbs. on a regular basis.
  • Successful candidates will be required to complete a background check, pre-placement physical and drug screen before employment.

PURPOSE OF POSITION:

Assists the Director of Utilities in all operations of the Utility Commission, including assisting in the administrative and professional work in planning, coordinating and supervising the clerical, survey, inspection and maintenance divisions.   4. Assists Director of Utilities with the preparation of the General Fund Budget, Capital Improvements Program, and Wastewater Enterprise Fund Budget.
  5. Evaluates and advises most feasible approach for proper installation and operation of such facilities.
  6. Assists Director of Utilities with issues related to the inter-local agreements.
  7. Confers with associates, subordinates and other Town and/or other representatives to coordinate work schedules for repair or installation of utilities and wastewater facilities.
  8. Reports concerns to the Director regarding manpower utilization, task assignment needs and work progress, and the necessary disposition of materials and equipment.
  9. Assists the Director of Utilities with personnel performance evaluations.
  10. Receives and resolves citizen complaints as directed.
  11. Assists in maintaining an up-to-date database of the Utility Commission’s infrastructure and assets, to include public water systems, wastewater piping systems and water booster stations, fleet vehicles, mobile equipment, office equipment, permanent and mobile generators, and pumps.
  12. Prepares water and sewer assessments and sewer connection fees
  13. Disseminates information to residents during construction projects.
  14. Coordinates and updates notices on road closures, detours etc.
  15. Liaisons with developers to ensure smooth hook-up process.
  16. Regular attendance is a requirement of this position, as well as the ability to attend night meetings if requested.

GENERAL DESCRIPTION

This is skilled work responsible for the sampling and physical, chemical and bacteriological laboratorial analysis of domestic and industrial water and wastewater for the Divisions. General Statement of Duties: On an assigned shift collects samples of sewage and sludge for laboratory analysis; operates required valves and pumps pertinent to sewage treatment and for sludge disposal and makes adjustments and necessary; under the general supervision of a Shift Supervisor, operates all equipment pertinent to sewage treatment including centrifuges, incinerators, and makes adjustments as necessary; reads meters and charts and records findings, performs general custodial duties; makes up chemical solutions; cuts grass; operates power lawn mower; operates motor equipment including large and small trucks; performs semi-skilled and unskilled labor; cleans bar screens, conveyors and other such equipment as required; (under the general supervision of a Shift Supervisor, makes minor repairs and adjustments on equipment as required); does daily and shift lubrication, greasing and oiling of all equipment as required; does related work as required.

Minimum Skill and Ability: General practical knowledge of the duties of semi-skilled and unskilled labor practices. Ability to work with tools; ability to follow written and oral instructions; ability to keep operating records; ability to make minor repairs and adjustments on equipment; ability to get along with fellow workers; ability to follow and employ standard safety practices; ability to perform manual tasks requiring physical strength and endurance; some skill in the use and care of hand tools; working knowledge of modern sewage treatment practices and methods.

Special Requirements: Must obtain a Connecticut Wastewater Operator Class I certificate within one year of date of employment, certificate must be maintained at all times during employment. Must maintain a valid Connecticut driver’s license.

Experience and Training: Graduation from high school or accredited technical school and at least one year of experience in the operation and maintenance of a sewage treatment plant and facilities or preferably at least four years of work experience which has afforded the opportunity to become acquainted with the practices required of any semi-skilled and unskilled labor work requirements or any equivalent combination of training and experience.

Utility Services Supervisor (Meter Services)

Our Utility Services Technicians are often the first point of connection for the district’s interactions with its customers and serves as the frontline connection to the community. Not everyone knows our operations but every community member knows our monthly bills- an accurate meter read and a friendly face play a huge role in whether or not our customers have a positive experience. We are looking for a dedicated and professional Utility Services Supervisor to join our team and continue to shape the strong community connections we have developed and continue to implement, maintain, and continuously improve our advanced metering infrastructure (AMI).

This role will be responsible for supervising the meter services program which includes reading, installing, inspecting, and testing water meters, fire hydrant meters, and advanced metering infrastructure equipment as well as supervising a talented and dedicated team of meter technicians. The ideal candidate for this role is a proven leader of people and implementer of systems.

The Day to Day

·       Leadership: Supervise the meter services team, including performance management, planning, training and certification maintenance.

·       Relationships: Act as liaison with other departments and committees, ensuring smooth operations.

·       Maintenance: Oversee meter reading, repairs, and testing, as well as infrastructure management.

·       Scheduling: Develop procedures, manage hardware and software, and maintain records.

·       Project Management: Lead AMI system maintenance, infrastructure projects, and process improvement.

·       Budgeting: Manage inventory, equipment orders, and departmental budget.

·       Data Analysis: Review consumption reports, troubleshoot data issues, and maintain records.

·       Teamwork: Coordinate with other departments, support customer service, and respond to emergencies.

·       Safety: Ensure safety compliance and promote a culture of safety among staff.

·       The Big Picture: This position will support and be part of a highly productive team committed to providing efficient, reliable water and wastewater service to its customers from East Vail to Wolcott.

Qualifications and Competencies

·       Experience: Five (5) years of experience involving the maintenance, repair, and installation of advanced metering infrastructure (AMI) including experience in administration, planning, operation, purchasing, scheduling, project management, etc. Two (2) years of supervisory experience required.

·       Education: High School Diploma or GED Equivalent.

·       Requires a working knowledge of specialized practices, equipment and procedures related to water and wastewater utility services (plumbing, fire suppression systems, inspection work are relevant to this role).

·       Backflow prevention and cross connection control knowledge preferred.

·       Must possess or have the ability to obtain, within a set timeframe, a Colorado Water Distribution Technician IV and Wastewater Collection Technician IV Certification.

·       A strong candidate for this role has demonstrated implementation, problem solving, and project management skills. Excellent time management and organizational skills are essential to the role as well as an ability to manage a large variety of tasks and deadlines in a positive and productive manner.

·       Proven customer service and communication skills (both verbal and written) required. This role will work directly with our customers, including hotels, resorts, and engineering teams to explain clearly and confidently our processes and procedures for efficient metering services. Public speaking or presentation skills helpful.

·       Research, data analysis and math skills are required.

·       This role will spend a lot of time working with a computer so proficiency with Microsoft Office Suite, especially Excel, is required. Strong experience in Cloud Based Technology and software management and integration preferred.

·       Must have the ability to maintain a high level of confidentiality. Knowledge of local area preferred.

·       Must possess a valid Colorado Driver’s license within 30 days of full-time employment and be insurable under District’s standards.

·       Must obtain CPR/First Aid Certification within the first six (6) months of employment.

 

The Schedule

This position will work five eight hour shifts with some flexibility in start and time. This position is NOT required to work in an on call capacity.

Pay Range

The hiring range for this role is 93,947.78 – 117,434.72. The overall pay range for this role is 93,947.78 – 140,921.66.
