Responsibilities:

The Operations & Maintenance Technician is responsible for the operation and maintenance of wastewater treatment plant and collections system, including remote pump stations. The ideal candidate would possess basic mechanical and pumping equipment repair skills and have experience with electrical systems. This position would require participation in weekly “on call” rotation for plant coverage outside normal workday hours. In addition, the Technician would be required to respond to emergency situations and work in inclement weather.

Qualifications:

– Experience in the operation and maintenance pumps, compressors, and plumbing fixtures.
– High School or trade school diploma is required, an Associate’s Degree is preferred; one to three years’ experience in wastewater treatment facility operation and maintenance; or any equivalent combination of education
– The ability to obtain a Massachusetts Grade 4 or higher Wastewater Treatment Plant Operator License through the operator’s exam or reciprocity a must.
– A valid Massachusetts Class D motor vehicle operator’s license.
– Knowledge of the hazards and safety precautions involved in wastewater treatment work.
– OSHA 10 Hour Construction Safety certification a plus.
– Knowledge of computer applications.
– Ability to read, interpret, and application instructions, drawings and specifications for work assigned.
– Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
– Ability to communicate effectively orally and in writing.
– Must be able to lift or move up to 50 lbs on a regular basis.

Drinking Water Operator – Night Shift

The ideal candidate will participate in the daily operations and maintenance of the 16 MGD Surface Water Treatment Facility and remote pump stations as directed by the Project Manager. This facility is highly automated and utilizes pulsating, upflow clarifiers with conventional coagulation in conjunction with chlorine dioxide and UV disinfection. Primary focus will be in operation and maintenance of facilities equipment, grounds keeping, and process control monitoring and troubleshooting. Ability to work days, nights, weekends and holidays, as required for emergency call outs and assigned shifts.

This position is third shift and will manage process data, perform routine lab analysis, operate SCADA controls and perform computer data entry and other operation and maintenance tasks as directed.

Qualifications:

– High School or trade school diploma is required; three to five years’ experience in a water treatment facility performing operation and maintenance tasks or any equivalent combination of education and experience.
– Massachusetts Water Treatment Plant Operator’s License Grade III (minimum) or the ability to obtain through the operator’s exam or reciprocity within 6 months a must.
– A valid Massachusetts Class D motor vehicle operator’s license.
– Working knowledge of the principles, procedures, methods, equipment, materials, and tools employed in the operation’ and maintenance of Water Treatment and Pump Station Systems.
– Thorough knowledge of the hazards and safety precautions involved in water treatment work.
– Knowledge of computer applications.
– Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
– Ability and drive to work unsupervised.

Operator 2 – License Requirement Changed

 

The Town has an opportunity for an experienced Wastewater Operator to join the team at the Wastewater Treatment Facility. The Wastewater Operator II position, referred to as the Chief of Operations, performs the duties of a foreman on a daily basis, and supports the Wastewater Superintendent and Assistant Superintendent in the overall operations of the treatment plant. In the absence of the Superintendent and Assistant Superintendent, the position is in charge of the treatment plant. The position is responsible for process control of the entire plant, assigning operating staff to the liquid and solids handling systems, performing routine plant testing program and research work and providing the Superintendent and Assistant Superintendent with information on treatment status and process efficiency, as well as some administrative tasks as needed.

The ideal candidate will have a high school diploma or equivalent with additional course work as required by the RI Wastewater Board of Certification as well as a minimum of three (3) years of experience at a wastewater treatment facility as a plant operator holding a Grade II or higher State of RI Wastewater Operator’s License. Those without a Grade II license will be required to obtain one issued by the RI Board of Certification of Operators of Wastewater Treatment Facilities within twelve (12) months of hire. In addition, the position requires a valid RI Driver’s license with a CDL Class B endorsement, and the successful candidate must hold, or have the ability to obtain one, within three (3) months of hire. This position is considered essential, and must be available for all shifts and during emergency events.

The starting salary for this 40-hour/week Council 94 position is $46,806 or $22.50 per hour, and after successful completion of three month probation, increases to $49,792 or $23.93 per hour, and includes a full benefit package. Position: Collection System Operator ( Wastewater/Storm Water)

Hours of Work:  Monday-Friday/ 7:00AM-3:00PM

Salary: $19.70 – $24.85 Per Hour (Civil Service Position)

General Statement of Duties and Responsibilities:

Responsible for the operation, maintenance and repair of the City of Haverhill’s wastewater and storm water collection systems and related facilities utilizing current available technology, tools, and equipment.

Supervision Received:

Works under the direct supervision of the Senior Collection System Operator and indirect supervision of the Collection System Supervisor.

Supervision Exercised:

On a rotating basis, acts for Senior Collection System Operator in his absence. Supervises outside vendors and contractors as assigned.

Examples of Duties and Responsibilities:

Performs a variety of skilled and unskilled tasks to provide quality operation and maintenance of all wastewater and storm water collection system assets consisting of the optimum use of labor, equipment, and materials.  Keep systems in good repair using best management practices to efficiently collect and transport wastewater and storm water to its intended discharge location.

Clean, flush and remove debris and blockages in sewer and storm water systems using a variety of methods and current available equipment. Ensure proper containment and decontamination during and after sewer backups and spills to prevent public health hazards and protect the environment.

Operates equipment including, but not limited to, industrial sewer cleaning truck, catch basin cleaning truck, and sewer/drain inspection equipment. Utilizes a variety of hand and power tools to operate, maintain and repair the sewer and storm water collection systems. Uses chemicals for disinfection, odor control, rodent control, and control of fats, oils and grease (FOG).

Confers with other City Departments on sewer problems.  Runs dye test of services, sewer and drain lines to determine connectivity of the collection system.

Performs work in accordance with all federal, state and local laws, rules and regulations, and within mandated and appropriate health and safety rules and regulations. Provides input to update standard operating procedures and health and safety programs.

Utilize hand-held digital data collection tools, computers, or paper forms to document operational status and maintenance requirements, initiate and complete work orders, maintain shift logs and record sewer calls, and update wastewater and storm water collection system assets in the City’s Geographic Information System (GIS).

Performs corrective and preventive maintenance on various types of pump stations. Makes regular inspections of pump stations to insure proper operation, diagnose problems and identify maintenance or repair needs.   Operate lift stations with programmable logic controllers (PLC) with local and remote control and alarming systems.  Document operational status and initiate work orders as needed. Respond to pump station alarms to diagnose and correct problem.

Maintains wastewater and storm water facilities in a clean and orderly manner.

Position is required to be on-call on a rotating, weekly basis with other collection system employees. When on call, responds to emergencies within one (1) hour of notification, outside normal working hours, including weekends, holidays and during inclement weather to correct conditions that affect the safe and efficient operation of the wastewater and storm water systems. When not on call, available for scheduled overtime, emergency response and possible call out 24/7 in all kinds of weather conditions.

Interface with public and perform skilled and unskilled tasks to resolve customer service requests, inquiries and complaints in a courteous, effective and timely manner.

Qualifications:

At least four years full-time paid experience in positions of increasing responsibility in the operation and maintenance of wastewater and storm water collection systems or related field. Educational training in recognized technical program may be substituted for a maximum of two (2) years of the required experience on the basis of one year for one year.

Required licenses:

Class B Massachusetts Commercial Drivers’ License
Minimum Grade II New England Water Environment Association (NEWEA) Wastewater Collection System Operator License.
Massachusetts hoisting operator’s license to operate a catch basin cleaner.
Candidates may be allowed up to 6 months to obtain one or more of the required licenses.

Skills, Knowledge and Abilities:

Knowledge of best management practices, technology, equipment, facilities, methods, health and safety practices and regulations, procedures, and regulations applicable to the operation and maintenance of wastewater and storm water collection systems.

Skills in the operation of hand-held digital data collection tools, computers, equipment and tools used in the operation and maintenance of wastewater and storm water collection systems.

Ability to establish and maintain effective working relationships with co-workers, associates, subordinates, outside vendors, contractors, other city departments, and the public.

Ability to read and interpret maps (paper, electronic and GIS), construction plans, prints, specifications and operations and maintenance manuals.

Skills in written and oral communication at a level necessary for efficient job performance.

Skills and ability in troubleshooting, problem solving, and maintenance and repair of equipment, tools and facilities typical of storm water and wastewater collection systems, and pumping stations.

Working knowledge of the operation and maintenance of wastewater pumping stations including pumps, control panels and systems, generators and computer control and monitoring systems.

Ability to work independently with minimal supervision, organizes and manages efficient use of time, multitasks on a variety of projects, and possesses strong attention to detail.

Physical Requirements:

Employees in this position normally work in an outdoor environment subject to changing and seasonal weather extremes and 24/7 call in.

Requires walking, bending, kneeling, reaching, squatting, climbing, lifting and carrying.  Must be able to lift and carry up to 75 pounds.

Requires frequent movement in and out of a vehicles and equipment, in and out of manholes and pumping stations, commercial and industrial facilities, construction sites, confined spaces, and wastewater and storm water facilities. Frequent travel is required by motor vehicle to work sites.

Ability to use and wear personal protective equipment and clothing such as hearing protection, eye protection, foot and hand protection, and respiratory protection.

Tasks frequently involve potential hazardous exposure to wastewater, hazardous materials, atmospheres, and moving parts and equipment typical of wastewater treatment plants, pumping stations, and collection systems.

Attendance is mandatory.

Water and Sewer Commission seeks a Senior Drinking Water Treatment Plant Operator who possesses a Grade III Treatment Drinking Water Operator’s License and a   Grade III Water Distribution License issued by the Massachusetts Board of Certification of Operators of Water Treatment Facilities and have a minimum of five (5) years’ experience in a related position and environment with knowledge of the methods, techniques, and practices of drinking water treatment.

This is skilled and technical work in a non-exempt position involving supervision in the operation of water treatment and water distribution, machinery and equipment.

Work involves responsibility for supervising and participating in the maintenance of specialized systems, machinery and equipment in the treatment and distribution of water throughout the entire system.  Work is performed with considerable technical independence in accordance with accepted operational, maintenance and safety procedures with work reviewed through reports, conferences and evaluation of results achieved.  Supervision is exercised over employees on assigned shifts, with review through inspections and monitoring.  This position may require work on various shifts, locations and weekends as assigned, and shall require work in emergency situations.

Experience in the operation of water treatment machinery or equipment; or considerable experience in the operation of closely related industrial processes, or similar equipment and machinery.

Graduation from a standard high school or vocational school or high school equivalency supplemented by college level or technical school courses in water treatment or closely related fields.

The current pay scale is $33.12 per hour

Public Works Department – Water Resources Division – The City of Portland Public Works Department is seeking a highly motivated individual to join the Water Resources Division as a full-time employee.  This position involves highly skilled professional level work in municipal engineering and infrastructure. The position will require some design, and preparation of plans and specifications for general municipal public works wastewater and stormwater Infrastructure projects.  Work includes CSO separation projects, CSO storage/conduits, green infrastructure, emergency repair of sewer pipes, stormwater culverts, tide gates, CSO regulators, sewer pump stations and road restoration. Work is performed under the direct supervision of appropriately licensed professional engineer as may be required. Reviews federal and state legislation and regulations and prepares new or revised ordinances, policies, technical standards, or other documents for City adoption.  Maintains a working knowledge of federal and state regulations that affect current programs and projects.  Provides recommendations for efficient and effective compliance measures. May monitor construction of municipal public works projects.  This includes coordinating necessary permits, acting as resident inspector, supervising a subordinate inspector, review of shop drawings, preparation of periodic payment estimates, recommendation of field changes, participation in final inspection of the work, and documentation. Prepares construction cost estimates for potential and actual projects.  May make or assist with approval procedures & presentations to governmental boards, civic organizations and the general public as required by a particular project or program. Prepares various written reports, budget recommendations, and other relevant records. Reviews subdivision and site development plans, prepares calculations, written reports, and infrastructure system impact projections based on that review.  Must possess a valid State of Maine Class C driver’s license (must provide license number on application) and have and maintain a clean driving record.  $986.25/week, starting pay rate, plus additional differential pay based on certification.   Deadline for applications for this position is Tuesday, October 3, 2017.
