DUTIES/RESPONSIBILITIES:
Provides day to day supervision and direction to subordinate skilled and semi-skilled unionized personnel involved in 7 day/24 hour, computer controlled, and continuous process operations involving wastewater treatment facilities, equipment, vehicles, buildings and grounds in conformance to all applicable NBC/state and Federal regulatory /permit guidelines. Directs and trains subordinate staff in daily operations and preventative maintenance of NBC wastewater treatment, pumping and monitoring facilities. Sets priorities, renders operational advice, makes daily assignments, interprets policy, and resolves issues/ problems (e.g.: personnel, union grievances, coverage, operational safety, etc.) Is management’s representative during off-shifts. Ensures all work is performed in accordance with NBC policy guidelines, operational SOP’s, State & Federal Permit requirements, safety procedures and the union collective bargaining agreement. Trains and retrains employees. May work a rotating shift schedule, as required. Performs other duties as assigned, within skill and experience capabilities.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
High school diploma or GED required. College coursework in environmental sciences, engineering, and/or management preferred. Completion of specialized wastewater training is desirable. Minimum of 3 years experience in the operation and maintenance of a secondary, activated sludge wastewater treatment facility is required.
Special Requirements:
Must possess a Grade III certification license for wastewater treatment operators or a valid Grade III Operator-in-training certificate. Must posses a valid Rhode Island driver’s license. Practical knowledge of the methods, equipment techniques and computer inputs used in wastewater treatment systems, and current Federal, State & Local regulatory requirement as applied to wastewater treatment facilities and operations.

Billing/Data Entry Supervisor
Under the direction of the Customer Service Manager, the Billing / Data Entry Supervisor schedules and supervises the billing of Commission customers and the recording of customer payments and adjustments and provides support to Customer Service Representatives and the Collections Manager. This is an exempt position without overtime.
Responsibilities include:
- Prepare meter reading routes and import readings into the billing system.
- Review meter change out records to insure proper billing.
- Review charges to be applied to customer accounts for services such as new water and sewer hookups.
- Service turn off and turn on, meter and service repairs, etc.
- Generate, and review all bills, print and mail in-house bills along with upload bill file to vendors.
- Calculate and/or review up-to-date account balances for real estate closings.
- Review all payments and approved adjustments on customer accounts and prepare proof lists and journal entries for the ledger.
- In conjunction with the collection Manager, research payment plans for overdue customers and administer shut off for non-payment.
- May be required to arrive before or stay late beyond standard working hours during monthly billing cycles and office hours coverage.
- Provide day to day supervision of Customer Service Staff.
Education and Experience:
- High School diploma required, Associates or Bachelor’s Degree in Business preferred.
- Three (3) years’ experience with the Commission’s billing systems, the billing systems of a similar organization,
- Working knowledge of entire utility billing and collection process.
- Working knowledge of modern accounting practices.
- Working knowledge in creating and updating spreadsheets and ledgers.

General Statement of Duties:
The General Manager shall be responsible for the operation, maintenance and administration of the sewer system. He/she shall have the responsibility for creating an organization structure which fulfills the requirments of the Water Pollution Control Authority; prepare and update the Water Pollution Control plan in accordance with Chapter 103, Section 7-246(b) of the Connecticut General Statutes; direct operations of the Water Pollution Control Facilities in accordance with Connecticut Department of Environmental Protection (DEP) and Federal Environmental Protection Agency (EPA) guidelines.
Typical Tasks or Assignments:
Assumes day-to-day responsibility for the continuous, effective, safe operation of the facility and the overall treatment process. Ensures compliance with all applicable environmental and public health standards. Plans, prioritizes, assigns, supervises and reviews plant operations and the work of operations staff of the Water Pollution Control Facility. Monitors plant processes and makes appropriate operational changes to ensure regulatory requirements, and City of Bridgeport’s WPCA operational goals and objectives are met.
Works with engineers, assisting with new construction projects in water and wastewater systems. Interprets results of laboratory tests to make operational adjustments, pump settings, chemical feed settings and other necessary changes to maintain compliance with State and Federal regulations. Insures the proper disposal of all hazardous materials associated with maintenance work, including, but not limited to, waste oils and solvents. Insures compliance with the Public Health Codes of the State of Connecticut. Reports any violations to the State of Connecticut, Department of Environmental Protection (DEP) or Department of Public Health (DPH).
Coordinates, monitors, and reviews work performed by outside contractors as assigned for impact on facility operations. Implements an active safety training program that meets OSHA and other regulatory requirements, identifies and resolves safety issues. Supervises, coaches, instructs, evaluates and recommends discipline for operations’ staff. Ensures that equipment, tools, materials and worksite are maintained in proper and safe condition.
Reviews and evaluates technical memorandums, drawings and specifications. Reviews and evaluates capital improvement and replacement needs, and makes recommendations for projects. Develops and updates standard operating procedures, and operation and maintenance manuals. Coordinates special assignments as needed. Responds to emergency situations, as needed.
Performs related work as necessary.
Education Requirements:
Graduation from an accredited four-year college or university with a degree in business, engineering or public administration or a closely related field or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to perform the responsibilities of the position. In addition, applicant should have a minimum of five (5) years of progressively responsible supervisory work in a utility or WPCA department or a combination of education and experience to perform the job.

Plant Operations Manager
The Upper Blackstone Water Pollution Abatement District is currently accepting resumes for a Plant Operations Manager. As one of New England’s largest clean water treatment plants, the facility provides biological nutrient removal treatment for flows originating in the greater Worcester area and also provides biosolids management using incineration for numerous Massachusetts communities.
Candidates will be responsible for supervision of a department of twenty operators who sustain the 24/7 staffed operation of the wastewater treatment plant.
