ENVIRONMENTAL ANALYST – WRP

The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking versatile, dynamic, and proactive candidates for an environmental analyst to work closely with the Hudson River Estuary Program (HREP) and the Hudson River National Estuarine Research Reserve (HR NERR) including project and contract management and supervision of NEIWPCC staff located in New York State. The incumbent will manage the quality assurance workgroup and serve as the official point of contact for all QA matters, including QA training, and coordinates QA-related activities with EPA and other state and federal agencies on behalf of NEIWPCC. Incumbent will assist the Division Director in developing and implementing plans and goals for the department.

The successful candidate will have a master’s degree in environmental science, natural science, public health, earth science, biology, chemistry, or related field. Must have knowledge of and experience with aspects of water quality and watershed management and quality assurance plans and programs. Excellent communication, organization, and computer skills, as well as comfort working in a very collaborative environment required. Knowledge of budget preparation, grants writing and contract management preferred.

The Portland Water District is seeking a Senior Project Engineer with experience in SCADA, control systems, automation and radio telemetry engineering services in a water and wastewater environment. This position will be responsible for project scoping and budget development, professional and construction services contract procurement and management, and program management of the District’s instrumentation and control systems. The ideal candidate will have experience in design, development, oversight, configuration, programming and maintenance of automation and controls systems involving SCADA systems and associated HMIs. CONSTRUCTION MANAGER

The Springfield Water and Sewer Commission is considering a Construction Manager position at the Commission’s Bondi’s Island location in Agawam, MA. Under the direction of the Chief Engineer, the Construction Manager is responsible for overseeing Commission construction projects and managing assigned staff.

The Construction Manager is a responsible position where the individual actively participates in the day-to-day operations of SWSC Engineering and Technical Services Department by overseeing Commission construction projects and managing construction engineers, inspectors and other Commission Staff as assigned. The Construction Manager will report to the Chief Engineer.  The position requires a strategic thinker and strong leader, but primarily constitutes civil and environmental construction management and inspection duties as well as general office responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to the following:

  • Oversee the daily operations of the Construction Inspectors Department
  • Manages staff and work assignments; responsible for group productivity and accountability
  • Develops and manages budgets and maintains compliance with procurement laws, policies and procedures

  • Perform cost estimating, project scheduling, and progress report preparation.
  • Attend and participate in Public Meetings and regular Commission Meetings.
  • Assess compliance with specifications and plans and determine acceptability of finished work.
  • Other work as assigned by the Chief Engineer or Executive Director.

KNOWLEDGE, ABILITIES AND SKILLS:   The abilities and experience required include but are not limited to the following:

  • Ability to and experience to oversee and mentor a construction engineering and inspection staff
  • Ability and experience to supervise large (multimillion dollar) civil construction projects
  • Ability to understand and interpret engineering plans, shop drawings and specifications
  • Ability to review payment requests, invoices, requests for information, lab data, inspection and test reports
  • Ability and experience to supervise contractors, solve problems in the field, and minimize change orders
  • Ability to generate accurate project reports, work schedules and cost estimates
  • Ability to perform on-site resident inspection services and resolve conflicts with contractors

MINIMUM EXPERIENCE AND TRAINING:

  • Must be a high school graduate, four year degree from an accredited math, science, engineering or environmental planning program is preferred.
  • Minimum of (10) ten years’ experience with the construction and inspection of water and wastewater construction projects, including supervision of staff.
  • Experience managing staff and coordinating activities
  • Experience in the principles and practices of construction supervision as applied to water and wastewater engineering and construction focused on hydraulics of water distribution systems, sanitary sewer collection systems, and storm water systems is preferred.
  • Experience in the use of a personal computer and associated software and programs for engineering analyses, database management, document preparation, and general information management.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Must possess and maintain a valid Massachusetts Driver’s License.
  • Must obtain and maintain a Grade II Distribution Operator in Training (OIT) License within (2) two years of employment and a Collection Systems Operator Certificate Grade II within (2) years of employment

DEPUTY DIRECTOR OF FIELD SERVICES

The Springfield Water and Sewer Commission is considering a Deputy Director of Field Services position at the Commission’s Joseph J. Superneau Operations Center. Under the direction of the Director of Field Services, the Deputy Director of Field Services is responsible for technical and administrative work in directing the water distribution field service activities of the Springfield Water and Sewer Commission.  Work involves responsibility for planning, directing, and coordinating all field activities of the Springfield Water and Sewer Commission concerning water distribution system and service connections within the City of Springfield and the Town of Ludlow.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to the following:

  • Responsible for the day-to-day operations of the Field Services Division.
  • Plans, assigns, supervise and review, directly or through subordinates the work of all water distribution field services personnel; works in conjunction with the Director of Field Services to insure labor relations contract compliance including the CBA progressive discipline policy.
  • Respond to questions, requests for information and complaints from customers, property owners, contractors, engineers and other City Department personnel;
  • Performs various design reviews; performs and/or reviews surveys and layouts for piping projects; assist with generation of proposals, specifications, schedules, cost estimates, change orders, drawings, record sketches, location ties, hydrant logs, service cards and other contract documents;
  • Prepares preliminary estimates for the Field Services Division budget in conjunction with other managers in the Division; develops and implements capital improvement plans;  assists the Safety Manager with the implementation of safety, security, emergency response and vulnerability assessments plans for the distribution system;
  • Confers with engineering and technical personnel concerning estimates and work in progress; formulates procedures for systematic retention, protection, retrieval, transfer, and disposal of vehicles and equipment;
  • Responsible for operations, directly or through subordinates, of field activities such as surveys, water quality sampling and construction oversight, including private contractors.
  • Directs and supervises the installation, testing, repairs and maintenance of Automatic Meter Reading Meters (AMR); directs and supervises the installation, testing, and repair of fire hydrants, water mains, gate valves, man holes, meter pits and connections; makes regular rounds of the water distribution system and work in progress to inspect conditions, insure compliance with established policies and guidelines, procedures and practices and provides technical advice to subordinates.
  • Assists with the organization and day to day documentation of the Commission Flushing program performed by the Water Quality Group.
  • Must become familiar with the Commission’s DEP approved Cross Connection Control Program. Works closely with the Cross Connection Control Department to help organize and document all CCC Inspections.

MINIMUM EXPERIENCE AND TRAINING:

Associates degree in engineering or a related field including or supplemented by training in a specialized trade (experience may be substituted for education).

Ten (10) years’ experience working in the construction, maintenance and repair of a municipal water distribution and sewer collection system, including five (5) years of supervisory experience over numerous employees and water and sewer construction projects.

Ability to use a personal computer and associated software and programs for engineering analyses, scheduling, database management, document preparation, and general information management.

CERTIFICATES, LICENSES, REGISTRATIONS: 

  • Must possess and maintain a valid Massachusetts Driver’s License.
  • Must obtain and maintain a full Grade IV Distribution Operators License within (3) years of employment.
  • Must obtain and maintain a collection system license or certificate within (3) three years of employment.
  • Grade I treatment license is desirable.

    • Evaluation, study and design of municipal wastewater facilities and conveyance infrastructure, with a high degree of treatment process understanding and experience, especially related to activated sludge configurations (suspended and attached growth), nutrient removal, industrial processing, and all related side-stream and support processes.
    • Possess in-depth knowledge of Federal and State regulations, including discharge permitting for facilities, and typical funding sources related to the industry.
  • Experience in managing multiple projects and clients, along with the associated administrative, budgetary, and financial tracking/profitability aspects of projects.
  • Highly effective with written and verbal communication of project plans and presentations
  • Adept at interpersonal relationship building, conflict resolution, team leadership, and mentoring.
  • Possessing high ethical standards, committee to producing high quality work, with a commitment to teamwork, respect and integrity.
