The Town is looking for applicants for its wastewater treatment plant.  Applicants must have a minimum of a Grade 2 MA Wastewater License and must attain a Grade 4 within 1 year after which they would have 2 years to achieve a Grade 6 Combined license. The wastewater plant is state of the art and completely modernized. We are a CoMag Phosphorus Removal System and currently are graded as a Grade 7 facility. Duties will include lab testing, plant rounds, sludge dewatering and cleaning of the grounds and buildings. After the applicant achieves their Grade 6 Combined license they will be required to go onto an on- call rotation. Responsibilities:

Our Plymouth, MA project consists of a staff of five and is responsible for the operation and maintenance of the wastewater treatment plant and collections system, including remote pump stations. Qualifications:
* Massachusetts Grade 4 or higher Wastewater Treatment Plant Operator License, preferred, or the ability to obtain through the operator’s exam or reciprocity.
* 1-3 years’ experience in a wastewater treatment facility, operation, and maintenance; or any equivalent combination of education.
* Experience in the operation and maintenance pumps, compressors, and plumbing fixtures.
* High School or trade school diploma is required, Associate’s Degree preferred.
* A valid Massachusetts Class D motor vehicle operator’s license.
* Knowledge of the hazards and safety precautions involved in wastewater treatment work.
* OSHA 10 Hour Construction Safety certification a plus.

The New England Interstate Water Pollution Control Commission (NEIWPCC) and the New York State Department of Environmental Conservation (NYSDEC) are seeking an organized and diplomatic Environmental Analyst – Geologist to provide overall program implementation on Long Island, update Source Water Assessment and Protection Plans (SWAPPs), and provide technical assistance to communities preparing SWAPPs. Candidate will review and prioritize existing SWAPPs for Nassau and Suffolk Counties and coordinate with NYSDEC and other state and local agencies to collect relevant information. Will identify potential contamination threats from geothermal systems, Hazardous Waste Remediation sites, inactive landfills, petroleum spill sites, threats from industrial and commercial facilities, solid waste facilities, and areas with 1,4-dioxane and PFAS contamination.

The successful candidate will have a bachelor’s degree in geology or a related field. Knowledge and experience with aspects of water quality and watershed management required. Experience working with a broad range of stakeholders in implementing environmental programs desired. Must be able to work effectively with scientists, engineers, and managers, and to establish professional credibility. Must possess excellent computer skills including the ability to use and master ArcGIS. Knowledge of budget preparation and management, project and contract management, and grant writing and management desired.

General Statement of Duties:  This is responsible semi-skilled work in the operation and maintenance of a the Town’s wastewater treatment facility, including a wide variety of tasks using technology.  Duties include assisting other personnel with the operation and routine maintenance and cleaning of treatment equipment including pumps, motors, mixers, tanks and other plant and facility equipment, machinery or vehicles.  Makes periodic and scheduled readings of supervisory control and data acquisition (SCADA) systems, gauges, meters and control panels for treatment plant equipment and processes.  Performs sampling from all processes and stages of the operation.  Operates vehicles and trucks, and performs building and grounds maintenance as necessary, including mowing lawns, trimming bushes and snow removal. Performs all work in a safe, efficient manner.  Performs other related work as assigned.

Supervision Received: Works under the direction of an Attendant II or other supervisors as assigned.

Required Knowledge, Skills, and Abilities:  Some knowledge of the work standards and safety procedures used in wastewater treatment facilities.  Good ability to learn the procedures and processes in all phases of a wastewater treatment facility and related equipment operation and maintenance.  Good ability to learn and apply new skills, and adapt to new methodologies and technology.  Good ability in routine maintenance and repair of a wide variety of equipment.  Good ability and aptitude to understand and carry out complex oral and written instructions.  Good ability to establish and maintain effective working relationships with fellow employees, other municipal employees and the general public.  Must be able to perform all the physical requirements of the position, including working outside in inclement weather.

SAFETY MANAGER

The Springfield Water and Sewer Commission (SWSC), a regional authority responsible for providing water and sewer services to a population of 250,000 residents is seeking an experienced Safety Manager to be a part of its core leadership team.

Responsibilities include managing all occupational health, hazard compliance/mitigation, risk assessment, safety trainings/recommendations, maintenance of a health and safety plan, facility and staff security, construction site safety assessment plans, as well as emergency response for a staff of 250 employees across multiple locations in Western Massachusetts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but not limited to the following:

  • Recommends, develops, administers and manages all safety training for the Commission employees.
  • Performs safety training at all 6 SWSC locations for field employees. Develop training topics and materials, maintain regular schedule, and track attendance.
  • Develops and submits recommendations to maintain compliance with local, state, federal, and industry safety recommendations. Develops and maintains detailed records including locations and inspections of potentially hazardous areas or materials.
  • Will oversee the Commissions’ Health and Safety Committee which has union and management representation.
  • Will assist with the coordination and investigation of workers compensation claims and will be responsible for coordinating random controlled substance testing for the Commissions CDL operators.
  • Conducts field site safety inspection program to ensure worker safety at SWSC work locations and to ensure compliance with state and federal regulations. Utilizes knowledge of DigSafe laws and road work zone regulations under MUTCD to ensure work site safety.
  • Conducts work place/accident investigations and assist in preparation of reports of findings and recommendations.
  • Maintains current information and changes in state and federal regulations, such as the Occupational Safety and Health Administration (OSHA) regulations, Omnibus Transportation Employee Testing Act (OTETA), Department of Homeland Security (DHS), and other safety regulations and performs related work as required or assigned.
  • Responds to emergency events and situations in the field and advises SWSC management safety considerations associated with them. Also assists the Emergency Response, IPP & FOG Manager in preparing and maintaining emergency response plans and associated SOPS.

EDUCATION AND EXPERIENCE:  

  • Must have a four (4) year college degree in occupational/industrial safety or a related field; or acceptable equivalent credits or experience.
  • Must have six (6) years of relevant supervisory or managerial experience in the safety and training fields.
  • Must possess or be willing to obtain OSHA Public Sector Safety and Health Fundamentals Certification within 1 year of hire.
  • Experience in a municipal water treatment/distribution environment strongly preferred.
  • Experience in a construction environment preferred.

This position will involve sampling and office activities associated with the three major Division of Water lake monitoring programs run by the Lake Monitoring and Assessment Section (LMAS) – the Lake Classification and Inventory (LCI) survey, the New York Citizens Statewide Lake Assessment Program (CSLAP), and the New York Harmful Algal Bloom (HAB) program. The incumbent will prepare for the start of the lake sampling field season, conduct sampling of lakes selected for the LCI program, and enter field sampling data into the DEC Lakes database; will assist SMAS staff in water quality and macro invertebrate sampling and assist LMAS staff through data analysis, GIS mapping, and database outputs, in conducting outreach and reporting for the LCI, CSLAP and HABs programs.

The successful candidate will have a bachelor’s degree in engineering, environmental sciences, geography, computer science, or related field. Previous water quality sampling and database experience is preferred, specifically experience collecting and working with lake water quality data, analysis, and reporting. Experience with Geographic Information Systems (GIS) and relational databases preferred. Previous experience operating and trailing small boats and experience with the statistical computing software (R) or other comparable statistical tools helpful.

The New England Interstate Water Pollution Control Commission (NEIWPCC) and the New York State Department of Environmental Conservation (NYSDEC) are seeking an organized and detail-oriented Environmental Analyst to assist in the water quality monitoring and assessment of source waters in NYS streams and rivers in the Stream Monitoring and Assessment Section (SMAS) at NYSDEC. The incumbent will assist in the coordination between the Department of Water (DOW) ) and SMAS to help ensure source water priority water bodies are targeted for monitoring and assessment. This will include assisting in the monitoring and assessment of priority waterbodies, implemented through the DOW SMAS Rotating Integrated Basin Studies (RIBS) program. In addition to helping to integrate SWAPP into DOW monitoring and assessment programs, this position will also support, in general, all elements of the work of SMAS programs which includes but is not limited to: water chemistry sampling and biological monitoring of streams and rivers, collection of field observation data, laboratory sample processing, database development, database maintenance, data analysis, and reporting. The work will have a strong emphasis on attention to detail, accuracy and timeliness.

The successful candidate will have a bachelor’s degree in environmental science, geography, geographic information systems, computer science, or related field. Experience using Geographic Information Systems (GIS), statistical computing software (R), and database software in collecting and working with water quality data, analysis, and reporting is required. Proficiency in Microsoft Office (Excel, Word, and Access) as well as clear communication and public speaking skills preferred.

General Statement of Duties:  This position is responsible for the operation of all equipment, pumps, motors, machinery and processes related to the wastewater treatment facility.  Makes basic decisions related to process control.  Observes variations in operating conditions, recognizes process upsets, and identifies critical conditions in unit process.  Performs routine maintenance and repairs on process equipment.  Enters data into computer as required, and assists with the preparation of reports and standard forms, including shift logs.  Conducts readings of supervisory control and data acquisition (SCADA) systems, and reads and interprets gauges, meters and control panels for treatment plant equipment and processes. Performs sampling and conducts analytical tests and measurements as required, and maintains records of plant operations.  Performs the work of lower classifications as required. Conducts training sessions with subordinates pertaining to safety, process control, etc., on equipment and processes.  Performs all work in a safe, efficient manner.  Completes other duties as assigned.

Additional Duties:  Upon completion of the probationary period will be subject to “on-call” duty, emergency calls or scheduled overtime work as assigned.

Supervision Received:  Works under the immediate supervision of the Assistant Superintendent or other designated supervisor as assigned.

Supervision Exercised:  Directs and coordinates the activities of subordinate attendants or other personnel as assigned.
