The State of New Hampshire, Department of Environmental Services, Water Division, Wastewater Engineering Bureau has a full time vacancy for a Civil Engineer V.
Summary: Plans, evaluates and performs professional level engineering functions for projects related to municipally-owned wastewater treatment facilities (WWTFs), pumping stations and collections systems as assigned to the Planning, Protection and Assistance Section of the Wastewater Engineering Bureau.
Responsibilities: Assists communities and provides expert technical advice in the development and implementation of sustainability-related initiatives, programs and policies for municipally-owned wastewater infrastructure. The sustainability-related initiatives include implementation of improvements in energy efficiency, asset management, climate resiliency, flood protection and emergency response.
Develops wastewater infrastructure sustainability-related training materials and workshops on subjects critical to incorporating long-term wastewater sustainability planning; trains municipal employees and professional engineers relative to energy efficiency, asset management, flood resiliency, climate change, emergency response and other related topics.
Develops and delivers presentations to audiences of professional engineers, municipal employees, and state and federal regulators to increase awareness of and promote wastewater infrastructure sustainability.
Researches and recommends updated technical standards to improve wastewater infrastructure sustainability.
Reviews and approves work plans including, but not limited to, those involving asset management, energy efficiency, climate resiliency, flood protection and emergency response.
Supervises the work of engineers and technicians to assure compliance with contract documents, state and federal regulations, and DES objectives.
Maintains partnerships with NH Core Utilities and other state and federal agencies as needed to further the sustainability work for NH’s wastewater infrastructure.
Represents NHDES WWEB at the NHEOC as needed, serving in a support role for several different Emergency Support Functions (ESFs) and ensuring that critical
information relative to treatment equipment and emergency operations of wastewater infrastructure is provided and maintained as needed during emergencies.
Maintains a comprehensive database for wastewater infrastructure and operational data, housing critical information regarding the treatment equipment and capacity of treatment and collection systems in NH, to fulfill NHEOC data requirements, energy audit and asset management data needs.
Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
MINIMUM QUALIFICATIONS:
Education: Possession of a Master of Science degree from a recognized college or university with a major concentration in civil or environmental engineering, or
Possession of a Bachelor of Science degree from a recognized college or university with a major in civil or environmental engineering and possession of a Master of Business Administration degree from a recognized college or university.
Experience: One year of work experience in the practice of civil or environmental engineering post Professional Engineer licensure; or five years’ post baccalaureate experience in the practice of civil or environmental engineering.
OR
Education: Possession of a Bachelor’s of Science degree from a recognized college or university with a major concentration in civil or environmental engineering.
Experience: Three years’ work experience in the practice of civil or environmental engineering post Professional Engineer licensure; or seven years’ post baccalaureate experience in the practice of civil or environmental engineering.
OR
Education: Possession of an Associate’s degree from a recognized college or university, with a major study in civil or environmental technology.
Experience: Five years’ work experience in the practice of civil or environmental engineering post PE licensure; or seven years’ experience in the practice of civil or environmental engineering at a level equivalent to Civil Engineer I (or higher), plus two additional years’ experience in a position comparable to an Engineering Technician.
License/Certification: Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment.
PREFERRED WORK TRAITS: Knowledge of principles and practices of sanitary and environmental engineering as applied to wastewater and sewerage facilities.
Knowledge of the functions of local government, financing of public works projects, and state and federal legislation pertinent to water pollution control. Ability to present technical data in clear, concise engineering reports. Ability to apply the principles of effective supervision. Ability to establish and maintain effective working relationships with associates, government and industrial officials, consulting engineers, professional organizations and individuals and the general public.
