The Town is looking for applicants for its Water Resource Recovery Facililty.  Applicants must have a minimum of a Grade 2 MA Wastewater License and must attain a Grade 4 within 1 year after which they would have 2 years to achieve a Grade 6 Combined license. The wastewater plant is state of the art and completely modernized. We are a CoMag Phosphorus Removal System and currently are graded as a Grade 7 facility. Duties will include but not limited to,  lab testing, plant rounds, sludge dewatering and cleaning of the grounds and buildings. After the applicant achieves their Grade 6 Combined license they will be required to go onto an on- call rotation. DESCRIPTION OF WORK:

POSITION DEFINITION: Provides planning, administration and supervision in the operation and maintenance of wastewater collection and treatment systems. Provides technical support to City Departments, Committees, Boards, Authorities and Commissions.

EXAMPLE OF DUTIES: Receives oral or written direction from the Supervisory Environmental Engineer. Organizes, plans and accomplishes work according to environmental law, City code, project schedules and standard procedures. Provides contract administration and management for the outsourced provision of wastewater collection and treatment and for environmental consulting services. Assists in the preparation of plans, specifications and designs for all Public Works projects that relate to, connect with and/or interfere with wastewater collection and treatment system infrastructure. Investigates complaints regarding wastewater and general environmental activities. Recommends periodic payments and final acceptance of work. Participates in negotiation of change orders. Provides technical information and general assistance to City Departments, Committees, Boards, Authorities and Commissions as it relates to assigned projects and/or responsibilities. Oversees the preparation of technical reports in operational and contractual areas and prepares technical reports on wastewater operations and environmental matters for the Director, including supporting, graphical and tabular data and charts as necessary. Reports work accomplished to the Supervisory Environmental Engineer.

ADDITIONAL DUTIES: Participates in the long-range and near-term planning for the Department. Participates in the selection of consulting services for City projects and services. When directed, represents the Director in public outreach and communication. Accomplishes additional duties as assigned.

Supervised By: Receives general direction from the Supervisory Environmental Engineer.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Ability to deal effectively with staff, officials, project personnel and the public.

MINIMUM QUALIFICATIONS:
Bachelor’s degree in Civil, Environmental or Sanitary Engineering and five years of progressively responsible experience in the operation and maintenance of wastewater collection and treatment systems. An advanced degree in Environmental or Sanitary Engineering is desirable.

SPECIAL LICENSES/CERTIFICATIONS AND/OR SUPPLEMENTAL INFORMATION:

License or Certificate: Motor Vehicle Operator’s License. Licensure as a Professional Engineer in the State of Connecticut and/or a Connecticut Class IV Wastewater Treatment Plant Operator’s Certificate is desirable.

BROAD FUNCTION:

The Supervisor, Laboratory Services is accountable to the Manager, Water Quality.  He/She is responsible for planning, organizing, directing and controlling the Laboratory Services function for all laboratory testing by in-house and contract laboratories on water samples collected for CT public water systems and contract laboratories for samples collected for MA and NH public water systems.  He/She is responsible for the Laboratory Information Management System (LIMS) including contract, use of system and primary contact with IT Department. He/She is directly responsible for Water Quality Management (WQM) and communications with Supply Operations and Utility Operations in the assigned our client’s water distribution systems in Connecticut.  He/She assists in management of the remaining systems.  He/She supports WQM directing the distribution system remote monitoring program.  He/She supports the Customer Service and Sample Collection functions of the WQM Department providing the appropriate testing and quality assurance support.  He/She directly supervises the Laboratory Technician and Assistant.  He/She provides advice and counsel in all matters related to laboratory testing, quality assurance and microbiology.

PRINCIPAL RESPONSIBILITIES & ACTIVITIES:

·      Plans, organizes, directs and controls the Laboratory Services function for all water distribution systems in CT, MA and NH including in-house and contract laboratories testing of water samples collected for CT public water systems and contract laboratories for samples collected for MA and NH public water systems.  Provides and manages operating and capital budgets to support the Laboratory Services function including contract lab services.

·      Responsible for the department’s Laboratory Information Management System (LIMS) including contract, use of system and primary contact with IT Department on LIMS related items.   Manages LIMS to provide daily work orders and weekly reports to respective customers.

·      Responsible for daily operation of our client’s laboratory including supervision of the Laboratory Technician and Laboratory Assistant, maintenance of our client’s laboratory and Quality Assurance related to laboratory water testing.  Primary analyst for microbiological analytical methods.  Coordinates with the Supervisor, Sample Collection to provide efficient utilization of laboratory and sample collection staff.

·      Responsible for managing the 10 contract laboratories used by our client for outside laboratory services in CT and MA which includes providing work orders and tracking of expenses, payments and performance of the respective labs.  Responsible for preparation and negotiation of contracts with the two larger laboratories.

·      Directly manages water quality and compliance issues for 8 of the water distribution systems in CT:  review analytical data, assess impact on water quality and compliance, communicate issues to the Water Quality Management Team, implement follow-up action with Supply and Utility Operations and submit compliance reports to DPH.  Assist in management of the other systems with data review, Operations and DPH communications and reports.

·      Coordinate with Water Quality Management Team on water quality management, compliance and customer service issues for all water systems:  review and update monitoring programs, review all water quality issues and maintain compliance with DPH and EPA regulations.

·      Assists in the development of annual and monthly monitoring plans for the CT water distribution systems.  Responsible for weekly test schedules and daily work orders to support the monitoring plans.

·      Directs the Distribution System Remote Monitoring program by providing guidance with implementation of the program, site selection, installation of monitoring panels and routine operation and maintenance of the WQ monitoring panels in the various CT water systems.

·      Responsible for laboratory equipment and quality assurance of equipment and analytical methods.  Directly manages capital purchases and projects related to Laboratory Services.

·      Participates in weekly water quality review meetings, review of customer complaints, water quality data and resolution of water quality issues.

·      Participates in the Emergency Response Program as a Water Quality Coordinator, providing 7-day, 24-hour emergency water quality and Laboratory coverage on a scheduled rotation

·      Supports the WQ Customer Service Coordinator with customer water quality problem resolution as back up for phone coverage, with analysis of special samples from site investigations and by providing input on results from customer site investigations.

·      Supports Sample Collection by providing for reagent preparation, direction on Quality Assurance procedures for field testing methods and equipment and preparation of bottles for special sampling events.

·      Our client’s representative on the CT-AWWA Laboratory Operations Committee.

·      Project manager for projects as assigned by the Manager, Water Quality.

KNOW HOW: (Education, Experience, Certification required, etc.)

DPW Water Division Assistant Foreman

Definition

The objective of this position is to identify, analyze, implement and execute processes and systems that maximize efficiencies in the maintenance process and increase equipment uptime, reliability and performance. Receives, plans, estimates, schedules and coordinates maintenance activities for the Maintenance Division.  Manages and administers all aspects of the Computerized Maintenance Management System (CMMS) and acts as the CMMS subject matter expert for the District.

Minimum Qualifications

Education and Experience

·         Associate Degree in Science, Engineering or Management or equivalent education; and six (6) to eight (8) years of related experience, of which two (2) must be in facility maintenance, with demonstrated supervisory leadership capacity in planning, scheduling, CMMS’s and inventory management.

Must be able to engage in activities below ground, on the ground, on ladders and at heights above the ground in excess of thirty (30) feet, work in tight quarters, confined spaces, and operate a passenger automobile and/or light pickup truck. Excellent eyesight (sharp, close, distance, color, peripheral, and depth vision) and hearing well within normal ranges. Must be able to walk to and from job sites frequently in all weather conditions. Must be able to use hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms.  Must be able to stoop, kneel, crouch or crawl. Must be able to push, pull and lift 50 pounds without assistance.

Works under the general supervision of the Assistant Superintendent and Superintendent of Maintenance or as directed by the Executive Director.

Job Environment

The work environment described here are representative of those an employee encounters while performing the essential duties of this job.  The employee will primarily work in an office, maintenance shop and garage environment. The employee will also work within the treatment works and construction sites near moving mechanical machinery, process equipment. Occasionally exposed to outside weather and wastewater treatment environments, fumes and airborne particles, chemicals and electrical equipment.

Waste water Facility Lead Operator

The Town of Whitefield is seeking a qualified candidate for the position of: Sewer Dept Lead Operator
Candidate must hold a NH Class III Waste Water license.
The purpose of this position is to assist, individually and with others, in the operation and maintenance of water/wastewater treatment plants, machinery and equipment according to approved performance standards for which the operating unit is responsible. This includes functions such as treating water/wastewater, clearing and maintaining treatment plant facilities, wells, pumping stations and equipment, tanks, performing preventative maintenance and repair work, and otherwise completing assigned work.
Essential Duties and Responsibilities
1. Inspects and operates all plant and equipment placed under his/her care and on which he/she is trained. Meets or exceeds treatment, procedural and other operating regulations and approved standards. Implements standard operating procedures and performs other assigned treatment plant, well, pumping station, and associated property maintenance work as appropriate.

2. Undertakes and completes preventative and routine maintenance for all facilities, machinery, and equipment which includes tasks ranging in complexity from custodial care to review of technical manuals, and the implementation of proscribed maintenance and repair procedures. Provides this assistance individually, to and with others.

3. Takes samples, monitors, analyzes and reports information regarding operating conditions and the results achieved. Implements corrective actions as appropriate. Responds to adverse weather conditions and other emergencies when called to provide for the continued operation and protection of facilities.

4. Confers with internal customers, municipal officials and others as directed regarding treatment plant, well and pumping station operations as appropriate.

5. Coordinates functions and activities with other operating units and City departments as directed.

6. Performs preventive and corrective maintenance to plant equipment, mixing of chemical solutions, and operation of manual valves, general plant cleaning, painting and grounds maintenance. Performs routine laboratory analysis for control of the treatment process. Analyzes, records and evaluates instrument readings and laboratory test results; makes process and treatment adjustments as required; determines remedial action in an emergency.

7. Operates the water/wastewater treatment and pumping stations using the SCADA system at the water/wastewater plant.Assists in the operation and maintenance of specialized equipment and activities.
8. Reports usage of stocked and other items.
9. Follows employee, facility and equipment safety procedures.Participates in training programs and activities and undertakes to develop knowledge of proper plant and equipment operations according to applicable regulations and established procedures.
10. May enter and review operations information in computer based information systems.
11. Performs such other duties as may be assigned. Work Environment
Work is performed in office, plant, confined spaces, field locations, and vehicles. This includes the ability to work in, around, under and on top of machinery and equipment. May result in exposure to hazardous chemicals, gases, and conditions. Work is performed inside and outside in all weather conditions. Qualifications
Education and Experience
Applicants for this position must have graduated from high school or earned a graduate equivalent diploma (GED). Other advanced training in water/wastewater treatment plant operations, pumps, motors or other skilled trade is preferred. An applicant must have three years of experience in the maintenance and repair of machinery and equipment, and the operation and maintenance of a water/wastewater treatment plant, three years of formal training in water/wastewater treatment. Mechanical, equipment systems, and record keeping knowledge is required.
Certifications & Licenses
A grade III NH Wastewater plant license or the ability to acquire appropriate licensing within 18 months from the date of original appointment. Must possess a valid commercial driver’s license, class B, and have no offenses which would prohibit or restrict any insurance carrier from providing coverage to the Town. Obtaining additional certification or licensing may be required.
Physical Requirements
Work requires substantial physical dexterity and strength. The ability to work in, around, under and on top of machinery and equipment, and lift up to 80 pounds.
