Ensuring the proper working condition of equipment and supplies, planning and assigning work projects, instructing, guiding, overseeing and supervising WPCF staff in the field, reviewing completed work and taking disciplinary action where appropriate; and maintaining and updating records.

Employee supervises staff of up to 5 full-time and up to 1 seasonal employees as assigned.

Minimal Qualifications
Education and Experience
A candidate for this position should have a High School diploma or equivalent and 5yrs or more experience in a similar position. Engineering training, Science degree or experience is a plus.

Additional Requirements
A candidate for this position is required to have a valid state driver’s license.
A minimum of a Grade 6C Mass Wastewater license, or the ability to obtain one.

Knowledge, Skills and Abilities
A candidate for this position should have thorough knowledge of:

Wastewater process control, oversight of all wastewater operators involved with the wastewater process.

State and Federal Regulations, standards and criteria regarding the discharge of effluent.

Senior Wastewater Engineer/District Engineer

South Essex Sewerage District, 50 Fort Avenue, Salem, MA is seeking qualified applicants for the position of Senior Wastewater Engineer to manage and coordinate the engineering and capital improvement activities of the District. Supervises engineering staff and/or works with plant operations and maintenance divisions on projects. Candidate will have an opportunity to help lead a Comprehensive Wastewater Management Plan for the District’s infrastructure and develop and implement a multi-year capital improvement plan.

Qualifications:

a.      BS in Civil , Sanitary or Mechanical Engineering.

b.      Registration as Professional Engineer (P.E.) in Massachusetts, or P.E. registration in another state and ability to receive Massachusetts licensure within six months.

c.      At least twelve years of experience as an engineer after receipt of Bachelors Degree. Substantial knowledge of design and construction of primary and secondary treatment wastewater facilities including collection systems.

d.      At least ten years of experience in design and construction of wastewater and water engineering projects in the United States.

e.      Highly proficient in written and oral communications.

f.       Knowledge of construction practices and contractors in the New England area.

g.      Experience in preparation of engineering studies, design, and construction management of projects associated with wastewater conveyance, treatment, pumping, and metering facilities.

Highly Desirable Experience, Certifications and Licenses:

a.      Advanced Degree in Engineering, Business or Finance

c.      Certified Energy Manager (CEM)

Responsibilities:

§  Performs comprehensive project management duties related to the District’s construction activities such as planning, conceptual development, review of alternatives, cost effective analysis, budget preparation, cash flow projections, permitting/regulations, scoping of work, selection of consultants, scheduling, performance testing, review of contract submittals, record keeping, preparation and resolution of written comments, preparation of in-depth technical report summaries, oral presentations and project memorandums.

§  Performs analysis of funding mechanisms including SRF and WIFIA Loans, Grants, and other funding sources and helps develop strategic long-term capital finance plans.

§  Supervises and directs activities of consulting engineers and contractors working for the District with respect to studies, planning, capital improvements, collection system, pumping, metering, wastewater treatment and facilities related projects.

§  Responsible for developing contract documents for advertising, bidding and construction.

§  Responsible for supervision of construction activities to ensure conformance with contract documents including but not limited to regulatory requirements, shop drawings, correspondence, payment requests, project changes, change order requests and credits, testing, startup, commissioning, training, project closeout, warrantees and guarantees and project record keeping.

§  Develops and institutes project schedule and cost control mitigation measures to ensure projects are completed on time and within budget.

§  Communicates, coordinates and meets with District staff and any other personnel involved in project and/or construction work to address and/or resolve issues. Attends and makes sound recommendations during project design and construction meetings.

§  Provides resolution of construction claims and disputes. Prepares change orders and extra work documentation as required.

§  Works with the Operations and Maintenance Divisions to assist in the resolution of operational and mechanical issues associated with District facilities, equipment and buried infrastructure.

§  Reviews process operations and identifies cost saving methods and procedures.

§  Identifies modifications to existing equipment and performs life cycle cost analyses involving pay back and other analysis to support recommended modifications.

§  Works with the Maintenance Division to develop protocol and procedures to minimize down time and maximize equipment operating efficiencies and life cycles.

§  Works with the Operations and Maintenance Divisions to monitor energy consumption and initiate energy saving opportunities.

General Statement of Duties: This is very responsible financial management work involving the administration and supervision of financial, accounting and billing functions for the Water and Sewer Divisions business office. Raytheon has an opportunity for a Certified Industrial Wastewater Treatment Operator to support our waste treatment operations at the Andover, MA site. This individual will operate waste treatment equipment to process and neutralize exhaust scrubber fluids and chemical waste routed to treatment plant from manufacturing operations. They will oversee and take corrective actions to discharge final effluent from plant to limits consistent with Municipal, State and Federal codes for environmental protection of waterways and air quality.

Responsibilities:

  • Works to general supervisory instruction, charts, manual, and flow diagrams, applying specialized training in wastewater treatment technology.
  • Operates, monitors and oversees a variety of equipment to treat or remove such wastes or contaminants as cyanides, chromes, acids, alkalis, volatile organic compounds, and floor spills from work areas.
  • Monitors operation of instrumentation and recorders during treatment to measure, control, and record oxidation reduction potential.
  • Implements immediate corrective measures where recorder and/or alarm system signals a potential upset.
  • Takes required samples and measurements; makes required chemical analyses.
  • Maintains cleanliness of wastewater treatment areas.
  • Takes emergency action to clear chemical lines and piping, services valves and pumps, proportions feeders and mixers.

QUALIFICATIONS NEEDED FOR POSITION:

Experience and Skill Requirements:  The following experience and skills are considered essential:

Experience working in a treatment plant preferred.
Ability to work as a team and communicate properly.
Ability to safely operate a medium-sized vehicle.
Ability to operate (or learn to operate) a fork truck.
Must also possess a valid Maine driver’s license.
Should possess some mechanical and analytical skills.

Education Requirements:  The following education requirements are considered essential:

High school graduate or equivalent.
A trainee operator without a license is required to obtain a Maine DEP Wastewater Treatment Plant Operator Grade I Certification within two and a half years (2.5) of their hire date; and must work to obtain a Grade V operator certification within the time frame set by the Director per parameters specified by the Maine Department of Environmental Protection.
Experience with computers and Microsoft Office.

POSITION SUMMARY:

The WWTP Operator / Mechanic  performs duties related to the operation of the City’s Wastewater Treatment Facility and Pump Stations; assists in the daily operation of the plant and machinery in a safe and efficient manner; monitors, cleans and maintains plant equipment; performs or assists in various testing procedures, and performs upkeep of the Treatment Plant’s physical plant and grounds.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.     Performs tests and has understanding of treatment materials to ensure compliance with various State and Federal regulations and laws.

2.     Performs daily operations of the plant and pump stations to ensure proper treatment of waste materials and efficient operation of the plant machinery by making changes in operation modes.

3.     Monitors operating conditions, meters, gauges, etc.

4.     Adds chemicals, such as ammonia or chlorine, to disinfect water or other liquids.

5.     Inspects equipment on a regular basis; assists in the performance of regular and unscheduled maintenance and repairs on all plant equipment and machinery.

6.     Conducts general maintenance of the plant and surrounding grounds.

7.     Responsible for the various methods of waste product disposal including the thickening and dewatering of sludge, and recordkeeping for State and Federal compliance reporting.
