DUTIES/RESPONSIBILITIES:

Responsible for installing, maintaining, and repairing a variety of medium-voltage equipment within the plants, facilities, and grounds.  Installs, tests, troubleshoots, and maintains a variety of plant and high voltage electrical equipment, such as motors, pumps, gauges, switches, and other equipment. Performs general electrical preventative maintenance within plant property and at remote facilities and locations.  Inspects the plant’s lighting, fire alarm systems, generators, and other electrical equipment, identifies problems, and performs required repairs.  Completes appropriate paperwork regarding daily activities.  Installs and repairs electrical and instrumentation systems or provides related assistance. Ensures the safety of worksites and job activities.  Works with contractors performing electrical work and assists with inspecting and approving projects. Performs other duties of a similar nature or level.

 

PHYSICAL REQUIREMENTS:  Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

 

EDUCATION:    High school diploma or GED, and

EXPERIENCE:   Four years of progressively responsible electrical experience in a high voltage environment, or, an equivalent combination of above to sufficiently and successfully perform the essential duties of the job.

SPECIAL REQUIREMENT:    Must possess a journeyman electrician’s license.   Valid driver’s license in good standing.  Within one year of appointment must possess a Wastewater Operator Grade 1 license (OIT certificate) issued by the Rhode Island Department of Environmental Management.

The SCADA Specialist supports the process control network to ensure function and integrity of the systems. The Plant Operations Manager directs and supervises a department of twenty licensed operators who sustain the 24/7 staffed operation of the clean water treatment plant. This manager participates as part of a team who prioritize and plan facility projects and needs ranging from hiring and training to routine maintenance and long-term capital upgrades and improvements.  The work involves significant technical knowledge as well as considerable independent judgement in planning work and making decisions. GENERAL STATEMENT OF DUTIES.  The Water & Sewer Department Administrator performs complex supervisory, professional, administrative and technical work directing the Department’s activities.  The position requires significant independent judgment, initiative, maturity, observation and communication skills, accuracy, and confidentiality.

SUPERVISION.  The Water & Sewer Department Administrator is supervised by the Mayor and/or his/her designee. The Water & Sewer Department Administrator supervises all WPCF employees and office staff.

ESSENTIAL FUNCTIONS OF THE POSITION:

FINANCIAL

Insures WPCF and Water Department expenditures are in accordance with approved budgets; Prepares the annual budget for presentation to the Water Pollution Control Authority Commission; researches, develops and submits grant applications for projects as needed; establishes and maintains internal control procedures for office; develops studies and plans including the capital improvement plans, forecasts, estimates and monitors the financial condition of the WPCA; responsible for the process of the collection of water and sewer billing, fees and other receipts in accordance with laws and regulations; acts as Purchase Agent for the WPCA in conformance with the Purchasing Policies and Procedures of the WPCA and the Town of Montville; acts as Risk Manager and oversees the insurance process in coordination with the Finance Director of the Town; serves as Chief Financial advisor to the WPCA; establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained; prepares financial reports and maintains financial records of the Water and Sewer Departments; oversees the financial and management information systems of the Water and Sewer Department; oversees the posting and reconciliation of ledgers and accounts; directs the preparation of state and federal reports, including tax reports; oversees accounts payable and receivables processing; oversees and submits payroll records to Town Finance Department for processing; oversees the investment of Water and Sewer Department funds.

MANAGERIAL

Plans and directs the administrative work of the Water and Sewer Department; manages office operations; creates, as needed, implements and standardizes Department administrative and personnel policies and procedures and insures legal compliance with the same; responsible for personnel matters, human resources and labor relations functions related to all WPCF and Water Department employees including, but not limited to, grievances, employee performance evaluations, disciplinary action, hiring, promotion, and termination; coordinates with department heads, insures compliance with all OSHA mandates, including but not limited to, protective measures and training and injury reporting; insures work-related injuries and/or illnesses are reported to the Mayor’s office for processing; completes and/or oversees the completion of forms, reports and/or documents related to the same, as required; identifies, initiates, develops and implements various trainings and workshop programs to comply with labor laws and to enhance efficient, effective and courteous service to the public; examines labor trends and other external issues and evaluates impact to the Water and Sewer Departments’ needs with respect to human resource short and long-term staffing needs; monitors attendances and leave allotments; Maintains OSHA injury logs; prepares and files all associated reports; maintains compliance with all injury reporting mandates.

OPERATIONS

Determines work procedures, prepares work schedules, and expedites workflow for office personnel; reviews Department operational policies and procedures to improve efficiency and effectiveness of operations; prepares a variety of reports, studies and related information for administration and personnel review and revises narratives and statistical reports regarding operations as needed; facilitates the procurement of consultants, equipment and tools necessary for the operation of the water and sewer department;

responds to public or other inquiries relative to Department policies, procedures and operations; maintains regular contact with consulting engineers, construction project engineers, town, state and federal agencies, professional and technical groups and the general public regarding department activities and services; represents the Town before various Boards, Commissions, and outside agencies which may require attendance at night meetings.  Maintains effective working relationships with government officials and the general public; attends all WPCA meetings in representation of WPCA administration; ability to work long hours, evenings and weekends, and/or respond to emergencies, as required; trains and supervises all WPCF, Water Department and Office Staff in administrative and personnel practices; establishes long-term goals for waste water treatment and water distribution.

Education and Experience

Prepares labor and materials estimates.

Inspects, repairs and maintains electrical, electrical mechanical, and/or electronic operating and control systems, equipment and fixtures including power, instrumentation, lighting, heating and cooling systems. Inspects and repairs wiring, meters, outlets and panels. Installs new electrical and electronic equipment.

Enters and upgrades maintenance records in the computerized maintenance program.

Performs and coordinates high-voltage switching.

Annual Pay Rate:    $63,321.98 to $73,588.02

We are seeking an Assistant Plant Manager with a minimum Massachusetts Grade 6 wastewater certification.  In this role you will assist the Plant Manager with the day-to-day operations, maintenance, and management, maintaining close client communications for the project, and other administrative duties.

Over the next several years, there will be several projects focused on the overall operation of our wastewater treatment systems that will need design, construction, and oversight of improvements.  As noted in our Asset Management System, the immediate areas of focus at the treatment plant will be Phase II Electrical Upgrade, Grit System Evaluation and Upgrade, and a Dewatering System Evaluation and Upgrade. We are also in the process of upgrading our CSO Facility Plan, which will layout 10 years’ worth of projects as well.  Multiple pump station upgrades are needed. Larger projects will involve consultants and contractors and the smaller pump station upgrades will be completed by City employees, and managed by this position.  The upgrade to our largest pump station in the City will be begin this fall.

The Wastewater Treatment Engineering Manager is a professional, technical, management position. We are seeking a solid people-manager with highly developed analytical and technical skills who can interface with multiple departments, consultants, contractors, and the public. Duties include operating as lead on the Asset Management Program; lead on oversight of our consultants for the design and construction of treatment plant upgrades, pump station upgrades, and utility upgrades; support staff with operations-maintenance-improvements, and perform construction administration on projects. This position will be responsible for interfacing with government agencies, including the Department of Environmental Protection and the Department of Transportation. The work required for this position is performed with considerable independence and responsible for evidence-based recommendations for substantial upgrades. This position reports directly to the Director of Water Resource Protection, along with frequent interface with the Treatment Plant/Pump Station Manager, the Collection Systems Manager, Director of Public Works, Stormwater Program Coordinator and other departments as needed.

The successful candidate will be highly adept at treatment plant, pump station, and utility planning/design/construction along with the facets associated with the upgrades and operations.  Must have supervision experience with employees, consultants, and contractors. This position will supervise a Civil Transportation Engineer and a Senior CAD Technician, manage the division budget, and provide primary engineering analysis and consultation to the Water Resource Protection Department with other duties to the Public Works Department. Assistance maybe needed to help out the other city Departments on a limited basis.

Applicants must have a Bachelor’s degree in the field of Engineering. An emphasis on Civil Engineering, including collection systems and treatment systems required.  Must have a minimum of five (5) years of progressively responsible professional engineering experience, including some supervisory experience. Professional Engineering License in the State of Maine (or ability to obtain through reciprocity) is required. Ideal candidates have experience with GIS, Capital Improvement Projects, MS4 permits, SWMM programs and CSO programs. Must possess strong ethics and a commitment to public service. Must possess and maintain a valid driver’s license throughout employment.
