The purpose of this position is to assist in the operation of the wastewater treatment facility,

pump stations, collection system and solids handling facilities.

 

Duties would include but not limited to the following.

 

● Operating dewatering equipment and transporting sludge

● Perform routine Laboratory duties for process control

● Assist in the maintenance and repair of plant and pump station equipment

● Assist in the cleaning and maintenance activities of the sanitary sewer collection system

● Assist in the clearing of vegetation from sewer right of ways and other ground

12 months of hire. Facility work schedule is 4 day / 40 hour per week (10hr days)

Durham Public Works, located in the beautiful Seacoast region of New Hampshire, is a recognized leader in the Public Works field and operates an award-winning state-of-the-art wastewater treatment facility utilizing the four-stage Bardenpho Process for nitrogen removal. We are seeking a highly qualified team member to join an exceptional team of public works professionals to serve in the role of Wastewater Division Chief Operator.

 

Durham Public Works’ Wastewater Division works closely with its partner, the University of New Hampshire, to provide wastewater collection and treatment services to both the Town and the University. The Department is fully integrated and progressive, using modern equipment and facilities to achieve its goals. The Treatment Plant is currently undergoing a $3 million process and equipment upgrade project as part of its detailed Capital Improvement Plan, including reconstruction of its primary and secondary clarifiers, in addition to the aeration tanks.

 

In this leadership role, you’ll be responsible for the safe, compliant, and efficient operation of the Town’s Wastewater Treatment Facility, pump stations, and collection system. You’ll manage a small team of operators, providing direction and oversight as they carry out essential maintenance and process control tasks. This is a unique opportunity for a motivated leader to oversee the daily operations of a vital public service that protects the health of our community and the quality of the Great Bay Estuary.

 

This full-time position offers excellent medical, dental, life, and disability coverage, paid time off, and eligibility in the State of New Hampshire retirement plan.  Salary range for this position is from $28.73 to $36.43/hour, depending upon qualifications.

 

The successful candidate will have a minimum of five years of municipal wastewater related experience, including a minimum of one (1) year in a supervisory role, a strong knowledge of all aspects of various mechanical systems, pumps, electrical, computer, laboratory techniques, regulatory reporting, SCADA associated with the treatment process, and the ability to troubleshoot and repair all associated equipment. Applicants will have a New Hampshire Class B CDL license with a clean driving record or the ability to obtain within one year of hire, and the ability to hold or obtain a tanker endorsement. Possession of a New Hampshire Grade III Wastewater Operator license at a minimum is required. Applicants will be required to be on a rotational standby and required to work rotational weekends once per month. This position requires emergency response on a 24/7 basis and performing work in adverse weather conditions.

Responsibilities

– Assists with project management duties related to the District’s construction activities such as planning, conceptual development, review of alternatives, cost effective analysis, budget preparation, cash flow projections, permitting/regulations, scoping of work, selection of consultants, scheduling, performance testing, review of contract submittals, record keeping, preparation and resolution of written comments, preparation of in-depth technical report summaries, oral presentations and project memorandums.

– Assists and coordinates with consulting engineers and contractors working for the District with respect to studies, planning, capital improvements, collection system, pumping, metering, wastewater treatment and facilities related projects.

– Supports the development of contract documents for advertising, bidding and construction. Assists with supervision of construction activities to ensure conformance with contract documents including but not limited to regulatory requirements, shop drawings, correspondence, payment requests, project changes, change order requests and credits, testing, startup, commissioning, training, project closeout, warrantees and guarantees and project record keeping. Assists with tracking project schedule and costs to ensure projects are completed on time and within budget. Supports resolution of construction claims and disputes. Prepares extra work documentation as required.

– Communicates, coordinates and meets with District staff and any other personnel involved in project and/or construction work to address and/or resolve issues. Attends project meetings and makes sound recommendations to supervisor.

Analyzes and designs various utility related structures including, but not limited to, underground vaults, manholes, chambers, tanks, reinforced concrete and steel structures, equipment and pipeline supports, dams, pumping facilities, control valve facilities and utility buildings.

Performs monitoring, inspection and administration of water main and sanitary sewer utility construction projects to ensure compliance with the plans, specifications, codes and contract requirements; and recording of construction field measurements for the compilation of “as-built” record drawings.

Writes and presents reports. Attends related meetings as required, including with contractors, other Town departments, divisions and staff, vendors, regulatory personnel and the general public regarding projects, complaints, etc.

Analyzes impact of future regulatory activities upon the Water and Sewer Divisions and prepares impact statements and position papers as directed.

QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the principles and practices of civil, sanitary and environmental engineering. Considerable ability to design, administer and coordinate the design and construction of a wide variety and complexity of utility projects. Considerable ability to understand and implement Water and Sewer Rules and Regulations, Technical Standards and Detail sheets as they apply. Good knowledge of state, federal and local regulations and of the principles and practices relating to the engineering, construction and operation of water and wastewater systems.

Considerable ability to research and analyze a wide variety of engineering problems to provide engineering and technical assistance to Water and Sewer Divisions personnel and other interested agencies or contractors, including preparing technical reports. MINIMUM QUALIFICATIONS:
A bachelor’s degree from a recognized college or university in civil, sanitary, mechanical or environmental engineering plus a minimum of four (4) years of progressively responsible engineering experience of which two (2) years must be water and wastewater related, or an equivalent combination of education and qualifying experience substituting on a year-for year- basis.

An Engineer-in-Training (EIT) or Fundamentals in Engineering (FE) certificate is desirable.

Assists in planning, organizing and directing the Town’s water pollution control program by providing day-to-day supervision to crew leaders and other operating and maintenance employees, and implementing Wallingford Sewer Division policies and programs.

Reviews operating records daily to verify proper operation of wastewater pumping stations and collections systems in compliance with town, state and federal permits, rules and regulations.  Assures that employees follow prescribed operating, and health and safety procedures and adhere to operating schedules.

Performs on-call work as assigned.  Acts in the absence of, or at the direction of the Superintendent – Sewer.

Schedules maintenance and evaluates maintenance procedures to improve practices.  Plans and directs special maintenance procedures, tasks and projects.  Organizes and supervises operations, personnel, materials and equipment necessary for projects including coordination and communication with the Assistant Superintendent of Wastewater Treatment – Sewer for projects at the wastewater treatment plant.

Assists in the preparation and administration of the Sewer Division’s annual budget.  Assists in the review of all proposed new sanitary sewer installations.

Assists in personnel actions such as hiring, performance evaluations, discipline, and training.  Prepares employee time sheets and maintains attendance records.

Assures that safe work procedures and practices are adhered to by Sewer Division employees and that safe working conditions are maintained at all work sites.

Coordinates operations with other divisions, departments and government agencies.  Performs other related work as required.

Core Responsibilities:

  • Grow decentralized (large/commercial) system sales of advanced treatment systems by at least 50% per year for first three years in the defined region.
  • Growth rate to be determined after three years.
  • Build long-term relationships with decision makers (civil/environmental consulting engineers and onsite wastewater engineers/designers, regulatory agencies, contractors, and developers) within a defined region to gain product specifications through face-to-face meetings, lunch and learns, industry events, and active work in industry organizations.
  • Track projects and relationship building through existing customer relationship management (CRM) system.
  • Activity Targets (typical month)
    1. Meet with thirty consulting engineers or design influencers via face-to-face and web meetings or presentations.
    2. Two formal presentations (lunch and learns, chapter meetings, or other)
    3. Add nine large commercial advanced treatment system project opportunities to the sales pipeline.4.Leverage CRM system as a tool to track and close specified projects and deliver monthly forecast reports.
    4. Provide occasional regulatory and technical support related to single-family advanced treatment systems sold by Infiltrator.

Qualifications (must have):

  • Strong skill in presenting technical product information in individual, small group, and large group settings.
  • Strong customer/client focus and demonstrated ability to identify and close (gain commitment for) large project specifications and purchases.
  • Problem solving, excellent communication skills, ability to comprehend wastewater treatment/dispersal concepts and methods, self-starting, results oriented, and has the ability to adapt.
  • Excellent skillset with Microsoft Office 365.
  • Must be able to travel within the sales territory and maintain responsive communication with internal contacts and external customers. Overnight travel requirement varies between 1 and 3 nights per week.
  • Comfortable and highly productive in a home office setting and while travelling.
  • Experience collaborating with cross functional teams.
  • Must have satisfactory driving record, maintain valid driver’s license, and current insurance on personal vehicle if used for business. Must meet company insurability requirements.

Territory geography – Northeast – must reside in NY, RI, MA, VT, NH, ME, or CT.
EDUCATION:

A BS (Bachelor of Science) degree in Civil or Environmental Engineering is preferred. PE (Professional Engineer) a plus. Other combinations of degrees and experience will be considered.

Treatment Plant Operator

The Town of Kittery has an immediate opening for a Treatment Plant Operator.  This position offers a full-time 35-hour work week, Monday through Friday from 7:00 a.m. to 2:30 p.m.  The pay rate for this non-exempt, union position is $30.14 per hour.  This position is eligible for medical, dental, life insurance, short-term disability and retirement benefits.

The purpose of this position is to perform a variety of services necessary in the operation and maintenance of the collection system and treatment facility.  This position reports to the Superintendent and/or the Chief Plant Operator.  Duties include, but are not limited to:  maintaining pumps, maintaining sewer lines, dewatering sludge, performing inspections, performing laboratory tests, providing general trades assistance, analyzing data to make operational changes, and performing additional tasks as assigned by the Superintendent.

Essential Duties and Responsibilities

The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Tends pumps, conveyors, dewatering equipment, blowers, chlorinators, mixers, fine screens, and/or other equipment used to treat wastewater; observes gauges to determine lubrication of equipment; analyzes charts, flow meters, and the SCADA system to detect equipment malfunctions;
  • Removes obstructions, such as coarse materials from bar-screens, to accelerate influent through initial screening process, scour tank walls and floors, enters confined spaces using OSHA approved methods to make repairs and remove debris;
  • Maintains sewer lines throughout the town; lifts/raises manholes; provides general maintenance to plumbing, HVAC, electrical, and other trades, as needed; performs general maintenance on vehicles and other machinery, as necessary;
  • Performs laboratory analyses as needed;
  • Provides general landscaping, painting, snow removal, and other services, as needed;
  • Utilizes various machines and equipment in the delivery of service, such as jet-rodders, generators, portable pumps, plow trucks, loaders, hand tools, drills, saws, plumbing tools, and electrical tools;
  • Reviews and receives various reports, documents, and forms, including pump station flow charts, work records, daily lab data, maintenance records, inspection reports, vehicle records, and assorted logs;
  • Must be on twenty-four (24) hour/day standby for emergencies on a rotating basis one week (seven consecutive days) at a time; Additional compensation is provided;
  • Responds to adverse weather conditions and other emergencies when called to provide for the continued operation and protection of facilities;
  • Follows employee, facility, and equipment safety procedures. Participates in training programs and activities and develops knowledge of proper facility and equipment.

Essential Knowledge, Experience, Skills and Abilities

  • High school diploma or GED required, with experience in maintenance, wastewater treatment, biology, environmental science, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position;
  • Must possess or be able to obtain a State of Maine grade 2 wastewater operator’s license and attend continual education and training to maintain wastewater license certification;
  • Excellent verbal and writing skills; ability to communicate effectively and in an appropriate professional manner, and to convey or exchange professional information;
  • Ability to interact with people (i.e., staff, public, and elected officials) beyond giving and /or receiving instructions;
  • Ability to utilize mathematical formulas, and to understand a variety of professional, technical, and administrative documentation, directions, regulations, instructions, methods and procedures;
  • Ability to produce reports that are accurate and complete;
  • Ability to use a computer and/or tablet to monitor the facility’s SCADA system;
  • Must possess appropriate driver’s license.
