GENERAL DESCRIPTION
This is responsible technical and supervisory work involving the operation and maintenance of the municipality’s water treatment facilities, pump stations, and well facilities. Work involves the direction and supervision of all phases of operation and maintenance of assigned water treatment plants, pumping stations and wells. Maintains operational, maintenance and water quality records.

EXAMPLES OF DUTIES
Coordinates the work of all water treatment and pumping operation personnel, including the development of work schedules; establishment and enforcement of safety procedures and regulations; implementation of Water Division’s policies and programs; evaluation of work performance and administration of training programs. Establishes, written operating procedures at each treatment and pumping station to include the correct adjustment of various controls essential to water treatment and pumping processes such as chemical feed rates, filter bed expansion tests, superpulsator blowdown rates, and well pumping and specific capacity rates.

Directs and supervises, and participates in laboratory or field water quality or process tests to facilitate control of treatment or pumping processes. Evaluates and applies laboratory data to facility operation. Directs, oversees and operates the computer data acquisition and control system at the water treatment, pumping and well facilities. Directs and supervises and participates in the preparation of operational and maintenance records at the treatment and pumping stations, compiles consolidated reports and evaluations to facilitate implementing improvements in procedures and as a basis for future planning. Evaluates and makes recommendations relating to treatment plant and pump station modifications as required to meet any new federal, state or town regulations. Oversees the construction or repair of facilities as assigned.

Assists in the preparation and administration of the water treatment and pumping stations annual budget. Responsible for development, implementation and evaluation of maintenance programs, schedules and procedures. Plans and directs special maintenance procedures. Writes bid specifications for equipment and materials. Issues purchase requisitions and oversees inventories.  Prepares accident and/or property damage reports.

Prepares monthly and annual reports on expenditures, improvements, new programs, water quality, chemical treatment, rainfall, reservoir storage and all other work necessary to maintain an adequate and potable supply of water to the distribution system. Prepares employee time schedules and attendance records. Administers union contract language. May be subject to call twenty-four (24) hours per day as directed. May act for the ‘Assistant 5uperintendent-Water Treatment during absences as directed.

QUALIFICATIONS
Knowledge, Skills and Abilities:  Thorough knowledge of the principles, technology and practices of operation and maintenance of water treatment, pumping, and well facilities. Thorough knowledge of the use and maintenance of computers and telemetry as related to supervisory control and data acquisitions systems. Considerable knowledge of chemistry, biology and hydraulics as related to the treatment and pumping of water. Broad general knowledge of engineering principles and practices.  Ability to recognize and solve complex water treatment and pumping problems. Considerable knowledge of local, state and federal requirements regarding safe work practices and the operation of water treatment and pumping facilities.

Considerable ability to direct and supervise a number of employees engaged in water treatment and pumping operations and maintenance. Considerable ability in oral and written communication. Considerable ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

Minimum Qualifications:  An associate degree in engineering or chemistry, plus four (4) years of progressively responsible experience with at least two (2) years as a supervisor in the operation of a municipal water treatment and pumping system or an equivalent combination of education and qualifying experience. State of Connecticut Department of Health Services Class IV Water Treatment Plant Operator and Class II Distribution System Operator Certification, or the ability to obtain within the probationary period. Possession of a Connecticut Driver’s License.

Deputy Director of Water Resources

Administrative and supervisory work in planning and management of the Department of Public Works. Provide oversight and project management of City stormwater, drinking water, and wastewater infrastructure. Responsible for engineering and construction phase contract management.

Works under the administrative direction of the Director of Public Works and City Manager. Exercises contracted and other authorities on behalf of the City as authorized by the Director of Public Works and the City Manager.
Manages capital projects in stormwater, drinking water, and wastewater infrastructure.
Develops working relationships, requiring perceptiveness and discretion, with city officials, city boards and commissions, state and federal agencies, contractors, engineers, and with the public.
Conducts work with a focus on high standards of service, public safety, and efficient financials.
Manages construction bid processes based on City policies, including reviewing, and approving confidential documents, and awarding contracts (with Council approval).
Oversees and coordinates activities of the stormwater, wastewater, and drinking water divisions for the city; confers with other divisional supervisors concerning ongoing and future projects; manages divisional finances and budgets; maintains records and other correspondence.
Prepares city ordinances related to water, wastewater, stormwater, and related topics for consideration by the City Council.
Assists with permitting associated with the City’s closed landfill and oversees groundwater monitoring on other City properties, as needed.
Oversees bills in the Vermont legislature that would have an impact on the City’s stormwater, drinking water, and wastewater programs. Conducts legislative coordination.
Oversees drinking water, stormwater, and wastewater staff responsible for permit compliance.
Works with the Director of Public Works to prepare and manage division budgets; makes recommendations for short- and long-term capital expenditure programs; aids in the development of the city-wide capital improvement program and annual updates to the program; supervises payroll and accounts payable for the drinking water, stormwater, and wastewater divisions.
Responsible for confidential documents and information, including those regarding personnel, bid proposals, negotiations, etc.
Prepares reports, studies, memos, and other office correspondence.
Maintains cost, compliance, and other records regarding work activities. Prepares and reviews work orders to ensure accuracy.
Responsible for oversight of contracts involving construction and engineering.
Reviews land development applications submitted to the department of planning and zoning to ensure compliance with City regulations and public works standards and specifications.
Provides direction and assistance in emergency situations.
Provide leadership for environmental conservation efforts city-wide including staff support to City Committees, as needed.
Maintains and updates the City’s Public Works Standards and Specifications, including any related documents. Participates in updating the City’s Land Development Regulations, as needed.
Performs all other duties as assigned.

Minimum Required Qualifications

Bachelor’s degree in environmental science, engineering, or other water quality related field, eight years experience in water quality, engineering, or related field preferred, or equivalent combination of education and experience.
Possesses a valid Vermont Driver License.

The position of Wastewater Worker is responsible for performing routine maintenance in the operation and control of the Town’s wastewater treatment plant, pumping stations, and wastewater collection system. This position requires the skillful, safe, and efficient operation of related tools and equipment while performing a variety of tasks, and handling of chemicals and septage. Duties include cleaning WWTF process equipment such as bar screens, comminutors, weirs, etc.; lubricates machinery; Drives, loads and unloads trucks; adjusts heat and ventilating controls; Operates valves and slide gates; assists in equipment installation, construction, or repair of any wastewater facilities; moves, stores, loads and unloads chemicals and chemical feed system hoppers; general and minor maintenance tasks. The position is also required to perform assorted tasks requiring manual labor for extended periods under unfavorable weather conditions when necessary.
Applicants must have a demonstrated ability to skillfully, safely, and efficiently operate related tools and equipment; perform mathematical calculations necessary for related laboratory testing; and establish and maintain successful working relationships with fellow employees and the public, and to effectively deal with others in a helpful, respectful, and courteous manner. The position requires a high school diploma or equivalent, and successful completion of a pre-employment physical and background check. This position is considered essential and must be available for all shifts and during emergency events.
This 40-hour per week position has a regular schedule of 10 days on 4 days off and starts at a rate of $23.84 per hour ($49,583 annually). After successful completion of a six-month probationary period, the hourly rate increases to $24.52 ($51,000 annually) with a move to Step 1. Top step for this position will earn an hourly rate of $25.88 ($53,831 annually). This position is associated with the local Council 94 Union and will receive all benefits under their bargaining agreement. Those benefits include participation in the Employee Retirement System of Rhode Island Pension Program; up to 12 vacation days, 15 sick days and 3 personal days a year on top of 13 paid holidays as well as offers full medical, vision and dental coverage. Candidates with at least 2 years of related work history preferred. This position is considered essential and must be available for all shifts and during emergency events.
This 40-hour per week position has a regular schedule of 10 days on 4 days off and starts at a rate of $26.56 per hour ($55,248 annually). After successful completion of a six-month probationary period, the hourly rate increases to $27.24 ($56,664 annually) with a move to Step 1. Top step for this position will earn an hourly rate of $28.61 ($59,499 annually). This position is associated with the local Council 94 Union and will receive all benefits under their bargaining agreement. Water Systems Operator

Portland Water District is currently looking for our next Water System Operator. Our WSO will learn to perform a broad range of tasks to ensure proper operation and maintenance of Portland Water District’s water system that provides continued flow to over 200,000 customers. The successful candidate must have a CDL class B or A, or the ability to obtain within 6 months, previous construction experience, and the ability and desire to function in a team environment, positive communication problem solving skills, a willingness to learn, and be within one (1) hour of travel time from facility. The position will develop the necessary skills of water distribution and transmission procedures, water plant operations, and water utility service.

Preference will be given to applicants with a currently CDL and construction experience.  We offer a sign on bonus of $3,000 for a CDL license, in good standing.

The current starting hourly rate of pay is $25.98 for the probationary period of six months. Upon completion of the probationary period, the hourly rate of pay increases to $27.34. This apprentice position also features a career ladder where operators are trained in all aspects of the water system including distribution maintenance, treatment, pumping, storage, metering, cross connection, construction inspection, and asset management. Successful completion of the program and acquiring water distribution and treatment licenses, the hourly rate of pay increase to $30.76. Prior experience in these areas can accelerate movement within the career ladder.
