Stream Continuity Program Manager

The Division of Ecological Restoration (DER) restores and protects rivers, wetlands and watersheds for the benefit of people and the environment. The Division of Ecological Restoration works with community-based partners to restore aquatic ecosystems. The Division’s ecological restoration work brings clean water, recreation opportunities, and other ecosystem services to the citizens of Massachusetts.

 

The Division’s Stream Continuity Program assists in a state-wide effort to improve aquatic habitat connectivity, restore fish and wildlife passage, and increase climate and flood resiliency at road-stream crossings (i.e. culverts and bridges). Program staff help build capacity to restore stream and habitat connectivity by offering technical assistance, tools, training, and grant funding to municipalities and other key stakeholders. The Program also supports strategic coordination on stream continuity efforts across Massachusetts.

Key responsibilities include:

Manage DER’s Stream Continuity Program, a program dedicated to helping municipalities and partners reconnect stream habitat, reduce storm hazards, and restore fish passage. Supervise Stream Continuity Program staff, manage the Program’s strategic plan and budget, and build Program awareness and support. Develop tools and approaches to project prioritization, selection and tracking of project and program outcomes and successes. Support DER and local partners in meeting Stream Continuity Program goals by providing technical assistance, training, mentoring and other services. (55%)
Build internal and external capacity for DER’s aquatic habitat restoration activities. Provide leadership, coordination, and troubleshooting for stream continuity and aquatic habitat restoration technical, regulatory, policy, and project support needs. (20%)
Lead and support strategic coordination to increase the magnitude and pace of stream continuity restoration activities across the Commonwealth. Cultivate high-value ecological restoration projects and develop strategies to advance landscape scale stream and aquatic habitat connectivity at regional and statewide levels. Guide and support stream continuity restoration goals through inter-agency, regional, multi-state habitat connectivity programs and collaborative teams. (20%)
Perform other duties as assigned: Support the Division’s outreach, budget, and professional and program development efforts. (5%)

Information officer – Communications and Publications Associate

NEIWPCC is seeking a full-time Information Officer to assist with communications and publications tasks for the Lake Champlain Basin Program’s print and web-based communications platforms and education and outreach initiatives.

What You’ll Do

As a NEIWPCC Information Officer with the Lake Champlain Basin Program (LCBP), you will maintain and update LCBP-hosted websites and other digital platforms and will write and develop content for LCBP’s e-newsletter, blogs, website, social media, press releases, and other communications channels and outreach materials. You will maintain and update the LCBP’s Pics.io photograph and creative asset catalog, and fulfill internal and external requests for photos, maps, data, and other assets. You will also prepare content for a variety of education and outreach meetings and conferences.

What You’ll Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in environmental science, communications, marketing, or a related field; knowledge of web maintenance and development, including WordPress or similar web development/content management system; experience writing and producing relevant and valuable content that informs, inspires, and involves audiences in the restoration and protection of natural and cultural resources. Experience in natural and cultural resource interpretation or environmental education and knowledge of Lake Champlain or watershed issues that are transferable to Lake Champlain is highly valued. Knowledge of Adobe Creative Suite (including Illustrator and Photoshop), geographic information systems, and ArcGIS StoryMaps is a plus. Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Logistics

This full-time NEIWPCC position will work 8 hours per day and is based in Grand Isle, VT. Duties will be performed largely in an office setting and will require some travel, for which a valid driver’s license and private means of transportation is required. Travel to Quebec may be requested, for which a valid passport or enhanced license will be required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.

Duties

Qualifications

  • A bachelor’s or master’s degree in civil engineering, environmental science, landscape architecture, geography or a related field, or equivalent related experience.
  • Familiarity with stormwater management, green infrastructure and low impact development techniques, as well as the process of evaluating potential GI retrofit opportunities for a variety of site conditions, is strongly preferred.
  • Strong skills in desktop and mobile digital mapping systems (GIS) for data capture and analysis.
  • Strong interpersonal communication skills (writing, speaking, presentation), and the ability to build positive relationships with people from diverse backgrounds.
  • Experience with project management, grant administration, and successfully coordinating a variety of internal and external project partners is preferred.
  • Highly organized, with strong attention to detail and able to work independently.
  • Comfortable with field data collection in all types of weather and terrain.
  • A genuine enthusiasm for the goals of reducing water pollution, protecting natural resources, and better preparing communities for climate change.

Schedule and Compensation
This is a permanent position with a part-time schedule (16-20 hours per week). The schedule is very flexible with some opportunity to work from home, but it does require being on-site at times for field assessment activities and participation in occasional evening or weekend events. Pay is $25-$30 per hour depending on experience, and includes 11 paid holidays, sick time, and vacation, as well employer match toward retirement plan.

Environmental Engineer/Analyst – Permit Writer

NEIWPCC is seeking an Environmental Engineer or Analyst to serve as a State Pollutant Discharge Elimination System (SPDES) Permit Writer, and to ensure compliance with regulations, policies, and procedures to further protect source water throughout the state.

What You’ll Do

As a NEIWPCC Environmental Engineer or Analyst, you will become an essential member of the Drinking Water Source Protection Program (DWSP2). You will work with permittees, their representatives, engineers and various members of the public on municipal and industrial wastewater discharge SPDES permits within Source Water Protection areas to ensure SPDES permits are up-to-date and include effluent limitations necessary to protect public water supplies. You will assist with SPDES permit development and permit renewals and will conduct water quality and effluent evaluations at wastewater treatment facilities. You will review engineering reports, plans, and specifications for industrial and municipal wastewater treatment systems and facilities and recommend these plans for approval. You will also assist in development of guidance around emerging contaminants data collection and reporting, and assessment of data for incorporation into permitting strategies.

What You’ll Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in chemical, civil, environmental engineering, or other applicable engineering degree from an ABET accredited program. A degree in another related field may be substituted. The ideal candidate will also have knowledge of and experience with the Clean Water Act, the State Pollutant Discharge Elimination System (SPDES) permit program, water quality, and watershed management; and experience collaborating with a broad range of stakeholders in implementing environmental programs. Excellent computer skills, including word processing, spreadsheets, geographic information systems, and the ability to perform basic statistical analysis is valued. Environmental Analyst – Stream Monitoring and Assessment

NEIWPCC is seeking a full-time Environmental Analyst to provide technical assistance and program support for water quality monitoring and assessment initiatives for streams and rivers across New York state.

What You’ll Do

As a NEIWPCC Environmental Analyst, you will assist with coordination and implementation of water quality monitoring and assessment initiatives, targeting source water priority waterbodies and collaborating with agency and program partners. You will participate in the collection of water quality samples, water chemistry data, field measurements, and observations, with an emphasis on biological sampling and analysis methods. You will also assist with a variety of other program elements, including laboratory sample processing, database development, database maintenance, data analysis, and reporting.

What You’ll Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in environmental science, biology, environmental biology, Geographical Information Systems (GIS), or related field. Experience collecting and working with water quality data, analysis, and reporting; experience with Geographic Information Systems (GIS), such as ArcGIS Online, as well as experience with the statistical computing software (R) and proficiency in Microsoft Excel, Word, and Access is preferred. Clear communication and public speaking abilities are a plus. Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in Albany, NY. Duties will be performed in an office setting and in outdoor field conditions. Field work will be conducted outdoors under a variety of weather conditions, from boats and from rough terrain, with a need to lift and carry up to 50 lbs. Position will require travel especially during periods of the year when field work is conducted and will require travel overnight and for extended hours; travel and field work may comprise up to 30% of time, annually. A valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Environmental Health and Safety Leader/Manager (EHSLM)

The South Essex Sewerage District, a wastewater treatment plant located in Salem, MA, seeks qualified applicants for the position of Environmental Health and Safety Leader/Manager (EHSLM).

Salary Range: $92,228 to $100,066

The EHSLM directs and oversees activities related to safety and environmental matters related to the District’s facilities and assets. Develops, supports, and maintains all safety programs, safety policies and related activities to ensure compliance with all applicable safety regulations, laws, policies, and procedures. Assists the Technical Support Division on other assignments as directed.

Qualifications, Education, and Experience

Bachelor’s degree in Safety, Industrial Hygiene, Environmental Science, Engineering, Science, or related field. Seven (7) years of experience in a safety-related position developing and managing safety and environmental programs in an industrial, utility, or manufacturing facility environment.

Any combination of closely related experience, education, certifications, licenses, and training which provides the required knowledge, skills, and abilities to qualify and perform the duties for this position will be considered.

Additional Requirements

Valid Massachusetts Driver’s License

Highly desirable qualifications include:

Professional certification as an Occupational Hygiene and Safety Technician (OHST)
Certified Safety Professional (CSP) or Associate Safety Professional (ASP)
OSHA 30 Certification
HAZMAT Technician Certification
Prior experience working in a water or wastewater treatment facility.

Knowledge Thorough working knowledge of federal, state, local, and industrial occupational safety and environmental regulations, laws, policies, and procedures in industrial or manufacturing facility environments.

Ability Ability to perform effectively as a leader and safety expert. Ability to effectively work both independently and with others to achieve all assigned goals and objectives. Skill Must have excellent oral and written communication skills. Strong organizational and computer skills required, especially those used in all aspects of developing and maintaining safety programs and related activities. Must also possess effective skills in investigative analysis, oral presentations, training, problem solving, and handling conflict situations.

Physical Requirements

Must be able to crawl, climb, and move about the treatment facilities, collection system, and construction sites. Ability to access all areas of a multi-level facility. Must be able to engage in activities below ground, on the ground, and at heights above the ground in excess of thirty (30) feet, work in tight quarters, confined spaces, and operate a passenger automobile and/or light pickup truck. Excellent eyesight (sharp, close, distance, color, peripheral, and depth vision) and hearing well within normal ranges. Must possess a good sense of smell.

Supervision

Works under the general direction of the District Engineer. Performs work of a highly technical nature requiring the use of some independent judgment in determining priorities and ascertaining the most appropriate course of action to be taken to achieve the desired result. Coordinates with other District department heads as required to ensure safe working conditions at the District.

Job Environment

Some work is performed under office conditions, with noise from office equipment and light traffic. Most work is performed under shop and field conditions with loud noises, rotating mechanical machinery and equipment, and some exposure to hazardous chemicals, oils, solvents, odorous air, toxic conditions, fumes and airborne particles, electrical hazards, and confined spaces. Some work is performed outside with exposure to variable weather conditions. Has frequent contact with District staff and occasional contact with equipment vendors, contractors, and consultants. Operates standard office equipment.

Errors in judgment could result in delays, monetary loss or loss of service that could affect the surrounding communities and injury to self and to other employees, damage to buildings or equipment, and legal ramifications to the District. Adheres to the District’s safety rules, regulations and policies.

Essential Duties

  • Practices, promotes, and audits safety awareness on a daily basis, such as but not limited to: safe work permits, personal protective equipment, lock out tag out, and unsafe work place conditions.
  • Conducts regular safety audits in order to prevent accidents or injuries and maintains District wide safety compliance. Reports safety violations and unsafe conditions or work practices to supervisor and carries out all corrective actions and controls. Recommends level of discipline in the event of an employee safety violation.
  • Ensures safety programs are in compliance with all federal, state, and local laws and regulations that affect the District. Reviews and updates safety related programs as required.
  • Compiles and submits safety and environmental reporting as required by management and regulatory agencies.
  • Develops, supervises, performs, and coordinates training programs and other safety-based instructions/activities.
  • Maintains required safety records, documentation, and other related records.
  • Monitors the activities of outside consultants and vendors to ensure any and all work is completed as directed by Management.
  • Acts as liaison between outside emergency response personnel and the District.
  • Performs safety, evacuation, and other related drills. Organizes and manages safety activities, including but not limited to: respirators and fit testing, hearing conservation, fire prevention and protection devices, personal protective equipment, safety equipment and systems, hoisting equipment and ladders, eye wash stations, medical surveillance, and environment exposure monitoring activities to ensure proper compliance is maintained.
  • Performs and documents incident investigations to identify causes and corrective actions aimed at preventing recurrence.
    Maintains inventory of and recommends safety related equipment and supplies.
  • Attends safety committee and other safety meetings. Prepares and maintains minutes of the meetings.
  • Takes timely action to intervene in situations or conditions that pose an immediate threat to life, health, or property.
  • Maintains all Material Safety Data Sheets and all tank labeling to current compliance standards.
  • Prepares confined space entry permits and inspects work sites for full compliance with entry permit, required personal protective equipment, and other related space entry safety requirements.
  • Assists Technical Support Division on other assignments as directed.

Wastewater Treatment Plant Operator I- Pumping Stations/Wastewater Treatment

The purpose of this position is to assist, individually and with others, in the operation and maintenance of wastewater treatment plant, machinery and equipment according to approved performance standards for which the operating unit is responsible.  This includes functions such as treating wastewater, clearing and maintaining treatment plant facilities, wells, pumping stations and equipment, tanks, performing preventative maintenance and repair work, and otherwise completing assigned work.  Performance is subject to review according to the City’s personnel plan through observation, reports and the results achieved.
