Treatment Plant Operator

The Town of Kittery has an immediate opening for a Treatment Plant Operator.  This position offers a full-time 35-hour work week, Monday through Friday from 7:00 a.m. to 2:30 p.m.  The pay rate for this non-exempt, union position is $28.70 per hour.  This position is eligible for medical, dental, life insurance, short-term disability and retirement benefits.

The purpose of this position is to perform a variety of services necessary in the operation and maintenance of the collection system and treatment facility.  This position reports to the Superintendent and/or the Chief Plant Operator.  Duties include, but are not limited to:  maintaining pumps, maintaining sewer lines, dewatering sludge, performing inspections, performing laboratory tests, providing general trades assistance, analyzing data to make operational changes, and performing additional tasks as assigned by the Superintendent.

Essential Duties and Responsibilities

The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Tends pumps, conveyors, dewatering equipment, blowers, chlorinators, mixers, fine screens, and/or other equipment used to treat wastewater; observes gauges to determine lubrication of equipment; analyzes charts, flow meters, and the SCADA system to detect equipment malfunctions;
  • Removes obstructions, such as coarse materials from bar-screens, to accelerate influent through initial screening process, scour tank walls and floors, enters confined spaces using OSHA approved methods to make repairs and remove debris;
  • Maintains sewer lines throughout the town; lifts/raises manholes; provides general maintenance to plumbing, HVAC, electrical, and other trades, as needed; performs general maintenance on vehicles and other machinery, as necessary;
  • Performs laboratory analyses as needed;
  • Provides general landscaping, painting, snow removal, and other services, as needed;
  • Utilizes various machines and equipment in the delivery of service, such as jet-rodders, generators, portable pumps, plow trucks, loaders, hand tools, drills, saws, plumbing tools, and electrical tools;
  • Reviews and receives various reports, documents, and forms, including pump station flow charts, work records, daily lab data, maintenance records, inspection reports, vehicle records, and assorted logs;
  • Must be on twenty-four (24) hour/day standby for emergencies on a rotating basis one week (seven consecutive days) at a time; Additional compensation is provided;
  • Responds to adverse weather conditions and other emergencies when called to provide for the continued operation and protection of facilities;
  • Follows employee, facility, and equipment safety procedures. Participates in training programs and activities and develops knowledge of proper facility and equipment.

Essential Knowledge, Experience, Skills and Abilities

  • High school diploma or GED required, with experience in maintenance, wastewater treatment, biology, environmental science, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position;
  • Must possess or be able to obtain a State of Maine grade 2 wastewater operator’s license and attend continual education and training to maintain wastewater license certification;
  • Excellent verbal and writing skills; ability to communicate effectively and in an appropriate professional manner, and to convey or exchange professional information;
  • Ability to interact with people (i.e., staff, public, and elected officials) beyond giving and /or receiving instructions;
  • Ability to utilize mathematical formulas, and to understand a variety of professional, technical, and administrative documentation, directions, regulations, instructions, methods and procedures;
  • Ability to produce reports that are accurate and complete;
  • Ability to use a computer and/or tablet to monitor the facility’s SCADA system;
  • Must possess appropriate driver’s license.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 Oversees and participates in investigations of water quality including but not limited to changes
from source to tap, water treatment methods, response to contamination events, water
operations, water sampling and testing, etc.
 Monitors source water reservoir water quality and hydrologic trends.
 Monitors and models reservoir water quality parameters to provide predictive information to
Operations regarding applied dose, disinfection effectiveness as determined by CT
(concentration and time using chlorine, ozone, or other disinfectants), and IT (intensity and
time using ultraviolet radiation).
 Monitors and models disinfection residuals throughout the distribution system and provide
support in determination of applicable dose and determination of decay rates.
 Verifies required CT and IT to meet inactivation requirements. Reviews and verifies methods
for calculation and validation of CT and IT compliance.
 Uses forecasting tools for predictive analysis related to treatment doses required for
compliance, including DBP formation, lead and copper, nitrification, etc. Assists Operations by
recommending chemical and/or dose changes.
 Manages overall Contaminant Monitoring System (CMS) program including: maintenance,
system growth, staff oversight, staff training, data monitoring, and response procedures.
 Reviews and recommends new sensor technologies, data transfer, processing, and visualization
technologies, and data communication technology for applicability to the CMS network, and
provides budget information needed to maintain and expand the program.
 Reviews and verifies that current standard operating procedures and training materials are
updated for improved efficiency, readiness, relevance, and applicability, and that staff are fully
trained to perform required duties.
 Provides management over staff activities, conducts performance assessments, develops annual
budget needs, supports procurement processes for necessary supplies and equipment, and
manages outside contracts including development of scope, specifications, and awards.
 Participates in MWRA/ Department of Conservation and Recreation (DCR) Reservoir
Operations Committee to provide expertise as related to water quality concerns within the
reservoirs as well as the watershed.
 Manages reservoir monitoring programs to study the fate and transport of potential contaminant
releases, and investigates and proposes treatment modifications to Operations for contaminants
that may reach the system intakes.
 Assists in the development and evaluation of emergency response plan procedures.

SECONDARY DUTIES:
 Works with and coordinates activities of outside vendors and contractors as needed.
 Verifies that all work performed by direct reports utilize proper work order management and
that such activities are appropriately documented and reported.
 Utilizes internal and external notifications and maintenance alerts to schedule necessary
maintenance in a timely manner.
 Perform related duties, as required.

MINIMUM QUALIFICATIONS:
Education and Experience:
 A Bachelor’s degree in water quality engineering, chemical engineering, chemistry, or other
related field is required; a graduate degree is preferred; and
 At least seven (7) years of work experience in the identification, investigation, and/or
resolution of water quality issues,
 of at least three (3) years of were in a managerial, supervisory or project management capacity;

 Demonstrated ability to gather, analyze, and present technical information.
 Demonstrated ability to lead multiple project teams through planning, organizing, directing,
training, and assigning duties to subordinates.

SPECIAL REQUIREMENTS:
A valid Massachusetts Driver’s License required.
A valid Massachusetts Grade II Water Treatment License; or the ability to obtain within one (1) year.
Participates in an on-call rotation to monitor and respond to water quality alarms and implement
Consequence Management Plan response as appropriate.

Springfield Water and Sewer Commission (SWSC) is seeking an entry-level engineer to join its Engineering and Technical Services Department which is currently a team of 10 Engineers and Project Managers. SWSC was established in 1996 as an independently operated and managed regional water and wastewater utility that provides retail and wholesale water and sewer service to approximately 250,000 customers across multiple communities in the lower Pioneer Valley. Requirements:
Members of the Engineering and Technical Services Department are Civil or Environmental Engineers who have knowledge of the principles and practices of civil and environmental engineering. For the entry level Engineer position, we have a preference for candidates with a knowledge of water and wastewater engineering and construction focused on hydraulics of water distribution systems, sanitary sewer collection systems, and storm water systems, including:

Key duties:

Engineering positions include work in an office environment as well as work in the field and the successful candidate must be able to navigate terrain typical for watersheds, reservoirs and rivers, construction sites, and treatment plants. The Engineering Department is based in Agawam, MA, but engineers are required to be in the field at project sites in Springfield, Ludlow, and other Western MA locations. This is an in-person position (no remote work).

Hiring salary range for entry level Engineer is $71,000-$74,000
