The MWRA is looking for a Manager, Combined Sewer Overflow Programs (CSO) that manages all aspects of MWRA’s Combined Sewer Overflow (CSO) Program including the development of a Long-Term Control Plan, coordination with member communities and regulatory agencies, outreach to stakeholders, environmental permitting, oversight of project development, and the program’s capital budget. This position works under the general supervision of the Director, Environmental and Regulatory Affair. They would exercise direct supervision of the assigned unit including a Program Manager and directly manages consultants.

 

This position:

·         Oversees the development of an Updated CSO Control Plan for CSOs discharging to the Charles River and Mystic River/Alewife Brook watersheds. This includes leading the development of a Financial Capability Assessment, review of water quality and hydraulic modeling, and the development of a Use Attainability Analysis for the watersheds and development of future Water Quality Standards Variances. Ensures that the planning, evaluation, and development of new projects are in compliance with any local, state, or federal requirements/policies.

·         Coordinates with other Departments on compliance and reporting requirements associated with MWRA’s National Pollutant Discharge Elimination System (NPDES) permit for the Deer Island Treatment Plant, MassDEP’s Sewer Notification regulations, and other relevant permits, programs, and regulations.

·         Oversees the work of staff and professional engineering consultants, including all work products, to ensure adherence to budgets, schedules, quality of outputs and compliance with scope of services and contract terms

·         Recommends and develops agency, program, or department policy by analyzing all pertinent issues and information regarding the impact of proposed policy on the provision of services to clients, consumers, or the general public and by determining the resources necessary to implement such policy.

This position requires Bachelor’s degree in environmental science, public administration, science, engineering, or related field required. An advanced degree in public administration, law, environmental science, or related field preferred and an understanding of wastewater system operations and engineering as acquired by at least eight (8) years of experience. This includes at least four (4) years experience in a managerial or supervisory position or any equivalent combination of education or experience. Additionally, they should have thorough understanding of CSO systems, including hydrology, hydraulics, sewer and stormwater systems design, and stormwater management practices.

Salary: $148,000.00 – $168,000.00 Annually Work Schedule: Monday through Friday 8:00am – 4:00pm *May be eligible for up to 50% telework after an initial waiting period. *This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.

The MWRA is looking for a Manger, Operations (Wastewater) to manage the 24-hour operations of wastewater operations facilities, including wastewater pumping stations, combined sewer overflow facilities, and headworks facilities. They will manage the shift operations activities of assigned personnel to ensure efficient and effective operation of all wastewater facilities to optimize performance and meet permit requirements. They are required to be part of an on-call rotation for emergencies and wet weather, 24 hours a day, 7 days a week.

This position:

·         Establishes and updates operational procedures in accordance with control strategies. Works with SCADA and Operations Engineering staff to implement the wastewater facility SCADA changes.

·         Plays an active role in capital project design, construction, and startup activities. Participates in the preparation of performance certification criteria and evaluation reports.

·         Oversees personnel management and staff hiring for the department. Ensures that major initiative and policy changes are properly communicated to all staff. Identifies organizational needs and proposes re-organization plans to address changing needs.

·         Manages the department’s safety programs, maximizing employee involvement, supporting the Authority-wide safety program, and making inspections. Acts as liaison to the Manager, Occupational Safety and Health. Immediately notifies Occupational Safety and Health of any safety issues or risks that need attention.

·         Oversees development, periodic review, and updating of SOPs and Facility Operations and Maintenance (O&M) manuals, and ensures all staff are properly trained.

·         Oversees budget management for Wastewater Operations. Ensures that budget resources are allocated appropriately between units. Monitors spending and ensures budget compliance.

·         Manages successful administration of collective bargaining agreement provisions to maintain harmonious labor management relations. Participates in grievance resolution, collective bargaining and contract negotiations. Serves as Step I hearing officer. Hears disciplinary actions.

 

This position requires a Bachelor’s degree in civil or environmental engineering, or related field. This position also requires a thorough knowledge of planning, operations and maintenance of wastewater utilities as normally acquired through at least eight (8) years of experience in a wastewater facility, of which a minimum of four (4) years must be in a management or supervisory capacity. Experience in operating large wastewater facilities is preferred. A driver’s license and a Massachusetts Grade IV Wastewater Treatment Plant Operator’s license is required.

Salary: $150,800.00 – $168,362.00 Annually Work Schedule: Monday – Friday 7:00am – 3:00pm. This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work.

General Duties:

Additional Duties:
Operates plant machinery, including special gates, valves, engines and pumps relating to the control of flows and chemical treatment of water.  Operates and performs relatively complex maintenance on mechanical and electrical equipment, including pumps and switchgear, power generator equipment, chemical feed pumps, jet flash mixer, instrumentation systems and related equipment.  Assists in the cleaning of tanks and facilities related to water treatment and residues.

Observes variations in plant operating conditions and performs process control adjustments under the direction of the Chief Operator, the Water Treatment and Pumping Supervisor or Level II Water Treatment and Pumping Operators. Conducts water quality sampling and performs routine or specialized laboratory analyses as directed.  Performs custodial functions and other related work as required or assigned.  May be subject to rotational shift work as assigned and emergency calls.

QUALIFICATIONS

Knowledge, Skills and Abilities:
Knowledge of machinery operation and maintenance techniques; good knowledge of computers, mathematics, chemistry and related physical sciences; good knowledge of repair procedures of motors, pumps, power generators and related operational equipment; basic knowledge of electricity and electrical operational requirements.  Ability to understand and follow complex oral and written instructions; ability to prepare, perform, and evaluate mechanical and laboratory test readings.  Ability to assist with the completion of records and written reports, including State of Connecticut forms and documents, Ability to be promoted to a Level II Water Treatment and Pumping Operator upon obtaining the necessary years of experience, certifications and acceptable performance reviews.  Ability to establish and maintain effective working relationships with fellow employees, municipal officials, and the general public.

MINIMUM QUALIFICATIONS:
High school diploma or high school equivalency diploma supplemented by one (1) year of demonstrated experience involving the operation and maintenance of equipment of the type predominant in water supply and treatment; or a technical high school diploma with demonstrated career and technical education related to electronics technology, electrical, plumbing, HVAC, or water supply and treatment activities and operation; or completion of a program in water management.

Special Requirements:
A State of Connecticut Department of Public Health Class I or higher Water Treatment Plant Operator certification (WTP I), and completion of a program in water management or the ability to obtain both within twelve (12) months from the date of hire.

The probationary period may be extended up to an additional six (6) months for up to eighteen (18) months total in order to obtain the requisite State of Connecticut Department of Public Health Class I Water Treatment Plant Operator certification and completion of a program in water management.  Must maintain the WTP I certification in good standing.

Must possess and maintain a valid State of Connecticut motor vehicle operator’s license.

Typical Responsibilities Include:

  • Coordination and Communication: The Lead Operator will actively coordinate and communicate with client representatives and contractors. You will work closely with all parties to ensure effective system operation and optimization.
  • Hands-on Work and Reporting:  You will be responsible for all aspects of the daily operations at the Rotating Biological Contactor (RBC) Wastewater Treatment Facility including Client and Compliance reporting

What will you need to succeed?

  • Certification: Applicant must have a Massachusetts Wastewater Treatment Plant Grade 5 Certification.

  • Computer Proficiency: Proficiency with computers (Excel, Word, HACH WIMS, etc.), including report generation.

Under general supervision, plans, organizes, schedules, supervises and participates in the operation and maintenance of a Wastewater Treatment Plant, biosolids processing facility and sewer pump stations.

Essential Job Functions

Plans, assigns, supervises and participates in the operation and maintenance of the Wastewater Treatment Plant, biosolids treatment facility and sewer pump stations. Operates in accordance with employee labor contracts.

Monitors, makes recommendations and adjusts various unit treatment processes to maintain compliance with regulations or to improve water quality.

Responsible for implementing and maintaining a program to maintain the accuracy of all primary measuring devices, analytical equipment, telemetry systems, metering pumps and System Control and Data Acquisition (SCADA) system.

Performs mathematical calculations to maintain appropriate treatment level and adjusts equipment that treats wastewater or biosolids.

Troubleshoots malfunctions with all equipment needed to treat or transport wastewater or biosolids; investigates water quality problems/complaints, makes appropriate adjustments.

Assists in evaluation and analysis of existing operations to determine effectiveness, maintains water quality records required by State or Federal regulations, and records data needed to evaluate operational or maintenance functions.

Operates process control computer system and related hardware. Operates and maintains software required to monitor control and maintain operations.  Implements a preventive maintenance program for assigned facilities.

Evaluates and interprets water quality or source control data and makes corrections or initiates use of new approved treatment methodologies.

Trains personnel in proper operations, maintenance and safety procedures, assists in establishing and maintaining emergency plans, and in formulation or revisions to standard operating procedures.

Maintains inventory of water quality and all associated material for assigned facilities.

Prepares technical specifications for contract services, equipment or materials.

Operator/ Wastewater Specialist

Full time, benefited position
Technical and highly responsible work in the operation and maintenance of a large Water
Pollution Control Plant (WPCP), Water Supply & Treatment Facilities (WS&T), and
water/wastewater pumping stations. Responsible for instructing, directing, and setting up for a
group of employees in the operation of the water/wastewater facilities. Operates water and
wastewater treatment, sludge processing, and chemical feed, pumping and disposal equipment.
Five or more years of responsible wastewater treatment plant operations and maintenance experience.
Familiarity with the operation methods, materials, equipment. High School or trade school diploma
required; Associates Degree with a concentration in environmental science or related field preferred.
Shall have completed a minimum of 20 class hours in technical courses or workshops related to the
wastewater field, engineering, water quality or mechanical or control systems field; or a combination
of education and experience.
This position requires a 5C Massachusetts Wastewater License. The
City is offering a $8,000 sign on bonus. The first installment of $4,000
will be upon completion of the 90 day probationary period, and the
second installment of $4,000 will be disbursed upon 1 year of service at
the city’s Water Pollution Control Facility.

Overtime hours are required on alternating weekends and staggered holidays.
Must possess valid Massachusetts Class B Operator’s License (CDL) with Air Brake
Certification or able to obtain; HEML Hoisting license or able to obtain. A grade 5C license
from the Massachusetts Board of Certification of Operators of Wastewater Treatment Facilities
in order to operate all city wastewater treatment facilities.
Must successfully pass CORI/ SORI checks; must have an acceptable driving record and be
insurable under city’s policy; must pass pre-employment physical and drug screen pursuant to the
DOT Regulations.
Salary Range $52,707.20- $65,249.60 DOE
