The MWRA is looking for a Director, Environmental Quality Operations to direct the collection and analysis of wastewater and environmental quality data to provide guidance to Wastewater Operations, Toxic Reduction and Control (TRAC), and Residuals. Directs the review of wastewater treatment processes and targets and the monitoring of compliance with all National Pollutant Discharge Elimination System (NPDES) permits. Tracks new Clean Water Act (CWA) and other relevant regulations, working with professional and regulatory groups to furnish comments, and provides implementation guidance to ensure compliance with new regulations. Oversees the implementation of the requirements within NPDES permits for MWRA’s water and wastewater facilities.

Some of the work includes; provides intra-divisional coordination with users of wastewater treatment performance and harbor and outfall monitoring data and laboratory services so that data analysis and recommendations for division operation and capital project decisions are available to the division managers and the Executive Director; oversees the management of the database of harbor and outfall monitoring. Reviews wastewater data quality; chairs the NPDES steering committee (an interdepartmental MWRA committee) that coordinates MWRA NPDES activities; reviews and comments on state and federal environmental regulations, such as Massachusetts Surface Water Quality Standards and the Sewage Notification Regulations; review new wastewater or storm water regulations and impacts to MWRA facilities and operations (e.g., upcoming Residual Designation Authority (RDA) requirements); coordinates data reporting and tracking of contaminants of emerging concern in wastewater (including TRAC, Wastewater Operations, and Biosolids). Assists with implementation of compliance programs related to contaminants of emerging concern; analyzes monitoring data and prepares and presents results to Authority staff, the Board of Directors, state and federal regulatory agencies, the academic community, environmental advocacy groups, and the general public; oversees the harbor and outfall monitoring program as required in MWRA’s NPDES permits and Combined Sewer Overflow (CSO) variances and to measure the effectiveness of MWRA programs including the long-term CSO control program and wastewater treatment.

This position requires analytical and research skills through a Master’s degree in chemistry, biology, environmental sciences or related field and at least 10 years of experience in developing and evaluating environmental research programs and budgets; and applying technical information to wastewater treatment and pollution control; of which at least 5 years were in a supervisory or managerial capacity or any equivalent combination of education or experience.

Salary: $158,000 to $186,368/yr. May be eligible for part-time telework. This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.

Makes recommendations for treatment changes and adjustments; directs reservoir operations relating to algae control; oversees staff participation in the start-up of new facilities, including development of facility handbooks, Standard operating procedures (SOPs), Operation and Maintenance (O&M) manuals and training programs; directs the resolution of community or public drinking water quality complaints. Oversees timely notification and participates in emergency response for drinking water quality incidents; informs various groups regarding departmental activities. Provides regulatory agencies and the public with requested information in a professional and timely manner; provides assistance to other departments as directed for the review or development of environmental research and monitoring programs.

·         Ensures compliance with all procedures for Laboratory accreditation including participation in regulatory inspections.

·         Prepares reports and provides data in a form suitable for routine process review.

·         Performs duties of Chief Plant Operator in his/her absence when requested by management.

Education/Experience/Background:

Key Responsibilities:
System Operation: Operate and monitor wastewater treatment systems, including pumps, filters, reactors, PLCs, chemical dosing systems, and monitoring instruments, to ensure effective treatment processes.

Qualifications and Requirements:

Position Purpose:

The Project Manager III is responsible for planning, organizing, and managing the daily operation, maintenance and testing of large / complex water and/or wastewater systems, public works and or multi-sites. Primary Duties/Responsibilities:

Manages daily operation and maintenance and ensures compliance with operational, QA/QC, safety, environmental, and performance metrics. Typically works through Operations, Maintenance and/or Lab Supervisors to ensure that plant resources are being utilized to achieve project objectives. Teaches cost control and provides effective counsel/direction, especially where corrective actions are needed.

Works with HSE and training team to ensure that all personnel receive safety and process training. Coaches and counsels supervisors and leads to improve technical skills and interpersonal, supervisory and problem resolution skills. Works to identify and provide opportunities for the team to learn new skills and techniques.

Administers labor agreements to ensure compliance and effectively deal with representative labor union(s).

Reviews and evaluates water reports, records, logs, and graphs to confirm adequacy of present and projected water needs. Ensures that uniform monitoring and recordkeeping are performed facility wide. Prepares reports concerned with chemical and bacteriological analyses of water for administrative purposes and regulatory agencies.

Administers client contracts to ensure compliance and customer satisfaction and prompt identification and client notification of scope changes.

Performs all baseline client relations duties, including preparation and presentation of progress and special reports.

Participates in client meetings, special award programs and handles resolution of client service problems in a professional manner.

Assists with the preparation and/or review of reports to regulatory agencies and assists with public relations duties as necessary.

Develops site objectives in conjunction with Area Manager and assists managers and supervisors in developing goals and activities in their respective areas in order to meet overall business objectives. Establishes the standards, guidelines, and objective measures to monitor progress. Implements process improvements, new concepts, technologies, and practices.

Evaluates employee performance, matches abilities and job requirements, and capitalizes on talents to effectively meet business objectives. Ensures that business initiatives and progress toward goals are effectively communicated to employees.

Proactively manage safety, plant appearance and environmental issues and ensures compliance with Federal and State standards including Hazardous Waste Disposal and Air Quality Standards. Ensures that issues are identified and addressed, and elevated if necessary, in a timely manner.

Maintains an up-to-date plan of action to be taken in the event of emergencies such as machine, equipment, or power failure, or need to release dammed water to affect flood control. Manages emergencies in an effective manner.

Qualifications
Education/Experience/Background:

Degree in Business or Engineering or equivalent related experience with completion of an accredited management course.

At least seven years progressive management experience within a water/wastewater treatment environment with thorough knowledge of the methods, techniques, principles, and practices of water/wastewater treatment, water distribution and wastewater collection. Supervisory experience of 10 or more employees is highly desirable. Internal management experience preferred.

Knowledge/Skills/Abilities:

Highest level of certification as a water/wastewater operator required by site. If from another state, must achieve certification within one year of appointment to Plant Operations Manager.

Lab experience for permit testing requirements.

Demonstrated leadership ability and ability to manage resources (personnel, equipment, materials, facilities, funds, and reputation).

Knowledge of Process/Operations Management, QA/QC procedures, Safety, Environmental and Facilities/Capital.

Equipment Management. Demonstrates above average expertise in at least one of the key areas of general knowledge.

Ingenuity and initiative are required to coordinate problem resolution, resolve conflicting priorities and to meet assignment deadlines within a team environment.

Demonstrated ability to make decisions with careful consideration of the merits of alternative choices, to draw conclusions, resolve disputes and exercise judgment forthrightly and unambiguously.

Supervision Exercised:  As a designated supervisor, directs and coordinates tasks performed by one or more employees of same or a lower grade, or other assigned personnel by assigning tasks, inspecting work or keeping equipment in order.

Required Knowledge, Skills, and Abilities:  Considerable physical strength and stamina, including working outside in inclement weather; strong ability and aptitude to understand written and oral instructions; good knowledge of wastewater collection system and its appurtenances; thorough knowledge of processes and materials used in construction, operation and maintenance of sanitary sewers; considerable ability to operate mechanical equipment required in assigned operation; ability to direct the tasks performed by others and to maintain accurate and up-to-date files and records; strong ability to establish and maintain effective working relationships with fellow employees, other municipal employees, the general public, and vendors and contractors; good skill in performing assignments in a thorough and dependable manner; good ability to learn and apply new skills and to adapt to new methodologies and technology, including computer skills applicable to CCTV inspection of sanitary sewer mains.

Qualifications:  High school, trade school or vocational school diploma or high school equivalency diploma, plus three (3) years employment in a field related to sanitary sewer construction, operation or maintenance (installation and maintenance of sanitary sewer, water main, storm drain or natural gas pipelines) or one (1) year of training in a skilled trade substituted for one (1) year of experience up to two (2) years plus a minimum of one (1) year employment for a sewer utility or in the construction field with work experience in the installation and maintenance of pipelines, or an equivalent combination of experience and training. NEWEA (New England Water Environment Association) Collections System Certification Grade II or higher preferred.

Special Requirements:  Must possess and maintain, or have the ability to obtain within six (6) months of appointment as a condition of employment a valid State of Connecticut Class B commercial driver’s license (CDL).

Environmental Specialist III – UIC/SSP for the Division of Water Quality Management

Wouldn’t you love an opportunity to travel the beautiful State of Maine and get paid to do so?

This is primarily a field position and is responsible for the compliance, monitoring, and inspection of potential underground injection control wells (UIC), sand-salt piles, and snow dumps throughout the state. Duties include registration of UIC wells and sand-salt piles; conducting and documenting inspections of floor drains, pipe integrity, site location of sand-salt piles and snow dumps; complaint investigations; review of applications; data reports and plans; maintenance of the database and electronic and paper files; provision of technical assistance to the regulated community and the public; collaborating in related Department licensing and enforcement activities; and collaborating with other Departments with overlapping regulatory authority. State-wide travel using a State provided vehicle is expected.

The ESIII participates in the development of Division of Water Quality Management-related policy and procedure guidance and action plans as they apply within the scope of compliance activities.  This position prepares several reports throughout the year for both the Department and in accordance with the Performance Partnership with the United States Environmental Protection Agency.  In addition, this position assists to fulfill Freedom of Access Act requests and may need to provide data to the Division Director for reporting in the Maine Priorities and Commitments reporting via the Commissioner’s Office.
