Performs a variety of maintenance requiring knowledge of plumbing, pipefitting, electronics, welding, small-engine repair and other skilled trades.  Operates a variety of tools and equipment in the maintenance and repair of machines and equipment. Completes work orders and paperwork regarding daily maintenance duties. Works with other plant and NBC staff in the maintaining and repair of plant and facility equipment, such as operators, electricians, proces monitors, instrumentation technicians and others as appropriate. High school or GED required. One year of general maintenance experience.  Must possess a valid driver’s license in good standing.  Grade I wastewater Operator License is required within one year of employment.

Under the general direction of the Water Pollution Control Authority Bureau Chief, or designee, the Shift Foreman performs supervisory work in conjunction with the hands-on operation and maintenance of the Water Pollution Control Facility and collection system.  The incumbent may work days, evenings, nights, and weekends.

The minimum qualification requirements for application are graduation from an accredited high school plus five (5) years of progressively responsible experience in the operation of a wastewater treatment plant. ACCEPTABLE EXPERIENCE AND TRAINING:  Three years’ experience in the operations and maintenance of wastewater treatment plants; Completion of a high school diploma or G.E.D., preferably supplemented by college level courses in a related scientific field.

The Superintendent of Water and Sewer is in charge of both the Water and Sewer Enterprise Systems. The position is responsible for the City’s waste water collection system and water distribution system in its entirety. The Superintendent must ensure that the City receives quality drinking water, must meet all of the guidelines/mandates of the MWRA, DEP and other governmental agencies. The incumbent must maintain proper sewer discharge and storm water discharge throughout the City. Employee is required to perform all similar or related duties.

Ensures public health and safety through the responsible provision of adequate fire protection, potable water and proper discharge of sewerage.
Ensures compliance with all State, Federal and local mandates and standards of operation of local water/sewer systems.
Serves as liaison between, and primary contact for, State and Federal regulatory agencies and the Water/Sewer Departments.
Secures all available funds/grants/loans in order to ensure compliance with all State, Federal and local mandates and standards of operation of a local water/sewer system.
Supervises the construction, operation, metering and billing of approximately 15,000 customer accounts.
Oversees the lead service replacement program as mandated by DEP.

Prepares reports on an annual or other basis as required by DEP.

·        Bachelor’s degree in civil engineering with master’s degree and/or Massachusetts PE registration preferred., and five to seven- (5-7) years of managerial experience with water and sewer systems.; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions.

·        General knowledge of the City’s water and sewer infrastructure and treatment system; extensive knowledge of how the City operates both historically and politically.

·        Ability to meet and deal with the public effectively and appropriately; ability to handle problems and emergencies effectively; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to maintain confidential information; ability to maintain, manage, and organize records; ability to deal appropriately with City employees, City officials and the disgruntled members of the general public.
