The MWRA is seeking a Program Manager, Environmental Compliance and Monitoring responsible for supporting environmental monitoring and reporting to ensure compliance of MWRA facilities with Clean Water Act regulations, and the National Pollution Discharge Elimination System (NPDES) program in particular.  This position also provides technical guidance to and coordinates with regional environmental regulatory and advocacy organizations to address MWRA policy and planning issues that pertain to recreational water quality, including but not limited to TMDLs, water quality standards, recreational beach and watershed management, urban runoff, wastewater and CSO policy.   Other responsibilities include: overseeing staff preparation of compliance reporting; reviewing and providing interpretive guidance on state and federal water quality regulations; coordinating NPDES program activities with other MWRA departments and staff; providing guidance in formulating policy on environmental compliance issues; assisting in interdepartmental coordination of facility operations and NPDES compliance activities and maintaining current knowledge of environmental science and technology in order to recommend appropriate research and monitoring.

 

This position requires a Bachelor’s Degree from an accredited university or college in microbiology, public health, environmental science, sanitary engineering or related field, and knowledge of wastewater treatment processes and NPDES permit requirements as normally acquired through seven (7) to nine (9) years of experience of which a minimum of three years in a supervisory or managerial capacity. Knowledge of Laboratory Information Systems (LIMS), MS Office Suite including Project Outlook, and Oracle is required.

 

Completion of EPA NPDES Permit Writer’s Course required within 6 months.

Grade 4 Wastewater Treatment Plant Operator-in training license preferred.

 

Salary Range:   $83,600 – $112,900

Water Distribution and Wastewater Collection System Technician

Town of Ayer, Massachusetts is seeking a self-motivated, highly qualified applicant for the new position to operate and maintain the Town’s water distribution and wastewater collection systems.  This person will assist in maintenance and upgrade of Town’s water distribution and wastewater collection systems.  Duties will include:

·  Perform hydrant inspections, manhole inspections, valve and hydrant exercising and flushing.

·  Inspect sewer and positive storm drain lines with closed circuit television equipment.

·  Excavate, inspect, flush, clean and repair wastewater mains and lines.

·  Locating  and marking of water and sewer pipes for Dig-Safe mark-outs

·  Operate various types of equipment including large trucks and medium-sized construction equipment such as rodding machines, sewer jetter, front loader, and dump truck to remove roots, grease, grit and debris that clogs sewer lines and drains.

· Respond to emergencies involving wastewater overflows and stoppages; restore service.

Candidate must have a High School Diploma or equivalent, must have a general knowledge of maintenance, inspection and operation of water and wastewater pipes and structures. Candidate must have the ability to operate electronic meter reading equipment.

Other requirements include CDL B, Massachusetts Hoisting License, Distribution 1 Water License, NEWEA Collection System Operators Certification or the ability to obtain within the first 6 months of employment.

This is a union position with a rate of pay of $23.80 per hour.

NEIWPCC – IEC District Intern, Summer 2016

The New England Interstate Water Pollution Control Commission (NEIWPCC) and the IEC District seek a Summer Intern to assist with water quality monitoring surveys in western Long Island Sound and the upper East River and with other work at the IEC District Staten Island laboratory.  Will participate in boat-based surveys and use portable monitoring equipment to collect field measurements and ambient water samples.  Assist with laboratory analyses of water samples, and preparation of bottles, coolers, equipment, and quality control activities. May also assist with IEC District’s inspection program related to municipal discharges, industrial discharges, pump stations, and dry-weather CSO and MS4 discharges.  If time allows, intern will assist with pre-inspection tasks and inspections, including sampling and analysis in the field. Position will require 15-30 hours per week.  Anticipated start date of June 13, 2016; will extend for 14 weeks until September 16, 2016.  Interviews will take place in February 2016.

The successful candidate will have a minimum 3 years of satisfactory progress towards a Bachelor’s Degree in the environmental sciences, biology, or loosely related field.  Demonstrated field and laboratory experience a plus, as well as experience with Microsoft Access and Excel, GIS software, and website maintenance.

Supervision Received:  Works under the direction of the Operations Manager of the Mattabassett District.

Supervision Exercised:  General supervision of operational employees on any specific shift.

General Statement of Duties:  Works with and supervises others during an assigned shift in assuring safe and efficient operation and maintenance of the wide variety of equipment and apparatus pertinent to wastewater treatment and sludge disposal operations; operates all necessary equipment pertinent to wastewater treatment including belt filter presses, vacuum filters, and incinerators and makes adjustments in operations as necessary; controls chemical feeding at all points; maintains and records distribution of sewage flow through the plant; regulates return sludge flow and waste sludge flow; takes readings of flow, temperatures, pressures, other operations; changes meter charts and records meter readings; keeps a daily log of shift activities; directs, supervises and trains subordinate employees in their assigned tasks; makes minor repairs and adjustments on equipment as necessary; does daily and shift lubrication, greasing, and oiling of all (such) equipment as required; does related work as required.

Minimum Skill and Ability:  Thorough knowledge and skill of the operation and maintenance of all sewage plant equipment and facilities; ability to keep operating records and to make detailed reports; ability to make minor repairs and adjustments on equipment; ability to get along with fellow workers; ability to assign, supervise, train, inspect and evaluate the work of subordinates; ability to assign, supervise, train, inspect and evaluate the work of subordinates; ability to follow and employ standard safety practices; considerable knowledge of modern wastewater practices and methods.

Experience and Training:  Graduation from high school or accredited technical school and four years of progressively responsible experience in the operation and maintenance of a sewage treatment plant and facilities or an equivalent combination of experience and training.  Must possess and maintain a Connecticut Class III Wastewater Certification.  Must maintain a valid Connecticut driver’s license.

Treatment Systems Operator III

Perform any combination of the following tasks to operate the wastewater treatment facilities such as the Leachate Pre-Treatment Facility, pumping stations, Leachate Collection and Conveyance Systems, Underdrain Treatment System, and OU-1 Pump and Treat System under the general supervision of the Treatment Systems Manager. Operate the activated sludge, SBR technology, treatment facility to control flow and processing of wastewater and effluent. Monitor gauges, meters and control panels. Observe variations in operating conditions and interpret meter and gauge readings and monitoring results to determine processing requirements. Interpret daily laboratory results and make process changes as required. Operate valves, start and stop pumps to control and adjust flow and treatment processes. Extract samples and perform all routine laboratory tests and analyses. Perform routine maintenance on all treatment system equipment and custodial duties and related duties as required.  Lead the activities of lower-level operators.

The incumbent performs the daily operations of the assigned facilities, must produce quality, accurate work and be able to detect and correct errors; use sound judgment to act decisively; assess problems and evaluate alternative solutions; comply with all health and safety procedures, and carry out the policies and objectives of RIRRC. Evaluate laboratory data and make necessary process control adjustments to meet treatment goals and effluent requirements. Troubleshoot process changes and upsets and make corrective adjustments based on trends analysis and influents changes.

OPERATIONS

·       Assist in all daily wastewater treatment operations.

·       Operate and maintain all equipment necessary to ensure the proper operation of the treatment plant, pump stations, underdrain treatment system, and the OU-1 pump and treat system, and other systems as assigned.

·       Must follow established written procedures to perform standardized or routine tasks.

·       Record all monitored data and personal observations on a daily basis.

·       Make daily rounds of the treatment facilities and grounds.

·       Receive hazardous materials (chemical deliveries) and completes appropriate paperwork.

·       Respond to alarms or operational problems at all facilities and take corrective action based on defined procedures or manager’s direction.

·       Perform ground maintenance work such as snow removal and landscaping at all treatment facilities.

·       Perform routine janitorial duties and cleaning of the lab and locker room areas as well as other treatment facilities.

LABORATORY

·       Involves technical and practical work in carrying out process control sampling and testing.

·       Collect samples for analyses.

·       Perform analyses in the onsite process control laboratory in compliance with current approved methods.

·       Record all data for process interpretation.

·       Follow all and develop new quality procedures to ensure data accuracy.

·       Operate and properly maintain all laboratory equipment.

MAINTENANCE

·       Perform daily routine maintenance on all equipment associated with the treatment plant and other facilities’ processes.

·       Record any and all repairs of equipment, as applicable.

·       Report to the Manager any parts that were used and inventory current stocks.

·       Perform other duties as required and assigned.

·       Generate work orders from SCADA system as required.

Minimum Requirements

·       High school or GED required.  Certification or Associate’s degree in the wastewater field, environmental sciences, or other technical field preferred.

·       Minimum five years demonstrated experience operating and maintaining activated sludge wastewater treatment facility, pumping stations, or similar experience, including demonstrated leadership/supervisory capability.

·       Experience in the use of analytical laboratory equipment, methods, and procedures preferred.

·       Knowledge and experience in collection system operation and maintenance, work zone safety; operating pumps, gauges; and other common industry tools.

·       Ability to follow simple verbal and written instructions on all equipment.

·       Intermediate math skills, including decimals, fractions, performing calculations such as percentages and ratios.

·       Logical thinking and analysis skills to detect and correct errors.

·       Able to be on call and on a rotating on call system.  Must be able to respond to alarm calls within 30 minutes when on call.

·       Must possess a valid driver’s license.

·       Must possess a valid state issued wastewater operator’s license Grade II or higher.

·       Read, write, and speak English.

·       Process proficiency with computers that includes the ability to work with SCADA System, Microsoft Office, especially Excel and Word.

·       Other computer and keyboarding (30 wpm) and mouse navigation skills as required to fulfill job requirements.

·       Ability to read and understand blueprints.

·       Strong verbal, written, and listening skills.

·       Ability to work collaboratively in a team environment.

Physical/Environmental Requirements

Some work performed in usual office conditions with some exposure to occupational or environmental hazards.  The primary duties of this position are performed in all areas of the treatment systems and outdoor environment with adverse weather, possible exposure to chemicals and materials, exposure to raw leachate/wastewater, working in confined spaces and in traffic zones.  Must be able to lift/move/carry up to 50 lbs.  Must be able to operate keyboard/mouse and computer; walk/stand, pull/push, and sit for extended periods of time.

Frequently required to use hands to finger, handle, or feel; reach with hands and arms; and detect odors. Ability to quickly move hands, hands together with arms, or two hands to grasp, manipulate, or assemble objects.

Ability to exert muscle force repeatedly or continuously over time involving muscular endurance and resistance to muscle fatigue, ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time without “giving out” or fatiguing, ability to quickly and repeatedly bend, stretch, twist, or reach with body, arms, and/or legs.

Lab Technician

Apply a working knowledge of fundamental principles, terminology, and methodology to extract samples and perform laboratory tests and analyses. Execute field laboratory analysis, focusing on detail and critical measurements for volume and weight.  Perform routine maintenance on equipment, custodial duties, and related duties as required.  The incumbent performs the daily operations of the assigned facilities, must produce quality, accurate work and be able to detect and correct errors; use sound judgment to act decisively; assess problems and evaluate alternative solutions; comply with all health and safety procedures, and carry out the policies and objectives of RIRRC.

LABORATORY

·       Involves technical and practical work in carrying out process control sampling and testing.

·       Collect both grab and composite samples and perform routine in-plant lab tests as required.

·       Perform analyses in compliance with current approved methods.

·       Record all data for process interpretation.

·       Assists the plant operator in maintaining the system in compliance with permit requirements.

·       Follow all and develop new quality procedures to ensure data accuracy.

·       Operate and properly maintain all laboratory equipment and ensure that equipment is calibrated and functioning properly.

·       Accurately complete all essential quality assurance/quality control testing.

·       Maintain laboratory chemical supplies inventory.

·       Perform periodic routine and preventive maintenance on laboratory equipment .

·       Report to the Manager any supplies that were used and inventory current stocks.

 

OPERATIONS

·       Minimum two to four years demonstrated lab and analysis, including experience in the use of analytical laboratory equipment, methods, and procedures; working knowledge of laboratory equipment including pipets, scales, spectrophometer, microscope, and other typical lab equipment.

·       Knowledge and experience in collection system operation and maintenance, work zone safety; operating pumps, gauges; and other common industry tools.

·       Ability to follow verbal and written instructions on all equipment.

·       Intermediate math skills, including decimals, fractions, performing calculations such as percentages and ratios.

DEEP Certified WPC Operators preferred for semi skilled work in the operation of machinery and equipment in an 11.6 MGD advanced wastewater treatment plant.  Responsible for the safe, efficient operation of various types of power driven pumps, other plant equipment in connection with maintaining a 200 + mile collection system, treatment and disposal of industrial/residential wastewater.  Daily use of computers to monitor/operate plant equipment.
