The Town has an opportunity for an experienced Wastewater Operator to join the team at the Wastewater Treatment Facility.  The Wastewater Operator II position, referred to as the Chief of Operations, performs the duties of a foreman on a daily basis and is in charge of the treatment plant in the absence of the Wastewater Superintendent and Assistant Superintendent.  The position is responsible for process control of the entire plant, assigning operating staff to the liquid and solids handling systems, performing routine plant testing program and research work and providing the Superintendent and Assistant Superintendent with information on treatment status and process efficiency, as well as some administrative tasks as needed.

 

The ideal candidate will have a high school diploma or equivalent with additional course work as required by the RI Wastewater Board of Certification as well as a minimum of three (3) years of experience at a wastewater treatment facility as a plant operator holding a Grade II or higher State of RI Wastewater Operator’s License.  Candidates with a Grade III license are preferred.  Those without a Grade III license will be required to obtain one issued by the RI Board of Certification of Operators of Wastewater Treatment Facilities within twelve (12) months of hire.  In addition, the position requires a valid RI Driver’s license with a CDL Class B endorsement, and the successful candidate must hold, or have the ability to obtain one, within three (3) months of hire.  This position is considered essential, and must be available for all shifts and during emergency events.

The starting salary for this 40-hour/week Council 94 position is $46,806 or $22.50 per hour, and after successful completion of three month probation, increases to $49,792 or $23.93 per hour, and includes a full benefit package. The RI Department of Environmental Management’s Office of Water Resources is seeking a Professional Engineer to oversee a staff of engineers and scientists responsible for stormwater and flood control engineering reviews for all OWR land development permits and the issuance of Water Quality Certifications for other activities that may impact Waters of the State. Improving stormwater management is one of the most important water quality challenges for the Department and is an important component of most land development projects in the state – specifically to avoid flooding impacts and water quality impairments.

The supervisor will be responsible for important technical and policy decisions and maintaining the RI Stormwater Standards and Performance Criteria. This position is essential to the Department’s efforts to maintain the effectiveness and efficiencies of the Department’s regulatory programs.  Specifically, this position is responsible for ensuring that stormwater pollution control requirements are evaluated in a consistent manner through the permitting process and maintaining a high level of customer service.

The successful candidate will have a Master’s Degree in Civil/Environmental/Sanitary Engineering, Public Health, Environmental Health, Business or Public Administration, or related field and a current Professional Engineer license issued or recognized by the State of Rhode Island.

The preferred candidate will have 5-10 years of experience in a responsible position in administering a Federal or State program involving Civil/Environmental Engineering, Sanitation, or Public Health or an equivalent position in the private sector with a solid understanding of Federal and State Environmental Regulations related to land development and water quality. Knowledge of civil and environmental site development practices and stormwater design and operation practices is required. A strong understanding of hydrologic analysis and design including surface and subsurface hydrology and modeling preferred. Experience and understanding of IT systems preferred. Proven experience and capability in working with state and local water/wastewater agencies a plus.

Laboratory/ Pretreatment Technician

The Upper Blackstone Water Pollution Abatement District has an opening for a Laboratory/ Pretreatment Technician.  Qualified candidates will perform bacteriological and chemical tests and analysis and complete basic analyses in connection with wastewater treatment.  Duties will include collection of wastewater samples, preparing reagents and glassware, use of laboratory instrumentation and entering laboratory results into a database or spreadsheet program as well as assistance with industrial pretreatment activities.  Requirements:  An Associate’s Degree related to environmental science or related studies is required.  A Bachelor’s Degree is preferred.  Prior work in laboratory environment is required.  This is a full-time position – some weekends and holidays are required.

GIS and Pipe Inspection Data Analyst

JOB SUMMARY

A GIS and Pipe Inspection Data Analyst will support the ongoing operation, maintenance, and dissemination of data applications in the GIS environment with a focus on pipeline condition assessment data.

Using internal robotic pipe condition assessment data they read and interpret maps, manipulate and understand data, and manage data entered into a CCTV condition assessment and GIS database. As a GIS and Pipe Inspection Data Analyst, the main responsibilities include managing, organizing, storing as well as accessing the information of the company for its Project Management Team and customers.

This position of a GIS and Pipe Inspection Data Analyst will be office based and work is performed under direction of a Project Manager. Occasionally required work beyond normal office hours in order to meet deadlines and handle workload. Occasionally may be required to be in the field to collect data and information as necessary.

QUALIFICATIONS

1.     Minimum two-year college diploma in Geographic Information Systems, Computer Sciences, Engineering Technology, or equivalent

2.     3 to 5 Years’ experience and knowledge with GIS databases and editing using ESRI ArcGIS software

3.     Proficient personal computer skills including Esri ArcGIS, Microsoft Word, Excel, Power Point, Electronic Mail (Gmail) skills required

4.     Must have a current Class C Driver’s license consistent with Ted Berry Company standards and ability to drive company vehicle

5.     Current NASSCO PACP certification or the ability to gain certification in first 30 days of employment

Technical

1.     Responsible for the ongoing spatial data maintenance and dissemination, end user support and the generation of maps and other GIS reports used to map and report on buried infrastructure projects of the company and its customers

2.     Provide technical expertise related specifically to GIS and pipeline condition assessment databases for municipal infastructure

3.     Responsible for compiling and organizing GIS data from maps, databases, ect.

4.     Responsible for the collection of data in the field using Global Positioning Systems (GPS) units and working closely with field inspection technicians

5.     Responsible for the daily reporting and editing of municipal infrastructure data

6.     Ensure that quality assurance on new or revised data conforms to standard laid out in the GeoDatabase or any other applicable standard or policy

7.     Responsible for the conversion, import, in and out of the GIS systems and the CCTV inspection databases

8.     Prepare regular status reports and workload reports for the operations management team

ENVIRONMENTAL ANALYST

The New England Interstate Water Pollution Control Commission (NEIWPCC) and the Massachusetts Department of Environmental Protection (MassDEP) are seeking candidates for an Environmental Analyst (Circuit Rider) to provide critical assistance to both the Wetlands and Waterways (W/W) Program and municipalities. The Environmental Analyst will serve as a liaison between MassDEP and municipalities by providing outreach, training, and technical assistance on the effective administration of the Massachusetts Wetlands Protection Act (WPA) to local conservation commissions, consultants and applicants. Will conduct and participate in meetings (including some nights and weekends) with local boards, commissions, and conservation agents to assist interpreting regulations, policies and guidance. Will conduct training workshops and assist in making presentations at other forums that will provide an opportunity to explain the regulations, and will respond to requests for information from conservation commissions, the public, and other concerned parties.

 

The successful candidate should have a master’s degree in environmental studies, environmental policy, natural science, public health, earth science, biology, chemistry, related field, or three years of equivalent full-time work experience. Incumbent will have knowledge and experience with aspects of wetlands, wetland science, wetlands monitoring, and watershed management including knowledge of the Massachusetts Wetland Protection Act, the Massachusetts Public Waterfront Act, the Massachusetts Water Management Act and Title 5, and the Federal Safe Drinking Water Act. Excellent communication skills, both verbal and written, as well as a demonstrated ability to work effectively with scientists, engineers, and managers required.

Collection System Technician

 

Description

Operates equipment associated with the operation of a wastewater collection system such as sewer jet truck and all associated equipment, CCTV vehicle and all associated equipment, and service van. Performs sewer connection inspections and Call Before You Dig mark outs. Diagnoses basic collection system problems and takes corrective action per standard operating procedures. Reports and documents results of work performed and enter into appropriate database. Promptly reports any operational problems with equipment to Supervisor. Inspects collection system vehicles and all associated field equipment and becomes proficient at mechanical troubleshooting to determine repairs needed. Performs manual labor including cleaning equipment and facilities as required and properly disposes of waste according to safety and environmental policies. Operates vehicles, mobile equipment and material handling equipment for operational and maintenance purposes.

Qualifications

High school or GED with the ability to read, write and comprehend English (operational, process, safety and quality instructions) and the ability to interpret and record data.

Must be able to carry out verbal and written instructions with the ability to perform basic mathematical calculations.

Some vocational training and mechanical aptitude preferred, with the ability to read, interpret and record data from meters, gauges, computers and other equipment but would be willing to train.

Experience in a related position with experience, in a similar environment preferred, with working knowledge of the standard practices, common tools, materials, and occupational hazards and safety precautions of the trade but would be willing to train.

Should have the ability to diagnose basic and routine process and mechanical problems and take remedial corrective action.

Basic computer skills and the ability to learn computer programs for collection system operation.

Must consistently demonstrate the ability to learn and independently perform assigned duties and meet or exceed production and quality goals.

Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.

Must be able to obtain a Class II Collection System certification within first year of employment.

Must be able to serve rotational 24 hour emergency on-call.

Must have CDL driver’s license and possess a safe driving record.
