Assists in the application for State Aid and State Revolving Fund loans for capital improvement projects.  The division has 20 union employees, 1 regular part-time employee, and a seasonal employee.

Kennebunk Sewer District is a quasi-municipal utility serving about 3,200 customers in the Town of Kennebunk, Maine.  The District is seeking a qualified professional for the position of Chief Operator. The Town has an opportunity for an experienced Electrician to join the team at the Wastewater Division.  The Electrician is responsible for the maintenance and repair of electrical systems, equipment, and control systems. Under the general direction of the Wastewater Superintendent, this position performs work according to standard trade practices and requires the application of considerable judgment in diagnosing difficult problems and determining appropriate corrective action. The candidate must have working knowledge of testing equipment such as multi meters, amp meters, electrical insulation, test equipment and circuit locators. Considerable knowledge of high voltage and emergency generators as well as experience in the installation and repair of rigid conduit and explosion proof rated devices is necessary.

 

The ideal candidate will have a high school diploma or GED with three years of industrial electrical experience. The candidate must have a valid Rhode Island Journeyman B Electrician license issued by Rhode Island Department of Labor and Training; however a valid Rhode Island Master Electrician license is preferred. A valid state driver’s license or ability to obtain prior to employment is required and a Grade 1 Wastewater Operators License issued by the Rhode Island Board of Certification of Wastewater treatment Facilities is required within twelve months of employment. This position is considered essential, and must be available for all shifts, call backs, and during emergency events.

The Wastewater Operator I is responsible for performing routine maintenance in the operation and control of the Town’s wastewater treatment plant, pumping stations, and wastewater collection system. Examples of work performed are: operates treatment facilities to control flow and processing of wastewater, sludge and effluent; monitors gauges, meters and control panels; observes variation in operating conditions; interprets meter and gauge readings; tests results to determine processing requirements; performs daily laboratory testing for process control, quality control assurance and permit; and operates and maintains plant machinery equipment and vehicles.

The ideal candidate will have a high school diploma or GED and 1-2 years of responsible work history. The position requires holding a Grade I State of RI Wastewater Operator’s License. Those without a Grade I license will be required to obtain one issued by the RI Board of Certification of Operators of Wastewater Treatment Facilities within twelve (12) months of hire. Candidates with a Grade I license upon hire are preferred. In addition, the WW Operator must have a valid RI Driver’s license with a CDL Class B endorsement, or the ability to obtain one, within three (3) months of hire. This person will be responsible for:

·       Designing infrastructure related to the supply, treatment, distribution and storage of Water District projects

Definition

Recommended Minimum Qualifications

Education and Experience

High school graduation, or equivalent, and advanced technical training with engineering and electronics highly desirable; six to eight years electrical experience, of which three to four years should be in three-phase, 480‑volt or higher, and three to five years in industrial; or an equivalent combination of education and experience.

Special Requirements

Massachusetts Journeyman Electrician’s License

Knowledge, Ability and Skill

Knowledge. Knowledge of processes and equipment used in wastewater treatment and sludge processing.

Ability. Ability to maintain and evaluate records and to maintain good working relationships with other shift workers.

Skill. Good communication skills, including writing and speaking English.

Physical Requirements

Moderate physical effort involved in performing the duties of the job including climbing, balancing, stooping, kneeling, crouching reaching, handling and fingering. Must occasionally move (push, pull, lift or carry) objects weighing up to 80 pounds. Must be able to access all areas of a multi-level facility. Good close, distant, color, and peripheral vision, as well as depth perception.

Supervision

Works under the direct supervision of the Chief Operator.

Water Pollution Control Manager

SUMMARY:  Provides administrative and professional engineering supervision in the organizing, planning, and implementation of the operation and maintenance of a 10 MGD waste water collection and treatment system including treatment plant, pump stations and sewer mains.  Maintains contact with Public, State and Federal Regulatory Agencies.  Determines priorities, participates in long-range planning, formulates operating policies, and establishes division objectives.  Coordinates work of division through supervisors, prepares operations schedules, monitors divisions’ activities and implements controls to assure cost effective attainment.  Works with Sewer Authority.  Oversees the installation, operation, maintenance and repair of instrumentation, pumps, pipes, valves and equipment of the collection system and the treatment facilities.  Oversees the analysis and quality control testing of waste water discharge to meet environmental parameters established by State and Federal Agencies.  Establishes operating and emergency procedures.  Responsible for training and performance of division personnel.  Prepares division budget and administers approved budget.  Prepares statistical and narrative reports.  Supervises the sewer user fee program, monitors collections, estimates revenues, maintains close liaison with the billing agency.  Recommends purchase of supplies, materials and equipment.  Represents division at public meetings.  Participates in professional public administration and public works organizations to maintain current development in field.  Responsible for public/community relations and responds to inquiries.

 

KNOWLEDGE, SKILLS & ABILITIES:  Knowledge of processes and equipment involved in waste water treatment including basic chemical, bacteriological and biological processes.  Knowledge of managerial, administrative and accounting practices and procedures involved in successful plant operation.  Knowledge of industrial wastes and their effects on treatment processes and equipment.  Ability to prepare clear, concise reports and budget recommendations.  Ability to plan, direct and evaluate plant operations and maintenance functions; ability to establish and maintain effective communication and working relationships.  Must apply principles of logic, and deal with a variety of concrete and abstract variables.  Interpret a wide variety of technical instructions, in book, manual, and mathematical or diagrammatic form.  Perform ordinary arithmetical, algebraic, and geometric procedures in standard, practical applications.  Requires computer literacy with word processing, spreadsheet, and other software.

 

QUALIFICATIONS:  Bachelor’s degree in sanitary, civil, chemical or mechanical engineering, plus five (5) years of increasing responsible experience in sewage treatment at a supervisory/management level.  Degree or experience in business management or accounting desirable.

 

LICENSE OR CERTIFICATION: Requires Connecticut Class III Waste Water Treatment Plant Operators Certification.  A Connecticut Class IV Waste Water Treatment Plant Operators Certification is required within 3 years of hire; upon attainment of the Class IV Certification incumbent shall advance to top step of the salary level.  Possession of Connecticut Professional Engineer license desirable.  Requires valid Motor Vehicle Operator’s License.

Waste Water Treatment Plant Assistant Operator

The Wastewater Treatment Plant Assistant Operator will perform all duties related to operation and  maintenance of the Wastewater Treatment and all of its pumping stations, including repairs,  preventive maintenance, troubleshooting (equipment and  operations), plant operations,  laboratory testing/record keeping, grounds/buildings maintenance, emergency generators, etc.
The Wastewater Treatment Plant Operator must possess proper Connecticut Wastewater  Treatment Plant Operator’s License (Class 1 or higher within 6 months of hire) and have proven knowledge, background and ability to  operate the treatment plant and the collection system on required weekends/holidays by himself  or during the absence of Plant Superintendent.  Kent Wastewater Pollution Control is a Class 2A facility.
