Introduction

UConn’s Facilities Operations & Building Services Department has an opening for a Water Pollution Control Operator Trainee position.  This is a permanent, full-time position, Sunday – Thursday, 40 hours/week.  The work hours are 7:00am to 3:00pm (30 minute paid lunch).  The hourly salary is $21.34 (non-negotiable), is eligible for weekend differential pay and offers a full benefits package including medical and dental insurance.  This position is categorized as Emergency Support Services/Essential Staff.  Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.  Employment of the successful candidates will be contingent upon the successful completion of a pre-employment physical examination, including drug testing, as well as a criminal background check.

PURPOSE OF JOB CLASS (NATURE OF WORK)
At the University of Connecticut, Storrs, this class is accountable for receiving on-the-job training in the operations and maintenance of the Class IV, Water Pollution Control Facility.
EXAMPLES OF DUTIES
Receives on-the-job training to perform tasks as outlined in the specifications for the class of Water Pollution Control Operator 1; assists in the operation, monitoring and maintaining of wastewater treatment equipment for the processing and disposal of sewage and sludge, assists in operating, monitoring and maintaining of equipment for the reclamation of water for non-potable purposes; assists in the chemical and biochemical analysis of wastewater; reads and records meters and gauges interpreting information according to operating characteristics; prepares operational records and reports; adheres to safety and cleanliness standards; may perform general maintenance and grounds duties related to the upkeep of the plant; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of basic wastewater treatment facility operations; knowledge of repair and maintenance on pumps, tanks and other equipment used in wastewater and water reclamation treatment; knowledge of sampling procedures used in laboratory analyses of wastewater and reclaimed water; oral and written communication skills; ability to perform required chemical tests; ability to keep operational records, ability to utilize computer software; mechanical ability.
MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Graduation from high school or certification of having passed the General Educational Development (GED) certification examination and any experience and training which will provide the knowledge, skills and abilities listed above.
PREFERRED QUALIFICATIONS
Advanced computer skills relating to any experience with HMI’s, and SCADA systems.  Experience with the following programs is also preferred: MS Word, MS Excel, MS Outlook, Hach Wims or similar program, Job Cal or similar program, GEIFIXX or similar Program.  Work or educational experience related to the environmental, chemical, or mechanical field.  Good technical writing abilities and mathematical skills.
SPECIAL REQUIREMENTS
1. Incumbents must complete the first year of service in this classification with satisfactory performance and 12 (twelve) months of actual work experience in the operation of the Class IV wastewater treatment facility at the University of Connecticut.
2. Incumbents in this class must demonstrate satisfactory evidence of at least one (1) year of experience as a Water Pollution Control Operator Trainee at the University of Connecticut’s Class IV wastewater treatment facility and submit such evidence to the Commissioner of the Department of Energy and Environmental Protection for the review and issuance of a Wastewater Treatment Facility Class I Operator certificate.
3. Incumbents in this class must obtain the State of Connecticut, Wastewater Treatment Facility Class I Operator Certificate no later than 24 months from the date of appointment to the Water Pollution Control Operator Trainee class.
4. Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.
PHYSICAL REQUIREMENTS
1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness to be able to perform the duties.
2. A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be exposed to extreme weather conditions; to highly disagreeable effects of waste; to loud and potentially dangerous machinery; to working with chemicals; lifting of moderately heavy weights and working in uncomfortable positions.

ENVIRONMENTAL ANALYST – WRP

The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking dynamic, energetic candidates for an Environmental Analyst. Will serve as project manager on a new project to plan and manage a New York state source water protection program, supporting the New York State Department of Health’s Bureau of Water Supply Protection and New York State Department of Environmental Conservation. Will supervise staff who will be located in New York in order to implement this program. Manage ground water/source water protection and emerging contaminant workgroups, including disseminating topical information and research. Working with NEIWPCC’s Commissioners, identify and address regional priorities for better coordination of Safe Drinking Water and Clean Water Act activities.

 

The successful candidate will have a master’s degree in environmental studies, natural science, public health, earth science, biology, chemistry, engineering, or related field. Knowledge of and experience with public water supply source water protection programs, and experience working with state and local health and environmental departments on water-related issues is required. Experience in helping plan and implement statewide environmental programs, knowledge of source water quality and watershed management, as well as emerging contaminants in drinking water strongly preferred. The Town of West Warwick has an opportunity for an experienced Electrician/Instrumentation Specialist at its 10.5 MGD Advanced Wastewater Facility. The Electrician/Instrumentation is responsible for the maintenance and repairs of electrical systems, equipment, instrumentation controls and must be familiar with SCADA.  Works under the general direction of the Wastewater Superintendent and Assistant Wastewater Superintendent, this position performs work according to standard trade practices and requires the application of considerable judgment in diagnosing difficult problems and determining appropriate corrective action.  The candidate must have working knowledge of testing equipment such as multi meters, amp meters, electrical insulation, test equipment and circuit locators.  Considerable knowledge of low to medium voltage and emergency generators as well as experience in the installation and repair of rigid conduit and explosion proof rated devices is necessary.

 

The ideal candidate will have a high school diploma or GED with three years of industrial electrical experience.  The candidate must have a valid Rhode Island Journeyman Electrician license issued by Rhode Island Department of Labor and Training; however a valid Rhode Island Master Electrician license is preferred.  A valid state driver’s license or ability to obtain prior to employment is required. This position is considered essential, and must be available for all shifts, call backs, and during emergencies events.

Job Environment

Work is performed both inside and outside, with exposure to varying weather conditions and with additional exposure to loud noises, heights, fumes or airborne particles. Some exposure to toxic or caustic chemicals, extremes of heat and cold, near moving parts, and with risk of electrical shock.

Has frequent contact with other District staff and some contact with the general public and vendors.

Errors in judgment could lead to danger, delay or loss of service, damage to equipment, injury to self and others, and legal ramifications to the District.

Essential Functions

Operates various types of equipment associated with buildings and grounds maintenance, such as landscape equipment, snow removal equipment, and portable pumps.

Recommends improvements and repairs; cleans work area after repairs; enters and maintains records.

Annual Pay Rate:    $61,283.47 to $71,250.50

Chief Plant Operator – Wastewater

Primary Function:

Under the direction of the Wastewater Integrity Manager, is responsible for the operation and maintenance of the wastewater treatment plant (WWTP), and oversees, supervises and directs the daily duties of the wastewater treatment/collections operators.

Essential Job Functions:

·         Plans and schedules work, and assigns personnel in the operation and maintenance of the WWTP.

·         Train, supervise and instruct operators engaged in WWTP operations.

·         Formulate and enforce WWTP operation policies and standards.

·         Evaluate, establish and implement policies, practices and procedures used in activities associated with the treatment of wastewater that result in safe, compliant and reliable operations.

QUALIFICATIONS

Education and Experience

·         A Bachelor’s degree with a science major and one (1) year of responsible experience in the operation of wastewater treatment facilities of Grade II or higher OR an Associate’s Degree in a science major, supplemented by at least five (5) years of progressively responsible experience in the operation of wastewater treatment facilities of Grade II or higher. Must have taken necessary training courses and examinations and possess a Grade IV State of Connecticut Water and/or Wastewater Treatment Plant Operator’s license, or the ability to obtain said license within one year of employment.

·         Must possess a valid State of Connecticut driving license.

Knowledge, Skills and Abilities:

·         Considerable knowledge of public health and safety requirements and regulations regarding the operation of a municipal WWTP.

·         Considerable knowledge of the methods, practices and procedures involved in wastewater treatment.

·         Ability to communicate effectively on problems relating to wastewater treatment.

·         Must be able to perform any task required of a treatment/collections system operator as detailed in that job description.

·         Develop and implement techniques and programs for gathering data and readings that support process control required by federal and state regulations or for which cost comparisons can be calculated.

·         Analyze WWTP performance, recommend and, under direction of WWIM, implement process control techniques or other improvements as necessary to ensure maximum operational efficiency (energy consumption, staff resources etc.) and optimized plant effluent quality.

·         Analyze wastewater as required by federal and state agencies and ensure conformance with the NPDES discharge permit and effective plant operation as designed.

·         Train staff in the areas of wastewater treatment, analysis for discharge permit parameters, process control analysis, corrective and preventative maintenance.

·         Ability to understand logic associated with programmable logic controllers.

·         Knowledge of and ability to navigate Supervisory Control and Data Acquisition (SCADA).

·         Ability to perform manual labor.

·         Ability to perform under stressful emergency situations.

·         Ability to perform in adverse weather conditions.

Availability to travel outside of local area 70% of the time
