Nature of Work:

Examples of Duties:

Directs all operations for the treatment and delivery of potable water to consumers and the collection and treatment of sewage, including establishing operating procedures, directing chemical and bacteriological tests and evaluating laboratory test data to ensure compliance with state and local requirements.

Exercises general supervision of other staff and supervisory personnel responsible for determining consumption and water and sewer bills. Supervises the maintenance and testing of existing meters and installation of new meters. Directs and supervises the maintenance, replacement and extensions of water mains, services and appurtenances, water treatment facilities and exercises general supervision over supervisors and staff responsible for operation of the water pollution control system and facilities. Represents the City in contacts with other governmental jurisdictions, contractors, Regulators, Consultants, and the general public in all matters related to municipal public utilities. Develops programs and plans for additional, supplemental and alternate water supplies, treatment facilities and distribution systems to meet emergency and growth requirements, and oversees programs and plans to meet the needs of the water pollution control system. Regularly tours and inspects City public utilities facilities to ensure that standards are met, as well as to recognize and correct any deficiencies. Establishes service programs and policies for the department with the approval of the City Manager; attends meetings to discuss current work programs, policy changes, safety and other pertinent matters; studies equipment and vehicle needs and makes recommendations for replacement and renewal. Supervises the writing of proposals and specifications for materials and supplies for major maintenance projects; answers a wide variety of correspondence; investigates major controversial complaints; develops and formulates annual budget estimates, manages the approved budgets, and exercises budgetary controls and administers policies for the department. Makes decisions as to the hiring and retention of Personnel. Makes decisions as to grievances, discipline. May be involved in collective bargaining with the Director of Personnel as to staff issues regarding his/her division. Establishes safety procedures and ensures enforcement. Job Environment

Some work is performed under office conditions, with noise from office equipment and light traffic. Assistant Superintendent of Operations

General Statement of Duties:

Assists the Superintendent of Operations in the operation of all facilities. In the absence of the Superintendent of Operations assumes all operational authority and duties. Minimum Qualifications:

Education and Experience

An Associate of Science (AS) or Applied Science (AAS) degree (with at least 10 credit hours of math and/or science) and at least four (4) years of progressively increasing experience in a Massachusetts Grade 6 activated sludge wastewater treatment facility including at least two (2) years supervisory experience, or an equivalent combination of education and experience. For a candidate with a B.S. in science or engineering degree, the 4 year requirement is reduced to 2 years and the 2 year requirement is reduced to 1 year. All degrees must be from accredited colleges or universities.

B.S. degree in science or engineering with at least 30 credit hours of math and/or science.

A minimum of three (3) years in responsible charge of the operation of plant and equipment. Involvement in monitoring process control parameters and analyzing trend analyses and in the purchase of materials, supplies, chemicals and the like.

Involvement as non-union management in the supervision of union employees including such activities as disciplinary actions and union grievances.

Involvement in the preparation of standard operating procedures (SOPS), NPDES permits and Massachusetts DEP reports.

Physical Requirements

Job Environment:

Work is performed in a variety of environments depending upon the facility’s operational needs as well as the required fiscal and managerial duties. Administrative, computer work and many managerial activities are performed in a professional office environment with noise from office equipment and light traffic. Much work is performed under shop, industrial, and laboratory conditions with loud noises, and exposure to raw wastewater, hazardous chemicals, oils, solvents, water borne diseases, explosive and toxic conditions, fumes, airborne particles, moving mechanical parts and electrical hazards. Outside work may be required in the winter and/or summer (and during inclement weather such as wind, rain, snow and ice if necessary) for various durations depending upon the needs and circumstances of the facilities and the activities to be performed. Entry of confined spaces may be required from time to time to access areas of the wastewater treatment facility, pumping stations or sewerage systems. Makes daily observations of analytical testing and sampling results and discusses them with the laboratory and Superintendent of Operations.

Monitors electricity and natural gas consumption. Identifies opportunities for cost savings and advises supervisor on possibilities for same. Implements long-range energy conservation measures as well as seasonal adjustments to operations to reduce energy usage.  Assists in activities involved with energy management.

Supervises and maintains computer spreadsheet(s) to track energy, labor, chemical, sludge processing, etcetera of all treatment and/or pumping facilities. Presents results in a uniform basis and translates data into any other parameters that may be needed from time to time as directed.

Attends meetings with engineering and laboratory staff to review analytical test results, process trends, energy use and to establish short and long term process objectives. Meets with the laboratory staff on a daily basis to review microscopic slides of the treatment process in order to assess the condition of the biomass. Attends meetings with engineering and maintenance staff to review equipment status and performance and identify maintenance requirements and activities.

Maintains systems (trend analyses) to track, monitor and analyze the process effectiveness and economical performance of all treatment process, flow, and residual processing facilities. Reviews, interprets and reports on analytical data results to the Superintendent of Operations. Assists in overseeing the monitoring and control program.

Oversees activities for exercising all equipment and ancillary systems and for the efficient cleaning and house keeping of all treatment and pumping facilities.

Maintains an inventory of chemicals, activated carbon, polymers and all other materials and/or parts necessary for operational activities. Assists with the purchase of all such materials as directed

Assists in compiling, signing and the timely submittal of all reports on the operation of the facilities required from time to time by federal, state and local regulatory agencies.

Identifies circumstances that require the attention of the Superintendent of Operations and notifies him/her in a timely manner. Pays special attention to operational developments that if not brought to the attention of the Superintendent of Operations, could result in process failures, costly expenditures or legal exposure to the District.

Identifies safety issues associated with the operation and performance of the treatment works and advises supervisor of possible remedies and/or corrective actions. Monitors safety procedures and related activities. Assists in monitoring compliance with all safety procedures and programs.

Manages and executes other significant projects assigned by the Superintendent of Operations.

Assists in determining remedial action in emergencies.

The Land Steward reports to and assists the Water Resource Manager with on-the-ground management and monitoring of approximately 19,000 acres of Commission-owned water supply property within eight municipalities:  Westfield, Russell, Granville, Tolland, Blandford, Otis, Ludlow, and Belchertown.

SWSC employs approximately 250 people in roles ranging from engineering, laboratory, construction, union labor, customer service, and professional services, all of which serve 250,000 retail and wholesale customers in the lower Pioneer Valley through a regional water and wastewater infrastructure system. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to the following:

  • Monitors Commission-owned property for the presence of invasive species near culverts, gates, cellar holes, streams, wetlands, and powerline/utility rights-of-ways.
  • Coordinates with Commission GIS department to ensure that all watershed infrastructure is survey-located and up-to-date in GIS.
  • Utilizes Vueworks for the purposes of monitoring and maintaining watershed infrastructure consisting of roads, culverts, and gates.
  • Educates, interprets, and informs visitors about the significance of source water protection for public drinking water supplies. Leads the World is our Classroom presentations for school groups on a regular basis.
  • Assists in the development and implementation of relevant watershed planning documents such as source water protection plans, forest stewardship plans, land management plans, and beaver management plans.
  • Regularly assesses needs, issues, and developments relating to land management and land use and makes recommendations to the Water Resources Manager.
  • Regularly inspects all watershed roads and structures for damage, vandalism, or theft, and reports any issues.
  • Ensures that all property boundaries are well marked, posted, and that postings are maintained in good condition.  Annually checks signage pertaining to the Ludlow Reservoir Hunting and Safety Zone, preferably before the start of deer season.
  • Provides support to forestry related activities as needed.
  • Works and coordinates closely with other Commission staff as related to the need for watershed related maintenance work.
  • May assist with water sampling and related activities.
  • May assist and provide coordination and management of hunting on Commission land.
  • Maintains good relationships with bordering property owners.
  • Prepares and delivers presentations at public meetings before a variety of diverse groups.
  • Performs other duties as assigned by the Commission.
  • Working conditions are primarily outside.

KNOWLEDGE, SKILLS, AND ABILITIES include, but are not limited to the following:

  • Knowledge of the principles, theories and practices of watershed management, source water protection, natural resource management, including wetlands, wildlife, forestry and ecology.
  • Expertise in Geographic Information Systems and working knowledge of global positioning system tools.
  • Ability to identify native and non-native, invasive vegetation, especially woody trees and shrubs.
  • Ability to navigate off trail, in the forest, and to work outside for long hours on uneven terrain in all four seasons.  Most of the work performed is in an outdoor setting in which there is regular and recurring exposure to moderate discomforts, e.g., high or low temperatures or adverse weather conditions.
  • Ability to work independently and as a team member with a wide variety of people.
  • Ability to communicate effectively in writing and orally.
  • Ability to perform general math analysis calculations, such as addition, subtraction, multiplication, division and percentages.
  • Knowledge and ability to operate a chainsaw and hand tools safely.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in natural resource management, environmental science, or related subject-matter field.
  • Knowledge of and interest in environmental stewardship, land management, and forestry techniques.
  • Ability to identify native and invasive plants, trees and wildlife.
  • Good organizational skills.  Previous experience as a land steward or ranger is desirable.
  • Must possess and maintain a valid Massachusetts Driver’s License.

General Statement of Duties: Supervises and coordinates the operation, maintenance, and repair of the instrumentation, motors, and pumps in Wastewater Treatment plant and associated pumping stations; inspects plant equipment and processes regularly; and works closely with laboratory staff to assure the required environmental protections standards are met.

Supervision Received: Receives oral and written instructions from Assistant Director. Plans and organizes work based on standard schedule. Establishes priorities for work assignments and adapts for emergencies. Reports work accomplished to supervisor.

Supervision Exercised: Assigns operators and plant staff to operations and related maintenance tasks. Reviews work in progress and reassigns employees as needed. Administers plant safety programs.

Essential Job Functions: Regular and punctual attendance; monitors instrumentation to assure proper operation of pumps and equipment. Receives regular reports from laboratory analyst concerning quality of effluent. Takes remedial actions to improve quality as necessary. Oversees monitoring of waste water entering plant to detect discharge of unlawful and dangerous substances into system. Directs remedial action to protect treatment process and equipment. Regularly inspects equipment for efficiency in operation and to avoid breakdowns. Supervises  installation of new or replacement equipment. Oversees the replacement or installation of pipes and equipment. Responds to emergencies on a call-in basis. Supervises training and development programs for employees. Evaluations performance of assigned personnel. Oversees maintenance of plant vehicles. Works closely with plant electrician to ensure that all electrical equipment is operating efficiently, including alarm systems and emergency power generators. As Safety Officer enforces safety and work rules. Meets periodically with Union representatives to review safety procedures. Recommends to supervisor safety improvement measures. Enters plant processing information into computer, to produce status reports for supervisor and for required reports to state agencies.

Other Job Functions: Performs plant duties of Plant Superintendent as necessary. Assist with budget recommendations, expenditures, plant improvements, specifications, for major equipment purchases, and materials purchases. Initiates requisitions for materials, supplies, or equipment. Coordinates work assignments to assure minimum interruption of treatment process.
