This Practice Leader position provides a unique opportunity to join the leadership team of one of the more exciting and fast-growing firms in the industry. The Practice Leader position focuses on advancing the capabilities and market exposure of a Practice. We are seeking an experienced, entrepreneurial leader with a diverse background in planning and urban design to lead our Community Development and Urban Revitalization Practice. This practice focuses on planning and urban design projects ranging from redevelopment plans for urban districts, campus master plans, neighborhood revitalization plans with affordable housing emphasis, mixed income housing master plans, comprehensive plans and parks/open space systems plans for cities, colleges, and universities located nationwide. The Practice also includes parks and recreation design and master planning; trails/greenways and bikeway planning; brownfield redevelopment, city/county comprehensive planning; citizen participation; redevelopment land planning; streetscape/urban design; military planning; historic preservation; sustainable design/green infrastructure; and cemetery design and master planning.  The ideal candidate will have strong track record of leadership of a similar
practice and leadership roles in professional planning organizations (such as the American Planning Association).

ESSENTIAL DUTIES
* Maintain external leadership role in the planning and implementation of projects outlined in the Job Profile Summary.
* Work with Woodard & Curran’s funding team to develop strategies financing planning and redevelopment opportunities for municipalities and higher education.
* Advise planning and development departments on various urban revitalization programs and funding strategies to finance redevelopment opportunities.
* Conduct marketplace technical capability differentiation by making national and regional-level technical publications & presentations and serve in professional technical leadership positions in outside organizations to increase Woodard & Curran market visibility.
* Identify business needs to become more successful across markets and work with Clients/Managers/Business Development Leaders to pursue opportunities in these areas.
* Identify growth areas for the Practice across our national geographies and markets.
* Advise and or assist in the development of proposals and projects based on technical expertise.
* Maintain an internal knowledge sharing feed within the community of practice.
* Support technical initiatives.
* Work with Practice Leadership to set technical direction or review scope on significant projects in Practice area.
* Develop annual budget for technical needs (for example, training & Software) for practice.
* Coordinate with Company Leadership on planned expansion of the Practice resources to meet the identified market demands.
* Prepare Strategic Plan for practice.
* Annual business planning for practice.

QUALIFICATIONS
* Master’s degree in Planning and/or Urban Design required; additional degree in Landscape Architecture would be preferred but not required.
* AICP certification required; LEED AP Certification preferred but not required.
* Landscape Architect Registration preferred but not required.
* Membership in national planning organizations (such as APA) required; current or prior leadership roles in these organizations preferred.
* Minimum 15 years related experience; or equivalent combination of education and experience in the execution and management in the marketplace.

The ideal candidate is a Technical Manager with strong experience in study, planning, and design of drinking water systems. Familiarity with a broad range of issues related to master planning, treatment and collection/distribution in water or wastewater systems. Candidate will lead the technical delivery of multiple projects and must be familiar with local regulators and must also be able to support marketing and proposal efforts, as appropriate.

Essential Duties:
* Acts as the technical lead for all sizes of projects, including having interaction related to all technical tasks associated with the project.
* Supports Project Manager with and/or directly manages the financial and technical delivery of project tasks including scope, schedule, and budget.
* Determines technical approach for specific tasks.
* Prepares and delivers presentations to internal and/or external clients/professional societies
* Provides input on development of Woodard & Curran design or technical guidelines and standards.

Qualifications:
* The successful candidate should have technical and project management expertise in the field of civil and environmental engineering and have in-depth understanding of the engineering concepts associated with all types of municipal water systems including distribution system hydraulic modeling, water treatment processes and distribution systems infrastructure.
* Well versed in state and EPA regulations regarding water treatment and distribution systems.

* Up to date on the latest advances in technology, regulatory trends, equipment and processes.

What will you be doing at Woodard & Curran?
The successful candidate, under supervision of out Plant Manager, will be responsible for the operation and maintenance of water plant, wastewater treatment plant and remote pump station equipment, including Septic Tank Effluent Pump Systems and have the ability to operate water or wastewater treatment plant, pump stations. Performs skilled, journeyman-level work in monitoring, repairing and controlling the functioning of plant equipment and processes. Under general direction of Field Services Supervisor, works independently to repair water mains, unclog sewers, interact with customers, troubleshoot water quality problems, and check water meter accuracy.
* Operate, maintain and monitor any collection pipelines or distribution network and all associated components, especially pumping stations.
* Daily inspection of operating sites.
* Maintains communications with project personnel.
* Performs preventive and corrective maintenance activities and operations data gathering and data entry, report generation, including entering data for preparing the Monthly Operating Report (MOR).
* Performs assigned tasks to ensure timely and cost-effective service to meet budget.
* Complies with all company Health and Safety procedures and policies.

DUTIES/RESPONSIBILITIES:

The Process Monitor is responsible for monitoring the data from the plant’s computers and electronics and adjusting operations to maintain compliance with standards and regulations.  Serve as a lead to lower level staff regarding the operation of the plant and troubleshooting problems.  Monitor and operate a variety of computers and electronics in the monitoring of plant operations.  Monitor plant readings and adjust plant levels based on operational procedures and guidelines in order to maintain proper plant operations.  Maintain a variety of logs, reports, and documentation regarding plant operations and readings.  Oversee and/or respond to alarms or operational problems within plant property and at remote locations and takes corrective action based on defined procedures or supervisor direction.  Assist with completing applicable regulatory reports and working with related agencies.  Skill in operating a computer and applicable software applications.  Perform all duties of an Operator I or II as assigned.  Perform other duties of a similar nature or level.

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION:  High School Diploma, or G.E.D.; and

EXPERIENCE: Two years of experience as an Operator II.

Water Quality Scientist

OARS seeks a dynamic, part-time staff member to manage a Citizen Science water quality monitoring program and contribute to scientific work to guide the restoration of the health of the Assabet, Sudbury and Concord Rivers and their tributaries. Work will focus on monitoring water quality, flow and aquatic biomass, and sharing the results with the public, regulators and policy-makers. The Water Quality Scientist will collaborate with researchers, volunteers, and municipal, state and federal employees, and engage the public.

OARS is a science and advocacy non-profit watershed organization headquartered in Concord, Mass. Founded in 1986 by concerned citizens, OARS works to protect and restore the health of the Sudbury, Assabet and Concord Rivers, their tributaries and watershed. OARS is respected for its 20 years of water quality monitoring, effective science-based advocacy, and educational and creative events.

RESPONSIBILITIES

  • Plan, coordinate, and perform water quality monitoring
  • Recruit, train and coordinate volunteer Citizen Scientists for water quality sampling
  • Adhere to an approved Quality Assurance Program Plan (QAPP) to assess water quality in the watershed, and update the QAPP as needed
  • Maintain scientific equipment in good working condition
    Input, process and analyze water quality data

The Springfield Water and Sewer Commission (SWSC) is seeking a highly motivated and innovative candidate to work as a Laboratory Technician at our West Parish Filters facility in Westfield, MA. This role is responsible for performing a variety of standardized physical, biological and chemical tests on water systems to ensure compliance with accepted Springfield Water and Sewer Commission standards and specifications.

About SWSC:  SWSC was established in 1996 as an independently operated and managed regional water and wastewater utility.  SWSC employs approximately 250 people in roles ranging from engineering, laboratory, construction, union labor, customer service, and professional services, all of which serve 250,000 retail and wholesale customers in the lower Pioneer Valley through a regional water and wastewater infrastructure system. PLANT SUPERVISOR – WPCA Salary Range: $97,131 -$124,584

 

POSITION SUMMARY: Under the general direction of the Water Pollution Control Authority Executive Director, is responsible for implementing process control policies, procedures and directives, supervises plant operation and maintenance staff and performs wastewater treatment process control duties to ensure proper treatment plant operation, maintenance and regulatory compliance. Performs related work as directed.

MINIMUM QUALIFICATION REQUIREMENTS:

Graduation from an accredited college or university with a Bachelor’s degree in a scientific or engineering field and six (6) years of experience in wastewater treatment operations, of which three (3) shall have been in a supervisory capacity OR an equivalent combination of education, training and experience as described above.

SPECIAL REQUIREMENTS:

At the time of application, possession of a Connecticut DEP Class IV Wastewater Operator’s certificate OR a Connecticut DEP Class III Wastewater Operator’s certificate AND a letter signed by an official of the State DEP verifying eligibility to obtain the Class IV certification within one year of appointment.  At time of appointment, possession of a valid driver’s license.

NOTE:  Applicants with wastewater operator certification from outside Connecticut must submit, at the time of application, a letter signed by an official of the State of Connecticut DEP verifying that such certification is equivalent to the Connecticut Class III or IV certificate AND that such applicant is eligible to obtain a Connecticut Class IV certificate within one year of appointment.
