These positions are responsible for the accurate and timely billing of the Department’s water, wastewater and stormwater accounts, which involves collecting, managing, and processing data for the meter-to-cash cycle for customer billing, including implementing and managing complex billing processes. These positions conducts day-to-day business operations for the meter-to-cash process using multiple software systems including Meter Data Management System (MDMS), Customer Information System (CIS) and customer communication portal collectively known as the “meter-to-cash systems”, using knowledge of the integration among all components of the meter-to-cash process. NEIWPCC is seeking two full-time Environmental Analysts to design and host Title 5 trainings for municipal health officials across the state. The Massachusetts Department of Environmental Program (DEP) Title 5 regulation governs the construction and maintenance of septic systems and the transport of septic-system waste.

What You’ll Do
As a NEIWPCC Environmental Analyst and an essential member of the Wastewater and Onsite Programs Division, you will:

• Facilitate and participate in meetings with local boards, commissions and public health departments to assist with interpreting regulations, policies and guidance.
• Coordinate with internal and external partners to develop and deliver regular training, including in-person workshops, live virtual sessions, and self-paced online modules.
• Respond to requests for information from local public health officials and provide training and technical assistance as needed on Title 5 and other related rules and regulations.
• Work closely with partners to align on training infrastructure, local public health training needs and priorities, communications, and other topics as needed.

Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:

• A Soil Evaluator or Septic System Inspector certification.
• Knowledge of and experience with aspects of wastewater, soil evaluation, state/federal regulations, and wastewater management.
• Experience collaborating with a broad range of stakeholders in implementing environmental regulations.
• Certified Environmental Trainer (CET), or interest and ability to obtain certification.
• A graduate degree in environmental science, engineering, public health, or a related field is preferred.

Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Logistics
This full-time NEIWPCC position will work 7.5 hours per day. Work location is dependent upon MassDEP’s needs and candidate’s preference of MassDEP’s office locations in Boston, Woburn, Worcester, or Springfield, MA. Duties will be performed largely in an office setting with travel for trainings and meetings, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a hybrid work schedule for in-office duties, subject to approval and program needs.

What We Offer
The anticipated annual salary range for this position is $70,000 to $90,000. NEIWPCC offers an outstanding comprehensive benefits package for eligible employees:

In this role you will be directly involved with the overall daily operations and general maintenance of equipment at a 0.45 MGD membrane bioreactor (MBR) wastewater treatment facility. Duties will include, but not limited to, daily rounds,  laboratory analysis, record keeping, process control, sludge thickening, maintenance projects and general facility and grounds maintenance.  Work is performed in a safe and professional manner by following established safety, operating, and emergency response procedures.

Pay range: $23 – $25 an hour
Depending on qualifications and experience

Schedule: Monday – Friday, 7:00AM – 3:00PM. Our operators participate in an “on call” rotation for plant coverage outside normal workday hours and shifts will include weekends. In addition, operators will be required to respond to emergency situations and work in inclement weather as needed.

What will you need to succeed?

• Minimum Massachusetts Grade III license, Massachusetts Grade IV license preferred
• Minimum of one year of experience in a wastewater treatment facility, operation, and maintenance; or any equivalent combination of education.
• High School or trade school diploma is required, Associate Degree or higher preferred.
• Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
• Ability to communicate effectively, orally and in writing.
• Familiarity with biological/chemical treatment processes with particular aptitude for laboratory analysis, record keeping, and facility maintenance.
• Must be able to lift or move up to 40 lbs. on a regular basis.
• Successful candidates will be required to complete a background check, pre-placement physical and drug screen before employment.

Title:  Wastewater Plant Operator I

Person performs a variety of technical, semi-skilled and labor work in the daily operation and maintenance of a municipal sewage treatment plant and collection system.   Work is generally performed under the general direction and administration of the Wastewater Superintendent in addition to under the supervision of the Process Controller/Pretreatment Coordinator, the Maintenance Superintendent and/or the Foreman.

Essential Functions

1.    Operates treatment facilities to control flow and processing of wastewater, sludge and effluent

2.    Monitor, interpret information from SCADA system and record flows.

3.    Operates daily solid handling facilities

4.    Collect and conduct analysis on samples

Minimum Required Qualifications

1.    High school diploma or GED

2.    One (1) year experience working at a secondary wastewater treatment facility, and/or equivalent technical experience in the wastewater industry.

3.    Valid Grade I Rhode Island Wastewater Treatment Plant Operator Certificate, obtained through   examination or reciprocity.

4.    Valid Rhode Island Driver’s License, with no restrictions that would limit or adversely affect insurability

Physical Environment/Working Conditions/Physical Demands

1.    The work environment may be within an office setting or a field setting, including construction sites and high traffic zones.

2.    Working conditions may vary from moderate temperatures and light (office environment) to inclement weather and night (field environment).  The employee is frequently exposed to wet and/or humid conditions, fumes, toxic and caustic chemicals.   The employee frequently works near moving mechanical parts.

3.    The noise level in the work environment is moderately noisy.

4.    The employee may routinely lift and/or move objects up to ninety (90) pounds, and may climb or crawl into and out of limited access areas such as pumping stations and associated wastewater collection system confined spaces.
