Environmental Analyst – Long Island Sound Regional Coordinator

NEIWPCC is seeking a full-time Environmental Analyst to serve as the regional coordinator for the Long Island Sound Partnership (LISP), assisting with the planning and implementation of activities and projects to restore and protect the water quality of the Long Island Sound.

What You’ll Do
As a NEIWPCC Environmental Analyst, you will:

  • Work alongside internal and external partners and act in a coordinator capacity for water quality, watershed health and nitrogen reduction activities and projects.
  • Co-chair the Clean Waters and Healthy Watersheds Work Group; participate in TMDL implementation, evaluation and revision; review and analyze MS4 annual report data.
  • Assist with the implementation of the LISP Comprehensive Conservation and Management Plan (CCMP) nitrogen reduction plans and measures and provide grant and project management.
  • Build partnerships with and assist municipalities in evaluating and assessing local policies and programs to determine how they align with the CCMP and connect municipalities with appropriate funding sources to implement priority projects.

What You’ll Bring
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:

  • A degree in environmental sciences, natural science, earth science, biology, chemistry, or related field with three years of related experience.
  • Knowledge and experience with project management, grant management and budget oversight, as well as watershed management, nonpoint source pollution, and water quality monitoring.
  • Experience working cooperatively with a broad range of stakeholders and the ability to facilitate and present at large meetings to a variety of audiences.
  • Understanding of federal and state environmental laws and regulations related to LISP as well as basic knowledge of GIS is a plus.

Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in Albany, NY. Duties will be performed largely in an office setting and will require regular travel, for which a valid driver’s license and private means of transportation is required. After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs.

Pay and Benefits
Anticipated annual salary range is $60,000 to $75,000. NEIWPCC offers an outstanding comprehensive benefits package for eligible employees:

Treatment Plant Operator

The Town of Kittery has an immediate opening for a Treatment Plant Operator.  This position offers a full-time 35-hour work week, Monday through Friday from 7:00 a.m. to 2:30 p.m.  The pay rate for this non-exempt, union position is $27.60 per hour.  This position is eligible for medical, dental, life insurance, short-term disability and retirement benefits.

Essential Duties and Responsibilities

  • Tends pumps, conveyors, dewatering equipment, blowers, chlorinators, mixers, fine screens, and/or other equipment used to treat wastewater; observes gauges to determine lubrication of equipment; analyzes charts, flow meters, and the SCADA system to detect equipment malfunctions;
  • Removes obstructions, such as coarse materials from bar-screens, to accelerate influent through initial screening process, scour tank walls and floors, enters confined spaces using OSHA approved methods to make repairs and remove debris;
  • Maintains sewer lines throughout the town; lifts/raises manholes; provides general maintenance to plumbing, HVAC, electrical, and other trades, as needed; performs general maintenance on vehicles and other machinery, as necessary;
  • Performs laboratory analyses as needed;
  • Provides general landscaping, painting, snow removal, and other services, as needed;
  • Utilizes various machines and equipment in the delivery of service, such as jet-rodders, generators, portable pumps, plow trucks, loaders, hand tools, drills, saws, plumbing tools, and electrical tools;
  • Reviews and receives various reports, documents, and forms, including pump station flow charts, work records, daily lab data, maintenance records, inspection reports, vehicle records, and assorted logs;
  • Must be on twenty-four (24) hour/day standby for emergencies on a rotating basis one week (seven consecutive days) at a time; Additional compensation is provided;
  • Responds to adverse weather conditions and other emergencies when called to provide for the continued operation and protection of facilities;
  • Follows employee, facility, and equipment safety procedures. Participates in training programs and activities and develops knowledge of proper facility and equipment.

Environmental Analyst V – Pollution Prevention Specialist

The Vermont Department of Environmental Conservation’s (VTDEC) Waste Management and Prevention Division seeks someone motivated to help others reduce pollution and its impacts. Ideal candidates will have a strong background in chemistry, toxicity, environmental health, emerging contaminants and pollution prevention and will work as part of the Residuals Management & Emerging Contaminants Program.

 

This position will assist VTDEC by:  (1) providing technical assistance across DEC in support of its PFAS and other emerging contaminant source reduction efforts; (2) conducting literature reviews and data collection/analysis to prioritize emerging contaminant source reduction efforts; (3) developing pollution prevention strategies and technical assistance through participation in trainings, on-site facility or community level assessments, committees, meetings, and conferences/trainings; (4) managing grants focused on pollution prevention/emerging contaminants; and (5) providing education/outreach focused on pollution prevention/emerging contaminant source reduction efforts.
This position will work closely with a small team and the Director of the Waste Management and Prevention Division. Environmental Analyst

Due to the large number of projects and new regulatory compliance guidelines in the Commonwealth, the Littleton Electric Light & Water Department (LELWD) is seeking applications for an Environmental Analyst to assist with all aspects of water quality monitoring, environmental protection, and regulatory compliance for the Littleton water and sewer systems. This position will report directly to the Water & Sewer Superintendent, and may occasionally supervise interns.

 

Responsibilities will include:

· Conduct water quality sampling and water level monitoring at groundwater monitoring wells, surface water locations, treatment plants, and water customer locations.

· Assist with water quality database entry and maintenance.

· Conduct site visits and environmental audits at locations in Town to ensure compliance with local permit requirements.

· Conduct environmental communications and outreach initiatives.

· Identify water conservation efforts and support water loss control activities.

· Attend trainings and educational events to inform department-related activities.

· Assist with LWD map maintenance and geospatial data collection.

 

The position requires at minimum a Bachelor’s degree in Science or Engineering, and a valid Class D Massachusetts’ Driver’s License. Desired employment or internship experience includes field collection of environmental data, data analysis and reporting, and Geographic Information Systems (GIS). The candidate must be fluent with Microsoft Word, Excel, PowerPoint, and Outlook. Upon hire, they must pass a physical examination and drug and alcohol abuse screening. Must obtain T1 and D1 drinking water within 3 months of hire, and a 5C wastewater license within first 6 months of employment. Salary range between $55,000 – $65,000, dependent on experience and qualifications.

Statement of Duties:

Under direct or general supervision, this position is to perform skilled work in the operation and maintenance of the municipal wastewater treatment plant and collection system.

Supervision:

Under direct or general supervision of the wastewater superintendent and wastewater Supervisor. The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently without specific instruction. Any questionable cases are referred to by the supervisor for clarification or interpretation. Reviews and checks of the employees’ work are applied enough to keep the supervisor aware of progress, ensure that completed work and methods are technically accurate and that instructions are followed.

No supervision is exercised by the wastewater operator. 

Essential Functions: The essential functions or duties listed are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

The employee operates and performs maintenance on equipment, systems, and facilities related to the treatment plant and collection system. The operator is required to be on call for emergencies.

1.       Performs process operations for wastewater treatment, sludge processing and disposal equipment to control flow and processing of wastewater, sludge, and effluent; monitors gauges, meters, and control panels; checks all tanks for sludge volume and blankets.

 

2.       Observes variations in operating conditions and interprets meter and gauge readings and test results to determine processing requirements and process control of all parts of the plant and Pump Stations. Make corrections to keep things working normally.

 

3.       Operates valves and gates; starts and stops pumps to control and adjust flow treatment processes of return activated sludge, waste, and thickened sludge, to maintain plant operations.

 

4.       Maintains logs and records meter and gauge readings; records and monitors daily and monthly flow; records and monitors Ph and percentage of solids.

 

5.       Monitors chlorine, polymer, and other chemicals; aids in the hook up & start-up of sodium hypochlorite feed from barrels taking appropriate safety precautions to prevent or to control leaks when they occur.

 

6.       Performs regular inspections to observe and check the operation and condition of equipment; calibrates meters; detects and reports faulty equipment operation, disorders, and breakdowns to Wastewater Treatment Superintendent.

 

7.       In the event of emergencies, operators take necessary steps to restore normalcy. This may involve alarm call-ins as primary contact or as support personnel.

 

8.       Maintains equipment and facilities under care in a clean, orderly manner; drains and cleans tanks, placing tanks online or offline, hoses tanks down, and hoses out wet wells.

 

9.       Performs routine laboratory analysis and sample collection on alternating weekends, holidays, and when needed. Information needed to determine pumping rates for RAS and wasting gallons. Determines areas where violations to state and federal permits may be forthcoming if not adjusted.

 

10.   Maintains wastewater treatment plant and pumping station grounds. Responsibility includes mowing lawns, weeding, and trimming shrubs.

 

11.   Repairs, unclogs, and replaces sewer lines and manholes throughout Orange.

 

12.   Operates a variety of motor driven vehicles and equipment including trucks with a rated capacity of more than 26,001 lbs., loaders, crawlers, excavators, front-end loaders, paving machines, graders, sewer rodders, jack hammers and backhoes; ensuring that all safety precautions are followed.

 

13.   Prepares for and responds to seasonal challenges including snow removal, snow and storm water, flooded areas, construction projects, and repair and maintenance of equipment and machinery.

 

14.   Participate in the construction, repair and cleaning of sewer lines and associated appendages such as catch basins, manholes and dry wells, maintain trenches, clears blockages from sewer mains, services sewer mains, proper bleeding of pipe, joining of pipe sections, maintenance of proper grades/slopes and general construction work meeting standards of performance and aesthetics, and other department activities.

 

15.   Perform investigations of private sewer services or sewer lines using a variety of methods which may include reviewing Town’s sewer records, colored water dye tests, CCTV camera investigations, and sound tests.

 

16.   Uses a variety of power-driven tools and hand tools to perform assigned tasks.

 

17.   Occasionally perform general carpentry work.

 

18.   Provides back-up support and assistance to other divisions as needed.

 

19.   As requested, required to participate in all snow and ice removal operations and other emergencies declared by the department.

Physical Requirements:

Work requires agility and physical ability and strength to move in and about sewer work sites, sewer trenches, or over rough terrain; the position may require the employee to stand, bend, twist, or walk for extended periods of time and often during inclement weather conditions. The employee regularly lifts or carries up to 60 pounds and occasionally lifts 100 pounds. May involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Examples include operating a motor vehicle, trucks, equipment, or climbing a ladder. Visual demands require constantly reading documents for general understanding; routinely reviewing non-written materials (e.g., maps and blueprints). Must be able to differentiate colors.

Work Environment:

Duties may involve the continuous presence of unpleasant or irritating elements such as raw sewage, hazardous machinery or substances, considerable noise, odors, chemical fumes, traffic, moving mechanical parts, extremes of heat or cold, high, or confined places, dust, smoke, heat, cold, oil, dirt, or grease. Work is continually performed outdoors, regardless of weather conditions. Work contains one or more constant elements of stress such as being on call or working during emergency situations. Position requires occasional work outside normal business hours in response to natural or man-made emergency situations.
