Technical and highly responsible work in the operation and maintenance of a Public Water
Supply & Treatment Facilities, and water pumping stations. Responsible for instructing,
directing, and setting up for a group of employees in the operation of the water facilities.
Operates drinking water treatment facilities, and chemical feed, pumping and disposal equipment.
Monitors gauges, meters, and control panels. Observes and interprets variations in operating
conditions, records meter and readings. Interprets routine test results to determine processing
requirements. Operates valves and gates, starts and stops pumps, motors, and equipment to control
and adjust flow and treatment processes. Interprets and follows manufacturer’s specifications and
instructions and reads blueprints. Collects samples and conducts tests indicating the proper
functioning of the Water treatment facilities and pumping stations. Performs repair and preventative
maintenance functions of mechanical and electrical equipment used in the treatment facilities and
pumping stations.
This position requires 3T Drinking Water License and Certification for the testing of Backflow
Prevention Devices. If in possession of said licenses, the City is offering a $8,000 sign on bonus. The
first installment of $4,000 will be upon completion of the 90 probationary period, and the second
installment of $4,000 will be disbursed upon 1 year of service in the city’s drinking water system.
Five or more years of increasingly responsible water treatment plant operations and maintenance
experience. High School or trade school diploma required; Associates Degree with a
concentration in environmental science or related field preferred. Shall have completed a
minimum of 20 class hours in technical courses or workshops related to the water field or, a
combination of education and experience that enables performance of all aspects of the position.

This position:
· Operates equipment manually and through instrument panel and programmable logic control units, system flows and levels in assigned process area. Equipment may include, but will not be limited to the following; pumps, valves, gates, meters, gauges, controllers, motor control centers, level controls devices, mixers, oxygen generation, chemical feed, odor control and hydroelectric equipment.
· Takes initial action to correct malfunctions of equipment and reports malfunctions and variances to the Area Supervisor/Shift Operations Manager.
· Inspects and troubleshoots mechanical, electromechanical, pneumatic or hydraulic equipment using tools and gauges of the trade. Performs preventive maintenance on operations equipment as directed by MAXIMO, such as but not limited to: greasing and lubrication, minor packing adjustments, opening hatches and installing safety rails, changing light bulbs, HVAC filters and performing minor maintenance during shift work as required
· Operates motor vehicles such as vans and pick-up trucks to transport materials to work sites, and pickup and deliver supplies and equipment.
This position requires a high school diploma or GED or basic reading, writing, mathematical and oral communication skills as normally attained through a high school education or equivalent and a working knowledge of wastewater treatment system operation and treatment plant equipment and at least one (1) year of experience preferably at a wastewater treatment plant. This includes a working knowledge of treatment plant processes, systems and operation of related equipment, such as instrument panels, programmable logic control units, pumps, valves, motor control centers, level control devices, mixers, oxygen generation, chemical feed and odor control equipment. Special requirements include a valid Massachusetts Wastewater Treatment Plant Operator Grade 4 license (Full or Operator in Training (OIT)), a valid Class D Motor Vehicle Operator’s license, and satisfactory completion of competency-based training program in accordance with the productivity improvement plan training program established at MWRA. Completion of MWRA Introduction to Supervisory Development course is strongly encouraged.
Salary: $60,403.10 – $85,746.11 annually moves to $63,259.82 – $90,564.19 upon completion of PIP training. The Town of South Kingstown has an opportunity for an experienced Wastewater Operator to join the team at the Wastewater Treatment Facility. This position, referred to as the Chief of Operations, performs the duties of a foreman on a daily basis and is in charge of the treatment plant in the absence of the Wastewater Superintendent and Assistant Superintendent. The Operator II is responsible for process control of the entire plant, assigning operating staff to the liquid and solids handling systems, performing routine plant testing program and research work and providing the Superintendent and Assistant Superintendent with information on treatment status and process efficiency, as well as some administrative tasks as needed.
The ideal candidate will have a high school diploma or GED, with additional course work as required by the RI Wastewater Board of Certification, as well as a minimum of two (2) years of experience at a wastewater treatment facility as a plant operator holding a Grade II or higher State of RI Wastewater Operator’s License. Candidates with a Grade III license are preferred. This position is considered essential and must be available for all shifts and during emergency events.
This 40-hour per week position has a regular schedule of Monday through Friday from 7:00am to 3:30pm with a half hour unpaid lunch break, and starts at a rate of $27.89 per hour ($58,016 annually). After successful completion of a six-month probationary period, the hourly rate increases to $28.54 ($59,365 annually) with a move to Step 1. Top step for this position will earn an hourly rate of $29.97 ($62,330 annually). This position is associated with the local Council 94 Union and will receive all benefits under their bargaining agreement. Those benefits include participation in the Employee Retirement System of Rhode Island Pension Program; up to 12 vacation days, 15 sick days and 3 personal days a year on top of 13 paid holidays as well as offers full medical, vision and dental coverage. The Town of South Kingstown is seeking a qualified applicant for the role of Wastewater Operator I. The Wastewater Division operates and maintains the South Kingstown Regional Wastewater Treatment Facility, which services portions of South Kingstown and its regional partners, the Town of Narragansett and the University of Rhode Island. The facility receives septage from outlying areas, and conventional wastewater via the Town’s municipal gravity collection system and twelve pump stations. The facility also accepts and treats septage waste from Town property owners not connected to the municipal sanitary wastewater collection system. The Wastewater Division provides continuous treatment of wastewater from residential and non-residential users that meets or exceeds requirements in accordance with its Rhode Island Pollution Discharge Elimination System permit as issued by the Rhode Island Department of Environmental Management. Additionally, the Wastewater Division is responsible for the oversight of the On-Site Wastewater Management Program, to help ensure that the surface waters and groundwater of the Town are protected to the greatest extent possible.
The position of Wastewater Operator I is responsible for performing routine maintenance in the operation and control of the Town’s wastewater treatment plant, pumping stations, and wastewater collection system. This position requires the skillful, safe, and efficient operation of related tools and equipment while performing a variety of tasks, and handling of chemicals and septage. Duties include operating treatment facilities to control flow and processing of wastewater, sludge and effluent; monitoring gauges, meters, and control panels; observing variation in operating conditions; interpreting meter and gauge readings; interpreting test results to determine processing requirements; performing daily laboratory testing for process control, quality control assurance, and permit; and operating and maintaining related machinery, equipment, and vehicles. The position requires the ability to service equipment, make minor field repairs and adjustments, and perform assorted tasks requiring manual labor for extended periods under unfavorable weather conditions when necessary.
Applicants must have a demonstrated ability to skillfully, safely, and efficiently operate related tools and equipment; perform mathematical calculations necessary for related laboratory testing; and establish and maintain successful working relationships with fellow employees and the public, and to effectively deal with others in a helpful, respectful, and courteous manner. The position requires a high school diploma or equivalent, and successful completion of a pre-employment physical and background check. The position requires holding a Grade I State of RI Wastewater Operator’s License issued by the RI Board of Certification of Operators of Wastewater Treatment Facilities. Those without a Grade I license will be required to obtain this licensure, within twelve (12) months of hire. Candidates with a Grade I license upon hire are preferred. Candidates with at least 2 years of related work history preferred. This position is considered essential and must be available for all shifts and during emergency events.

After successful completion of a six-month probationary period, the hourly rate increases to $27.24 ($56,664 annually) with a move to Step 1. Responsibilities
· Performs project management duties related to the District’s construction activities such as planning, conceptual development, review of alternatives, cost effective analysis, budget preparation, cash flow projections, permitting/regulations, scoping of work, selection of consultants, scheduling, performance testing, review of contract submittals, record keeping, preparation and resolution of written comments, preparation of in-depth technical report summaries, oral presentations and project memorandums.
· Coordinates and supports the activities of consulting engineers and contractors working for the District with respect to studies, planning, capital improvements, collection system, pumping, metering, wastewater treatment and facilities related projects.
· Supports the development of contract documents for advertising, bidding and construction. Responsible for supervision of construction activities to ensure conformance with contract documents including but not limited to regulatory requirements, shop drawings, correspondence, payment requests, project changes, change order requests and credits, testing, startup, commissioning, training, project closeout, warrantees and guarantees and project record keeping. Maintains project schedule and cost control mitigation measures to ensure projects are completed on time and within budget. Supports resolution of construction claims and disputes. Prepares change orders and extra work documentation as required.
· Communicates, coordinates and meets with District staff and any other personnel involved in project and/or construction work to address and/or resolve issues. Attends and makes sound recommendations during project design and construction meetings.
· Works with the Operations and Maintenance Divisions to assist in the resolution of operational and mechanical issues associated with District facilities, equipment and buried infrastructure. Works with the Operations and Maintenance Divisions to monitor energy consumption and initiate energy saving opportunities.

Lake Champlain Education and Outreach Steward
We are seeking one or two creative and enthusiastic stewards to assist with education and outreach activities with the Lake Champlain Basin Program (LCBP) during the summer of 2025.
Stewards will:
- Be an educational resource to children and adults within the Resource Room with the goal of helping the public better understand Lake Champlain and the opportunities for community involvement.
- Expand outreach programming to state parks, summer camps, lake and river events, upper reaches of the watershed and downtown locations to answer questions about Lake Champlain and offer opportunities for citizen action.
- Discuss a variety of watershed concerns with the public and provide resources for getting involved or changing behavior to benefit the watershed.
Successful candidates will be reliable, punctual, and should have solid communication skills and attention to detail. Completion of at least two years of college preferred. Coursework or demonstrated interest in Lake Champlain and watershed issues covered in LCBP’s 2024 State of the Lake report is desired. The ability to interact positively with the public at outreach events is needed.
Hourly pay range is anticipated to be $17-20, dependent on experience and qualifications. This position is based out of the LCBP’s office in Grand Isle, VT as well as the Resource Room at the ECHO, Leahy Center for Lake Champlain in Burlington, VT. It is expected this position will work up to 40 hours per week with flexibility and will begin in May and extend through September 2025. This position is not eligible for telework. A valid driver’s license and access to personal transportation is required.
