Salary Range: Gr. U6  $24.53 – $32.19 Starting Salary $24.53

DUTIES/RESPONSIBILITIES:

The Process Monitor is responsible for monitoring the data from the plant’s computers and electronics and adjusting operations to maintain compliance with standards and regulations.  Serve as a lead to lower level staff regarding the operation of the plant and troubleshooting problems.  Monitor and operate a variety of computers and electronics in the monitoring of plant operations.  Monitor plant readings and adjust plant levels based on operational procedures and guidelines in order to maintain proper plant operations.  Maintain a variety of logs, reports, and documentation regarding plant operations and readings.  Oversee and/or respond to alarms or operational problems within plant property and at remote locations and takes corrective action based on defined procedures or supervisor direction.  Assist with completing applicable regulatory reports and working with related agencies.  Skill in operating a computer and applicable software applications.  Perform all duties of an Operator I or II as assigned.  Perform other duties of a similar nature or level.

 

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION:  High School Diploma, or G.E.D.; and

EXPERIENCE: Two years of experience as an Operator II.

Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Special Requirements:  At the time of appointment, must possess a Full Grade II Operator’s certification license for wastewater treatment plant (Ch. 42-17.4-6 of the General Laws of 1956, as amended), and must possess valid driver’s license in good standing.

Wastewater Collection System Operator

Project Manager the incumbent will be responsible for providing the day to day oversight of department staff, shift operations, repairs and maintenance, as well as providing operational, commercial and personnel leadership to the plant shift operating teams to maintain efficient and cost effective facility operations while maintaining compliance with all Corporate and Regulatory environmental, health and safety rules and requirements.

 

Responsibilities will include the following:

 

Decision-making responsibility for O&M related to the Treatment Plant, equipment, processes and systems
Provide oversight of Industrial Pretreatment Program (IPP) and IPP staff

Independently evaluates and/or supervises the evaluation of the operation, maintenance and performance of wastewater treatment facilities, processes, systems and equipment
Oversees construction management personnel in implementing changes required during facilities upgrades and startup, supervises the work of operational services, treatment plant construction personnel in startup and initial operation of new or upgraded wastewater treatment facilities, processes, systems and equipment
Supervise/delegate/oversee plant shift O&M teams and direct reports

Manage, evaluate and develop the O&M staff
Manage scheduling and ensure adequate staffing at all times
Provide guidance to shift crews to monitor all facets of plant operations and incoming data
Provide leadership and delegate emergency response actions in response to alarms and abnormal conditions if/when necessary
Technical O&M related to the Treatment Plant, equipment, processes and systems

Ensure all equipment and processes are well maintained and functioning properly
Review, approve and supervise implementation of recommended improvements including analyzing and optimizing existing system designs and operating parameters, supervising performance testing and troubleshooting and resolving complex operational, equipment and instrumentation problems.
Participate in the development and compliance of operating policies ensuring compliance to all environmental and safety rules

Requirements

Education/Equivalent:

• Experience with at least some type of sampling

• Be detailed and through with their recordkeeping (chain of custody, inspection results, etc.)

Qualifications

Minimum Education, Experience and Licenses

·         Associate’s Degree in Business or Science and at least three to five years experience in the maintenance of a comparably sized wastewater treatment, industrial or manufacturing facility, including at least two (2) years of supervisory experience, or an equivalent combination of education and experience. All degrees must be from accredited colleges or universities.

·         Massachusetts Driver’s License.

·         Proficient in the use of computers and Microsoft Word and Excel software.

Highly Desirable Education, Experience, Certifications and Licenses

·         Bachelors Degree in Business, Science or other maintenance related field of study.

·         College-level or other training courses in computer science, business management, building & property management, mechanical, industrial and/or electrical engineering.

·         Wastewater Collection System and/or Utility Management Training and Certifications

Physical Requirements of Position

Employee must be able to crawl, climb, and move about the treatment works, collection system and do so in and about any construction site and during related construction or repair activities. Engage in activities below ground, on the ground, and at heights in excess of thirty (30) feet, work in tight quarters, confined spaces, climb ladders, walk on narrow scaffolding and temporary walkways. Must be able to operate a passenger car and/or light truck. Must occasionally move (push, pull, lift or carry) objects weighing up to 30 pounds. Must be able to access all areas of a multi-level, industrial type facility. Eyesight (sharp, close, distant, color, peripheral, and depth vision) and hearing must be well within normal ranges.

Job Environment

Work is performed in a variety of environments depending on the District’s needs as well as the fiscal and managerial duties assigned. Some work is performed under typical professional office conditions, with noise from building systems, office equipment and light traffic. Most work is performed under shop, field, industrial and laboratory conditions with loud noises, some exposure to raw and treated wastewater, wastewater solids and other related constituents, hazardous chemicals, oils, solvents, water borne diseases, explosive and toxic conditions, fumes or airborne particles, moving mechanical parts and associated electrical hazards. Work demands of the Maintenance Division may require employee to work outside of normal business hours and it may often be necessary to work on weekends and after work hours.

$86,272.91 to $93,604.88

DUTIES/RESPONSIBILITIES:

Takes and records readings of plant equipment, including temperature, pressure, and vacuum.  Operates a variety of pumps, valves, gates, and switches in order to operate the plant equipment.  Responds to alarms or operational problems within plant property and at remote locations and takes corrective action based on defined procedures or supervisor direction.  Cleans plant equipment and facilities and maintains a safe working environment.  Frequently requires operation of a forklift, Bobcat, front end loader, sweeper, scum truck, and/or pick-up truck.  Collects samples, performs standard tests, and records results; notifies supervisor if readings are abnormal.  Assists other operators and plant staff with cleaning, maintaining, repairing, and installing plant equipment.  Receives hazardous materials (chemical deliveries) and completes appropriate paperwork.  Performs other duties of a similar nature or level.   As required, to drive a facility vehicle on or off site.  Medium Work: exerting up to 50 lbs. of force occasionally, and/or up to 20 pounds of force constantly to move objects.

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION:  High School Diploma or G.E.D. as required and authorized by Chapter 42-17.4 of the RI General Laws of 1956, as amended (RIGL).

EXPERIENCE:  Performance in basic maintenance. Following instructions. Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.  Cleaning and sanitation principles and practices.

SPECIAL REQUIREMENTS: Within one year of appointment, must possess an Operator-In-Training (OIT) Grade I certification license for wastewater treatment plant.   Valid driver’s license in good standing is required at time of appointment.

Performs a variety of manual and semi-skilled tasks in the maintenance and construction of utility infrastructures, such as manholes, sewer lines, drains and other assets.  Cleans and inspects utility equipment such as basins, pumps, meters, sewers, regulators, generators, and other equipment.  Assists in completing appropriate paperwork regarding work activities.   Operates various equipment in the maintenance and cleaning of utility infrastructures, such as TV Cameras, vactors, flushers, diggers, etc.  Assists other plan and utility staff with operations, repairs, and related maintenance.  Inspects the grounds and equipment of pump, septage, and meter stations and related facilities.  Maintains and prepares vehicles and equipment for daily operations.  Performs a variety of manual labor in the maintenance of NBC grounds and facilities, such as shoveling snow and assisting with the maintenance and repair of equipment.  Performs other duties of similar nature or level. Considered an essential personnel position, expected to report for duty under all weather conditions.

 

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

Education & Experience:  High School Diploma, or G.E.D.; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

 

Special Requirements:  Valid Commercial Driver’s License, Class B in good standing.  This is a safety sensitive position.  Must be able to meet Federal DOT requirements.

Wastewater Operations Manager

Job Description:  The Wastewater Operations Manager performs responsible technical and supervisory work in the daily operations of the City’s wastewater treatment facilities. Position requires examining, analyzing and evaluating the wastewater treatment systems, wastewater characteristics, effluent water quality, determining actions and operational changes that need to be taken to manage resources in an integrated and sustainable manner. Judgment is needed to understand, interpret and comply with complex federal, state and local regulations as they pertain to the operation of treatment, facilities, pumps, yard piping and water quality analysis. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with laws and regulations; permit compliance; gathering, analyzing and evaluating samples or data using specialized fact finding techniques; and/or determining the methods to accomplish the work.

Qualifications:  Applicants for this position must have a Bachelor’s degree in wastewater treatment, environmental engineering, chemistry, biology, bacteriology or a related field, a Master’s degree or Professional Engineering license is preferred. Incumbent must have a minimum of 7 years of work experience with progressively increasing levels of responsibility and managerial responsibilities.
