General Statement of Duties:  This is responsible semi-skilled work in the operation and maintenance of a the Town’s wastewater treatment facility, including a wide variety of tasks using technology.  Duties include assisting other personnel with the operation and routine maintenance and cleaning of treatment equipment including pumps, motors, mixers, tanks and other plant and facility equipment, machinery or vehicles.  Makes periodic and scheduled readings of supervisory control and data acquisition (SCADA) systems, gauges, meters and control panels for treatment plant equipment and processes.  Performs sampling from all processes and stages of the operation.  Operates vehicles and trucks, and performs building and grounds maintenance as necessary, including mowing lawns, trimming bushes and snow removal. Performs all work in a safe, efficient manner.  Performs other related work as assigned.

Supervision Received: Works under the direction of an Attendant II or other supervisors as assigned.

Required Knowledge, Skills, and Abilities:  Some knowledge of the work standards and safety procedures used in wastewater treatment facilities.  Good ability to learn the procedures and processes in all phases of a wastewater treatment facility and related equipment operation and maintenance.  Good ability to learn and apply new skills, and adapt to new methodologies and technology.  Good ability in routine maintenance and repair of a wide variety of equipment.  Good ability and aptitude to understand and carry out complex oral and written instructions.  Good ability to establish and maintain effective working relationships with fellow employees, other municipal employees and the general public.  Must be able to perform all the physical requirements of the position, including working outside in inclement weather.

Qualifications:  High school diploma or high school equivalency diploma.  A State of Connecticut Department of Energy and Environmental Protection (DEEP) Class I Operator or higher certification, or a Class I Operator-in-Training certification.

Special Requirements:  Must maintain the Class I Operator certification in good standing.  Must possess and maintain a valid Connecticut motor vehicle operator’s license

Definition

Physical Requirements

Constant moderate to strenuous physical effort generally required to perform work. Frequent bending, walking, climbing, reaching, and standing. Supervision

Works under the direct supervision of the Lead Mechanic, Master Mechanic or the Facilities Foreman.

Performs work of a technical and mechanical nature requiring the use of defined procedures and methods, under close supervision to keep the mechanical and electromechanical machinery, equipment, and automotive equipment in good working order.

Job Environment

Work is performed both inside and outside, with exposure to varying weather conditions, and with additional exposure to loud noises, heights, toxic or caustic chemicals, fumes or airborne particles, extremes of heat and cold, near moving parts, and with a risk of electrical shock.

Has some contact with other District staff and infrequent contact with others.

Errors in judgment could result in injury to self or other employees, damage to buildings or equipment, monetary loss, loss of service, and legal ramifications to the District.

Adheres to the District’s safety rules, regulations and policies.

Essential Functions

Keeps vehicles in good working order. Performs preventive maintenance and repairs on the District’s vehicles, both gasoline and diesel, including tune-ups, oil changes, lubrication, adjustment or replacement of brakes, clutches and carburetor adjustments and repair. Performs routine vehicle safety inspection and road servicing.

Performs preventive maintenance and repairs on mechanical and electromechanical machinery and equipment, in order to keep machinery and equipment in good working order.

Lubricates equipment and checks for malfunctions; replaces packing and seals in pumps and valves; replaces bearings in motors, pumps and other equipment; cleans out pipes and performs other pipe fitting tasks, as required.

Uses gas and arc welding equipment to heat, cut, braze and weld.

Operates sewerage system and grounds maintenance equipment, such as trucks, backhoes, front-end loaders, sewer rodders, vacuum jet rodders, high velocity water jets, drags, bucket machines, and catch basin cleaners.

Operates snow removal equipment. Drives trucks, as needed, for solids removal and snow plowing.

Installs and sets up new and rebuilt equipment.

Assists in keeping maintenance records.

Performs clean-up work after repairs are completed.

Helps set up and operate equipment for outside sewer line maintenance and wet well cleaning.

 

Annual Pay Rate:    $57,829.63 to $67,172.48

The MWRA is seeking a Superintendent, Clinton to plan and direct the operations, maintenance, and administration of a major metropolitan advanced wastewater treatment plant, while meeting permit requirements and optimizing performance.  Has responsibilities for an operating budget over $2 million and a staff of nine employees. Required to be on-call for emergencies 24 hours per day, seven days a week. The position requires knowledge of engineering and analytical principles and practices as normally attained through a four (4) year college program in civil engineering or related field; Understanding of the principles of construction, operation and maintenance of sewage treatment plants as acquired by eight (8) to ten (10) years of experience preferably in a Grade 7 wastewater treatment facility using advanced wastewater treatment techniques (nitrogen and phosphorus removal) a valid Massachusetts Class D Motor Vehicle Operators license; and a Grade VII Wastewater Treatment Facilities Operators license.

Sewer Division Superintendent

SUPERINTENDENT – SEWER

General Statement of Duties:  This is very responsible technical and administrative work involving the operation of the waste-water treatment plant, pumping stations, and sanitary sewer collection systems including gravity sewers and force mains.

Work involves responsibility for planning and reviewing work assignments, reviewing laboratory data and reports and directing changes in treatment plant and/or collection system operations as necessary.  Duties include evaluating personnel and equipment and their performance, handling citizen complaints, coordinating employee training programs, monitoring operations and safety procedures.  This position also has the responsibility for difficult Sewer Division operations and maintenance decisions.  The work requires that the employee have thorough knowledge of the principles, methods, equipment, materials, processes and operations of waste water collection and treatment facilities and of the laws, regulations and standards pertaining to wastewater collection, treatment and disposal.

Additional Duties:  Plans, organizes and directs the town’s water pollution control program through an Assistant Superintendent and staff.  Maintains operations on a continuous basis, remains on call 24 hours a day. Administers town compliance with state regulations on construction of wastewater treatment facility upgrades, pump stations and sanitary sewers, and monitors compliance with town, state and federal regulations pertaining to discharge.  Procures equipment, materials and services. Develops budgets, controls and accounts for expenditures within funding allocations.  Gathers and analyzes information, determines recommendations and prepares reports.  Determines operating procedures and policies.  Reviews proposed designs affecting the Sewer Division for the Planning and Zoning Commission.

Counsels employees, supervises training, administers union contract language, and issues oral and written warnings.  Recommends higher level discipline.  Interviews job candidates and recommends selection.  Performs employee performance evaluation and reviews reclassification requests and makes recommendations.  Assures safe work practices and compliance with all human resources policies and procedures.  Meets with design engineers, developers and contractors pertaining to wastewater treatment plant and sanitary sewer collection projects.  Prepares sewer division bids and specifications for new equipment, supplies, and system repairs and reviews and recommends award of bids.  Coordinates operations with other divisions, departments and government agencies. Coordinates operations, personnel, materials and equipment necessary for projects and objectives.  Performs other related work as required.

DUTIES/RESPONSIBILITIES: The Electronics and Instrumentation Technician is responsible for installing and calibrating a variety of equipment used in the monitoring, testing, and operation of the plant and related facilities.  Installs, maintains, and calibrates a variety of specialized instrumentation and equipment used in the monitoring, testing, and operation of treatment plants and related facilities.  Maintains an inventory of parts and supplies required for continued plant and facility operation.  Prepares and reviews readings, logs, and reports for potential operational problems and responds to potential concerns.  Performs preventative maintenance and repair on specialized instrumentation and equipment within plant property and at remote facilities and locations.  Maintains appropriate records and reports regarding daily activities and maintenance and repair projects.  Works with other plant staff, such as operators, process monitors, electricians, and mechanics to ensure equipment is operating properly.  Performs other duties of a similar nature or level.

O&M Technician

DUTIES/RESPONSIBILITIES: In accordance with Operations and Purchasing department guidelines, provides administrative services and technical support for the timely requisition / purchase receipt and storage of materials, supplies, tools and machine parts required for continuous operations (24/7) at the NBC’s wastewater treatment facility(s) (WWTF’s). Responsible for the ordering, receiving and storage of all materials, spare parts and supplies used for the NBC’s WWTF’s. Works with Inventory Control Clerks in monitoring inventory supplies. Maintains an accurate and timely computerized database of all purchases. Responds to inquiries (internal and external) related to operating supplies, repair parts, materials, etc. associated with items needed and/or used to maintain plant operations and maintenance. Updates the computerized asset database management system to reflect accurate repairs and/or replacements to assets maintained in the Asset Management system. Extracts and summarizes information from the database for reporting purposes. Assists with the review and update of O&M Manuals to reflect accurate, up-to-date information. Prepares periodic schedules and status / usage reports. Performs other duties as assigned, within skill experiences and capabilities, as needed.

 

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION:  Must have a High School diploma or GED. Preferred candidate to have a two year technical college degree.

EXPERIENCE:  Must have 2-4 years experience with purchasing / inventory control / maintenance and/or WWTF operational experience.

SPECIAL REQUIREMENTS: Must possess or be able to obtain a Grade I RI Wastewater Treatment Operators license within one year of appointment. Must possess a valid driver license.

DUTIES/RESPONSIBILITIES:

Takes and records readings of plant equipment, including temperature, pressure, and vacuum.  Operates a variety of pumps, valves, gates, and switches in order to operate the plant equipment.  Responds to alarms or operational problems within plant property and at remote locations and takes corrective action based on defined procedures or supervisor direction.  Cleans plant equipment and facilities and maintains a safe working environment.  Frequently requires operation of a forklift, Bobcat, front end loader, sweeper, scum truck, and/or pick-up truck.  Collects samples, performs standard tests, and records results; notifies supervisor if readings are abnormal.  Assists other operators and plant staff with cleaning, maintaining, repairing, and installing plant equipment.  Receives hazardous materials (chemical deliveries) and completes appropriate paperwork.  Performs other duties of a similar nature or level.   As required, to drive a facility vehicle on or off site.  Medium Work: exerting up to 50 lbs. of force occasionally, and/or up to 20 pounds of force constantly to move objects.

 

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION:  High School Diploma or G.E.D. as required and authorized by Chapter 42-17.4 of the RI General Laws of 1956, as amended (RIGL).

EXPERIENCE:  Performance in basic maintenance. Following instructions. Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.  Cleaning and sanitation principles and practices.

SPECIAL REQUIREMENTS: Within one year of appointment, must possess an Operator-In-Training (OIT) Grade I certification license for wastewater treatment plant.   Valid driver’s license in good standing is required at time of appointment.
