Senior Program Manager, Monitoring, Inspection and Permitting

The MWRA is looking for a Senior Program Manager of Monitoring, Inspection and Permitting to direct and manage the Toxic Reduction and Control (TRAC) Department’s field operations sections. TRAC is responsible for implementing MWRA’s Industrial Pretreatment Program and our 8M construction permitting program. TRAC currently permits over 2,200 industrial facilities; 180 of those facilities are Significant Industrial Users.

This position:

·         Oversees TRAC staff responsible for developing, maintaining and processing permits including Sewer Use Discharge Permits, 8M construction permits, and direct sewer connection permits;

·         Coordinates with EPA’s Regional Pretreatment Coordinator when necessary, to facilitate a categorical determination on the applicability of federal pretreatment standards;

·         Assists with the establishment of program and Department policies;

·         Develops and implements Department Standard Operating Procedures (SOPs) within TRAC to maintain efficient, high quality programs that are in compliance with EPA and other regulatory requirements;

·         Oversees preparation and response to emergency spills/releases into sewer system and assists with the developmental and implementation of emergency response policy; and

·         Ensures that staff coordinate with other TRAC groups and sections and with other MWRA departments, including the Department of Laboratory Services and other Divisions as needed.

This position requires a Bachelor’s degree in chemistry, biology, environmental sciences, a related engineering or science discipline, or other related field and knowledge and understanding of environmental regulatory issues, policies, and practices related to municipal and industrial wastewater treatment and discharge, as acquired through a at least 8 (eight) years of experience, of which at least 4 years should be in a supervisory capacity. This should include an understanding of environmental permitting and enforcing environmental requirements and a minimum of 2 (two) years of experience in the development and management of permitting programs and a valid Class D Motor Vehicle Operator’s License.

Salary: $110,976.58 – $155,373.23 Annually Work Schedule: Monday – Friday 7:00am – 3:00pm, May be eligible for up to 50% telework after an initial waiting period. This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.

GENERAL DESCRIPTION
This is very responsible technical work involving planning and engineering of the Water and Sewer Division. Work involves responsibility for improving current facilities and providing for future growth of the Water and Sewer system. Duties include evaluating the conditions and requirements of the collection, distribution’ and treatment systems of the Water and Sewer Divisions, recommending any action required, preparing drawings, estimating costs, inspecting and supervising installations and providing technical assistance to customers and contractors as required. QUALIFICATIONS
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the principles and practices of civil and sanitary engineering. Considerable ability to assign and supervise engineering section staff and others as required. Considerable ability in oral and written communications. Considerable knowledge of the applicable codes, regulations and standards governing engineering, construction and maintenance in the Water and Sewer Division.
Some knowledge of the operations of production, treatment, collection and distribution systems of the Water and Sewer Division.

QUALIFICATIONS:
A bachelor’s degree from a recognized college or university in civil or sanitary engineering plus seven years of progressively responsible experience in ‘engineering utility operations, of which four years must be water or sewage related, or an equivalent combination of education and qualifying experience substituting on an year-for-year basis.

Youth and the Environment Program Coordinator – Wastewater Division Intern

Gain valuable experience with program implementation, youth mentorship and environmental education this summer with NEIWPCC! We’re seeking one or two summer interns to serve as coordinators for the Youth and the Environment Program (YEP), which aims to increase environmental awareness and introduce young people to occupations in the water and wastewater industries.

In this role, you will:

  • Supervise and act as a mentor to youths in the program and coordinate work activities alongside wastewater industry professionals.
  • Develop curriculum and lesson plans, organize field trips for environmental programming, and assist with the development of program reports for agency submission.
  • Assist with a variety of projects and activities, including drafting literature, designing social media content, and updating training guides.

Successful candidates will have a passion and interest in preserving and advancing water quality, and:

  • Excellent interpersonal and communication skills, and the ability to respectfully engaging with a diverse team of collaborators.
  • Experience with Microsoft Office Suite, especially Word and PowerPoint.
  • Completed at least two years of college coursework with a major in biology, ecology, environmental science, or related field, or be a recent graduate with a bachelor’s degree.
  • Some understanding of the Spanish Language is preferred.

This is a seasonal NEIWPCC internship based out of NEIWPCC’s Headquarters office in Lowell, MA. This position requires frequent day trips throughout the greater Lowell area, for which a valid driver’s license and access to own transportation is required. The ability to physically navigate natural terrain and aquatic environments and lift up to 50lbs would be required. This position is not eligible for telework. The position is expected to begin in June and extend through August and would be expected to work 30 hours per week, with some flexibility. The anticipated hourly payrate for this position starts at $17.

Transportation Civil Engineering Project Manager

As a Transportation Civil Engineering Project Manager, you will be working on innovative, multi-disciplinary roadway design projects for high-profile state agencies and large municipalities in the New England area. You will work closely with our team of civil engineers to lead and manage project tasks related to roadway design projects. Majority of our team enjoys a hybrid schedule, which allows us to offer this role in any of our New England offices: Boston, MA; Springfield, MA; Worcester, MA; Rocky Hill, CT; Portland, ME; and/or Manchester, NH offices.

Responsibilities:

  • Lead and manage project tasks related to roadway design projects that incorporate multimodal facilities, traffic calming treatments, urban streets roadway designs and modifications, accessibility improvements, transit network upgrades, drainage assessments and designs, public and private utility coordination, and green infrastructure elements.
  • Initiating, planning, executing, monitoring submission packages to clients; including bidding (cost estimates), zoning, permitting, and construction phase services documents.

  • Experience with developing roadway designs in accordance with Massachusetts Department of Transportation (MassDOT), New Hampshire Department of Transportation (NHDOT) or Maine Department of Transportation (MaineDOT) design guidelines and standards.
  • Experience in AutoCAD, Civil 3D, MiroStation –  InRoads/OpenRoads, and AutoTURN.
  • Strong written, verbal, and interpersonal communication skills.

Licensing: Possess or have the ability to obtain a Grade 7 Massachusetts Wastewater Operator’s License within a designated time frame, as determined by the Sewer Commissioners. A valid Class D Massachusetts Motor Vehicle License is required.

Skills: Proficiency in managing safety programs, understanding regulatory compliance, public sector financial planning, and using technology to enhance operations. Strong communication, organizational, and decision-making skills are essential.

Assistant Town Engineer

General Duties:  This position is responsible for providing technical and administrative support to the town engineer. Maintains engineering records and concise technical reports. Creates spreadsheets for tracking quantities and project management. Prepares plans, specifications and contract documents. Preparation of requests for proposal/qualifications (RFP) for consulting and engineering services.  This includes writing the RFP, holding a pre-proposal meeting to answer consultant questions, reviewing proposals received from consultants, conducting interviews, selecting consultants, reviewing scope and fee contracts and coordinating with the appropriate funding agency.  Understanding the needs of the project and evaluating the consultants’ resources that will best meet the needs of the project and the Town is critical to the success of a project.  Inspects construction of road, sidewalk, water, sewer and storm water utilities.  Participates on the Technical Review Committee, reviews and comments on plans of proposed subdivision and development.  Conducts site testing and field inspections for municipal projects, including water, sewer, storm water, roads and sidewalks.  Assists with design and development construction plans, specifications and bid documents.  Assists in project management, construction administration, and site inspection for conformance with design specifications, approved plans and town standards.  Assists with other engineering related duties as required, including permitting, correspondence, grant and funding applications.  Prepares permit and grant applications (wetlands, storm water pollution prevention, stream crossing).
Requirements:  Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in civil engineering.  Experience sufficient to thoroughly understand the diverse objectives and functions of the position usually interpreted to require three (3) to five (5) years of experience in public works operations and municipal engineering, or any combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.  Registered as a professional engineer or able to register as a professional engineer within one year of hire, certifications in construction safety and confined space training.  Possession of, or ability to readily obtain, a valid driver’s license for the type of vehicle or equipment operated.

Senior Wastewater Treatment Plant Operator

Description:  The Town of Exeter is currently seeking a full time Senior Operator for its Wastewater Treatment Facility, which is an activated sludge plant with enhanced nutrient removal.  Responsible for the effective utilization of personnel and materials assigned to the plant and ensure that the level of service is sufficient to meet discharge permit limits and maintain adequate conditions.  Train operators in laboratory testing procedures and plan operations. Review plant operations; generate logs of the plant’s operations and reports for State agencies, including monthly reporting to NHDES and USEPA; set daily chemical dosages in accordance with temperature and water quality; participate in the maintenance of the plant; maintain a level of supplies and service that is conductive to efficient operations; assist with the development of the yearly budget and other duties as assigned.

Minimum Qualifications: Associates degree or equivalent required knowledge of activated sludge wastewater treatment plant operations with five plus years of related experience.  NH Waste Water treatment plant grade 3 operator’s certification and NEWEA Laboratory Analyst Grade 1 required, or ability to obtain in 6 months.

Water/Sewer Heavy Equipment System Operator

Requirements:  Responsible for water distribution and sewer collection system operations, including maintenance of water valves, meters and hydrants; hydrant flushing; installation and repair of water and sewer mains; jetting of sewer mains; sewer manhole repair; operation of heavy equipment including vacuum truck, dump truck, front end loader and backhoe. Must be available for emergency response such as water breaks, sewer back-ups, snow plowing, etc. Duties also include snow plowing and snow removal.
