CSO Construction Project Manager

Seeking an experienced construction project manager to lead and oversee project activities associated with an administrative consent order aimed at addressing combined sewer overflows (CSOs) within the New York City watershed. This dynamic position will coordinate with industry professionals to help safeguard public health and make a meaningful impact protecting the environment.

What You’ll Do

  • Provide high-level program management of all obligations under the CSO Consent Order, identify potential problems with implementation and facilitate timely resolution by coordinating with internal and external partners.
  • Collaborate with internal engineers to complete comprehensive technical reviews of and develop detailed comments on project documents and prepare technical memoranda and presentations.
  • Conduct site visits of active construction projects, attend construction progress meetings to identify potential problems with project implementation, and prepare construction site inspections reports.

What We Are Looking For

  • A bachelor’s degree in engineering, preferably in environmental, civil, chemical, or mechanical engineering; construction management; science, preferably in physical, environmental, or natural science; or in a related field.
  • At least six years of experience in the design, construction, or operation of wastewater treatment plants or collection systems, stormwater management systems, or other systems for protecting water quality.
  • Knowledge of wastewater collection system, treatment plant, stormwater system, or CSO system engineering design, operation practices, and construction practices.
  • Knowledge of USEPA and NYSDEC wastewater, stormwater, and CSO rules and regulations and experience working with federal, state, or local water/wastewater agencies.
  • Experience managing environmental construction projects.
  • A New York State Professional Engineer’s license is preferred but not required.

Position Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in Albany, NY. Duties will be performed largely in an office setting with occasional travel to and from construction sites or meetings in New York City, for which a valid driver’s license and access to own transportation are required. After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs.

Environmental Analyst – Drinking Water Specialist

NEIWPCC is seeking two full-time Environmental Analysts to collaborate with municipal stakeholders and community leaders to develop and implement plans to protect drinking water sources throughout the Western Region of New York state.

What You’ll Do
As a NEIWPCC Environmental Analyst and an essential member of the Drinking Water Source Protection Program (DWSP2), you will:

  • Work with municipal leaders, water operators, consultants, local health departments and other community stakeholders to develop DWSP2 plans and provide technical assistance during plan implementation.
  • Collect, analyze, and maintain environmental data to inform recommendations and prepare technical documentation for a variety of stakeholders and for external outreach.
  • Utilize GIS to create community maps and will be a resource for questions related to sources of drinking water and locations of possible contamination.
  • Assist with other tasks related to water supply protection, such as water quality sampling, database management, data analysis, performing sanitary surveys or capacity assessments for public water systems.

Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:

  • A degree in environmental sciences or related field.
  • Knowledge of and experience with aspects of drinking water quality programs, state/federal regulations, watershed management.
  • Experience collaborating with a broad range of stakeholders in implementing environmental programs.
  • Competence in statistical analysis of large data sets and competence in GIS highly valued.

Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in the New York State Department of Health office located in Rochester, NY. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a hybrid work schedule for in-office duties, subject to approval and program needs.

Qualifications:

B.S. in Civil, Environmental, Chemical Engineering, or related field.
8 + years of experience in water/wastewater engineering and design.
3+ years of Project Management experience, including managing municipal and utility projects.
Professional Engineer (PE) license required.
Strong expertise in the technical aspects of water/wastewater systems, including design, planning, and construction.
Excellent communication, organizational, and technical writing skills.

SALARY RANGE: $24.32 PER HOUR

Full Time Day Shift Position – 40 hours per week, plus rotating weekend overtime shifts

Specialty Licenses/Merit Pay: Wastewater Weekly Stipends for Collection System Certifications:  Grade I – $30.00, Grade II – $40.00, Grade III – $50.00, Grade IV – $60.00

MINIMUM REQUIREMENTS:

– Mechanical ability pertaining to plumbing or combination of equivalent education and experience

– Applicants must currently hold a high school diploma or equivalent as well as a valid motor vehicle driver’s license

*PREFERRED, BUT NOT REQUIRED – Collection System Grade 2 Certified License

Research Associate I (University of Rhode Island NEMO Program)

This is a full-time calendar year position, limited to 09/26/2026 with anticipated renewal.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Support School and Daycare Lead Sampling.

Supervise student water samplers.

Manage data reporting.

Communicate with schools/daycares.

Support PFAS Grant Activities.

Network across university and partner organizations to determine locally relevant activities.

Conduct an extensive literature review, documenting ongoing research of PFAS contamination, treatment, and community outreach/engagement activities.

Coordinate and conduct water sampling efforts.

Assist with outreach/engagement as needed.

OTHER DUTIES AND RESPONSIBILITIES:

Meet regularly with the research team.

Provide regular progress updates.

Perform other duties as assigned.
