January 26, 2000 Meeting Minutes

1.  Nominations and Election of Officers

 

C                   Chair Elect -Carolyn Jenkins

C                   Vice-Chair - Ron Jager

C                   Secretary - Ned Beecher

 

2.  WEF Biosolids 2000 Conference

 

C                   Tom Walsh has approximately 8 people for room monitors; he needs 15 and has room for 30 room monitors.  He asked the committee to let him know if anyone is interested.  Mark Gould has the matrix made up for room monitor assignments.

 

C                   Ken Carlson needs to reschedule Mr. and Mrs. Fish so if we can get a big room he can schedule it for one of the conference days during Biosolids 2000.  John Donovan will look into.

 

C                   John Donovan stated that the Program Committee has done an outstanding job putting the program together.  Registration so far is around 200 and he would like 500 - do some recruiting.

 

C                   NEWEA and NEBRA are co-sponsoring. Ned Beecher asked people to spread the word.  NEBRA's annual meeting will take place at the Marriott on Sunday, Feb.27 from 1-2 PM and he invited NEWEA committee members to attend.

 

3.  NEWEA 2000 Biosolids Conference (October or November 2000)

 

C                   Carolyn Jenkins and Tom Walsh reported that the Hartford Conference was very successful and that we need a theme and a location for the 2000 conference.

 

C                   Some possible locations discussed were Portland, Maine's Kady Biolysis system; Portsmouth or Nashua New Hampshire (Nashua was 2 years ago); Somerset, MA; and Providence, RI.

 

C                   Some ideas discussed were hot topics such as biosolids monitoring and regulatory issues. Possibly bring WWTP representatives, farmers, regulatory officials and environmental groups together to discuss biosolids use and disposal issues.  There is a need to educate people environmentally.  There is a $30 Million dollar composting project in Concord, New Hampshire.

 

C                   George Estes mentioned utilizing the Office of State Planning, (Land Use and Planning) in order to present a broader view using GIS, nutrient balance information.  Involve the municipal association by including a key person from the State Planning Offices

 

C                   Need to define the theme and need volunteers.  Carolyn Jenkins, Shelagh Connelly, Mark Gould, Ron Jager, Ned Beecher, Alwynne Hellfach, and Jamie Ecker volunteered to help. The theme and location will be decided at next meeting during the WEF Biosolids 2000 conference that has been scheduled for 2/28/00 at 12:30.  A table will be reserved in the exhibit area for us to meet during lunch. 

 

4.  NEBRA Issues

 

C                   Ned Beecher reported there is a great partnership between NEWEA and NEBRA.  The NHWPCA decided to have NEBRA take on all biosolids issues.  The NEWEA and NEBRA research committees have joined.  Need for new board members at the next NEBRA meeting and it would be great to have a NEWEA person on the board.  NEBRA's website is nebiosolids.org.

 

5.  Other

 

C                   NEWEA Spring Meeting at Mt. Washington Hotel - The Residuals Management Committee will have a full morning session at the conference on Tuesday.  We need ideas for topics and speakers.  John Donovan has committed to identifying presentations from the WEF 2000 Biosolids conference that may be appropriate.  George Bloom has volunteered to assist with setting up the session.

NEWEA Residuals Management Committee Meeting Minutes

June 7, 1999 11:30 AM

Newport, Rhode Island

 

1.         NEWEA 1999 Specialty Conference - Scheduled for November 3, 1999 at the Chowder Pot IV Restaurant in Hartford, Connecticut.  Paul Gilbert handed out an update with a tentative meeting agenda.  Will accommodate about 150 people.

 

The main theme changed from Biosolids Distribution and Marketing to Biosolids Processing and Odor Control due to the limitations of Connecticut state regulations regarding beneficial use.   Possible additional topics are:

 

C                   Chuck Conway on biosolids reporting under the 503's.

C                   Carolyn giving a National Biosolids Partnership and New England update with upcoming changes in the 503's.

C                   Paul adding a small talk on a compost reclamation case study in CT in with the CT DEP current applications to provide additional focus on reuse in CT.

C                   Information on incineration will be worked into the Biosolids processing section.

C                   Tours will require pre-registration.

C                   Paul will work on getting an opening remark speaker (possibly the mayor) and Tom will be the moderator.

C                   Will work out further details at the next RMC meeting tentatively scheduled to take place the day of the NEWEA Clambake in August.

 

2.         WEF 2000 Specialty Conference - February 27 to March 1, 2000 at the Marriot Copley in Boston.

 

C                   Expect 500 attendees and 200 vendors

C                   Carolyn read the list of topics - they would like a successful New England biosolids project presented.

C                   Jeff Steir to be the keynote speaker

C                   100 abstracts have been submitted with 5 European presentations -planning going well

 

3.         Public Education

 

C                   Lisa is going to do something with the web with Jack Cochrane to post conference notices and minutes of the RMC meetings on the NEWEA web page.

 

4.         Government Affairs - Paul T. not here.

 

5.         Incineration Regulations - The Clean Air Act is still trying to lower NOX levels.  The next 503 changes will be signed soon.  Hydrocarbon monitoring requirement changes expected. 

 

 


6.         State Issues

 

C                   The New Hampshire sludge regulations out in March and the septage regulations out in May 1999.  Both are very restrictive.

 

C                   Vermont rules are on hold.  They are looking for someone to take Katie Geer's place.  Kathy Jamieson is the interim coordinator.

 

C                   Massachusetts is still working on their rewrite.

 

C                   Maine is back in the rule making stage again.  Comment period is on now.  There was a discussion on phosphorous limits for land application relative to total P vs. available P.  Soil tests show increased P not a runoff issue.  Agronomic use focus will be on compost.  NEBRA is sending out an RFP for phosphorous studies.

 

7.         New Business

 

C                   Briefly discussed Radionuclide survey to POTW's by EPA and AMSA.

C                   Thelma Hamilton is now Thelma Murphy and she is on maternity leave.
